britain says chinese tech giant huawei will have a limited role in its 5 g. mobile phone network and a week of rain leaves parts of madagascar are some marriage beneath muddy waters more than 30 people have drowned 1000 scientists. in just under an hour now donald trump is you to reveal his frown to end the palestinian israeli conflict with israel's prime minister benjamin netanyahu standing beside him palestinians have already rejected it and are calling for an emergency arab league summit they have been protests in gaza against the plan ily 2000 people are on the streets burning tires and waving palestinian sides they accuse donald trump of putting together a deal that would only benefit israel in the occupied west bank israeli troops have increased their numbers near ramallah small protests have begun their logic crowds

are expected later extra soldiers have also been said. to the jordan valley an area that's now has space too posh onyx and we've got 3 correspondents covering the story how the fossett is in general spend 70 deca is in gaza for us we go to our white house correspondent kimberly hockaday in washington d.c. so kimberly what are we to expect and do we know at this point what of what is in this crime. you know we're starting to hear some leaks about what is in this plan and what we're hearing is that this would offer only limited autonomy to the palestinians in the west bank and east jerusalem essentially this is a redrawing of the west bank border we believe in what this would mean is that the israeli border would now encompass some of those jewish settlements inside the west bank now we're also hearing that there would be in this proposal some form of israeli security control that would remain inside the west bank now apparently this
7:03 pm
is going to be implemented over a 3 year timeline that there would be a series of benchmarks that the palestinians would have to meet in terms of not only new political measures but also are we now seeing a violent sensually we don't know is how this would handle some of the competing land claims ministration of holy sites in jerusalem what we do know is that what we're hearing so far is that this does seem to fall short of the international standard or goal which would be to have a separate and independent palestinian state now we are expecting to hear the full details of this plan when the president presents it president trump alongside the israeli prime minister benjamin netanyahu that set to begin in about an hour's time and we'll be carrying it live here on al-jazeera of course committee how cats at the white house thank you very much for the moment let's cross over to gaza now and stephanie deca stephanie the palestinians have already rejected this plan even before we know what's in it and some factions have called on protesters to turn out
7:04 pm
for protests what's been happening in gaza where you are and just how tense could the situation become. that's right all the factions and these are palestinian factions that are usually at odds with each other particularly and have mass have come together islamic jihad p f l p they had a meeting yesterday and they're also going to be meeting later on tonight in the west bank to figure out what their response and what the way forward will be because yes as you said they all reject it they haven't been consulted they haven't been spoken to and certainly they don't agree with believes and what will be called the speculation that say until now of what is in the plan so the protests have been cooled we saw some crowds here in gaza earlier today burning tires it is still relatively peaceful fairly many people you speak to here will tell you well maybe it's more about the west bank the annexation the capital. borders what is interesting is that all the previous peace talks we've had before the last 12014
7:05 pm
they were all talking about talks they haven't really started to scratch the surface of those real crucial issues like the status of jerusalem like borders and it seems that this plan is going to have all of that ironed out so i think we're and have to wait and see what the details are and what the response is going to be as you heard kimberly say about an hour from now what the people in gulzar really want and it's a very basic thing and many people even will tell you that the palestinian state that political utopia almost at this point is so abstract all they want is for their lives to improve for there to be freedom of movement for there to be job opportunities this is a strip that is besieged for years unemployment is over 60 percent when it comes to the youth electricity it is an issue sanitation water we could go on just to tell you the un in 2012 put out a report that gaza would become uninhabitable by 2020 well it is 2020 we see escalations between the 2 sides come and go there is no political solution that is key to resolve the situation here stephanie thank you stephanie take a life for
7:06 pm
a scene gaza and it's now bring in harry frost set in west jerusalem sorry tennis for us about some of the measures the israelis are putting in place ahead of the unveiling of the spot. we asked the defense minister enough holly bennett has been touring the occupied west bank during the course of the day and has announced some of several 100 israeli troops being sent to the jordan valley because of the central a t 2 netanyahu election campaign pledges about and exceed the jordan valley and some of the reporting about the potential of that featuring in this peace plan and so there's been a buttressing of israeli troops there is also told all israeli troops to be ready for an immediate escalation of violence and not to expect security cooperation from the palestinian or thora t. as far as netanyahu is concerned the timing of all this is of course extremely
7:07 pm
interesting to say the least it is just a few weeks now before the 3rd consecutive election this one shuttled from march the 2nd the previous 2 have been inconclusive mess and you know who's in charge of a caretaker administration since the last election he's been pledging an exception saying he's the only israeli politician able to capitalize on what he's been repeatedly calling a special last few days a historic opportunity in terms of the unveiling of this peace plan so it's clear that he's very much wanting to focus on it ahead of that election make it a keystone of his campaign but there are goods that there are pros and cons as far as he's concerned electorally the right way yes count so comprising israeli settlers in the occupied west bank the main spokes spokesman for that group of people has said that it doesn't support this plan because of the indications that it might in visit

a palestinian state of some kind in the future even that is too much for them to accept and as well as that he's withdrawn his immunity request from the israeli parliament the knesset from his indictments over 3 separate corruption cases he is seen. those that amuse the request would not have succeeded he doesn't have the numbers in the israeli parliament so he decided to withdraw it allowing the focus to be on this deal as opposed to on this continued fight of his immunity however that does mean that he is now indicted the indictment has gone through so the jerusalem district court so that it has a lot to deal with in the run up to this election he's gambling that this very high profile event with donald trump and as we say less than an hour will help him in that harry thank you very much for the momentary fawcett's reporting there live from western. and other world news hong kong's leader has appeared before the cameras wearing a face mask to announce extraordinary measures aimed at stopping the spread of the

foroohar world. you're watching how it is there live from doha and we want to take you to washington d.c. right now we're. giving a news conference about their response to the outbreak of the current virus to seize the u.s. 6 states u.s. nice a secretary of health alongside the center for disease control and prevention director and other u.s. health officials that's the daily tell a briefing as we thought it important to provide the media with a face to face opportunity to ask questions of our top public health experts 1st let me provide a brief update on the situation as of today the c.d.c. has reported 5 cases of the novel coronavirus infection here in the united states
7:18 pm
china has now reported more than 4500 cases americans should know that this is a potentially very serious public health threat but at this point americans should not worry for their own safety this is a very fast moving constantly changing situation dr redfield and dr felt she will walk through some more details of the current situation and response part of the risk we face right now is that we don't yet know everything we need to know about this virus but i want to emphasize that does not prevent us from preparing and responding. we have the experience of responding to 2 earlier coronaviruses that emerged to cause serious illness in people sars and birds and we have experience responding to bird flu outbreaks in asia one challenge is that with an emerging virus like this our current assessments are based on an uncertain
7:19 pm
denominator our denominator is the $4500.00 plus cases that have been identified in china as well as more than 60 cases in other countries but these early cases are naturally the most severe cases because patients presented themselves to health care providers how does this skew our understanding of the virus 1st we're still determining the real speed of spread of this disease which is represented by a number known as are nuts which is the average number of additional people infected by given person with the disease one paper found are not estimates for this virus ranging from 1.5 to 3.5 as compared with say a number of 12 to 18 for measles we're also still learning about the severity of the virus currently china is reporting more than 100 deaths from the more than 4500 cases that is
7:20 pm
a high rate but again the cases that have been identified skew to the severe including patients who are older or have other illnesses the mortality rate may drop over time as we identify a broader set of cases we're also working to understand the incubation period this number of areas for coronaviruses with extremes being anywhere from $2.00 to $14.00 days that number could be higher or lower for this virus. finally we're working to determine whether there is a symptomatic transmission normally with a corona virus we see more viral shedding and more transmission when a person is more symptomatic. china has reported there may be evidence of asymptomatic transmission all of these questions must and will be answered in order to provide a proper risk assessment but they are not stopping us from focusing on applying
7:21 pm
tried and true public health benefits in the meantime the playbook for responding to an infectious disease outbreak is relatively simple and ball type tiered you identify cases isolate people diagnose them and treat them then you track down all the contacts of the infected person and you do the same with those people and the same with contacts of contacts if necessary that approach is how public health departments and health care providers working with the c.d.c. are handling the cases here in the united states and i'm very grateful the hard work that they are all doing together. this kind of work coupled with studies and analysis is also how we answer the questions i described earlier on january the 6th we offered to send a c.d.c. team to china that could assist with these public health efforts i reiterated that offer when i spoke to china's minister of health on monday and it was reiterated
7:22 pm
again via the world health organization's leadership today in beijing we are urging china more cooperation and transparency are the most important steps you can take toward a more effective response beyond that all options for dealing with infectious disease spread have to be on the table including travel restrictions but diseases are not terribly good at respecting borders so we would have to assess carefully whether the evidence recommends any steps beyond the thoroughly tested about those i just described. i know this playbook well because i was in the same building here in the 2 thousands a serving as general counsel and then as deputy secretary alongside some of these very same fine scientists and public health officials when we responded so the sars outbreak monkeypox anthrax attacks pandemic flu preparedness and a number of other infectious threats that has given me a deeper appreciation for the institutions that oversee our response the united

states has the world's finest public health system we've been monitoring this virus and preparing a response since back in december but it's more than that preparing for these kinds of outbreaks is part of the daily life at h.h.s. and for america's public health professionals preparedness is a day job around here we are constantly making investments training personnel at all levels carrying out simulations and exercises and sharing information this commitment goes straight to the top the president and i have been speaking regularly about this outbreak and i've been speaking with the senior officials at h.h.s. in the white house multiple times each day since the outbreak began and to represent that international threat. the president is highly engaged in this response and closely monitoring the work we're doing to keep americans safe all right we've been listening there to mix is on the u.s. house secretary was giving a news conference about the u.s. his response to the corona virus outbreak standing beside scene is the director of
