a poll out a few weeks ago that you had almost 30 percent americans believing they were on the cusp of civil war both sides accuse each other of doing things that are so plainly wrong the bottom line on u.s. politics and policies and their effect on the world. this is al-jazeera. the whole roman you're watching the al-jazeera news our live from our headquarters here in doha coming up in the next 60 minutes. you have been the greatest friend israel has ever had in the white house. donald trump and israel's prime minister congratulate each other on a new middle east plan under which israel annexed large parts of palestinian
2:01 am
territory. also there were no palestinian leaders present at the white house and on the ground the plan is being met with anger and protests. in other news donald trump's legal team wraps up its defense that the president's impeachment trial as pressure grows on republicans to allow former national security adviser john bolton to testify. and we visit the front lines of libya's civil war those forces allied to the tripoli government defend an offensive by warlord khalifa haftar. hello welcome to the news that u.s. president donald trump has revealed his plan to end the israeli palestinian conflict with israel's prime minister benjamin netanyahu standing beside him it's billed as a 2 state solution but under it israel will immediately and its large. areas of the
2:02 am
occupied west bank and the jordan valley while a palestinian state only comes into existence after 4 years and only if israel feels its security concerns have been met let me are who says israel's cabinet will meet to formalize the annexation assume a sunday president trump announced that the u.s. will support those moves trump also said that jerusalem would remain israel's capital the palestinian state would have its capital in parts of eastern as opposed to east jerusalem. president mahmoud abbas calls trump's plan a conspiracy and says no palestinian can accept a state without jerusalem as its capital but i'm not sure. that in the announcement we did not find anything new compared to what we heard 2 years ago it is sufficient to say that 2 years ago we heard the jerusalem is the undivided capital of israel as claimed by them we cannot wait and wait and keep on waiting
2:03 am
our position has not changed and after we heard this our turn on to and we say no no and a big no to the deal of the century well in a moment we'll get reaction from harry forces to in west jerusalem but 1st let's hear from like hanna in washington d.c. a long awaited plan in the making might that wasn't well it's not set in stone but it was supposed to be up for discussion i mean what is there to discuss when the ground rules have already been preset and additions add it all to them as well. well a spokesman for the trump administration has said that this plan was long baik to this in response to inquiries about the timing of the announcement given that both president trump and prime minister netanyahu have their own legal and political problems back home however it is as you said something that has been based on a series of steps taken by the u.s. government under the trumpet ministration the recognition of jerusalem as the
2:04 am
capital of israel the divide disavowal of settlements as contravening international law which was announced by secretary of state mike pompei a few months ago so the steps have been in place as you said this peace plan as it is called merely cementing those moves that have already been made giving the green light to israel in fact the encouragement to israel to conduct wide scale an expression particularly of the jordan valley so certainly this plan comes as no great surprise given the nature of the architects of the plan and given the steps that the u.s. administration under president trump has taken in recent years. then wonders why present a plan when they're not looking to be any palestinians present and the palestinians themselves would reject anything that's on the table that hasn't been negotiated with them. well the cynics would say that this is suitable the timing of the plan for prime minister netanyahu in particular is about to go through yet another
2:05 am
election cycle for president trump who's facing as i said his own problems with an impeachment trial in the senate but that question does open why introduce a plan in which the major part is not included at all in fact of actively boycotted it now it's significant to note that present at that crowded announcement of the plan in the white house were some ambassadors from the united arab emirates from amman and from bahrain now this is significant in that it's the 1st time since the original camp david agreement back in 1979 that any arab states has signed off on a u.s. brokered peace deal as it were it's also significant though to mention that the major players in the region jordan saudi arabia qatar were not present so certainly there's going to be great to bishan in the arab world on the impact of this particular plan and also within the united states indeed will for the updates mark thanks very much well it has been another historic day in the middle east chapter
2:06 am
our white house correspondent kimberly halkett has more on the day's events from the white house in washington d.c. . killing it is a deal to bring peace to israelis and prosperity for palestinians u.s. president donald trump presented his long awaited middle east proposal at the white house alongside israel's prime minister benjamin netanyahu we have an obligation to humanity to get it done this is an extraordinary orange trumpets proposed a 4 year freeze on new jewish settlements on palestinian land the plan also proposes a tunnel connecting the west bank and gaza and a doubling of palestinian territory to include a capital in what it calls al could be arabic name for jerusalem with the. added states would open an embassy but in a contradictory statement trunk declared jerusalem israel's capital where u.s.
2:07 am
embassy already exists under this vision jerusalem will remain israel's undivided very important undivided capital. sites holy to muslims christians and jews would also remain under israel's control these ancient lend should not be symbols of conflict but eternal symbols of peace and does expected trumps 80 page plan also calls for israeli sovereignty over the jordan valley that israel's prime minister argues is necessary for security israel must have sovereignty in places that an able israel to defend itself. but absent from the white house announcement palestinian leaders discussions on trucks middle east proposal broke down in 2017 following the move of the us embassy from tel aviv trump announced he sent
2:08 am
a letter to palestinian authority president mahmoud abbas outlining a 4 year timeline for recognition and implementation of his plan president abbas i want you to know that if you choose the path to peace america and many other countries will we we will be there we will be there to help you in so many different ways and we will be there every step of the way to ask you about something but in an exclusive interview with al jazeera trump son in law jared christian are said what isn't helpful to the palestinians future is the palestinian authority would rather go in and complain as opposed to come to the table or negotiate which quite frankly shows that they're not ready to have a state if you're ready to have a state and you don't call for days of rage the white house says acknowledge the dire economic conditions of palestinians. planned builds on a previously announced $50000000000.00 economic proposal with additional grants and loans implemented over the next decade but only if reconciliation is achieved the
2:09 am
timing of the white house plan announcement was overshadowed by president trump's impeachment trial in the u.s. senate still the plan is likely to be a key talking point in donald trump's reelection campaign can really help at al-jazeera the white house let's bring in a hurry for said our correspondent in western leaser of jerusalem and harry we're expecting denunciation from the palestinians a mixed reaction parents from europe and other global capitals but in terms of what is coming out of israel certainly clear differences are now emerging certainly from the defense minister for example. well yes this is one of the complexities of this whole thing i mean if you think of benjamin netanyahu and his keenness as it obviously is to present this what he's been calling a historic opportunity just ahead of the election on march the 2nd and be able as
2:10 am
he says he intends to use these his office does to stop the inaction of the annexation of israeli settlements illegal israeli settlements in the occupied west bank as soon as sunday obviously you'd expect the israeli right to the process cement right to applaud that but there are large elements on the far rights in israeli politics who oppose this deal the yes the council which represents the majority of settlers and indeed as you say is own defense minister from another party naftali bennett. health has the very nature of any kind of recognition of a palestinian state no matter what form it comes in is not acceptable and that it was important to work to ensure that israel never recognized a palestinian state so there are some elements the israeli politics for whom even this what is seen to be an incredibly pro israeli format is not enough indeed there
2:11 am
was a great deal of confusion really as well in that speech given in the white house when it came to where the palestinian capital would be and the issue of the terminology in terms of east and east jerusalem i mean general clarity on that. yes it is written in black and white in the planet self and section 14 about jerusalem and it really costs aside what donald trump 1st said in december 27th gene when he talked about recognizing and he did recognize israel israel's capital jerusalem but said that the future of borders of that capital would be left up to final status negotiations between the sides will now united states is saying that it's in this plan determining that border and that israel's capital jerusalem in its terminology would be undivided the entirety of jerusalem behind or to the west
2:12 am
and south of the israeli wall which is obviously inside palestinian territory there are the suburbs or neighborhoods of jerusalem like parts of the swofford refugee camp abu dis which are nominally jerusalem but there on the other side excluded cut off from the city proper it's that part of jerusalem on the other side of the wall that is really the americans are referring to when they talk about a potential future palestinian capital so it's not what the palestinians have been demanding for all these decades proper sovereignty of east jerusalem as it's commonly understood or for that update thanks harry how you foresee the force in west jerusalem thank you. daniel levy now he's the president of the u.s. middle east project which is an independent policy institute and joins me via skype from london good to have you with us on the program mr levy now you have read the plan and had time to dry death digest partly its contents is it viable is it fair.
2:13 am
it's giving me indigestion so hell it is not an attempt to be viable there i think we have to recognise this for what it is and reading the plan. something kept coming up in my head and i went back and i read a speech that israeli prime minister benjamin netanyahu gave just over a decade ago in 2009 in burial and when he 1st was reelected to that job in that speech he sets out a narrative in which only jews have historic claims only jews have rights and he sets out what the parameters could be for a deal which as far as he was concerned if you want to call it a palestinian state call it a state but it will be no such thing in reality this is america taking in his rage proposal and translating it into an american position but it's worse than that it takes what ostensibly looks like what a model peace agreement might look like and raps into that an act of aggression
2:14 am
very close to a declaration of war all the palestinians it is not intended to advance peace it is intended to force the palestinians to say no to depict palestinians as rejectionists and to allow israel to pursue with greater pace and greater support israel's own unilateral plans it's a very dangerous cynical and aggressive move daniel you can say that from a position of experience because our audience won't know that you yourself were an advisor to a former israeli prime minister and in what the 2 thousands you've been in the middle of those sorts of negotiations when it comes to peace with the palestinians how far removed is that conversation now from what you've experienced in your sort of cannot verify say your diplomatic history. well it's really
2:15 am
interesting you should put it like that's a help because that's exactly what i've gone through in the last few hours reading the text i tell that's interesting they've got a section on prisoners that's great and it's almost like they did a cut and paste of what a peace deal should look like when it talks about prisoners or refugees or settlements but instead of putting in the language of a peace agreement they put it through this supremacist extremist exclusivist grind up where there's only one side that has to be paid attention to so instead of that again the chapter on prisoners really important issue talk palestinians instead of it saying look we'll move from a state of war to a state of peace prisoners get released that's what peace agreements look like so how this says we move to a state of war to a state of peace prisoners who weren't accused of doing a b. c. d. e. might be released it turns the entire logic of what peace should be on its head israel retains control everywhere israel agrees to take on itself not to do things
2:16 am
that it didn't intend to do anyway like this question of jerusalem those neighborhoods which israel doesn't want to be part of jerusalem because it's put them on the other side of the wall it is magnanimously say or the americans are saying on its behalf will be part of this new palestinian creation of jerusalem this is literally taking what peace looks like turning it on its head and turning it into a declaration and if that is the scenario then that we face says that israel to all intents and purposes has got what it wanted and more it's been rubber stamped by vi the us where do we go in terms of negotiations with palestinians how far or or what level can any form of conversation even begin if a conversation is going to begin now in a month's time or within the next 4 years well i think there's a couple of things going on here in terms of what you're referring to so how. if
2:17 am
indeed president trump israel acted then i think there are 2 options one of which i think many in his circle would be very happy with israel goes ahead and does whatever it wants another of which i think will also be an approach that's pursued is that is been this is this 4 year time horizon right. is that the palestinians will be under increasing pressure and we're now witness the use of almost mathy a style believe tactics from this administration we've seen the international reaction quite muted but good part of why that is quite muted is that countries around the world look at this american government and they're really not sure what to do in terms of protecting their own interests so there will be an attempt to try and bludgeon the palestinians bludgeon the palestinians into going to negotiations on this basis i don't think that can be a recipe that any of the ultimately gets as close to peace sustainable and i think
2:18 am
what this excel writes is the trend that we are already on but will be moving faster towards which is the typical denouement of of a 2 state option and the palestinians eventually saying we have to adopt a whole new struggle a whole new strategy a whole new set of endgame goals and taking a sledgehammer. to 2 peace efforts is essentially what this is. interesting to get your insight i don't know every thanks so much for joining us from london thank you . well plenty more ahead on the al-jazeera news hour including barbed wire and military restrictions why many believe cox's bazaar has gone from a refugee to a prison camp. a win for competition or a security own goal boris johnson's weiwei decision on same offside with the u.s. . and why 7 was the lucky number for roger federer the australian open peter has

security aid to ukraine in order to get investigations into democrats including joe biden responding to an unpublished manuscript that maybe some reporters have an idea of maybe what it says and that's what i'm that's what the evidence if you want to call that evidence i don't know what you call it i call it inadmissible but democrats want to call bolton to testify who haven't done so yet under the president's orders but says he will appear if subpoenaed their whole argument is diversion. if you don't believe the newspaper report called the witnesses democrats must convince at least 4 republicans to go along with that idea senator mitt romney a moderate republican says he'll be one i'd like to hear from john bolton and i think the idea that's been expressed in the media about having each side be able to choose a witness or maybe more than what west witness pared basis has some merit republicans

want to call joe biden and his son hunter to testify trump accuses them of being involved in ukrainian corruption the basis for wanting their investigation in new jersey enthusiasm for trump's innocence was on display as supporters camped out for days to attend his campaign rally polls show about half of americans believe trump should remain in office and half want him gone. from capitol hill to heidi where all we know in terms of the impeachment process. sure as hell so right now the outstanding question is whether or not to extend this trial past this week and incorporate new witnesses and we have some developments just now on capitol hill with senators on the republican side huddling together in the past few hours and now reports from the republican majority leader that he may not be able to prevent democrats from opening this trials of more witnesses so we will have an answer to
2:22 am
whether or not that happens on friday when the chamber will meet again and vote on whether or not to extend the trial that will be a decisive vote there because we will then either see this go on for perhaps weeks longer with potential court challenges if new witnesses are subpoenaed or if the answer to opening to witnesses is a no then we could see a vote to acquit the president as early as the end of this week so it has been of course a few days of will they or won't they vote of course we'll have the answer very soon wonder how all of this is actually playing out in the public arena. kustra because of course they can read it on the internet they can watch on television and it really makes you wonder how it's actually impacting for the american public at home. that's right and what the polling has consistently shown is that people have their minds made up even before this impeachment process began
2:23 am
democrats have been very consistent in polling in saying they want the president to be impeached and removed from office republicans saying the very opposite so even as people have been tuning in watching these hours after hours of arguments in this impeachment trial it appears that few minds have been change for the moment kustra of course we'll leave that of course follow vents with you from capitol hill thank you. now 3 children have been killed in a rocket attack in libya's capital tripoli the missile landed in a neighborhood near the city center the and recognize government is blaming forces loyal to warlord khalifa haftar nearly 300 civilians have been killed by rockets or airstrikes since have to began his campaign to seize the city in april meanwhile libya's u.n. recognize government says its allies have shot down an ember rotty supply drone which has been used by have to forces the aircraft came down the misrata turkey has

2:32 am
that while there are many challenges to get this extraordinary complex conflict result and i know that on many pages they will be very upset as israelis will be about the many significant compromises that are necessary in order to implement this plan i also know that it provides tremendous promise for them they could create out of this plan something as prosperous and thriving as the israelis have managed to create under threat of war and terrorism for decades i suppose on paper at least this plan does present a kind of 2 state solution now the reality of it is that because of the details of that's where the devil always is it doesn't really give them the option so i wonder whether you think that this will also shifted the focus as a 2 state solution becomes ever more difficult because of expanding settlements do you think it will shift the focus in israel itself between 2 state to now citizenship or israelis will be faced with the question of either they have a democracy and they gave everyone a vote or they can no longer really have
2:33 am
a majority jewish state which they have now because it is a one state and the number of palestinians within the west bank is no longer makes that majority jewish well that would be up to the israeli and the palestinians what this does provide is a realistic 2 state solution palestinian leadership has been asking for a state for a long time this provides them with the conditions on the path to get that state if they choose not to take advantage of it i think what will happen is israel will continue to thrive and to prosper and palestinians will fall further and further behind that will be tragic for the palestinian people but i do think that the question you raise is an interesting one and it's an important one but i also think that both sides would prefer to have their own state and i hope that the path. standing at leadership takes this tremendous opportunity to work towards their own state as this plan and using this plan as a basis for that when you say you have on a final point when you say that israel will thrive and prosper i mean as well as an
2:34 am
extinct illegal settlements in the west bank do you foresee even further settlement expansion in the west bank i think the plan is clear that israel is going to set aside if there is a lot of it we have designated here and a plan is not accepted meaning in 4 years from now no meaning now because the palestinians haven't accepted the plan so as far as they're concerned there is no plan well but israel i believe is going to accept the halting of activity within the areas designated for the palestinians we have given the palestinians 4 years to absorb the plan and hopefully to change their minds lead their people to a brighter future 4 years is a long time for that to happen that's why i think this plan is not only bold and courageous it's quite historic well let's bring in our diplomatic editor james bays who joins me now from the united nations in new york and james we knew that international reaction was going to come in and it was much trickling in but it's pouring in now. yeah we got reaction from all over the globe and i have

to tell you so most of it is either negative or pretty lukewarm let's start where i am in the u.n. headquarters and tonio good tennis the u.n. secretary general has issued a brief 2 barograph statement saying that he's seen the announcement of the plan by the u.s. and then they stress that he as the head of the u.n. is bound by the resolutions of the security council and the general assembly and clearly some of what's in this plan particularly with regard to the annexation of settlements and also potentially the capital of a future palestine not actually in jerusalem but on the edge of jerusalem would be something that was contrary to security council resolutions that are already in place the jordanians they were not present at the ceremony today they're on bass there was not one of those present but the jordanian foreign minister i am and so far the says that he warns about the dangerous consequences he says of unilateral

briefed president putin earlier on the russian foreign ministry said we don't know if the american proposal is mutually acceptable to both sides clearly we've since that statement heard from the palestinian side and heard that they do not accept it difficult position i think for some of the u.s. his closest allies they clearly don't want to upset donald trump they're being polite listen to the words of the u.k. foreign secretary dominic rob he says this is clearly a serious proposal reflecting extensive time and effort but then he goes on only the leaders of israel and the palestinian territories can determine whether these proposals can meet the needs and aspirations of their people and clearly we've heard the comments coming from the palestinian side a similar dance i think being performed by the germans heiko marsa statement on what he says is the long announce u.s. proposal now on the table but he says the u.s. proposal raises questions that need to be discussed with our partners in the you
2:38 am
particularly how the proposal relates to internationally agreed parameters and clearly this contradicts some of those parameters and existing security council resolutions as well as governments analysts around the world and there are many experts on this conflict have been giving a very you were perhaps just giving you ones and it's rob malley you had something called the international crisis group which carries out a great deal of analysis on conflicts around the world he's interesting because his past job in the obama administration he was the chief middle east expert for president obama just listen to his comments he says strip away the domestic and israeli political considerations the message to the palestinians boiled down to is its essence is you've lost get over it. sure get more reaction as the days progress and we get more analysis from you as well james thanks so much
