al jazeera. hello and welcome to this al-jazeera news hour live from doha i'm martine denis coming up in the next 60 minutes inspections in every part of china more countries are imposing quarantine the world health organization is about to decide if corona virus is now a global emergency. protesters against india's controversial citizenship will become the target a man opens fire at a rally in the capital. israeli prime minister meets russia's president to discuss a u.s. proposal for the middle east as palestinian anger grows put your sacks away you're
1:01 pm
leaving and take them with you. and in glorious departure from the european parliament the some british politicians on the eve of breaks in. and sports roger federer i'm not just rich battle it out for a place in the australian open final while america's saffir kennon reaches her 1st grand slam final by stunning the world number one. but we start with the corona virus outbreak which is now killed $170.00 people thousands more have been infected across mainland china and has spread to every part of the country and this comes as the world health organization prepares old another urgent meeting later today that's thursday to decide whether the outbreak should be. did
1:02 pm
a global emergency when he reports now from hong kong. concern is growing in hong kong but the number of coronavirus cases here could be about to sharply increase a shortage of face masks has resulted in long lines forming outside some shops as people try to protect themselves as much as possible i'm sorry to hear it's 2 am. this morning. so i've been waiting for all 6 to 7 hours. to get the mosque to try to control the spread of the virus the hong kong government has suspended most rail and ferry services to and from the mainland. but some border crossings are still open and flights are operating which is led to criticism from many in hong kong who want all routes between here and china closed adding to the concern it's estimated as many as 300000 hong kong residents visited the mainland during the lunar new year holiday with many still to return government
1:03 pm
medical experts say the city needs to be on alert for more infections most of the confirmed cases in hong kong are being treated at this hospital where this week several nurses went on strike for a day as part of a wider union protest against the government's response to the outbreak of the virus that threatening more strike action next week which could coincide with an increase in the number of cases in hong kong in tokyo a 2nd flight landed carrying japanese citizens evacuated from wu han as it did the government confirm some passengers on wednesday's 1st flight tested positive for the virus who with the national institute of infectious diseases have reported to us 3 new cases of corona virus related diseases the city they left behind remains largely under lockdown most people are choosing to stay indoors but among the few signs of commerce delivery business is a being kept busy taking medical supplies to hospital. my extravagant hope is to
1:04 pm
get some sleep as delivery man we cannot be called great but there are many people out there who need medical supplies but there is a shortage of some equipment including kits needed to test patients because of that many experts outside china believe the actual number of cases may be a lot higher than what the government is reporting wayne hey al jazeera hong kong well china is keen to show the world that it's doing all it can to contain the virus. after the outbreak china has been in close communication with the world health organization other countries as well as the regions of hong kong and macau and taiwan we have reported and circulated epidemic updates and shared the genome sequencing of the coronaviruses soon as it became available president xi jinping has expressed china's willingness to work alongside the w.h.o. and its national community to safeguard regional and global public health and all the time scientists are working to find out more about how the new corona virus
1:05 pm
spreads and the level of threat right now takes a look at what we know so far. viruses are everywhere in plants birds animals and in humans but most don't stand a chance of adapting and spreading the natural world's defense systems fight them off and vaccines help as well but every now and then a virus gets through dumping the species barrier from say a pig or a bird to target instead a human coronaviruses are a large family of viruses common in animals until the end of last year just 6 were known to infect people the ruhani corona virus is number 7 now 4 of these strains cause illnesses like the common cold unpleasant but for most of us not life threatening but the others are killers the highly contagious severe acute respiratory syndrome or saws broke out in china over 2002 into 2003 and it killed
1:06 pm
almost 10 percent of those who became infected it's thought to have spread from the civet cat to humans since the middle east respiratory syndrome mers was identified in saudi arabia in 2012 more than 850 people have died it's thought to have come from the camel now both have caused panic both killed but both have been contained this new strain is a killer too and can be passed from human to human but are though it seems at this stage to be less contagious panic is rising as it spreads within china and across time as borders to the threat of a global health emergency looms are let's go live now to the chinese capital beijing our correspondent there is scott hydra and scott as we're talking now we're getting reports that russia is considering closing its border with china that must add to a sense of crisis in the country. it does martine yes you
1:07 pm
know we know that other countries have done that in other territories have done that to their closing their borders outright or heavily restricting travelers from china mainland into different territories into other countries and this also kind of goes hand in hand with the airlift of international governments governments outside of china getting their citizens out of it's been going on now for a couple of days united states has done it japan has done it a list a growing list of of other nations are working with the chinese government to get their citizens out of something that's also interesting that's been happening that we've heard is going to happen over the next couple of days and that is the chinese government in a similar move they're going to because the air traffic in has just completely been shut down for days now what the government here the central government of china they're going to charter aircraft to fly into will haunt and take visitors chinese visitors out of hand back to their homes around the country obviously there's going to be screening like it like it is with the other international flights screening
1:08 pm
before they get on those charter aircraft but it's interesting because you talk about a city on lockdown and china the chinese government central government wants to help get its people out who aren't infected and who don't live there so that's going to be going on and this is all happening at a very interesting time because today thursday would have been a very busy travel day across china because this is when the lunar new year holiday was supposed to end it was extended because of the virus it's going to extend now through sunday so everyone's going to come back theoretically to work on monday but it has to be said here in the capital beijing and we traveled down south yesterday to a bordering province to province everything is still very much locked down obviously the farther south you go the more locked down it is but here in beijing it's very difficult to find an open restaurant it's very difficult to find anything open health clubs pubs everything is pretty much shut now and and definitely there's really no kind of end date to this we'll have to see how things go on monday. and i also have to see what happens with the development of
1:09 pm
a vaccine that's in the works style probably take a long time and just if there's any more information about this virus that comes out and what do we know then about the 2 facilities that are now being put on for those people who may have been infected will have been infected. we were told at the start of this outbreak that the chinese authorities were hoping for a new hospital to be built within the space of a week do we know whether that's been achieved or not that is still in the works they're working around the clock for one of these hospitals in will hall and it's expected to open at the beginning of next week that will if that happens that have been only 6 days for it to be completely constructed that's going to be a hospital that should have about a 1000 beds purpose built for the coronavirus in han a 2nd hospital is also being built we expect that to be open at least the central government saying that should open a couple days later so maybe a week from now and one thing out here here outside beijing there was
1:10 pm
a similar hospital very hastily built hospital during the sars epidemic back in 2003 that is they're going to start building rebuilding that hospital so they'll have another facility outside here in beijing so obviously the focus very much so increasing the capacity specifically purpose built hospitals for patients of the coronavirus but then also when you look at the facilities that exist now and we were hearing that medical supplies are running short particularly the protective gear for the medical professionals treating those patients that's something that's been kind of a call for a while we're watching state run television here earlier and they had a report inside a factory where they're making this protective clothing you know again this is still the holiday period but some of these doctors are calling their workers back so they can really kick up and get some of these much needed supplies down to the south go to highlight in beijing thank you very much. well a man has shot at demonstrators injuring a person during
1:11 pm
a protest over india's controversial citizenship law the man shouted at protesters outside a university in new delhi before evening fire the protesters had planned to form a human chain campaigning against the law which they say discriminates against muslims hundreds of thousands of people have rallied against the legislation since it was passed last month now israel's prime minister benjamin netanyahu is in moscow where he's briefing the russian president on the u.s. plan for the middle east donald trump's proposal allows israel to annex large parts of palestinian land the united nations has rejected the trump plan saying the israeli palestinian conflict should be solved on international law and un resolutions russia's been pursuing a greater role as a mediator between the 2 in recent years let's go live now correspondent step vasant she's in moscow and step 1st of all give us an idea of what is the russian
1:12 pm
position the established russian position on the israel palestine conflict. yes i have the meeting the meeting is ongoing right now benjamin netanyahu made it clear that he wants to discuss this u.s. peace plan put in and he also wants to get his opinion about it but it was very interesting to to hear that put in didn't say a word not a single word about the u.s. peace plan at all and he was basically only talking about the release of this american israeli woman who has been released from prison after she was pardoned by the russian president last night yesterday she was released just a hat of need to visit which is of course a very important be our moment p.r. stunt for the israeli prime minister had of his return to israel it's interesting because very very soft tone from the russian government so far after this u.s.
1:13 pm
plan was announced the russian foreign minister saying good laugh awful normally has very tough or words about any u.s. policy this time he had very soft words he sat us radical solutions to international problems do not bring positive developments we need to understand the reactions of palestinians and the arab league 1st he said and this is definitely a very different tone than what we've been hearing from him before russia has always supported the arab peace initiative that includes israel withdraw all of for territories that it occupied since 1967 and also had always promoted a role in mediating in the in a conflict together with the united nations the european union and the united states and definitely wants to include the ballast in years but this very careful
1:14 pm
tone shows that president putin doesn't seem to go on a collision course with benjamin netanyahu right now. our friendship has been flourishing in the last couple of years and very interesting last week putin was in israel of for the holocaust memorial and during the opening words earlier today he praised benjamin netanyahu about his welcome and about how beautiful the ceremony was at the new monument that was dedicated to the siege of leningrad where millions of russians died during the world war during world war 2 and this this this part of history is been very significant for putin in the last couple of years and especially does year because it's to 75 anniversary of the liberation of nazi germany and it's a very big thing here in russia and it seems to be that this is a very important thing to keep the relationship with it and you know as warm as possible and not condemning this this u.s.
1:15 pm
peace plan in very strong wordings right severson there live in moscow thank you well palestinians are urging the u.n. to take action against that trump plan for the middle east president mahmoud abbas is expected to address the security council within the next 2 weeks or so here's our diplomatic editor jane spays who has more from u.n. headquarters in new york. just moments before this meeting the palestinian ambassador met the current president of the security council the vietnamese ambassador dong ding they discussed plans for president abbas to address the council as part of a diplomatic offensive that will also include trips to the african union and this weekend to the arab league the aim is to defeat the trump plan to drag us to negotiate after they steal another 40 percent of the occupied west bank and to
1:16 pm
negotiate over 40 years that the tears of the left over it is a recipe for the destruction of the national rights of the palestinian people and it will not fly it is not acceptable and those who think that the palestinian people will evaporate they will not u.n. secretary general antonio good tennis has been very guarded in his response to the trauma plan only issuing a written statement reiterating that the u.n. position is defined by existing security council and general assembly resolutions the trump plan clearly contravenes these want but the u.n. spokesperson is careful not to make that clear publicly seen the announcement of the planned i'm not going to get into that which will be left to the others to decide notably member states themselves. does he think this is a peace plan or annexation i'm not going to characterize it the secretary general
1:17 pm
did in fact receive a call from mr kushner yesterday afternoon who briefed him. on the plan but i'm not going to go further than what i've said by the time president abbas comes here in the next 2 weeks i'm told the current arab member of the security council tunisia well prepared a draft resolution condemning the trump plan if it's voted on the u.s. is bound as a permanent member to use its veto. however the policy hoping they'll be isolated with all the other members of the security council either supporting them or abstaining jamesburg 0 of the united nations are going to want to come on this al-jazeera news hour including as mexico prevents central american migrants from reaching the u.s. find out why salma calling the country donald trumps border war. protests in khartoum a security company from the u.a.e. eason cues are sending young sudanese men to fight in yemen and libya. and in
