a port in japan a passenger who got off the ship in hong kong was later confirmed with the virus that brings the total number of cases in hong kong to 17 as a city reports his 1st death from the outbreak and in an unprecedented move the world's biggest gambling have been neighboring macau has announced all its casinos will close for 2 weeks. has warned against the danger of misinformation during the outbreak. when you deal with epidemic. you rapidly sees that in addition to the epidemic of diseases we often have an epitome of information and this is what we call intraday mick and it's really an e.p. dimmick of rumors of false information that is circulating at the same time and every outbreak as it's info dimmick and sue we have realized over time that this in for them it could be really nuts they called for a good response and humper effective implementation of countermeasures meanwhile

10 of the 13 border crossing points with the mainland were closed but the bridge to china remains open now one of the few ways into or out of hong kong when this bridge opened almost 3 years ago it stood as a symbol of the deepening links between hong kong and china today it stands as a symbol of the few border links the now remain between the 2. hong kong leader kerry lam is resisting. calls for a total shutdown of the front here saying it would go against the guidelines of the world health organization and rejects accusations that her administration is the one playing politics i certainly would not agree with the allegation that we sort of are not addressing this public health concern adequately and suddenly i don't agree with the allegation that we are putting politics above public health the economic fallout from this emergency has spread to the nearby gambling hub of

from monday's presidential caucuses in about 4 hours results from the 1st voting of the 2020 presidential campaign have been delayed for a full day after party officials blamed inconsistency despite no clear results a number of candidates seemed to have their own ideas about where they stood at the end of the night with several delivering victory speeches taken this. well worn case is going to be close we're going to walk out here with our shared delegates we don't know exactly what it is yet but we feel good about where we are by all indications we are going on to new hampshire victorious in the way our way on the board so the. let's say happy and let's head to new hampshire thank you i was and i'm going right from here to new hampshire where i will be one of the 7 candidates on the debate stage voted out of new hampshire when those results are
9:07 pm
announced so i have a good feeling we're going to be doing very very well here with the it is too close to call so i'm just going to tell you what i do know you are the live not auxerre is alan fischer in des moines for a soul on this very embarrassing for the democratic party has to be said what do things stand right now. it's a disaster and it's a farce i mean the whole world was watching the results here from des moines because it would give us the 1st indication of democratic thinking about who was going to be the person that they felt was the person best placed to take on donald trump in november and they managed to get it saw badly wrong failure of the failure of the foreign system and no they're hoping that they'll get some results out at 4
9:08 pm
o'clock local here which is in about 4 hours time and even then they're talking about it might only be partial results it really is a very poor sure and it's a pinpoint for donald trump because he can point to this and say look you really want the democrats to look after your health care you really want the democrats to look after college tuition this is the sort of thing you can expect no all of the campaigns have got their own internal polling that's why you've got several people standing up saying look didn't we do well the likelihood is that bernie sanders has won here and what we should get that confirmed in the next 4 hours he does tend to do better in caucuses then in st primaries he want to leaven of the 134 years ago and so he's probably best place to judge done much better than expected better than expectations elizabeth warren has again done reasonably well too and amy club very smart campaigning on her part she realized that there wasn't going to be a result gordo got her message out so the media here in the united states just
9:09 pm
lapped up her speech so she got a chance to sell ourselves to the country all over again really smart big disappoint of the night was joe biden he had his voice we're going to walk away here with a number of delegates that's not the sort of thing he was expecting it would be a disappointment for him if he's not in the top 3 because this is a man who since he launched this campaign has said this is all the electability i'm the man to beat donald trump and if you can't even get the democrats to believe that how does it get anyone else to believe her and many of the candidates have now moved on to new hampshire which. all this primary next week and what impact will this iowa debacle in this iowa chaos have on the rest of the nomination process. well we're already seeing how it's going to have an impact because after new hampshire which is a street primary so that is over several hours people go in the cast their vote is just like any other election so that will be a relatively clean relatively simple operation and that will give us
9:10 pm
a very clear idea of with the democratic party in new hampshire there's always a can a rule result in new hampshire so we don't pee too much. too much stock and it will certainly give us an idea of the state of the race the next one after that is in nevada and guess what yes it's another caucus and they have already said look we are not going to use the technology that was used in iowa we are using a completely separate system and i'm sure every single campaign if not every single democrat is going to thank goodness for that because we really can't afford another mess up like this lou in a month's time what we're going to be on super tuesday is exactly 4 weeks from today that is the big big day when there are several primaries and caucuses all over the united states and that will dominate the political chatter for a very long time a give us a much clearer idea of who the democratic candidate is going to be and so people will quickly forget about iowa but it's going implications get implications because
9:11 pm
the way the campaign moves on from here it's got implications for iowa always prides itself on being the 1st in the nation and its implications too because it just made the democrats look bad yeah thank you for that alan alan fischer live for us in des moines. already i spoke to shot hasan who is a democratic political strategist and a former executive director of the group democracy for america he says the real problem with iowa is a process that many see as being out of date. to be very clear one democratic state party organization the i would democratic party chose a terrible app and that really doesn't have much to say about the rest of the democratic party or the way the federal government is run under the democratic party the caucus system is old into created an inaccessible now only a few states still do it and they do it out of tradition this is a kind of system where very few people participate because it is difficult to participate that actually run the iowa caucus better before they started doing some of these reforms but the point is you can't slap an app onto an old an antiquated
9:12 pm
system and hope that it is that it becomes more accessible or more transparent the problem is the system itself we just move to state administered elections like 44 other states do we get to continue to have a debate within our party about the best way forward to present a contrast to donald trump right now the polling shows that the top 4 democratic candidates are all polling ahead of president trump who himself has an approval rating around average of 42 percent he's profoundly unpopular this is still a good opportunity for democrats to change the narrative. now u.s. president donald trump is preparing to deliver his state of the union address on tuesday night in the same house chamber where he was impeached just last month as the last one he'll deliver during his 1st term in office and comes as the senate and as the final phase of his impeachment trial and speak to heidi on capitol hill for us so what are the latest developments heidi 1st when it comes to the impeachment trial in the senate. will fully for the last 2 weeks we've seen these
9:13 pm
100 u.s. senators hold their tongues on pain of imprisonment during the impeachment trial of president trump and today they finally had a chance to state for the record their intentions for tomorrow's big vote and the reasons behind it and of course that vote will very likely be acquittal of president trump given that the republican majority in the senate is solidly backing the president democrats on the floor today have been saying that this is a travesty blaming republicans for not having called witnesses and calling this an unfair trial republicans saying that they had there has been an abuse of power but that that abuse is the impeachment itself which they see as unjustified and hardison now all of this looking forward to this evening when president trump of course be coming on capitol hill on the eve of his likely acquittal to deliver the state of the union address his moment to shine. so tell us about the state of the union then the president is supposed to be delivering in
9:14 pm
a few hours what can we expect from that. well president term has said that. the title of this state of union address is the great american comeback now you can read into that that he 1st saw the fires himself as making that comeback in his likely acquittal that will be delivered in about 24 hours question is how much still delve into that we know course this is a very indicative president he's likely to complain about the process and gloat prematurely about his acquittal his advisors have actually said not to do that instead to focus on the economy which is booming in the united states the democrats also looking forward to the november presidential election also using this evening as a moment to launch toward that point announcing that 88 patients have been invited to watch the state of the union address and these are individuals who have benefited from the affordable care act which is of course the law that president
9:15 pm
trans administration continues to try to rescind only thank you for that heidi heidi live for us on capitol hill or let's not discuss this further with simon rosenberg who is the president of the new democrat network is live from washington d.c. very good to have you on al-jazeera simon so this state of the union address is coming in the unique context of impeachment and election season 1st of all what do you think the president's told will be for this speech. i think it's an important question you know will he be magnanimous would he feel like a president would he feel like a party or tribal leader i think you know when he's on twitter he feels like a tribal leader and i think that he's now more he's attempting in his re-election to try to appeal to appear more like the president i've my guess is we'll get some of all of it right i mean we'll see a president and i will see
9:16 pm
a party leader will see a tribal leader i think it would be it's unimaginable to me that he doesn't take some big shot at the democrats and quantum failures and try to take him out or something but we'll see he's definitely going to be talking to a bipartisan audience do you think there's any way that he can hear way stare off impeachment talk. i think it's going to be hard i think everyone knows that he can never resist taking a dig at somebody when he wants to i think it's a little dangerous in that room you know it's you don't know how it's going to go over i assume that the democrats sort of already gone through this and have a strategy. and 2 for them to try to look like they're going to rise above and not take the bait but i think this speaks to a bigger issue which is that whether you think the economy is doing well or what's happening with health care or foreign policy the demeanor and behavior of our president is a major issue in our politics and he's breaking rules and norms he is and i think
9:17 pm
that you know this is still going to be i think his achilles' heel as he goes into the election that he seems like an intemperate leader who is not fit to really run a country like ours yet but many americans don't seem too concerned about his demeanor and behavior his approval rating among voters right now i think is at 45 percent the highest it's been since july and i'm sure he'll be sure to highlight his wins you know he's banking on a strong economy and a successful trade deal a successful trade deals to win reelection how does a democratic party then present a contrast to donald trump. well i think the contrast will be easy to make frankly and i think i'm looking forward to when we're talking about these kinds of policy matters rather than everything else that we talk about every day in american politics but you know the president i'll give you example right the president on his economic plan he has spent a lot of money he told us that his the tax cuts would pay for themselves they haven't we now have the largest deficits by
9:18 pm
a huge amount in american history and the growth that he promised hasn't materialized things may be better but they're not anywhere near what he promised us with this tax plan so in that sense he's failed to deliver on his central promise as you mentioned earlier on health care we've seen the uninsured rate go up in the united states and we have seen the republicans try to take away health insurance from tens of millions of people were not scared of this debate i want to be very clear right like democrats are ready to engage on the core issues of the day it will be up to our nominee at the end of the day and i have a win on a nation to make that case it proudly i mean when you hear that the chaosium duty and let me just ask you about iowa because we were just talking about iowa when you look at the chaos in iowa caucuses i mean this is an early gift for the top campaign because it questions the competence of the democratic party in running the country when when you know what do you do about. i think i think it was disapproved of this reaction all this was very disappointing because clearly here in the united
9:19 pm
states and all throughout democracies around the world the our ability to manage our elections now and to deal with things like hacking into us information this is a really this is an extraordinary challenge and one of the reasons why the democrats changed their early caucus system was to deal with this new far more difficult environment that we live in and it was sad for me to see the president mocking when an election failure happened in america rather than saying what can i do to help you know we're almost together we have to make sure our elections are sound and secure he's attacking us for trying to deal with a very difficult election of a. arma one of the reasons he doesn't have to worry about it is the republicans eliminated primaries in 20 of their states which is sounds far more like a lot of her putin than it does a leader 'd of the united states and so i do think that look this was clearly a big error last night there's no question about it but i think in a week we're going to be talking about new hampshire and the week after that we'll be talking about nevada and we'll be moving on from this unfortunate beginning to our campaign i thank you so much for speaking to us simon rosenberg president of

a year ago there were joining us now via skype psychologist and child health education lecturer dr eric segments thank you so much for joining us here on al-jazeera now you heard like the rest of us the you know all those stats and numbers and figures by the off research what's your kook lucian having listened to that regarding the use of children of the internet and the devices that go with it . yes i read these reports every couple of years when they come out and there's one thing we need to keep our eye on the side from the concerns about what our children are seeing and those are valid concerns it's very simple how many hours per day are children spending on recreational screen time and what time of night they switching their devices off this is not a cultural issue it's not a generation gap it is a medical issue and i have to make it clear although the media often portrayed this as screen time good or is it bad for children health professionals are concerned about that it's about overuse or misuse and the trend seems to be going up there
9:40 pm
seem to be more more hours per day and the time of night this switched off seems to be later and later and the age at which it starts is becoming younger and younger and we know that if you get toddlers and even infants watching high amounts of recreational screen time at that age they are very likely to be doing the same thing 30 or 40 years later so in excess it's a problem if it's moderate it's not so when you say an excess it's a problem i'd just like to separate the 2 issues as in you mean it's a problem because the kids are basically said the tree just sitting down playing a watching whatever and not moving around or do you think that the actual use of the devices so doing a puzzle on an i pad as opposed to doing a physical puzzle also plays a part. both of those things are true and i know again people seem to be attracted to headlines about whether screen time does this that or the other there are a wide range of links between excessive screen time and health things so for

because in fact there are many lifestyle changes that we can make that will reduce our cancer risk for colon cancer as an example we know that diet makes a big difference both the foods that we eat and the risk that we have to develop obesity that is related to the foods that we those 2 factors significantly impact the likelihood that an individual will develop cancer there are many countries that are struggling to get health on the agenda because there are limited resources and there is a perception that diseases have to compete amongst each other but what we've done with this report is to show that cancer should not be seen as a competing disease in fact if we invest wisely we can save lives and add societal value that is in the form of reentry into employment productivity gains and broader societal benefits the world health organization has confirmed a bird flu outbreak in saudi arabia the highly infectious h 5 n
