even stuart in some cases but to do facts we must transform our relationship with. 0. hello there i'm the stars here today and this is the news hour live from coming up in the next 60 minutes partial results from the iowa democratic caucus put piece bush's use marginally ahead of bernie sanders after a chaotic vote count. seizing on the democratic disarray in iowa and his expected impeachment acquittal president trump is set to deliver an upbeat state of the union address 9 months out from an election. the world health organization says the

results are accurate the one thing i will say is that the underlying data the raw data is secure it was always secure this was a coding error in in one of the pieces on the backend but the raw data the data that has come in is secure and i can assure iowans of that oh let's go live now to allan fish out in des moines in iowa allan finally some numbers but this isn't sound as head to head was this a surprise. these are deadly results saw what you've got to remember is that people to judge warmer getting some results from the local precincts last night before everything was essentially locked down he was leading in some of them and then bernie sanders came back in others so it's still too early to draw any great conclusion from it but certainly people to judge is doing much better than expectations much better than predicted people thought he could possibly come in 3rd here in iowa or if he's

coming in 2nd that is a real boost for his campaign the problem of course with the democrats is and the campaigns they've lost a real opportunity here to send out a good message instead everything is about the process that seems to have failed the up that didn't work the results that didn't happen the fact that no one can say hello to iowa into new hampshire saying that they have momentum and look to boost their fundraising on the back of that this has been really badly handled by the democrats there is a big error here the fact that they've got 60 percent of the results coming out people are saying well when will we get the others they say well as soon as we verified them it just seems like this has been a mess from start to finish that they didn't test the app the didn't do the necessary due diligence on it so it's just a real mess it's interesting as well because normally the day after the iowa caucus
2:04 am
you get a number of people saying look i can't make my campaign what therefore i am pulling out there are 11 people in the race for the democrats 10 of them here in iowa 10 will be in new hampshire might bloomberg still not he's waiting till super tuesday a month from know and no one's pulled out no one has pulled out because they all think they did well here in iowa and we will get to see the results over the coming hours but certainly on the initial results good result for people to judge bernie sanders doing pretty well not bad for elizabeth warren badb. bad bad night for joe biden for someone who fought on the issue of electability coming forth would be a real disaster for him and say they will allen as you're saying catastrophic mess to say the least and i say the democratic party chair is promising a thorough and independent review of what happened will that be enough to placate its all the critics well already on line more getting people saying look if there's

a delay they're nuts because the rigging the results and guess who's amplifying the republicans and in particular the trump campaign because anything that causes division in the democratic ranks might even force people to think again about getting out to vote come november or in the favor of donald trump but the other thing you have to remember is here is the reality this is the 1st test in what is going to be a very long process one month from tonight we'll be talking about super tuesday where many many states i think it's 17 of the top of my head hold primaries and caucuses and that will really shape the race and no one on that night will be giving anything more than a passing mention to what happened here in iowa as far as the campaigns are concerned i was already in the rearview there in new hampshire the air campaign there competing no this is been a problem for the democrats but really in the long run it's not going to impact what happens that much in the race. but it's embarrassing because it was the 1st

test not only was the country watching but the world was watching to see who the democrats thought had the best policies to take on donald trump and their 1st step has been a really bad misstep or we can see is it's election night in iowa again. all about credibility that allen says have for us in iowa thanks very much allan. plenty happening in u.s. politics back in washington the republican and democratic leaders of the senate have traded barbs ahead of wednesday's vote in the impeachment trial of donald trump now trump is widely expected to be acquitted on charges of abuse of power and the obstruction of congress last week the senate rejected the chance to hear from additional witnesses senate republican leader mitch mcconnell denounced the democrats' move to impeach trump while the minority leader chuck schumer accused the republicans of hiding the truth it's hard to believe that house democrats ever really thought this reckless and precedent breaking process would yield $67.00

votes across the rubicon was their vision so clouded by partisanship that they really believed they really believed this would be anywhere near enough for the 1st presidential removal in american history or was the point was this all an effort to hijack our institution for a month long political rally the majority leader can come up on the floor and repeat his talking points but there are some salient points that are irrefutable the 1st this is the 1st impeachment trial of the president or a trial impeachment trial of anybody else that was completed that has no witnesses and no documents the american people are just amazed that our republican friends would not even ask for witnesses in documents well in 2 hours the u.s. president will deliver his state of the union address on the eve of his expected

on this president to look presidential so this is an opportunity for the president to actually set the stage for what another 4 year term in office will look like. well our white house correspondent committee how it is live at capitol hill for us right now kimberly president trump will be giving this address from the same chamber that he was impeached in nearly 3 months ago do we expect him to say the i word tonight. we expect that the president is likely to have a bit of a forward looking speech according to the white house as you point out this is the same chamber the house of representatives where the u.s. president was impeached and what we expect that within about 24 hours time in the u.s. senate which is across from the u.s. capitol that he will be acquitted that hasn't happened yet so this is hanging over the speech in a way that we really have not seen before now the white house is saying that
2:11 am
officially the president is going to look forward to the policy goals that he hopes to attain and also the achievements that they believe that the president has made so far whether it be tax cuts deregulation or even low unemployment but there's no question impeachment is hanging over this like a dark cloud in fact there are even some members of congress democratic members who say they will not attend in fact one of the democratic congresswoman alexandria cortez said on twitter that she will not attend because she believes that would normalize trump's lawless conduct and subversion of the u.s. constitution there's no question that there will be other members that feel the same as you were saying an upbeat speech expected i see the white house is saying it's going to be theme to the grace american comeback took us through the turn of the speech tonight especially in this election year. yeah well this is a president that isn't known for restraint so what we're watching for very carefully is whether we're going to have teleprompter trouble or whether we're
2:12 am
going to have twitter trump now when it comes to the president we do know based on past experience you remember the year just a year ago when the president was also making a similar dress he was under investigation by the special counsel robert muller the question was would he mention it he really stuck to the script so we're expecting that he may do that the same but at the same time we're also thinking that given some of the chaos that is occurring in iowa was that we've certainly had alan fischer reporting on or even the fact that he wants to rail against his opponents anything is possible with this president but that's a gamble because he does have the chance of even alienating some of his supporters who feel that this should be sort of a reverent moment and even a serious one to kind of respect the body where he is making this address. live for us on capitol hill though should be following all those happenings for us thank you kimberly let's now speak to bill schneider who joins me live from washington d.c. he's a political analyst and public policy professor at george mason university the plenty
2:13 am
to talk about tonight let's start with kimberly left off that i see going into tonight's state of the union president trump's approval rating is a personal best 49 percent presumably it's the economy that's driving them. that's right now the economy has given him a real boost and that's what he's going to talk about he's going to talk about his record you know the state of the union speech is not a campaign rally healy enjoys campaign rallies where he's surrounded by adoring supporters here half the room will be republicans who are many of them adoring supporters the other half the room will be very sullen they probably will be respectful some may not even show up but it will be a very mixed audience and in the past when he's given a state of the union those speeches have been mostly kind of dull and not memorable because they don't sound like what people know trip president trump enjoys which is poking his opponents in to sort of thing he does on twitter. i recall that bill clinton had to give a state of the union during his impeachment proceedings and in
2:14 am
a 78 minute speech he didn't mention impeachment once so presumably trump will follow his example who is the prospect of calling victory given this presumed acquittal by him to prove to a tempting here. well we don't know and that's what we're everybody will be watching to listening to hear but then that was a surprise when president clinton spoke for a long time and didn't mention his impending impeachment no person in charge i doubt woodward will talk about his impeachment that would be very difficult for him and i don't think he wants to talk about it i would be surprised if it comes up but look i'm always surprised by what comes out of president thumbs mouth while he is also calling what happened in iowa over the last 24 hours a win for his own campaign are we likely to hear about that tonight. i don't think he's going to talk much about the campaign i think the president's correct it was kind of a win because no one came out of it looking like
2:15 am
a strong front runner for the democratic nomination if mayor pete came in 1st he says he got a b. he got a real boost for his future but i don't see him really on the ticket in 2020 the big disappointment was joe biden who. donald trump has always regarded as his most threatening opponent by coming in 4th and that may be where he ends up coming in 4th it was a real letdown for former vice president biden well as you say it was hugely damaging for joe biden's campaign coming forth because by my understanding it feels like a lot of the voices and i will be making their decisions based on electability and his entire campaign is based on electability so is this the beginning of the end for him it could well be. he's not probably not going to do terribly well in new hampshire because they do have has 2 candidates that the voters there regard as locals they know them very well bernie sanders is from next door in vermont and elizabeth warren is from next door and miss choose
2:16 am
it's the voters there know those candidates they feel familiar with them they like them and they're likely to give them a strong showing biden right now has to rely on south carolina where majority of the democratic primary voters will be african-american and he's counting on them to give his campaign a boost but that's not until the end of the month so we'll see if we can really hang on and remain a strong incredible candidate until the end of the month and we'll continue watching very closely bill schneider there a political analyst and public policy professor at george mason university always good to speech on out of there about pleasure. well plenty more ahead on this news hour including. parents in shock as they struggle to understand how and why 14 children died in a stampede at a kenyan school. and river plays a punished for fan violence of the 2800 final but get to keep their title ph that will have those details.

now the world health organization says the corona virus outbreak that's already killed hundreds of people and infected thousands is showing no signs of mutation and has not caused a pandemic the global death toll now stands at 490 all but 2 of those have been recorded in mainland china more than 20000 people have been infected there are now cases of 2 people contracting the virus without being in china one got sick in thailand the other in singapore japan has now also confirmed 10 new cases of the virus from a cruise ship which is currently under quarantine a passenger who got off the ship in hong kong was also confirmed with the virus now that brings the total number of cases in hong kong to 17 the seaview reports its fast death from the outbreak and in an unprecedented move the wilds biggest

2:22 am
wild then it will be deemed a pandemic well for more on this that speaks of peace is a hotez he's a professor at the baylor college of medicine and he joins us now from houston texas professor i see the w.h.o. is saying this isn't a pandemic but we are seeing a further spread across borders and she isn't being is now signaling an even more assertive response what's your take on the chinese government's response so far well you know i think overall the chinese government is doing a reasonable job they're doing the best they can they're doing the best they can with one hand tied behind their back and that one hand tied behind their back is not having a vaccine in hand because when you have a virus that's fairly contagious and highly transmissible in the end that's what you need more than anything so that that then becomes an important priority to accelerate a vaccine for use in china and that's one of the things that we're doing we've
2:23 am
developed initial prototypes vaccine against the sars coronavirus which we're hoping might cross protect against this one and there's 4 or 5 others out there but it takes time to do all the safety testing that's needed of course talk us through the process of creates him back see and i understand that we don't need be looking at potential human tests in say 3 months but the whole process could take about a year. well it really depends on how things go the actual technology to develop a vaccine against this virus may not be so challenging because it's relatively straightforward we have to prevent the binding of the virus to its host receptor in the long and there are several different technologies that you could use to do that the issue is with coronaviruses we know there's a particular problem as with some other respiratory virus vaccines in some cases the vaccine could make things worse since this phenomena known as antibody dependent and handsome and so we've got to really do careful safety testing to make
2:24 am
sure that doesn't happen our vaccine does not seem to do that and laboratory animals but now we've got to confirm that in people so it's not a quick fix it's going to take a few months to to do that so we'll see how this plays out there's a lot of variables that are in place right now another is the seasonality of these coronaviruses historically coronaviruses tend to peak in winter then they declined precipitously in the spring and summer months so that's a possible scenario that could play out as well at least in the northern hemisphere so the world health organization is not the clear this a pandemic just yet because there's not sustained transmission and multiple countries but we're getting really close so we'll have to see how that pans out as well of the crown of arsenic jump the species by a from animals to humans and then it needs a said to allow for human to human transmission which is what we're saying now do we have any clarity on feather mutation of the corona virus.
2:25 am
well we don't really know for sure about mutations that's hard to say so you're right it did jump likely from bats to another animal species probably one of the animals in the wet markets and woman and then there was transmission from animals to humans and then person to person and right now it's looking like the virus is pretty transmissible as as respiratory viruses go so that's why the numbers are going up keep in mind a lot of those numbers are underestimates because although officially they're around 20000 that's not accounting for the people that have low grade symptoms or maybe no symptoms at all so the real number may be easily over 100000 and we should intice appear quite a bit of spread across china it's not going to stay just with the neuron and then the question is where else does it go 'd you know in terms of the united states and in england and other european countries i'm not so worried we have advance notice about this virus we can get ready for it we know how to prevent it from really
2:26 am
getting a foothold in those countries but i do worry about some of the countries that have poor functioning health systems especially in southeast asian countries that are health system depleted in cambodia laos philippines and then of course there's so much. people going back and forth between china and africa through the belt road initiative so i also worry about a lot of african countries and that's where i'm most worried about and i think the reason why this was declared a public health emergency he said let me ask you more about that because even if we take that more conservative figure of 20000 confirmed cases that's still something like 15000 more than saas so how much more west could this be and then you know you talk about the belts and right initiatives now and tens of the infrastructure and people traveling so many more millions people traveling how much west could this be from what we saw with sobs. well there's no question the numbers are going to go up but it's also possible that the number of sars cases was an underestimate as
2:27 am
well but you know we'll have to see how this proceeds as i said i'm particularly worried about the african countries because we have over 1000000 chinese some samp to 3000000 chinese living in africa so we're we're we're really looking at that very closely we're also looking at some of the resource the pleated countries in asia those are the areas that i worry about more than any and the ones that or that we really need to put resources in not only from the world health organization but really all the major countries need to look now at putting resources and to build up the virus detection and health care system in those in those health system depleted countries here it seems like what we're talking about is very reactive how do we try to control what's already happened what do we need to do to get ahead of this virus you say it's incredibly transmissible as respiratory viruses what can we do to try to 10 limit the spread well i
2:28 am
think everyone is doing everything they can in china right now we need to apply some of those same principles and have measures to isolate potentially infected patients elsewhere outside of china alternately i think vaccine may be necessary to do this it's going to be months away though from having 6 a vaccine as i said the only ray of hope my be the fact that these viruses historically we don't know in particular about this one historically they are seasonal so the hope is that as we move into march or april or may at least in the northern hemisphere we may we may see a decline but i think we're in for some rough sledding in certain parts of the world and peace is a high says that a professor at the baylor college of medicine and very very good luck to you professor and tons of developing that thank you for joining us on al-jazeera. well a major car manufacturer is suspending production in south korea because the corona
