tv   NEWSHOUR  Al Jazeera  February 7, 2020 9:00pm-10:01pm +03

9:00 pm
you know we're 10 years on the want has changed rewind inside me in ma the crackdown on al-jazeera. the on the old. al-jazeera. fully back to bill in doha this is the news hour on al-jazeera coming up in the next 60 minutes a cruise ship quarantined off japan now has 61 confirmed coronavirus cases on board as the u.n. says there is a global shortage of medical supplies. syrian government forces retake a strategic town near the battle to regain control of the last rebel held territory
9:01 pm
also this hour a court in the u.k. rejects the 1st stage of ice all recruits i mean a big booms appeal against revoking her citizenship. hello i'm maryam namazie in london with the top stories from europe including the island prepares to merge and as the traditional 2 will strace is divided by a bug party look at one issue striking a chord with the voters and on people simply too small to turn. or nocturnal because amid a dispute between the plains amber club. the number of corona virus cases on board a cruise ship or in 1000 in japan has more than doubled another 41 people have been infected on the diamond princess bringing the total to 61 the world health
9:02 pm
organization says it's working with japan's government to get some of the 3700 passengers off the ship it's expected to remain off the coast of yokohama for at least 2 weeks. cruise ship is a very particular environment in which you can have higher levels of transmission even with a virus that isn't very efficient of transmission that's not to say this where is will gain more efficiency or spread more but we need to be very careful to extrapolate the experience on a cruise ship to that of a general population w.h.o. is also warning of a global shortage of medical equipment including testing kits needed to fight the corona virus outbreak it says the number of new infections has been decreasing but the danger hasn't passed more than 30000 people have the virus 630 people have died since the outbreak began almost all of them in china one was a doctor who was reprimanded by police when he tried to raise the alarm syr scott
9:03 pm
brown reports from hong kong these are some of the last poignant images of li one a doctor who was punished for daring to tell the truth now he's died from the virus very 1st warned colleagues about late last year. to many he'll be remembered as a chinese here. or there feared in the future i deeply regret his death and feel sincerely sorry for him we need to see if the influence of his death can wake up anything and i hope he did not die in vain. your heart hurt you here he left us when we needed him to fight the virus and he was a victim of the virus too he was unfairly criticized because of his work so we feel very sad and regretful for assaulting him for his show to responsible attitude towards society and he is honest and faithful so i think the whole society should reflect on this. on social media the grief and outrage is more profound
9:04 pm
is it that hard for the government to admit it's wrong a doctor had to die twice that's a national humiliation and the eyes of the people are clear his death is the top trending topic on china's micro-blogging site way though one of the most popular hashtags before being deleted was we want freedom of speech lee had been in the front line of this crisis falling sick from the virus while treating patients his death was confirmed on the website of one hospital on friday morning leader after all rescue efforts said the statement we express our deep condolence as did an official from china's national health commission and now he's in the national your national health commission extends our sincere condolences and respect to the family and wife of dr lee when young we know that for medical workers on the frontline they sacrifice their own family life to contribute to this battle against a virus the society needs to care more about our medical workers. in december
9:05 pm
leader had sought to share information about his concerns only to be investigated by police who accused him of spreading rumors lee's passing highlights the huge risks taken by frontline doctors and nurses to treat patients a situation made worse by overcrowded hospitals and an acute shortage of beds the government appears to be listening it's dispatched a team of anticorruption investigators to its words listen to the concerns of the public and in china today there's no shortage of people with opinions about the doctor and the way he was treated. the virus is spread across china with cases also emerging in 2 dozen countries 2 cruise ships carrying thousands of holidaymakers have been placed under quarantine in hong kong and japan as doctors test all on board for infection and another ship currently in the south china sea has been
9:06 pm
refused entry by japan south korea and the philippines in china the growing public outrage will worry the leadership as it threatens to create what they fear most social unrest adrian brown al jazeera hong kong. and other world news syrian government forces have captured the town of. province. out of a campaign to retake the whole province which includes the last rebel held areas of the country the father said i can bear nearby highway is clear is the way to the prevention of capital which is just 7 kilometers away there's also an increased threat of syrian troops clashing with turkish forces who have outposts in the area al-jazeera sin and know is inside syria at baba how a not far from the texas border she describes the tensions between techie and syrian government forces. right now turkey and syria now a turkish and syrian army's risk confronting each other and turkey's president
9:07 pm
added on sat and he's giving he gave an ultimatum and said that the russia the the syrian army should withdraw from the areas where the turkish military posts are until the end of february of course this is a very huge risk and they risk we are fighting each other but how turkey is going to come from syria while the syrian army is supported by the russian air forces is a question and this this tension between turkey and the syrian military is also increasing the tension on the civilians inside who already are depressed and suppressed because of the internal displacement the russians and turks also have had some serious discussions within the last couple of days as turkey pushed for in more observe a short pause after the syrian government's advance from south to north and advance through said argument at the city center the russians claim that it's
9:08 pm
a turkish reinforcements and a military post were not coordinated with that while the turks claim just the opposite so it was difficult for both sides who's who have always said that they are committed to a pursuit astana and sochi peace agreements. a woman who ran away from home as a teenager to join i saw has lost the 1st stage of her appeal against the british government's decision to strip has citizenship big old was found in a syrian refugee camp last year she was 15 when she left the u.k. 5 years ago emma hayward has a detail some london. well this tribe you know set up to look at cases like this the tribunals found that the core the government last year acted lawfully when the home secretary sajid javid stricture. of her citizenship now the lawyers for her judge challenge that but the court said that because she has a bangladeshi mother she has a bangladeshi descent so she is not stateless in their eyes and they also
9:09 pm
interestingly said that her actions her position now has not been brought about by what the home secretary did last year but by shamima bacon's actions herself her lawyers have said they will initiate an appeal immediately and that is of great urgency now we understand that this could now be looked at as a judicial review and that it could even go as far as a supreme court which is the highest court in the u.k. and this is likely to run and run them course shimming the bacon has been moved from the camp where she was discovered last year by a news reporter when she was 9 months pregnant that baby died within days of her giving birth she is now in another camp in northern syria it would seem that she is no closer to getting back to the u.k. which she wants now i spoke to her family solicitor a short while ago he said her family are very disappointed by this news but this case has really shone a light on the cases of the hundreds of people who left the u.k. to fight with i saw 5 or 6 years ago and what happens to what happens to them now
9:10 pm
and many people believe that should mean a begum has no right to return to britain because she turned her back on britain 5 years ago early i spoke with tasneem. family lawyer and he told me he's disappointed with the citizenship. well she. souls. as taking into account facts and accepted facts about the current circumstance about the situation she told gage in practical terms with an appeal process and one we say is that when the lorillard for a secretary of state to strip somebody who says he ship with the caveat that they have a right to appeal will have to do it cannot happen actually that is not the only operation of laws and probably all because she can't get
9:11 pm
a lot is given circumstances months of in refugee camp part of the year of her rights are ineffective and all the judge is in effect there is going on the right the morning pointed out i want to ask about this that she was a citizen of bangladesh when she was stripped of her british citizenship is that the case is she really a citizen of bangladesh rather so this is a preliminary judgment 1st phase of these. hearings i mean the siren call so late tends to go backwards and forwards over various issues and it's less than that it's not so but it's also being killed in terms of whether she is or isn't he said less evidence has been and here it will be fleshed out. more so we are saying that this decision is not to gauge law properly and so in our interpretation eating less
9:12 pm
ample grounds to this and it and it will. or what can you tell us about her conditions and the situation nash is in today the court ruled that the gold had not been exposed to human rights abuses by leaving her at the camp in syria the russia camp in syria what conditions is she in there and do you believe she is in extreme danger. well i think anyone argues that somebody in the world is in danger as we know in washington the. in terms of the conditions in iraq of the difficulty we have is that her family certainly had no contact with as before february 29th. in terms of contact with lawyers that's been extremely intimate and 2 parties and so. the conditions we don't quote me will be the subject of. evidence in the center area
9:13 pm
about what those conditions actually are let me just ask you one and one last question mr test mean the case will now move on i believe to consider whether the government had no gym at national security grounds to bar the gum from coming back to the u.k. do we know when we got ok when we. first this decision and it's nice that it will be examined in a british or the us of a separate decision will you major be referred to as courts ok depending on what happens there then the issue of. national security matters may come into play after all we're not ok on that point where she what do we know why she personally engage in acts ovide instead the see constitute a threat to national security from her actions well certainly not. there were some leaks from the home office earlier. this last year where there was a suggestion of her being involved in sewing suicide vests we were part of that is
9:14 pm
for interesting in this the imagery hearing does not have a closed element so the more simply didn't try to get all of this. plenty more ahead on this news hour including in the u.s. democratic presidential candidates prepare for another debate in a few hours time with a critical new hampshire primary only 4 days away. sacrificing their schooling why students are preparing protests against iraq's government to returning to class and the man known as a greek freak his unstoppable again in the n.b.a. peta has the option coming up state of. the a. democratic party presidential candidates in the u.s. will soon take part in another debate with their next critical test in new
9:15 pm
hampshire primary only 4 days away eyes will be on the results but also on voter turnout monday's iowa caucuses so unexpectedly low numbers of people show up which could be a bad sign for the party going forward as speak to mike hanna in washington d.c. so mike another debate for the democrats and a few hours in the tensions have been high especially between people t.j. and bernie sanders what does that mean for the debate tonight and looking ahead to the new hampshire primary on tuesday. well indeed yes but to again bernie sanders basically are neck and neck off to the iowa primary there's has no fool result has been announced as yet but both candidates have claimed victory in that particular primary and certainly it has acted as a form of slingshot to as it normally does increasing their chances in the new hampshire primary certainly. ratings have improved markedly since he did so strongly in the iowa caucus bernie sanders has been consistently topping the
9:16 pm
polls the greatest loose of course in that iowa vote was joe biden who's dropped away back in the polling because of his very poor showing there and 4 days after the iowa caucuses mike this still of disarray and uncertainty about the final result however it's resolved how much damage has this stunt to the democratic party . well many would contend that it's been exceedingly damaging to the democratic party certainly president trump has made hay out of the fact that there was such chaos at the iowa caucus after months of preparation saying that if democrats can run a vote how can they possibly run a country so certainly critics of the democrats have been very strongly critical off what happened in iowa but so to have some democrats one person who did not take part in that caucus is mike bloomberg now he's possibly one of the leading
9:17 pm
candidates he's not taking part either in that caucus or indeed in the caucus in new hampshire preparing to prefer him to focus on battlegrounds still to come and he was highly critical of that iowa debate and many of his supporters contend that by not taking part he showed a degree of wisdom that other candidates do not want so certainly the whole fos as it were of what happened in iowa will have a massive impact on the democrats in the elections to come thank you mike mike hanna live in washington. now gucci is the author of the trump president journalism and democracy and he's also an associate professor at lanka scene of a city he says similar forward the democrats almost need to forget iowa happened at all. there are some on the far left thinking that bernie sanders really won the day as the democratic socialist but that doesn't go too well for the for the hardcore democrats who want there to be more of a central figure somebody who's
9:18 pm
a bit more centrist who can bring in some people from the republican side but with donald trump winning at almost every single downfall he's had that's going to be really hard to pull people over no matter how central a democratic candidate is iowa does seem to be historically the place that does push and launch people ahead but that would be in a traditional election year this one is not a traditional election year and you're seeing the infighting within the democrats become even stronger than before because they really want to get somebody out there who can take down donald trump certainly people like biden who have decided he hasn't really but his his numbers are showing him sliding aside and you still have people questioning the validity of the democratic party if they can't even. figure out their 1st caucus of the year so going into new hampshire it's a repositioning for democrats to say remember this is who we are this is who i am
9:19 pm
individually and i'm the person who's going to win forget about what happened in iowa we're going forward israeli forces have shot another palestinian dead in the occupied west bank the 5th in 48 hours a funeral procession has been held for one of the victims a palestinian policeman killed engineered. he was in uniform at the station when he was killed during raids by israeli forces they were seizing c.c.t.v. footage related to romney. to iraq now where striking students are defying government orders to return to class many schools and universities goals when anti-government demonstrations began in october but students say until protesters demands are met there's little point in returning to school simona fulton re forced on baghdad's. your education is a failure they chant rather than preparing for midterm exams these students from various universities in baghdad skipped class to join anti-government protests they

demand a better future a future they say the current system is incapable of providing they don't want to. if this doesn't succeed we won't have another opportunity this is the last chance for us we haven't achieved anything in the protest square yet so we can't return to our studies as usual you've unemployment in iraq is high and one of the protesters main grievances a lot is a 1st year engineering student but without connections she stands little chance of finding a job missing class is a small price to pay. c it doesn't worry me to lose one year because there are 600 people who lost their lives entirely not just one year what is one year compared to the goals of our revolution which is to bring change. what they want is to append the political establishment that rose to power after the overthrow of saddam hussein's regime they reject prime minister designate mohammad. the former communications minister and member of parliament is seen as representing the status

quo. as protests continue midterm exams are looming to catch up on months of lost education some received tutoring at private institutes like this one. is a senior in a nearby public high school classes there were suspended for several weeks when protests began in october but even after schools reopened his peers pressured him to stay away. the law of the law. brothers in the protest squares they were asking for support they said they needed us some of my friends pressured me don't go to school it's not good it's better to go protest. despite his private schooling the worries about not achieving the marks he needs to get into university the biggest losers are of course we will get hurt by this we went with the protesters and supported them but it will all come back to us of months teacher and the director of this institute doubts that many students will fail not because they mastered the
9:22 pm
subjects but because the education ministry has told instructress to help them pass . the education ministry told us to teach only the important things and skip whatever we feel isn't necessary. so i expect that this year we will see highest success rate public schools reopened but attendance has been solo many classes have been cancelled so private institutes like these are flourishing many public school teachers are in double salaries by giving private lessons classes here cost over $600.00 per subject too expensive for many lower income families. and so the inequality gap threatens to further widen students who can't afford private tutoring have little choice but to keep protesting and hope for a better education for all the government and shia cleric thought or have ordered students to return to class for penalties for both with all of these students are

government's decision to strip his citizenship. was 15 when she left the u.k. 5 years ago. now ireland is holding a general election on saturday and there's one issue that's top the polls of voters concerned with more let's cross to. london new center. yeah that's right folly health care is really a major concern for people maybe half of those arced said that health care is at the top of their list of concerns with more than half a 1000000 patients waiting to see a doctor so this is going to be a crucial election issue as we go into the vote and paul brennan is actually following a story he joins us live now just explain to us why this is so important to voters and where this where particularly the strains ally in the health care system. the election this time around an island has turned into a bit of
9:30 pm
a 3 horse race between free for the 2 to dominant parties here but also a resurgence in frame and all 3 of them have put health care and also housing at the top of their agendas and why because it's not directed or international affairs which matters to the voters here it's that day to day lives on the health care situation here in the republic of ireland in particular has resonated deeply with the voters and we've been traveling around the south of ireland outside of dublin going down to cork going to limerick to taking the temperature there because the crisis in health care really does matter. around cork city political posters gaze down from the lampposts but it's islands health care crisis which the voters want the politicians to look out for you know when than of a woman to bring in pillows for the mother but. sort of out of the door because if

you have tried this insurance it's just it's appalling it's no problem for the ordinary man in the street it's not good to see people waiting on trolleys for hours and hours dr sarah fitzgibbon has worked in a deprived area of north korea for the past 15 years her dedication is self-evident and so are her frustrations so a child presenting today with mental health issues that i feel require specialist intervention and if i put them on a waiting list they might be seen in 4 years time which is. just out of service in 2014 only 359000 patients were on the public waiting list to see a consultant by 2017 the number had risen above half a 1000000 for the 1st time and in 2019 it had grown to more than 553000. it's time to tackle those relentless increases in the waiting lists the irish government is throwing millions every year of public money into buying private
9:32 pm
health care in 2019 it was the equivalent of 82000000 dollars and this year it's going to be closer to $110000000.00 and still the waiting lists go up having private health insurance meant that when john wall was diagnosed with terminal prostate cancer in 2017 prompt treatment helped extend his life in the time he has left he's advocating urgent reform frontline staff to their absolute to do whatever they can given the resources they have but that's the problem they don't have enough resources they don't have enough beds they don't have enough staff and the resources that are being allocated is basically telling good money after bad a universal health proposal called slosh a cat has been suggested but the different political parties have very different ideas of what to prioritize and how to implement it so really what's important here is the population they're going to pull in the next on saturday are really looking
9:33 pm
for change and it's a change in culture to actually be citizen centered and to put the politics aside to ensure that everybody can have safe timely access to health care it was the threat of a no confidence vote in health minister simon harris which forced the irish tea should be over at good to call this election faced with a combination of public anger and the sense that no one was accepting responsibility on saturday in the polling booths the voters will hold the politicians to account. you can see that the anger amongst the general public about the fact that millions have already been spent on the health system here and yet nothing seems to change and they really do want something to happen to actually affect reform or to impact people's lives and what we also have here in the republic of ireland are fundamental political changes as well as a real evolution going on this is a mental. occasion previously 20 years sorry 40 years ago for example finagle

a free for all would would be the 2 going to parties and together they would they scoop up about 85 percent of the vote at the moment in the current opinion polls 'd here for this election they're actually running in 2nd place barely 43 percent between them and should think has got around 25 percent of the votes what will shin fein do if it's really successful nobody quite knows i mean the problem the chin thing has is it's not fielding a full field of candidates they're only putting 42 candidates up and they need 80 if you going to get a majority so they can form a majority government themselves on there's a question mark as to whether they would bother to go into a. coalition with any of the bigger parties so there's everything to play for the weather's going to change is going to rain hard tomorrow you've got the big rugby international game played here in dublin tomorrow as well it's going to be a big day and i'm glad you got the rugby in there as well thank you paul brennan in dublin. a couple of other stories to bring you french president has called on his european counterparts to discuss the role that france has nuclear arsenal could

9:39 pm
is. facing a terrible economic problem now they're struggling to recover from one of the worst periods in brazilian history in terms of economic advance and they're cutting spending. and of course this is a place that. the people are not very powerful they don't have powerful lobbies and it's easy to get away with here it's a big mistake it's almost i would call something of a criminal act to take away the small amount of support these people have and frankly it doesn't say very much but it's sort of an easy branch to cut and of course for black for salience are the ones impact test by this you know what a long time implication c.c.
9:40 pm
that's having well i think it sort of raises again the sort of question brazil has about the seriousness of their government we've seen that in the past with massive demonstrations going back 4 or 5 years you see this with the increased polarization where people either are becoming more extreme on the right or the left there's a terrible lack that i mean people who have depended on you know $50.00 a month 100 dollars a month to sort of fill out their budget. now or sort of just cut off with no good reason for doing so except save a very modest amount of money could they be political implications you think for boston could this affect his popularity. well by and large. these are not people that voted in great numbers from balsa are suspect and they

certainly don't have any power outside of their once in 4 years and voting for the president and perhaps once every 2 years voting for congressmen and nyssa bull leaders but. by and large they're disenfranchised there and so they're they're not a big worry of this government. but they could be organized previous presidents have done much for them and have tried to organize them this is really a flagship program that has had tremendous success and has been imitated in countries around the world and it seems to work and not only provides money that essential for these families but also gives an opportunity for them to get their kids into schools gives them an opportunity to get. adequate health services it's or it's a real shame and i said it reaches the level of

police force to help my people in my family they've told me a lot about guns and about how to defend. last year there were nearly 1600 homicides registered and get little according to official sources. violence has become so common many residents see no other choice than to put firearms in the hands of anyone able to wield them not going to loose to let you know doing this because we like guns we have the work field over a wide for all families we had doing these out of necessity because the government has failed to keep our communities safe. no recent images of armed children dressed in fatigues and lined up like soldiers have circulated on mexican social media they've also sparked new concerns from children's rights groups. the fact that gauss boys participate on degree has a series of implications when it comes to their rights to status that the risk to their lives also that development they are often forced to leave school there's

also the impact on their mental and emotional health. over the past decade violence in mexico has grown exponentially experts estimate that in that time as many as 30000 mexican children and teenagers have been involved in some form of gun violence mexico's president has called the act of arming children quote shameful vowing to address the issue by creating more opportunities for. children with few resources and limited access to education. a debate in mexico is now underway over how to best care for the safety and mental health of children in regions of conflict it's clear however that would be used children really want is a normal childhood manildra. mexico city. it's home to the world's largest elephant population but botswana wants to bring that number down by offering trough hunting auctions 70 elephants on offer to be hunted down across 7

dishrags bidders deposit a refundable 800000 dollars the government says the money will help areas where elephants have invaded villages and at times killed people it's the 1st auction since a ban on trophy hunting was lifted by president my c.c. last year that speak to audrey don't think about this she is the wildlife director of humane society international africa and is via skype from cape town thank you audrey for being with us on august air so what do you make of the botswana government's decision to reverse the hunting ban on elephants and also hold this auction they say it will help control the elephant population is that the case is that an effective control method. so the ban is quote a travesty in the sense that it's being touched behind mitigation from human model of conflict and will of the population control but it is simply not an effective long tunisia's through these particular circumstances what do we know exactly about the elephant numbers in that part of africa have they've really gone up as the
9:46 pm
government claims. well it is true that botswana holds you know that most of the african elephants on the continent however think what must be remembered is that african elephant numbers have decreased by 30 percent across africa and also botswana's population is transparent really meaning that it does cross multiple large trees so. the issue of controlling the numbers. is is a key issue but i think there's different ways and certainly a number of other non-lethal mitigation strategies that can be used or what are some of those ways that can be used to control the numbers because many rural communities also believe that a return to commercial hunting will help keep the population away as we've said from their villages but also bring in much needed income in those places. so sydney a lot of the hunting is catch to benefit communities but what we actually see is
9:47 pm
that the trickle down effect to these communities sitting at a household level is extremely extreme you know it accounts for least 10.5 percent of the household income so while the community may benefit from a school individual households and the livelihoods are not actually that affected for them or trophy hunting can actually exessive that situations of human wildlife conflict because you know they resulting in a number of pools that are hunted out in a specific area which causes severe disturb the lays the destabilization of the ball hierarchy and in fact matty exacerbate aggression within these areas and actually counter the measures that it was used to sit so how then do you control the numbers what sort of measures are there that could be more effective. well i think as i mentioned you know the part of the populations are transponder each so there's a lot of flux and flirt and i think there's so much. stigma attached to elephant

carrying capacity which is which is an absolute number and as we know ecosystems do not. like that they would have been a balance of aims and flows so they are natural processes such as drought that will reduce elephant population numbers and we certainly seen that in some parts of africa. there are other measures. you know reducing artificial waterholes by forcing elephants to new to different areas and just affecting the way in which they utilise the landscape so those are more effective long 2 measures trophy hunting will certainly not make a gains in the overall numbers what it will do is make a dent in the number of breeding material bulls and certainly in those goals and of trophy quality of which i must point out there are so so few left across africa and this will actually cause much more significant impact that was going to be my last question to you andre in fact what are the numbers like on the rest of the continent of course botswana has the largest elephant population but what's the
9:49 pm
trend in other parts of africa. well we know that from the great elephant census that they seek to soothe the cross africa we know the elephant numbers are estimated to be about 115000 which seems to some like the fear number but thinking that they were more than a 1000000 in the early 1970 so i think suffice to say that infant poaching is taking about $25.00 to $30000.00 elephants a year already. in the source or in significant decline and so we need to move away from the regional approach and look to look at a continent to live up because we are just losing so many elephants and we shouldn't be exacerbating that last through unnecessary hunting thank you so much for talking to us about this very interesting to foss audrey tao same directory of humane society international africa live there from cape town thank you very much rick. thank you so much finally. still ahead on al-jazeera islands look to
