rethinking radicalization part of the radicalized scenes on al-jazeera. al-jazeera. hello i'm rob matheson and this is the news our live from our international broadcast center in doha coming up in the next 60 minutes dash to safety from a shooting rampage in a thai shopping mall after a soldier kills at least 21 people. the death toll from the china corona virus outbreak is climbing it's now killed more people than the 2003 saw as break. a 3 way tie exit polls and islands general election suggest it's too close to call . and on target goes hottest day ever what that could mean for the world's water
5:01 am
levels. a soldier remains hiding in a shopping center after one of the world's of the worst shooting attacks in thailand in recent years at least $21.00 people have been killed in a rampage that started more than 18 hours ago hundreds of people have been rescued from the mall and called out north of the capital bangkok but it's unclear how many are still trapped inside when hey has been following developments. well the latest update we have came through a short time ago from the health minister he is there on the ground in the city of coreg where this has been unfolding over the course of many hours and he confirmed that the death toll has risen to $21.00 and the additional fatality he confirmed
5:02 am
was a police officer who was killed seemingly in a gun battle inside the shopping mall that gun battle of course taking place with the gunman himself we are not sure though because he didn't go into any further details the health minister about the actual situation that is unfolding there still we do not know exactly what the situation is there whether there are still people trapped or being held inside the mall by the gunman we know we've seen many people coming out of the more some of them injured including in the last couple of hours or so those injured taken away to the hospitals which are becoming very busy of course because not only do we have 21 fatalities but we have many people who are injured in the government officials have been calling for people who live in the area there to go to the local medical facilities to donate blood so the situation still very much unfolding it seems as if the gunman is somewhere inside that mall
5:03 am
the security forces seem to be closing in on where he is but so far he is alluding capture. always been following the story since it began his fall this report and how it developed. late on a saturday afternoon a shopping mall in thailand came under attack a gunman opened fire at a time when it would have been at its busiest. here he can be seen firing multiple rounds towards people and passing cars. people found whatever cover they could after he entered the mall panic shoppers ran out the day coming to a terrifying ying and. yang into the number of casualties is not yet confirmed as the situation is still ongoing we have been trying to bring out whoever we can 1st and we will gradually save others who are still stuck inside this was the heavily armed gunman seeming to walk casually through the mall he had earlier be named by
5:04 am
police as jack reponse tamam a 32 year old soldier in the thai army he began his rampage hours earlier by killing a commanding officer on a military base outside the city as he continued his murderous spree he posted updates on social media including this one we complained that his finger was sore from pulling the trigger so many times gun violence is common in this country but not on the scale this will be remembered as one of thailand's darkest days when hey al jazeera bangkok. the number of people who have died from the china coronavirus has now surpassed those killed in the saw as a break in 2003813 people are confirmed dead all but 2 in china the sars toll was 774 the world health organization sending a team to help beijing cope with the outbreak and there are more than 37000 confirmed cases are around the world most are in mainland china 343 people have
5:05 am
been affected in 24 other countries in hong kong a 2 week mandatory quota. for all arrivals from mainland china has come into effect and in japan thousands of cruise ship passengers remain in quarantine doctors in the port of yokohama have confirmed $64.00 cases on board the w.h.o. says one of the major battles in fighting the infection is countering the spread of misinformation while the virus spreads misinformation makes the job of our heroic health workers even harder it's diverting the attention of decision makers and it causes confusion and spreads fear to the general public doubly we're not just battling the virus we're also battling the trolls and conspired as a conspiracy theorists that push misinformation and undermine the outbreak response
5:06 am
well it in bronze joining us now from hong kong adrian of course this is referring us back to the 2003 outbreak in the sars outbreak there and this is going to put a lot of pressure on both the chinese government and the hong kong government and all the other governments in the area to try to control this. that's right these figures rob seem relentless unstoppable we now know that this virus is going to be more deadly than sars the world health organization of course are saying that it's too soon to say whether the number of deaths are started to stabilize and whether those deaths are going to shortly peak we won't know that really for several more days across the border in china and the mainland cities and towns are eerily quiet place i think behind closed doors there is still a lot of see the anger and sadness over the death of the doctor who 1st raised the alarm about this virus in december he of course succumbed to the virus on friday and that anger really is unsurpassed i can't recall any time in china where i've
5:07 am
seen so much open anger perhaps the last time was you know 31 years ago before the protests in tiananmen square and of course experts say this anger is serving to undermine trust in the party that has ruled china for 70 years. in a national emergency the country's leader is normally front and center not so china's president xi jinping his meeting with the visiting head of the world health organization in late january was 1 of his few recent appearances on state television nightly news we normally features prominently and since demanding a transparent and timely release of information about the coronavirus more than 2 weeks ago he's yet to visit. instead he sent the premier league chung to test the temperature and encourage medical workers you know the figure one analyst says
5:08 am
there's perhaps a good reason for the president's disappearing act if things turn that. thing the earners will be young. and so in a way seeing peeing is protect himself from being too much exposed by the crisis. it's almost 2 years since she was appointed president for another 5 years that was after china's parliament voted to abolish the 2 term limit on the presidency effectively allowing she to remain in office for life for president xi this crisis is much bigger than the young going protests here in hong kong or trade friction with the united states because the way his government has responded to the coronavirus outbreak is causing more and more people on the mainland to openly question the system they live under many chinese people feel that core values like family livelihood and food security and now under attack threatening she's credibility and legitimacy especially if the virus becomes pandemic so i don't
5:09 am
think this is as bad as that at the moment. he's got no real competition you know he's secure. but if this sort of crisis deepens and there's becoming a pandemic of course the political consequences could be devastating. and maybe evil style virus is threatening china's city of the future but 17 years ago i reported from shanghai on the aftermath of another deadly virus sars that also caused people to question their faith in the party after officials admitted a cover up a local colleague to help navigate me around a popular chat room the internet in china was still in its infancy then as now though public skepticism ran deep. tell the truth he says the government doesn't owe this through. there are more expressions of anger
5:10 am
today in spite of tighter internet censorship lessons that should have been learned from sars haven't proved once more the china remains vulnerable to disease at the beginning of the krises china was boasting i mean the chinese in the media are boasting about the how much the chinese well little system could better fade the krises bit manage the crisis and solve the crisis. he said it's hard to imagine the crisis threatening she survival because unlike 17 years ago china's security machine is much bigger and better able to maintain control. adrian we were talking earlier on about the fact that hong kong was going to bring in a quarantine process do we know how it's playing to enforce that well i think it's going to be very difficult to enforce because it's going to depend on honesty the hong kong government says that people arriving in hong kong
5:11 am
from the mainland would have to self isolate either at home or in hotels or go to government run quarantine centers but you know most people in hong kong live in very small apartments and it's a big ask to expect them to remain in those apartments for 14 days so i think it's going to be very difficult to enforce the number of people though arriving in hong kong is so now down to a trickle one flight arrived last night from the mainland which is one passenger on board so it does seem that the government's measures are starting to work but these of course are early days if you're in thanks very much indeed for dr peter hotez is dean of the national school of tropical medicine at baylor college of medicine is joining us by skype from west jerusalem thanks very much indeed for your time so just give us some indication some context about how fast
5:12 am
you think this virus is spreading for example comparison to the sars outbreak in 2003. well thanks for having me and what we're seeing is that the epidemic within will heighten who bay province is still very intense there stall quite a big increase the number of cases and deaths and that is extremely concerning i think the unknown piece to this is outside of central china outside of who bay how well the chinese have their arms around being able to quarantine individuals in contain those cases because that's going to be very important if we're going to avoid a pandemic by a pandemic i mean multiple areas of the world where there are sustained transmission right now that's not the case we have. cation all cases in more than $25.00 countries particularly in asia but that's going to be the big
5:13 am
unknown whether this can be significantly contained around who bay in and around china the better known viruses like the common cold influenza can't be stopped but they can be controlled to some degree do you see a time when this version of the corona virus will be in the same position. well remember what the what we're dealing with is is the fact that unlike a cold this could cation only cause very serious illness especially in individuals who are older or with underlying diabetes or hypertension those are the ones that are actually requiring respiratory support and in some cases even dying unfortunately you know it's tough for the chinese they're trying to do this with one hand tied behind their back meaning it by that i mean we don't have a vaccine and that's going to be the other big unknown in this is can we rapidly accelerated vaccine and some of the new drugs to treat the serious cases we have developed a lot of respect seen we're trying to get that into china and that's going to be an
5:14 am
important race to see if we can do this in time for this particular epidemic and hopefully prevent it from becoming a pandemic the world health organization has been saying that one of the problems with this virus is actually misinformation a lack of context and a lack of understanding of what it is what is the best advice that you would be able to give to people to be able to find out more about the virus to find out what they can do to protect themselves and to put into context just how serious it may become to them. yeah i think it's really important to go to just a few trusted websites especially when you see on social media it's all over the place and you know we saw this with the anti vaccine movement was the same kind of problem that there's just a huge amount of misinformation out there so you know identifying good sites like the world health organization the c.d.c. and some of the more established newspapers on the internet bet that they've been
5:15 am
doing a pretty good job and there's been a lot of reliable information but do you have to take anything you see on social media with a grain of salt this point. i'm going to be slightly unfair or not skew if you can just in capsulated few pieces of advice that you could give to people generally that would help them to avoid the possibility of contracting the virus if they should be in an area where they might be at risk. yeah i think you know frequent hand washing is probably the once single thing you can do to protect yourself also remember we're still in influenza season and so you want to get yourself and your family vaccinated because still the number of deaths globally caused by influenza is still higher and so when you're thinking about protecting yourself think of the things you do to prevent yourself from getting influenza other than the vaccine so
5:16 am
frequent hand washing masks unless you're in an area where there's quite a bit of transmission going on masks are probably probably not that helpful and they have mixed effects also reducing your exposure to crowded areas particularly if they're you know there's an island ongoing epidemic and we've seen that for instance and will where the streets are empty in many other cities and central china but this is why it's so important to accelerate new vaccines and new drug treatments you know in some ways we should have seen this coming this is not our 3rd major coronavirus epidemic in the 21st century we had sars in in 2003 and then maris coronavirus arising out of the arabian peninsula in 2012 and this i think the scientific community now also needs to think about building infrastructure for coronaviruses like we do with flu and step up our game
5:17 am
in terms of active surveillance and do better at accelerating vaccines i mean the vaccine we made for the sars coronavirus back in 2016 we at that point there was no sars around so we couldn't get any enthusiasm for doing clinical testing now we're realizing there's a lot of similarity in the virus structure between sars and this new and corona virus and had been we've been able to do that perhaps we could have been deploying a vaccine now so we have to be a little more anticipatory because responding in the middle of a public health crisis stream is challenging it's really good to get your opinion in this thank you very much dr peter hotez thank you so much for your time. thanks for having me. ok let me bring you some breaking news on that top story that we had to tie security forces say they have killed an army sergeant who went on a shooting rampage and 2 hostages in a mall one of the worst attacks in the country in recent years it took place over
5:18 am
18 hours these are live pictures outside the mall where the shooter is said to have been holed up we believe he may have been in the basement 21 people were killed including civilians and the gunman's commanding officer i'm joined on the line now by katie from the sing along from joining us from bangkok what more can you tell us about this. at the moment as you can see from the pictures on the screen. inside the mall to investigate the crime scene and we have a confirmation that the gunman. took. the stand that's really gone for more than 16 hours now we haven't had the final confirmation. but
5:19 am
the prime minister. coming to the keeper statement. is there any update told from the security forces about the the way that they managed to apprehend this shooter. from here on that matter. what he's saying anything but one thing for sure that we know at the moment. that. give us some indication if you can about the mood that's been there since this happened this is been going on for about 18 hours now what kind of atmosphere do we know has been in the city. it was very tense around the area because the mall is actually located in the heart of the community of the city this is
5:20 am
clearly the 1st incident that happened we got into the match should in in in the city or. in thailand. in fact. people are very sad and very tense since yesterday. a sign of relief since the program meaning that. the location be demolished say the street is safe again. my understanding is that gun crime is it's fairly prevalent in the country but what kind of response has this been getting to the media pictures that we've we've been seeing have people been watching this as it's been progressing over 18 hours or so on television. the news outlets in thailand were specifically told not to broadcast.
5:21 am
much because it would have been a benefit beneficial for the shootist. commit their committee that will be broadcasting system in thailand also news outlets not to broadcast. how the offices are operated because there are fear that they that the gunmen can use this for. party favors. by a lot of. every news outlet have been following up their story and it's been. a good response from the audience here in thailand to view from sitting on one is our producer in bangkok on the line for spank you very much indeed.

politics in ireland seems on the brink of a momentous shift in its general election sinn fein has won a surge in support exit polls of the left wing nationalist party matching the vote share of the 2 main parties that would bring a previously fings party to prominence as paul brennan reports and the results we can now show you pre-election opinion polls suggested that the political order here was about to be turned on its head this exit poll suggests it has been turned on its head and shaken up and down the 2 center right parties fianna for oil and phina gale which are jointly dominated irish politics for nearly a century have been matched by shin fein each polling 22 percent of 1st preference votes and what that means essentially is that the party has been making games and it's now consolidated those gains over the last number of years so they're in a strong position going forward not necessarily to form a government this time right there anyone running for 2 candidates but certainly
5:23 am
for the next election they're in a very good position. the buzzword of this election campaign was change ireland's economy may be the fastest growing in e.u. but people here are struggling with soaring house prices and years long waiting lists for public health care voters were just fed up with the 2 main parties i voted for i'll turn those to. him so i don't really want to go independent but basically just some kind of alternatives to the status quo i have a lot of fears about what the future is going to hold for me with climate change and how that's going to affect my life in the future sinn fein is the left wing nationalist republican party previously regarded as the political wing of the paramilitary group the ira now shedding those associations and remolding itself as a progressive alternative and it's not clear what she. unframed strategy will be now looking at it from the outside i think they would benefit from not going to government on this occasion because they would be going in as a junior partner define
5:24 am
a fall of you know gale and previous experience of junior partners with those party suggests that they would lose votes nonpolitical factors may also influence the outcome of this election and the 1st saturday poll since 1918 storm kira brought dangerous winds and driving rain to many polling stations and slap bang in the middle of polling day a major rugby international hot so scarce that it gave the timing of this election certainly raised eyebrows i can't believe that it is really going. but it's a part we've often and have you voted already. imagine that gave is more important vote and i'm sorry. one of the irish system transfer votes will be crucial how many 2nd and 3rd preferences can the big parties pick up but even if shin frayne doesn't get into a government the days of 2 party dominance in this country appear to be over paul brennan al-jazeera doublet peace talks between representatives of libya's u.n.

recognize government and warlord play for half to have again ended with no agreement senior officials from the warring sides gathered at the united nations in geneva this was the latest in a series of talks to ease the still issues in the country some a hyundai as editor in chief of the international interest an online political analysis website he says half those forces truly believe they can take tripoli and they're delaying talks on mediation efforts we need to convince have that a military solution is not possible the reason why there is no political settlement is because has been essentially believes that with the support of france with the support of the u.a.e. with the support of egypt as long as france can continue to block any diplomatic efforts from the e.u. as long as the u.a.e. can keep giving him weapons. as long as he's provided just ticks across the border that eventually he can't he can't take tripoli he believes it's a very real possibility or he needs is someone months and he can take tripoli and
5:26 am
he believes if he does then everybody talking about the diplomats assume solution a political solution will change and they will recognize him they were recognize his role over libya in the same way they recognized sisi in egypt so raj is has his back to the wall so large once they put it. he wants have to push back and the reason he's not accepting the demilitarization of the militias in tripoli is because he knows best essentially made in the coffin essentially removing his armor removing his weapon to allow him to be wide open for a half to result. in that conflict in libya is high on the agenda for leaders at the african union summit in ethiopia they're discussing whether african countries should have more of a role in trying to bring a ceasefire is mohamad vaal from addis ababa. even before the summit has officially opened heads of state impact on the question of libya during a meeting of the african union peace and security council on saturday evening. in response to

a question by our dizzier about the possibility of the creation of an african force for peace in libya congolese president. who chairs the african union high level committee on libya said the idea is being discussed. we are waiting for the deliberation by the end you peace and security members but personally i believe whatever africa speaks in one voice it always wins battles and i think yes the time has come this libyan crisis this crisis in the sahara which poses a real menace to all africa gets the interest of all countries of the continent and we think that we will have a response toward the united nations secretary general antonio terrorists who is here to attend the summit said your representatives will be integrated within the you and mission in the libyan capital as the beginning of a stronger old for african nations in the global effort to stabilize the war torn country but he made it clear that such efforts may never work if foreign

interference in libya continues. it's evident that the crisis is being seriously aggravated by the presence of forces and equipment from many other countries in clear violation of the mandate of the security council but then we have to reestablish the sovereignty of international law and the conditions in which the decision of the security council could be implemented with terrorist condemnation of countries that still send weapons and fighters it to libya has been reiterated by the head of the libyan delegation representing the u.n. recognized government of national unity reported. actually there must be some sanctions for 4 or 4 countries and and also for personnel and it's only if you start some. them indeed he considered that this is what you mean the countries that send weapons and support groups can you say can you elaborate on this. because he condemned that and he said it is a scandal it's not enough to just open them but you have to with the sanctions the
