people in power investigates armenia mining out the left. on. al-jazeera. hello i'm not matheson and this is the news hour live from doha coming up in the next 60 minutes the world health organization sends a team to china to investigate the corona virus outbreak as the number of dead keeps climbing. and a quiet commute in a day when millions were expected to return to work in china's capital plus. bangladesh along the indian border where there's been a significant increase in illegal crossings since india introduced a controversial citizenship bill. a new force in irish politics left wing
5:01 am
nationalist party fein is in a powerful position after the general election. it's. a good thing. and brad pitt's wins his 1st acting oscar for playing a stunt man and once upon a time in hollywood. the global death toll from the corona virus outbreak has reached 910 only 2 of the deaths are outside mainland china most are in a province where the virus is believed to have originated the world health organization says it remains gravely concerned more than 40000 people are now infected and w.h.o. team of experts is heading to china to investigate the government in beijing says it's allocating 10000000000 die. to fight the outbreak it's facing growing
5:02 am
criticism for its handling of the warnings of buyouts the new virus meanwhile millions of people what expected to go back to work on monday as an extension to the lunar new year holiday ended but one community commuters recording of their right to work showed fewer people on public transport than normal what not what would normally be the peak time let's go to katrina new in beijing for the latest katrina was slightly i think it's about 10 o'clock where you are in the moment is it a surprise that there are so few people that seem to be heading into work. well it's a surprise in a sense that this is supposed to be the beginning officially the beginning of a new chinese year but it's not surprising how quiet it is given that we're in the middle of this krone virus crisis i think the last few weeks have been eerily quiet in beijing and today we know that government offices have opened and officially as you mentioned it's the start of the working the working year but on the streets
5:03 am
it's still very quiet there more more cars slowly there's a bit of traffic some people on the streets or people rowing but definitely nothing like a normal working day in beijing the capital of china with a population of some 2122 1000000 people and we've just gotten some figures from the government that really will show for example how much they life here in beijing has been affected now in the last week compared to last year we saw capacity in flights have dropped by 42 percent passengers going in and out of the airports some of the busiest airports in the world have dropped by 63 percent and railway passengers railways one of the main ways that people travel back and forth after the chinese new year holiday that's down 73 percent beijing subways only operating at 10 percent capacity and buses are 70 percent down as well in terms of the passengers numbers so this virus it has has had a massive impact on life across the country even here in beijing which is very far
5:04 am
away from the epicenter in hubie province and of course while some people are going back to work the government is encouraging private companies or any companies as much as possible to encourage their staff to state harm if they can if they must go to work there encouraging them to sort of stagger the start dates or the start time so perhaps get stuff to work in batches as to try to minimize crowding and prevent the spread and we know that many schools are still shut and at least until the beginning of march the dinners are mentioned before the chinese government is allocating that enormous sum of money to try to deal with this virus bridge do we have any more details about how it's planning to spend the money. yes so as far as we know that they have said that about $10000000000.00 has been allocated to fight this illness and we know that actually some of that money has already been spent and it's going to want much more basic much needed things on the
5:05 am
ground so getting patients making sure patients are transported to the the right the right areas be courtin areas or testing areas making sure that they're not testing kits to go around making sure that patients who are on the ground have accommodation if they're not coming from if they're going to cities whether they don't live it's also that money is paying medical staff we know this weekend i'm some 6000 medical stuff from around the country were flown into hahn to help support some of these struggling struggling overworked and understaffed teams so of course that money will so go towards paying them the money is also being being spent on supply is there was a much a desperate shortage of basic medical supplies for team so mosques gloves hazmat suits so that money is also being spent on boosting factory production of those essential items and it's also being spent on i guess the indirect impact of this virus it's had a massive economic impact on on businesses for example so the government is also
5:06 am
using that money to subsidize small and medium sized businesses and giving them also some preferential policies so they can delay paying things like rent and insurance so it's it's really going that money is really being spent directly on the effort to fight the virus but also the impact that the virus has had on communities across china to turn to thanks very much and. bangladeshis living in india have told al-jazeera there are beings threatened with being sent to detention camps if they don't leave many fear there is now a growing climate of hostility towards muslims after a new citizenship law came into force that gives priority to non muslim immigrants from neighboring countries bernard smith reports from the bangladesh side of the border with india. along bangladeshis border with india people smuggling has suddenly become a booming business those orange lights are in india the traffic is all one way to
5:07 am
bangladesh held up the learning they say they've been living over there for a long time but now there are problems there and they're being forced to leave sometimes smugglers are necessary and these are indian border force officers handing people over to their bangladeshi counterparts they're all muslim they say there is a new hostile environment towards them in india in decades past bangladeshis left their villages and crossed the rice paddies to india more than 2000000 are there now according to the government in new delhi. in december india's parliament passed a fast track citizenship act for people from neighboring countries that explicitly excludes muslims now it's impossible to say exactly how many people are illegally crossing the border from india into bangladesh but we do know that the border force has detained more than 500 people just in the last couple of months and the smugglers tell us they're crossing between 40 to 60 people every night and that's
5:08 am
just along this 45 kilometer stretch of a border that runs for more than 4000 kilometers the indian government says its new law is for persecuted religious minorities living among its muslim dominated neighbors that's not convince these bengali speaking muslims they say they face terrorism and from police in new delhi and bangalore who told them to leave or risk being sent to a detention center near how lada says he was just 18 months old when his parents took him across the border 26 years ago they will know what they have been cracking down and there'd been no arrests 60 people from our community were detained and we haven't heard from them this caused panic and we decide it's time to leave and head for bangladesh cookie begum says she been in india with her husband and daughters for 11 years that saw her indian work permit. there was a lab it's absolutely clear the ruling party in india doesn't want any bangladeshis living there anymore they're only allowed bengali speaking indians to live where we
5:09 am
were what can we do we have to live with our dignity and honor so we came back. bangladesh prime minister shaker sr says she doesn't understand the purpose of india's new citizenship law our government is already struggling to cope with 1200000 reading or refugees from in march it can't afford another influx from its largest neighbor bernard smith al-jazeera on the bangladesh india border. the 1st results are in for ireland's general election a left wing nationalist party has won the most 1st preference votes sinn fein has won 24.5 percent of the votes compared to 22.2 percent for fianna fáil and 20.9 percent for finn a gale counting continues but it looks like no one party will win enough seats for an outright parliamentary majority albrighton reports. chin fein leader mary lou mcdonald was welcome to the dublin county like
5:10 am
a hero the left wing nationalists for a campaign of eye catching pledges on housing and pensions which caught the imagination of an electorate crying out for an alternative to the 2 biggest demolition parties fiona foyle and fiona gale could see the sequence of change she said makes statements this is now free to ferry system you see things that people need to fix like confidence to keep every confidence in us and i i think we're going to miss written off by some as a party just for those with short memories shin fein confounded the conventional wisdom there was in the build up to the election people saying oh this is a young people who don't remember the troubles in northern ireland and i think that we see that's not the case it's only the much older voters who still looking for them to go past links to the republican paramilitary group the ira linger as evidenced by a group of jubilant shin fein supporters singing a rebel song at the count center in dublin. but the
5:11 am
party has evolved i think one thing to tickle the great clever things one was gerry adams party when he did mary lou mcdonald is in no way associated with troubles in the north and dots the terms of marketing communication cuts work really well it's created an ideological headache for the establishment parties the current irish leader the t. shirt leo veronica of phoenix gail accept that the results mean talks with sinn fein are probably going to be necessary but agreeing. coalition not for us. is not an option but we are willing to talk to other parties. you form your government one that can lead the country forward for the next 5 years fully to me how martin looks most likely to become the country's next leader his local county corkey to describe chin fein as incompatible for a coalition to teach a cliche thing may prefer to buy the time rather than be a minority party in a coalition government but with the outcome of this close as it seems now the
5:12 am
wrangling could last for weeks and such is the nature of irish politics with the ballot boxes being packed away now could be back out again in just a couple of months paul brennan al-jazeera dublin. was about john's ruling parties claiming victory in a parliamentary election but the opposition says the poll is a sham exit polls suggest the new azerbaijan party of president has won a majority in the national assembly and several parties have boycotted the vote there accusing only ever of persecuting political opponents and silencing the media . ok let me take you back to our top story the global death toll from the coronavirus outbreak in china which is now reaching $910.00 is a senior scholar and johns hopkins center for health security is joining us by skype from pittsburgh pennsylvania we appreciate your giving us your time so i'd like to ask you 1st of all about this world health organization team that is flying to china in order to be part of the process of dealing with the virus what kind of
5:13 am
expertise will that team be bringing. that he will be greeting some of the world class epidemiologist from the w.h.o. that will be able to really understand the transmission dynamics going on understand the severity of illness understand the challenges that china is facing with this outbreak and it will really give the world hopefully a good glimpse of what's going on in china because there are a lot of unanswered questions in mysteries about how this outbreak is unfolding there the actions of chinese government is taking and i think it will help us to risk stratify this for the rest of the world in terms of containing it within the rest of the world we spoke to a guest earlier who said that the response from many other countries in the world have been quite robust that obviously airlines have been restricted from flying in and out of transport and and links and so had so on had been prevented i want to ask you though about north korea north korea has a porous border that it shares with china we obviously don't have a great deal of information about what goes all in north korea what are the risks
5:14 am
do you think that north korea could be suffering from the influx of this fire is and might not be able to deal with it we know that north korea is a very secretive totalitarian dictatorship and there is an intent of not to report these types of events we know they were the 1st to close their borders but we do know that there are rumors now of cases in north korea so it would not be surprised if there are cases there and that they are being covered up by the government and i think it's important for all countries to be transparent about the cases that they have including north korea because it could become a challenge if you have this spreading in a country that is really secret in not open to any kind of outside outside help so i do think that this is an important question that needs to be answered one of the references that we've been using in the media generally is to compare this to the sars outbreak in 20022003 but do you think that that there's
5:15 am
a legitimate comparison to make. not in the sense that sars was not community transmissible sars could not transmit very well between people who really relied on health care centers to transmit so in that sense it's not comparable obviously some of china's reactions to this novel coronavirus are are comparable to what happened during star as you can you can make comparisons there what were better what were less better in their situations but i do think that trying to completely think of this is another sars is wrong because this virus has cleared different transmission characteristics and it is clearly not as stable as ours was in terms of case fatality rate in terms of transparency obviously there are elements of the chinese authorities particularly in a province for example and will hon where it originated twits who have been accused of trying to cover up the initial findings when the virus emerged do you think that that is going to stand in the way of any investigation that the w.h.o. or any other organization is going to try to carry out i do think that there may be
5:16 am
some issues with local communist party officials there to not be as forthcoming about what happened we already have heard about how they have silenced doctors how they have silenced journalists and of scrub the internet all of that is something that we already know about so i do think that that will be a challenge for the chinese government to explain and i think the w.h.o. team actually knows this already because the world knows that what happened in china we're seeing that so many people are returning to to work now off to the extension to the chinese new year holiday presumably they're one of the 1st things that the investigators are going to be doing a watching to see if there's a noticeable bump in cases as people return is that a reasonable assessment. yeah i do think that that's something that will be important to watch we know that there is a spectrum of illness there are many mild ulysses' we know that workplaces transmit infection so there may be more interaction between people in the virus may find
5:17 am
more people to infect but it's important to remember that the vast majority of people who get this iris have my own disease doctor and i said i was i thank you very much indeed for your time for joining us and al-jazeera thanks for having me plenty more ahead on the news hour including. a blast off for girls in boston iranian rocket falls short of all boats find out why it could raise tensions with the u.s. . and also why a lebanese woman protesters say now is the moment to finally get their voices heard . and in sports pakistan's teenage bowling sensation makes history all the details coming up. in northwest syria government forces have taken control of more villages that advancing in the southern part of aleppo province towards the rebels' last stronghold of

hollywood's biggest event of the year the 1002nd academy awards is underway in los angeles the 1st major prizes of the night and gone to brad pitt for best supporting actor and law down has just won the oscar for best supporting actress stephanie stanton is there for us now so give us some more of the headlines stephanie. hi rob you named those 2 actors right there and that is kind of how it's been going at least so far it's been pretty predictable you know both laura dern and brad pitt have basically swept all the other awards shows up and to this point so it was really not that big a fuss of a surprise when brad pitt one and laura dern as well but i was in the press room when brad pitt gave his acceptance speech you know he was he was a little nervous which is kind of funny because you think about it he's one of the biggest stars in the world but as we also may have seen during the show itself and
5:37 am
his acceptance speech he did get did get a little political taking a jab at the republican party so it's been an interesting night so far we also had toys story for winning for best animated feature so that was kind of fun both all of the people involved in that production basically were so happy and said that they did it for their family and you know that's such a great family show there but it's been it's been a great show so far we had i mean who just performed that was a bit of a surprise and then we also had a deal in the dow who is saying into the unknown from frozen to and she sang with several elsa's from around the world they're doing several productions of frozen to around the world so that was just a beautiful beautiful performance but so far i would say that the awards have been pretty predictable we're going to continue to watch the show of course it is a 3 hour program and it is also hosts list this year robin that's something that they are repeating as they did last year so that's what's happening here in
5:38 am
hollywood we are on the red carpet all is quiet right now but we're going to start to see things pick up a little bit later on we'll send it back to you stephanie the oscars of course never without its control over syria and this year we're back to the control of the city over discrimination and diversity and so on who is the playing of their being reflected on the red carpet there. well indeed you know the oscars has been criticized for its lack of diversity throughout the years and this year is no different still facing the same criticism there were several snobs for the nominations this year but i do want to point out one thing that i think i think people are very happy about it was the best animated short film that went to hair story and that was one of its producers former n.f.l. player matthew cherry he actually saluted kobe bryant as well during his speech and you know kobe bryant did win in that same category 2 years ago for dear basketball they were also in the press room after their acceptance and they did talk

a lot about why they wanted to make this film and they said they wanted to make this film to have representation in cartoons especially to children who are black who have black hair and so that that has been you know a sort of $100.00 of no here at the academy awards with regards to diversity stephanie thanks very much and the long as it was also nominated for an oscar the film the son louis superman was in the documentary category it's a story of bruce franks jr an activist and battle rapper who runs for state office you know it's going 5 go you know if i have to would. it's not heard about your singing something else happened on august 9th. it's going to be some sort of you're supposed to meet some my son easy to.
