6. this is the news hour live from our global headquarters in doha coming up in the next 60 minutes china replaces its top officials at the epicenter of the corona virus outbreak as a number of new cases surges to more than $15000.00 in a single day come body meanwhile has allowed a cruise ship to dock after several asian governments turned it away over fears of the corner virus also this hour turkey sends more reinforcements to northern syria after warning it will strike hard against syrian government forces if they target

its soldiers plus. the battle over baby shark one of the world's most catchy songs is in the spotlight in a courtroom in south korea. and sports organizers of the tokyo 2020 olympics say fears of the current of ours won't delay the games and as he waits to confirm his olympic place the bron james powells the lakers into a commanding lead going into the all-star break. thank you very much for joining us there's been a surge in the number of corona virus infections across china more than 15000 new cases were confirmed on wednesday alone up from 1600 the day before 200 $54.00 more deaths have been announced bringing the total to nearly $1404.00 provinces the
1:02 pm
center of the virus have been socked over their handling of the outbreak and that includes the provinces common is 40 chief john child young more than 60000 people in 26 countries have now been infected in japan 44 new cases were confirmed on the diamond princess cruise ship die. port of yokohama bringing the total on board to $218.00 and in vietnam $10000.00 people in the community near hanoi have been placed under a 20 decor in teen 5 residents they have been infected bringing the total number of cases in vietnam to 15 that speak to katrina you who's in beijing for as so katrina a huge number of cases reported in just the last 24 hours what are chinese health authorities saying about this huge upsurge how they explaining it. well they've told us that the reason for this is that they've tested the way that the krona virus is being tested. so before we know the doctors relied on one type
1:03 pm
of testing kit in order to confirm that people did have the corona virus but there were number a number of problems with this testing kit 1st of all people had problems accessing it there simply weren't enough to go around secondly this testing kit takes about 2 days for people to get results so you'd have people for example going from villages to to towns and cities lining up to get tested and they would be told they have to wait or that if they if they did get tested that after wait around for 2 days potentially without accommodation which led to many people going home and this is put a lot of people what's being tested and then thirdly there were problems with the validity of the tests doctors have actually been saying that these tests were only about 30 to 40 percent accurate so what has happened now is that they are giving doctors on the ground more flexibility in what discretion as to how they confirm that a patient does have the coronavirus or they're able to to use this testing kit as
1:04 pm
well as other methods such as a c.t. scans and lung x. rays to be able to confirm this. and what this has done though is no muddy the waters a lot because now that we've had such a big jump the numbers after a period of what seemed to be like a stabilisation of figures experts say it's really hard to get a clear picture of how serious or how or what the situation is on the ground in who . is this new method of testing available across the country or just in certain areas in if it becomes available does that mean that we should expect the number of cases to go even higher. well it's actually not a case of this new method of testing being made available it's actually just giving doctors more freedom to use other methods that they they have on hand on the other things that they can do so x. rays and c.t. scans as i mentioned now we know that this this expanded form of testing or diagnosing has happened 1st in who say it seems to be that they've changed the
1:05 pm
national guidelines for testing and diagnosing so now doctors will be able to use other methods even if they're not relying solely on this one testing kit so yes we could potentially see many more cases happen many more cases story be announced and certainly what this does it also potentially has more people gives more people incentive to come out and be tested and also speeds up the process for you know that we can find out exactly what are the number of cases on the ground sort of having a lot of people sit and wait or simply on the sidelines perhaps with mild symptoms and not be tested so we could have more higher numbers over the next few days not sure if it will be the same jump that we've seen on thursday but potentially it could be 2 all right thank you for that katrina you reporting there live from b.g. and as we mentioned 5 senior communist party officials including 4 from who are province have been fired as the political fallout from the outbreak continues
1:06 pm
analysts say the stockings are part of the government's bid to salvage the situation in iran has a report from b.g. . with who these party chief spoke to the media 2 weeks ago he must've known his days were numbered john charlie is the highest ranking political casualty. his dismissal is in response to mounting public anger over the chinese government's handling of the coronavirus outbreak and follows the sacking of 2 senior health officials on monday and while the purge looks set to continue analysts say it won't bring down those at the top of the party in the way the company's policy works is sacrifice a few small fry to keep the big fish swimming in the pond and this is worked i mean this is what happened in the last great time of the sars epidemic 17 years ago the dramatic jump in deaths came after a team from the world health organization arrived in will hand the head of the

w.h.o. 1st lauded china's containment efforts including the isolation of 60000000 people and urged countries not to cut off travel and trade with china health officials say the reason for thursday sharp rise in death and infections is because the testing criteria has been broadened chinese virus experts say the epidemic should peak in china this month before subsiding what officials don't know though are the number of people who've not been tested because either unable or unwilling to visit overwhelmed hospitals. the government continues to put out a reassuring message to the outside world that it has this virus under control. in facing it we have always adopted an open transparent and highly responsible attitude not only for the sake of china but also for the world at large. state t.v.

is stressing the positive showing patients who recovered and gone home. it's all reminiscent of them out with a mass mobilization of medical workers who volunteers and soldiers the nations being encouraged to fight war president xi jinping calls of people's war against the devils virus and there's another virus his government is trying to contain growing calls to protect freedom of speech and online campaign led by academics who are demanding an end to media censorship seems to be gaining momentum that amounts to explicit criticism of the leadership which is rare in today's china in hong kong as in mainland china the death of dr li one liang has increased that anger he raised the alarm about the virus 6 weeks ago for doing his job he was reprimanded by police and forced to sign a humiliating confession he died from the virus on friday president xi jinping has
1:09 pm
offered condolences to the families of medical workers who died but he's yet to publicly mention dr lee by name adrian brown al jazeera. what it sounds speak to n.r. tangan who is a china analyst also advises the government on economic and development issues he is live from beijing thank you so much mr donnegan for speaking to us on al-jazeera so the party secretary of who a province the highest ranking official to be removed from his post since this outbreak began what message is the central government in beijing trying to send with the socket. well quite clearly they're saying that if you're the captain of the ship you're going to be responsible for there are a host of lower down miscible officials especially in the health department that were in fact fired and right now i think beijing is sending in their a team it's not only this mayor but also they're sending somebody from beijing and
1:10 pm
shanghai both of them who have the confidence of the central government and are used to dealing with crisis situations so it would seem the government is not just focus on managing this outbreak but also its image absolutely part of this is p.r. they need to show that there's accountability on the to the people out there because there's there is a real questions about what happened at the very beginning at the municipal and then the provincial level and they were they had to show that there are consequences and that's as i said they're putting out there but definitely there's a p.r. angle to this but also an administrative one they want their top people in there who can take control of this a lot of people are saying well why why did they wait so long actually i think this out of government has been in control for a while but it's a question of how you move people in the right the w.h.o. as adrian mentioned mentioned in his report has praised china this time around for
1:11 pm
its transparency compared to the 2003 size that the damage but they have been some failings as we saw in the reporting tilting the treatment of the whistleblowing dr lee when young and this still seems to be a culture of silence that persists we haven't heard too much from the president himself on this why's that. well i don't try to his perspective they don't want to start taking political and economic issues and trying to paste them on to this tragedy you're seeing that a lot in the press international press in the world i think she has done deliberately taken a low key role because the focus needs to be on what actions and who is controlling and what needs to be done down and down and will hanun or rest around china so from that perspective you know they're trying to be transparent this i think anybody you can you talk to in the press here will tell you that this is unparalleled they're
1:12 pm
allowed a lot of social criticism things like this online so from their perspective they're they're really trying very hard to be open about this in terms of the doctor he was an ophthalmologist not a infectious disease specialist he sent out a message to friends that he fear that there was a sars like. you know virus going all around and he was reprimanded for that in hindsight yes that was wrong but that's not necessarily the way that you want to take things out there it went viral simply because people were repos doing what he said so at this point you know there needs to be more transparency the question is how do you do that without causing panic there's so many you know things going viral which are just absolutely untrue and it's really important that the not only government but the international press make sure that they're not encouraging this may say in our tank and thank you very much for talking to us on the air meanwhile
1:13 pm
a cruise ship turned away by 4 asian governments over theas of the corona virus has arrived in cambodia let's go live to wayne hey who is that the say no jail portway that cruise ship has docked wayne i understand that the passengers and crew haven't been allowed yet to get off the ship do we know what's happening on board right now . yes that's right the ship has certainly entered cambodian waters but it has not docked here at the port in sihanoukville yet despite the government giving it permission to do so there are certain formalities that they need to go through 1st one of them is that immigration officials are on board the ship now methodically going through which the very slow process given that there are so many people on board giving them cambodian visas so that they can disembark the ship into cambodia before they leave on chartered flights to their home countries the other issue of course is despite the fact that we have been told
1:14 pm
time and time again that there are no confirmed cases of coronavirus on board the ship everyone needs to be medically tested for the most part that just involves temperature checks and of course an overwhelming majority of the people on the ship of passing but we are now told that there are 20 people on board this ship who are well now it's still a very small number when you consider there are more than 2000 people on board but the symptoms of those people enough to warrant further examination so they have given blood tests those 20 samples have now been flown to the capital phnom penh military helicopter for further analysis so we will wait to see whether or not they are positive or negative and that will certainly shape what the next move might be and as we've said wayne this ship was turned away by a number of countries in the region why did the company and government. into cambodia and waters and how worried are people there about you know this corona virus outbreak. well really since this outbreak
1:15 pm
emerged in china the cambodian government has gone to great lengths really to play down the threat of it in cambodia and also to stress the important relationship between cambodia and china there's only been one confirmed case of coronavirus in cambodia that was a man in this city in fact he has recovered and was cleared to leave hospital but yes there will be concern among cambodians that the government allowed this ship to come here when other governments did not and as the ship arrived and care about cambodian waters the transport minister sought to allay some of those concerns. if you like a bomb or you understand her people are worrying about this case but we are dealing with it with the utmost carefulness with humanity we have great responsibilities so we have very clear measures look the ship is far away about 2 and a half kilometers from here so when we have done all the tests and confirm there are no coronavirus cases on board we will allow that ship to dock then transport
1:16 pm
them to see how nuclear airport then fly them to and to their homes. well i asked the transport minister if any of those cases does test positive for covert 19 would they still allow the ship to tie up at this port he said they simply didn't have an answer for that at the moment they would wait and see the results of those blood to speeding conducted in phnom penh now if they all come back negative the plane is they say to allow the ship to dock here sometime on friday. this income body either. now another story that's come out of china is that beijing has scientists chief on hong kong and macau affairs main is the most senior official to be removed from his fall since mass anti-government protests began in hong kong last june here be replaced by the deputy chairman of beijing's top political advisor a body the protest that started over are now scrapped extradition all have turned

1:21 pm
stephen hanson joins us on the line thank you very much with speaking to us stephen can you tell us about what's been happening on board the ship since you arrived in cambodia waters. well i thank you for having me on the show at the moment we're in a holding pattern we had. cambodian officials come on board the ship this morning we are not docked yet we are at anchor and. understand that they were examining our passports we had to hand those back in and i'm told that also the medical crew came on board. to to i guess do some checks at this point my wife and i have not had any medical checks or or an event that except that we did have to fill out a medical form for the 4 cambodia which asked you know our name and reports we've
1:22 pm
been to and so on is so so who's providing this information as far as you know people being tested and so on. well we're getting our official information from the captain and from holland america directly and i think that they're trying to do their very best to keep us informed and also you know not you know not spread rumors like there might be out there and social media so but we're getting our official information from 1 from the captain right and the ship as you may be away with turned away by several countries in the region before being allowed to to go into combo d. and waters where people on the boat where but i'll do this and you know how did you feel about this what's the mindset basically of people on board the ship right now people worried are they stressed. well i think they're
1:23 pm
anxious to go home as you can imagine it's very disappointing to be told time after time that we're that we're going to dock and that you know then to find out that you know you're not going to be allowed to go into that country so that's worrisome but i should say that you know life on board the ship is is just fine and normal there are no restrictions we're aging well and all the usual cruise ship activities are ongoing so there's no physical hardships at all just we are looking forward to a solution and to going home so no restrictions you say so then you're in communication and you know talking to to the other passengers on board the ship. oh absolutely i mean if you had a camera on board you wouldn't know that it wasn't and the and the. typical. crews of everybody is doing the usual cruise ship type activity so no restrictions
1:24 pm
at all all right stephen thank you so much for taking the time to speak to us even hanson is a passenger on board the westerdam cool ship which is now income boat in waters but hasn't been allowed to dock just yet thank you very much for your time. now to iran where a group of responsible for approving candidates for parliamentary elections has released its list of voters will cast their ballots on the 21st of february $290.00 seats are up for grabs overseeing who stands in the guardian council a body historically dominated by ultra conservatives it's already bought more than 80 m. these from running for reelection most moderate and reformist candidates those jabari is our correspondent in tehran she joins us now live on the news hour so the list of candidates is out door set tell us about the reactions and what happens next.
1:25 pm
well there's been quite a sense of shock and surprise that many people believe that the purge that has taken place by the guardian council is in direct response to what has been going on with this government and specifically president hassan rouhani he himself has criticized this governing body for using the their own politics in disqualifying a number of candidates that register to stand in this election and also as well as getting rid of the current m.p.'s that are most of them are supporters of president rouhani over 16000 people registered just over 7000 people have been approved to stand in the election what will happen next is the candidates will have until next thursday to campaign and to try and convince ordinary iranians that they should go to the voting polls on friday that is something that is very important for not only the candidates but also for the establishment the system here believes that a strong voter turnout will be seen as
1:26 pm
a show of force of support for the regime that's in place and a direct response to the international community about how strong iran is as a country and as a nation so how does this election then affect iran's foreign policy what are the wider ramifications here. what we're likely to see as a result of the disqualifications that have taken place we're going to see most likely a very conservative parliament and that means that they will be adults with president hassan rouhani and his foreign policy views and the many analysts we've spoken to here believe that this shift within parliament that we're going to see will also indicate a shift that we will see within the presidential. election that is upcoming 2021 are most likely to see a very conservative president come into power at that time and this shift that we're seeing now that would what is most likely to take place within the parliament is an indication of that and this will all be in line with what iran is trying to
1:27 pm
achieve when it comes to its policies within the international community and that is a very strong stance against the united states and this all took place as a result of the 2015 nuclear deal and the collapse of it when the united states withdrew from it in 2013 so the failures of how summer honey is really has had far reaching ramifications not only when it comes to iran's foreign policy and foreign relations but also internal politics so we're going to see this shift take place and also the assassination of general hossam so the money in iraq in january is also going to be a factor that will help the conservatives come into power very soon d'orsay thank you for that door for us same tehran time now for a check of the world weather with kevin and a storm over europe cats right this big storm just a little less than a week away from what we saw storm keera make all the big impact cross parts of the u.k. as well as into northwestern northern parts of europe with a lot of rain
1:28 pm
a lot of winds of course a lot of travel delays too we're watching a storm system right now out of the atlantic now we do have a storm system that is over the u.k. right now that is an intermediate storm still bring a few problems in terms of rain as well as well. wins but it's actually that system out there in the atlantic that we're going to be watching very carefully this is storm dennis and it's going to cause a big problem towards parts of the u.k. as well as into iceland over the next day take a look the forecast map here on friday notice the winds and that is iceland at the very top of the map we're going to see blizzard conditions across iceland if you are flying into reykjavik they could be a problem with terms of the low visibility as well as the very windy conditions up there friday not such a bad day across the u.k. it's when we get to saturday as well as sunday that is when the big problems start to come into play in terms of the winds as well as the very heavy rain across the u.k. also into ireland as well winds are coming out of the southwest those are going to
1:29 pm
cause some big problems at the airports on the rails as well as on the roads when expect to see a lot of travel delays possibly cancellations loss of power across the area of course still flooding is going to be a big problem so we'll keep our in the storm as we go into the weekend for kevin thank you very much for that and still ahead on this sound is there in these hours setting the stage for a trial it's a former deputy prime minister news's he's a unique take last what 3 words we take a look at the phone app helping rescue services save lives and in sports out softer this ice hockey player in boston colby here explains why was. he fled to protect his life but denied asylum a common good reason activist must return home facing an uncertain future he once
