the lucky ones they're able to get off there are people from a number of other countries who have been complaining that their governments have not done the same thing so what the american government will do is take these people who all will be tested before they get on the plane go back and they'll still be in quarantine for 14 days to ensure that they haven't developed symptoms or the virus and then they will remain at that military base for a while before they go back home this trip sounds like a bit of a nightmare they have been told it's a converted cargo plane it will be cold they should dress warm they should bring their own food and by the way there are no overhead spaces for them to put their luggage in so they have to stick everything in the seat in front of them they can carry only 70 pounds so this is been kind of a nightmare that just keeps going on for these passengers think that that's john hendren there live from washington d.c. . and in indonesia about 300 people have been released after spending 2 weeks in quarantine on

envoy to libya says the weapons and bongo there has become a joke foreign ministers discussed the issue at a security summit in munich they agreed not to interfere in libya but many of them have been deeply involved in the conflict and diplomatic editor james bays has more . this was diplomacy is groundhog day foreign ministers and other representatives from 13 countries repeating the same thing their leaders said exactly 4 weeks ago but this summit in berlin. but despite their words arms have continued to flow to both sides in libya and showing what some might call great hypocrisy the countries who are breaching the embargo are actually all among those here mr foreign minister you talk about a deplorable breach of the arms embargo we know who is breaching the arms embargo they were in the room with you what did you say to them that when i was those who
6:08 pm
continue to breach the embargo need to know that they will be detected and they will be named we will discuss that with the e.u. council on foreign affairs tomorrow and we will discuss the contribution the e.u. can make the arms embargo has become a joke and so it you know we all need to step up here and. it is complicated because there are violations that are happening on land sea and air and that all needs to be monitored and there needs to be accountability ultimately attention will now move to geneva the other problem apart from the breaches of the arms embargo is the lack of a ceasefire talks at the un's european headquarters between representatives of general haftar and those of the internationally recognized government resume on tuesday the un have ambitious plans to keep the diplomatic momentum moving they put in a diary a date of the 26th of february for talks with all the libyan political parties and
6:09 pm
then the plan is for elections brokered by the un that if there is a ceasefire and that remains a very big if james pays out 0 munich sounds ousted president omar bashir has appeared in court for the 1st airing on allegations of war crimes in the darfur region the conflict there began in 2003 when mainly non arab rebels rose up against bashir is government accusing us of neglecting the region. well this hearing is separate from the charges bashir faces at the international criminal court in the hague the i.c.c. has been pursuing him for more than a decade in 2009 he was charged with 2 counts of war crimes and 5 of crimes against humanity a year later the i.c.c. added additional charges of genocide they all have to do with bush's role in the darfur conflict years of fighting between pro-government forces and ethnic rebels there thousands did and displaced 2 and a half 1000000 vogel again or is an international criminal lawyer and counsel for
6:10 pm
victims at the international criminal court and joins us now live thank you for your time so given that there are isn't the separate hearing going on in sudan what is the likelihood that bashir will actually go through to the i.c.c. well that's a very good question it's not clear exactly what's going to happen from here on and certainly the prosecutor of the i.c.c. fussing about sudha has already raised the possibility of a trial before sudanese courts in sudan and that's what she raised as a possibility with the u.n. security council in december as a principle obligation to carry out of escalation and prosecution doesn't rest with sudan but there will be a very big question mark as to whether sudan is not just able but also willing to carry out a full and proper or investigation of prosecuting prosecution into the full range of the crimes at issue it concerns of fast company of i think cleansing and
6:11 pm
genocide in darfur so it remains to be seen whether it is willing to do that within its own courts what do you think do you think sudan has the capacity to bring these charges especially given that members of the transit transitional government reform former military man who were implicated in some of these crimes. that's a very good point is it would they want to present evidence which implicates themselves experience which would suggest that that's not what people in a position tend to do 11 thing that we've learned from former trials in the hague in particular in respect of ethnic cleansing campaigns in bosnia is that the number of witnesses the number of documents involved and the logistics of putting on these prosecutions are absolutely huge it's not clear that sudan how has the expertise and the ability to put on a colossal prosecution of that type now one option which remains open is for the
6:12 pm
i.c.c. to hold at least some of its proceedings on the territory of sudan or on the territory of an african country such as tanzania which might go some way towards meeting the concerns of those who do not want this year to put up be put on trial in the hague at least some proceedings could take place in 2 done before he would be transferred for the rest of the trial in the exacts an option which which could be you know up near you are a counsel for the victims talk to us about the importance of getting justice closer to the victims. that's right what's the presumption that just victims want justice to take place close to them but that's not always the reality and we have this situation in kenya several years ago were kenyan victims were asked whether they wanted to trial in kenya or in tanzania or in the hague and the
6:13 pm
overwhelming majority of the of the victims that we spoke to wanted the trial took place in the hague and why was that because they were concerned about interference with the trial by their own government they wanted the trials take place in the hague because they thought that was the only way that it could be guaranteed that the trial would take place without interference so what what do the victims in darfur want in terms of the venue for a trial that's a question which should be brought directly to a reasonable number of victims in darfur to get their opinion on that very important question talked to some of the other options the i.c.c. could go to see donald perhaps a hearing could be happy could be held in sudan and then a trial be held in the hague what are the options on the table. well there are 3 potential options one is charter for a sudanese court in sudan one is trial before the i.c.c. into than another option is trial before the i.c.c.
6:14 pm
as sitting in for example of russian tanzania which is a fully functional international court a 4th option would be a trial for the i.c.c. in the hague now when the i.c.c. has looked into these options are sitting in africa to hear cases concerning africa in the past one of the biggest challenges has been security at the courthouse to provide security to any witnesses who are going to testify they have to provide security to prosecutors to defense lawyers to judges and to other members of the court stuff that could at trial take place safely in khartoum that's a big question and if justice in this case is really to be deliberated close to where the victims live well then arguably it should not take place in khartoum which should be in darfur under the security situation in dar for in visit the holding of the trial there probably not so these are these are some of the issues so the the security is often one of the main reasons why these trials are not

we can back up or wave can get in the fight me i'm in the fight well and about a caucus is also the 1st test of candidates appeal in a state with a more diverse population she happened tons he has more from washington d.c. . it's about a 30 percent latino population here 9 percent african-american or an 8 percent asian american that might help explain some of the figures we're looking out in the 1st poll we've had for ages from from nevada but the soul is in the lead 25 percent he has a really strong latino base in nevada and now actually by the way that that leave that he has right now does that is reflected in the national polls we're going to last national poll we had on thursday he had a double digit lead over joe biden he was at 29 percent joe biden at 19 percent but he said it is looking very good at the moment joe biden 18 percent in nevada he has to do well now after his disastrous performance in new hampshire and iowa where
6:23 pm
he's going to continue to say that he's the electable one he has to start winning or at least vaguely doing well in elections he's hoping that the african-american base that he's always hoped for will come out with as evidence in the polls that even that is declining now as what we were told in the pose of the main reason why the african-american community is. coalescing around it is you know maybe they do prefer other policies from someone else but they feel that he can beat trump but if that is the priority and if you call and win elections it's not good for elizabeth warren for 13 percent told him start now this is a really interesting one as well make or break for him perhaps as well so when we haven't heard off much before. is another 1000000000 a businessman and his pitch is i can be trying because i can be the sort of centrist trying to win and i can beat him on his own on his own ground and so on he's put huge amounts of money in nevada if he doesn't do well here he's probably going to be out of it and then peter amy clover show 10 percent each this is their

opportunity these are on the on the right of the democratic party is their opportunity to perhaps or that they have any support whatsoever amongst ethnic minorities because certainly if they don't then it doesn't look good for them moving forward so i think the evidence right now is that they have minimal support amongst the democrats diverse base. here matthew is a professor of political science at cypress college he say it's do or die for biden . joe biden that was his major base of support the argument mary he has to hold on to them and yet their main quest was they want someone who can be trump and yet joe biden has not won a primary yet or a caucus and that's putting a dent in his african record support because you know they aren't having doubts about him being able to win that's a real problem it's a do or die contest right now not the counting of the as it should be just fine in the vatican as it was 4 years ago because of the process and procedure and i believe it will be this kind of problem like in iowa and so very exciting to see what will happen with these contenders that the numbers are shifting so quickly and

bernie has a pretty solid lead over here and we'll see if he can hang on to it though that's the real thing he's done no major outreach toward the latino voters in the african-american voters much more than 2016 and that has paid off actually in latino voters want the issues for universal's you know single payer medicare for all that appeals to them because many of them are not insured or fully insured the same thing with education tuitions for education is very good for all working class people and many of them are in the working class as sort of the african-american people who need to have as are all the other people working class whites they want to have guaranteed medicare for all and also tuition free education sound is offering that and seems to me that's really attracting a lot of people the publication of graphic images of the body of a young woman murdered in mexico has provoked more anger about violence against women activists highlight what they're calling an epidemic and it's estimated 10 women and girls are killed there every day and while it apollo reports from the mexican capital. hundreds of women continue to demonstrate on the

this this this press conference was really no surprise for any people who are observing the united states and their involvement in africa many people wondering what is it all about because 2 years ago the national security advisor at the time john bolton announced a pullout of american troops in the region but at the same time within the last 2 years attacks from groups like the islamic state in the greater sahara and book her has doubled in fact came just yesterday in mali 22 people were killed in the village of go by the border in mali so really an uptick of violence so a lot of people here wondering why is the united states pulling out in this region and joining us live here is how a from the open society of democracies in west africa to perhaps answer this question how will the effect how will this affect the west africa region the pullout of west of american troops from this region. knows a key role in such u.s.
