and road to recovery. hello i'm norm taylor this is the al-jazeera news hour live from london coming up. confined for weeks by the coronavirus hundreds of u.s. citizens evacuated from a ship in japan. as the rate of infection in china slows the president she faces claims he knew about the outbreak threat weeks before the public was told. the arms embargo has become a joke and so it you know we all recently to stop here. frustration from the u.n. over repeated violations of an arms embargo in libya. and significant gains for syrian

forces state media reports the government has now seen control of most of the rebel held province of aleppo and. increasingly tight restrictions in china's hu bay province seem to be having a positive effect on the spread of the coronavirus all 60000000 people have been ordered to stay home private cars have been banned and businesses closed and for the 3rd straight day doctors there say there has been a drop in the number of new cases 142 deaths reported on sunday along with 2000 more infections most are in who bay province where the outbreak was 1st reported in december 1669 people have died from the virus or but 5 in mainland china the latest death outside the mainland. i was in taiwan

a taxi driver who had not traveled abroad recently and in japan hundreds of american passengers that were on board a quarantined cruise ship have now left the diamond princess be flown back to the u.s. and face another 2 weeks in isolation. and i this is about to step into the big wide world so i have to my mask on an american couple from new york filmed their last moments disembarking from the ship they're expected to leave japan on u.s. chartered flights in the next few hours canada hong kong and italy and making similar efforts to evacuate their citizens from japan. let's go live now to she had the chance he's in washington d.c. to tell us the latest on that repatriation of the americans right there are 400 americans on board that ship 100 americans actually decided not to this embark for a variety of reasons apparently including not one thing to make the long journey back to the u.s. on a freezing cold windowless cog or plane actively and then spend as you mentioned 14
12:03 am
days in quarantine or on the u.s. military base of the $300.00 that did disembark we understand $44.00 were infected with the corona virus and we heard on sunday morning from one of the u.s. officials in charge of the the repatriation and the and what was going to happen to do the americans next. to the plans that were being laid for both the infected and those who don't yet have the or don't talk or have the have the virus. they are not going to go anywhere they're going to be in hospitals in japan people who have symptoms will not be able to get on the evacuation plane others are going to be evacuated starting imminently to air force bases in the united states if people on the plane start to develop symptoms they'll be segregated within the plane so there's a very firm plan with this $747.00 that is going to take these passengers now

who have been there and she have what's the level of concern in the u.s. about the virus. i think as anywhere this is general unfocused unease right now in the u.s. or a 15 confirmed cases of the coronavirus although a lot of travelers who recently made the trip back from china to the u.s. all being confined either on u.s. military bases or at their own pleasure and at home but we've been looking actually to see you know how much has this been taking over the media which is presumably a good sign of a concern we couldn't find one poll in the last week that's been conducted about concern over the coronavirus that was last weekend which is which i suppose is a point in itself and not found 66 percent of americans say the coronavirus will not impact the personal lives there is a sense that it's happening over there and that u.s. authorities doing everything they can to contain the virus we also get through the
12:05 am
sunday shows which is often a good barometer of the issues of the day as far as as far as the media to us is concerned and completely taken over by the democratic primaries and you know the bit about donald trump on fox news as you might imagine and just that one interview a portion of which we just heard on the c.b.s. otherwise not much concern where there is concern amongst the asian american community in the u.s. . over the last week there have been reports that business has been down in chinatowns and new york and chicago and they say that xenophobia will rise once again we're seeing community leaders speak out city leaders speak out saying there's nothing this isn't an ethnically confined virus and so that's that's the only concern that we are seeing a most asian americans in particular in the u.s. you have a transit thank you very much and in mainland china anger is growing of allegations that president xi jinping and top leaders knew about the threat of the outbreak
12:06 am
weeks before it was revealed to the public to brown is following the story from hong kong. china's president xi jinping knew about the our break of the corona virus in early january that was 2 weeks before the government confirmed the 1st person to person transmission of the virus and more than a week before dr lee one leon was silenced by the government for alerting colleagues the president delivered a speech to the politburo standing committee china's most powerful political body that was on february the 3rd but details were only released by state media this weekend those details amount to an official timeline of what the president knew and when on january the 20th she says he issued special instructions to try to contain the outbreak 3 days later the city of woo han was locked down a measure praised by the world health organization some analysts say china's leader
12:07 am
appears to be covering his back after mounting criticism that he didn't respond fast enough on one hand. chinese leaders who would like to demonstrate that it had not the late in reacting in taking action to contain death down me that it had not tried to conceal the facts from the puppy but then are obviously the cover up conspiracy is very much in the minds of chinese people president xi also accused regional communist party leaders of not carrying out orders from the government in beijing and vowed to punish incompetent administrators this is the greatest crisis to come from president xi jinping since he came to power more than 8 years ago because it indicates the top leadership were aware of the potential for verity of a virus weeks before the public were told of those dangers had beijing's new international airport the economic impact from the virus is clear with few airlines

flying to china one of the world's busiest travel hubs is at a virtual standstill. desolate scenes too across the border in hong kong on a sunday the city's world famous harborside would normally be teeming with tourists but this weekend just 3000 visitors arrived deepening the sense of isolation here as well adrian brown al-jazeera hong kong. hundreds of demonstrations have rallied for a 2nd day in hong kong against government plans to turn some buildings into quarantine centers the city has 57 confirmed cases of the coronavirus and caravans administration is coming under increased criticism for its handling of the crisis sarah clarke has more. this is one of a number of community protests being held across hong kong this weekend but the anger here is from this community against the government have what they say is a lack of public consultation with these areas about the setting up of a crime a virus treatment clinic in their population or in their district south of the
12:09 am
complaint is that number one they didn't get the consultation from the government but number 2 they're being set up in these highly populated areas there's a fear of a community outbreak but you might be able to see behind me certainly around me there are a number of flags that are calling for independence and anti-government slogans this particular protest movement is now morphing into the pro-democracy groups and the anti-government movement once again. coming up on our 0 this news hour is this the calm before the storm indonesia has so far scraped any coronavirus cases it's fit it could be spreading undetected. selling u.s. policy to africa sector a state might pompei it makes his 1st visit to the continent. and his sport that you're running italian football champions has got a big boost in the fight to retain the title.

here in stockton special representative to libya has labeled the arms embargo aimed at reducing the fighting in the country a joke stephanie williams said that those who breach it must be held to account. between the un recognized government and world wholly for have to do to resume on tuesday on diplomatic editor james bays reports munich. this was deployed overseas groundhog day foreign ministers and other representatives from 13 countries repeating the same thing their leaders said exactly 4 weeks ago that is subject to. but despite their words arms have continued to flow to both sides in libya and showing what some might call great hypocrisy the countries who are breaching the embargo are actually all among those here mr foreign minister you talk about a deplorable breach of the arms embargo we know who is breaching the arms embargo they were in the room with you what did you say to them that when i was those who
12:11 am
continue to breach the embargo need to know that they will be detected and they will be named we will discuss that with the e.u. council on foreign affairs tomorrow and we will discuss the contribution the e.u. can make the arms embargo has become a joke and so it you know we all need to step up here and. it is complicated because there are violations that are happening on land sea and air and that all needs to be monitored and there needs to be accountability ultimately attention will now move to geneva the other problem apart from the breaches of the arms embargo is the lack of a ceasefire talks at the un's european headquarters between representatives of general haftar those of the internationally recognized government brazil won't choose day the un have ambitious plans to keep the diplomatic momentum moving they put in a diary a date of the 26th of february for talks with all the libyan political parties and

then the plan is for elections brokered by the un that if there is a ceasefire and that remains a very big if james pays out 0 munich. syrian state media is reporting that government forces have seized most of the rebel held aleppo province russian planes have been bombing the region in the northwest president but. forces have made significant gains over the past few days seizing the strategic m 5 highway linking aleppo to damascus turkey has sent 1000. ns of troops to shore up its observation posts and. turkey's foreign minister has told his russian counterpart that attacks in syria's must stop and that a cease fire has to be achieved every met on saturday during security conference and current moscow support opposing sides in the conflict but have collaborated on a political solution turkish and russian officials are due to discuss the issue on

consolidating our defense lines setting up small flexible command centers and most of the factions are coordinating their operations and are in is to drag government forces into our own area fighting has surged over the last few days president bashar al assad's forces have regained control of many areas in and. their advance infuriated turkey which accuses him of violating the terms of a cease fire agreement turkey signed with russia and iran 2 years ago and has sent more troops into it and expanded its military outpost is by that damascus insists its campaign won't stop turkey's growing involvement in the syrian conflict is welcomed by the rebels who see it as an opportunity for a counter offensive. we are still fighting to prevent assad's army and the militias

backing him from destroying our villages and evicting civilians the morale of our fight is high and we are all determined to defeat assad the rebels have been weakened by internal fighting and divisions the national liberation front is one among many operating in rebel held territory but hey at the us. is the most powerful it's an alliance of many groups with a strong presence in. the rebels have no hope of defeating assets troops who are making more gains and determined to take over the last area held by the opposition now their last chance is that turkey increases its military presence in syria stops the government offensive and imposes a ceasefire but such agreement will be decided by 3 key powers russia turkey and iran has. a tie on turkish border with syria and his 2 people

claimed responsibility for the attacks she dons ousted president omar bashir has appeared in court in khartoum accused of corruption and killing protesters as well as those charges sudan's attorney general said bashir was also being questioned over money laundering corruption and financing terrorism it's the latest legal problem for the former president who was overthrown following mass protests. in this hearing is separate from the charges bashir faces at the international criminal court in the hague the i.c.c. has been pursuing him for more than a decade in 2009 he was charged with 2 counts of war crimes and 5 of crimes against humanity a year later the i.c.c. added 3 additional charges of genocide they all had to do with bashir as role in the darfur conflict years of fighting between pro-government forces and ethnic rebels left thousands dead and displaced 2 and a half 1000000 for gain or as an international criminal lawyer and counsel for
12:18 am
victims at the international criminal court he says there are 3 options when it comes to prosecuting bashir. it's not clear exactly what's going to happen from here on in so in the prosecutor of the i.c.c. fatou bensouda has already raised the possibility of a trial before sudanese courts in sudan that's what she raised as a possibility with the un security council in december the principal obligation to carry out an investigation and prosecution does rest with sudan but there will be a very big question mark as to whether sudan is not just able but also willing to carry out a full and proper investigation of prosecuting prosecution into the full range of the crimes at issue it concerns of fast company of ethnic cleansing and genocide in darfur so it remains to be seen whether sudan is is willing to do that within
12:19 am
its own course there are 3 potential options one is charter for a sudanese court in sudan one is trial before the i.c.c. ensued and another option is trial before the i.c.c. sitting in for example of russian tanzania which is a fully functional international court a 4th option would be a trial for the i.c.c. in the hague now when the i.c.c. has looked into these options are sitting in africa to hear cases concerning africa in the past one of the biggest challenges has been security of the court house to provide security to any witnesses who are going to testify they have to provide security to prosecutors to defense lawyers to judges and to other members of the court stuff could a trial take place safely in khartoum that's a big question and if justice in this case is really to be delivered close to where the victims live well that an arguably it should not take place in khartoum which
12:20 am
should be in darfur under the security situation in dar for in visit the holding of the trial there probably not so these are these are some of the issues so the the security is often one of the main reasons why these trials are not actually held in the country where the hostilities are taking place. yes exercise my pump air has concluded his trip to senegal in what is his 1st visit to the continent since entering office 2 years ago is now headed to go to and ethiopia where he'll continue to warn against china's influence on the continent does nicholas hack reports the u.s. hasn't always been the most reliable of allies itself. explaining chum's policy towards africa it's the challenging mission set to secretary of state mike pompei i want to 5 day visit to the continent the visit comes after the white house and now it's a travel ban on 4 african nations and a withdrawal of troops from west africa along with terrorism which endangered
12:21 am
350000000 people right here in west africa. it threatens americans too we are counting on setting it is an important ally in this fight my assured our friends that the u.s. will keep up this fight as well. according to the u.n. attacks by armed groups like the islamic state in the greater south and doubled with 4000 deaths in the last year he knows are key role exactly united states plays into the june survey ends and i think it just demonstrate the fact that africa isn't a priority for the us and for top administration despite tribes travel ban being extended at the end of february to take in the 4 african countries including the continent's biggest economy pale insisted that the u.s. is open for business. and warned against china's growing influence since 2000 china has invested over $280000000000.00 in africa and now it seems that the investment
12:22 am
is paying off chinese investors are using african nations to avoid u.s. trade tariffs imposed on goods made in china or go out there we have the place with us we can export to the u.s. duty free and that's what is attracting chinese investors to come here in senegal and more generally to africa also it takes just 14 days from the car by ship to get to the u.s. compare that to shanghai where it takes 2 months and it's a lot more expensive. after senegal pump it was heading to angola then 3 countries benefiting from chinese investments compare. call that a death trap think american investments are a lot better the challenge for the secretary of state is to put word into action and on that china is one step ahead nicholas hawk al-jazeera deckard. well you know orange is a visiting professor of political science and international affairs at george
12:23 am
washington university's elliott school he joins us now from washington d.c. thanks very much for being with us so the u.s. wants to counter the influence of china and russia and others in africa what exactly is pompei proposing to do that well he signed a number of ammo used today involve involving bechtel and general electric and others to work on a number of infrastructure projects a highway and some other infrastructure and all of this is to counter china u.s. policy towards africa was articulated in the speech 2 years ago by bolton at the hudson institute and it's mostly about sort of less government spending for more better outcomes in terms of trade and investment and countering chinese and russian influence now china is the biggest state investor and the biggest lender in africa and that's increasing but the u.s. is the biggest private sector investor and that's increasing too so it's 2 different models of engagement of private sector led where the terms are sometimes
12:24 am
better but it's not necessarily as much in the public interest except in terms of job creation and the chinese model which creates a big debt burden which is what pompei was referring to but may reach sort of national objectives in terms of say building housing with the african urbanising population so even if you contrast those 2 kind of approaches which at the moment is succeeding in terms of influence. well certainly the chinese one is succeeding because they're investing more and so that's that's the trap the pump is referring to because. if you find someone who will lend you lots of money on disadvantaged terms then the problem is a long term problem not a short term problem the main problem for us investment is that companies are a bit skittish about going into africa the jumper ministration has a number of mixed signals including over these travel bans and other things and so
12:25 am
that's making u.s. companies not as. interested in taking risks in going into africa but with these moves in a number of other sort of africa investment conference is of the u.s. has been organizing there is some forward momentum and u.s. investment in africa is up and that's the point of pumping how does the visit a tie in though with the military presence in africa and west africa in particular there's been suggestion that the u.s. has been considering reducing its military presence in the south will that reduce its influence think if it does that. well there's a dance going on here the u.s. a sitter and a signal to domestic populations that we're drawing combat troops from around the world that would be drawing the from the sal as well but everybody knows that the u.s. intelligence operations in the hell are the most important ones even the french rely on them and that the us training missions are not going to stop so it's a little bit like the dance on afghanistan and the dance on iraq where we we say we're pulling troops but we're actually we have robust cooperative activities and
12:26 am
intelligence training in other areas because that's what the region needs and that's what the u.s. strategic interests are there's also a sort of back story here which not a lot of people are talking about it but it's arms sales and a lot of the chinese investment is linked towards selling arms to the continent and the u.s. as well and so if you want to sell arms unfortunately military cooperation is one way to get countries interested in your arms as well i think overall though the primary u.s. interest is one of developing. infrastructures and capacities that help africa develop and the chinese approach still is largely one that's extractive and one of the main reasons the u.s. investment is down is simply because we're not buying nigerian are angolan oil anymore because we have domestic oil production whereas the chinese continue to need a lot of raw african raw material so that's their primary interest and that's guiding
12:27 am
this. several $1000000000.00 of new investment that the chinese are making i said we have an orange thank you very much indeed feel inside there thank you. still to come around there this news out on a wing and a prayer storm dennis causes havoc across the u.k. and western europe plus. brian at that point in queensland when millions of tons of coal is shipped out of history every year find out why some communities remain divided of coal mining and climate change. and sport pharrell tell us about the ugandan running himself into the record books. hello and welcome to international weather forecast behind me you can see the
12:28 am
swirling mass of cloud which is associated with storm dennis dennis has proved to be the 2nd strongest storm on record in the north atlantic still we're getting very very strong winds coming in from the west very heavy rain across the u.k. we've had a lot of flooding here and river levels are going to continue to rise and it's still going to be an issue meanwhile out towards the east we've got very mild weather conditions indeed bucharest in romania 15 degrees should be about 4 degrees this time of year or so there should be just above freezing but very mild air pushing in but this weather front will be pushing on it'll give some snow over the alps but as it goes on through a cold front so we're going to see temperatures forming back there was so back at 8 degrees at that stage for much of the u.k. it's still going to be windy still going to be sharing will still be more trouble disruption but things will begin to quiet down as we get through into the working week for the south much of europe looking draw and fine is also fine across the bulk of northern and central parts of after some very warm weather here in deeper to across the central african republic sectional temperatures can trusting with the

corona virus outbreak visitors from china who landed here before the outbreak escalated there were 2 choices return home or extend this stay at least 300 out of the 5000 who are here have applied for visa extensions but yen daunting and her husband are ready to go home the couple say they're confident chinese authorities and governments around the world are handling the situation you know what we need to go back to our jobs and our children need to go to school so in our holiday we will immediately return home every year around a 1000000 chinese tourists visit bali and they would direct flights from will where the outbreak began until they were stopped a few weeks ago as many ask how indonesia has seemingly avoided this outbreak for now this concern the virus is present here but undetected somewhere in this vast archipelago
12:33 am
a recent study by harvard researchers looked at data around the outbreak and its link with a travel volume it calculated the risk of an outbreak in countries with direct flights to when the outbreak began and found the disease could already be in indonesia some say indonesia is vulnerable when your daddy but what you may shift the look there are many ports of entry into the country so many airports and ways for people to get in and some areas don't have the right equipment to take to the virus but authorities here are defending the measures taken by indonesia. we've been mapping the spread of what would happen if there was an upright we have $100.00 hospitals ready now and getting ready the facilities and personnel are prepared. the world health organization also says the country is taking the right steps to detect the virus and prepare for cases. have. probably. it's been

could be harmful if a tented mandy is an academic specializing in medical anthropology and cultural perceptions around disease and health she says the corona virus outbreak isn't the 1st time a group of people have been targeted because of a health emergency. every time. a new infectious disease emerges there is there are certain populations which are targeted as objects the public moralizing as vectors of carrying this disease and contaminating the public in the body politic are a very recent. example a parallel would be the bowl or corona virus and ebola are very similar in that they are both as though an arctic diseases in that they are transferred from animals to humans and they both re animated like these all the lingering stereotypes of non white people as. you know uncivilized barbaric
