over parts of the brazilian city of rio de janeiro. and in sport nascar driver ryan newman survives a horror crush at the daytona 500 race the american has serious but no not life threatening injuries after this final lap collision. it's 10 g.m.t. and we begin this news hour in china where the head of a major hospital the center of the corona virus outbreak and one hon has died of the disease. the director of which on hospital died early this morning he's the 7th frontline health worker to die of the virus and total the corona virus has killed more than 1800 people with over 70000 people infected in china alone 98 of them died in the last 24 hours mainly in who by province. the outbreak is hitting the

economy hard so china's finance ministry will now offer tax exemptions on nearly 700 u.s. products including medical equipment let's go live now to katrina you who is in beijing for us katrina health workers a pouring into china and going door to door and we'll hunt what's the latest. that's right the government has started in on this. no household left behind campaigns are they getting teams of people together to knock on every home and to make sure that they know the whereabouts and the health status of every resident in i think containing this outbreak for china has been very much about its ability to attract to monitor and restrict the movement of hundreds of millions of people across the country not just in one hand of course this effort to to identify every residence health status is just one campaign these tens of thousands of people that
1:03 pm
are pouring into han are also helping with other virus related measures for example making sure that no cars are on the road that are not driving around because of virus related duties that there are no public gatherings taking place that no companies are open unless they have express permission to do so now all of these measures making sure that every krone virus patient is identified and also making sure that people are for example staying home and staying in quarantine requires a lot of manpower as you mentioned tens of thousands of people pouring into cuba province but the chinese government isn't just more belies ing people it's actually also more belies in its mass surveillance and data big data collection system so china has an unprecedented scale of a network of apps. ways to collect information from people's mobile phones and it's all tying it together as well as use of surveillance via different cameras all throughout the city and these are employed not just in who bay they're employed in
1:04 pm
every major city in china and increasingly these cameras these cameras are quipped with sophisticated facial recognition technology which is also being used by the government as a tool to control the outbreak. what is all that's needed to and to jump subway system the city's a 1st in china to set up facial recognition gates in all of its underground stations the government says it's about customer convenience. here this is especially heavy for people who carry a lot of heavy bags all the people. run out of battery these problems could be solved by facial recognition now facial recognition cameras are being used alongside infrared temperature scan is to help contain the spread of corona virus in the city of joe a man was reprimanded after facial recognition cameras filmed him leaving his home before completing 2 weeks of self quarantine high tech surveillance cameras allowed

authorities to access a citizen's travel history there are more of these in china than in any other country in the world an estimated 350000001 for every 4 people. so now loss leaders and john doe are using. composites. the same form the law for the faces i think are really. the technology is part of the government's nationwide plan to boost security and surveillance cameras will be linked to foreign and other personal data making it easier for police to identify and monitor to citizens than ever before for some the benefits are clear. heard about facial recognition as new and seems very. juicy but others are wary of how that information will be used. for leaking of private information is common and the problem is very serious is something i'm afraid of facial

recognition is used to name and shame minor offenders such as pedestrians who ignore traffic lights. but the government says it's crucial for catching criminals and every one with nothing to hide has nothing to fear so all of on another positive aspect is because people are living under the spotlight they will be more careful with their behavior but of course there is a reason privacy is violated and information being abused. 7 in should john human rights groups say muslims for the week a minority are being monitored and imprisoned using the vast digital surveillance network one which several u.s. technology companies have helped build in junk joe people can so far choose but the to use facial recognition gates. there may be no way out. the government is not just using facial recognition cameras they're also

encouraging other high tech companies in china to develop different tools to help manage the outbreak one example that we've seen was an apple mobile phone app called close contact now if you go into this app you put in your post or details your national i.d. it will actually put all your travel information which train you took potentially who you sat next to on the train it will give you a racing of how likely you are to of caught the coronavirus based on that so what's a different forms of technology been used in this fight against the krona virus and of course it is a raising concerns in china about personal data and also about privacy and some critics say that the chinese government is taking advantage of the time when there is a lot of fear in a lot of panic to infringe on people's rights think their votes could trigger you there live from beijing. and in just the past japan has reported 88 more cases of corona virus infections on board

many of these people were infected before the quarantine was put in place 2 weeks ago and then the symptoms manifested themselves afterwards or whether some of these infections or many of these infections have happened while supposedly this quarantine was going on that people were kept secluded in their cabins not allowed to mingle and yet somehow it does seem as though this infection has spread many of the some 3000 people still on this vessel hope will be their last night of this ill fated cruise because of course tomorrow wednesday that is the official end of this period of quarantine the good news for passengers on board is that after a lot of criticism about the length of time it's taken to test everybody on board this vessel that testing has only finally 2 weeks into this quarantine been done and people will be getting back the results of those specimens the results of their tests over the next few days and as they do get the results back if they should

have been increasing discontent has been increasing discontent in southern yemen that the plan now from the u.a.e. in particular is to seize the pervert's is to back the separatist movement in the south is in order to expand this maritime policy that extends on the coast of east africa early the way to the mediterranean and it believes that it's and convince saudi arabia to abandon this idea of restoring yemen as one nation by essentially bribing it with having a stake in building a pipeline that goes in the vicinity near the border of arm and through of those posts and it seems that the yemenis in this area have been complaining for some time saying we do not want to can only our power you came here to help us to restore the international recognized government stuck trying to essentially steal our resources in the midst of this conflict so these clashes are taking place in this context we should remember that the tribes who are purportedly involved in these clashes with saudi arabia were only a few days ago part of keeping representatives of the international recognized government safe from any potential kidnapping and the like to see them today

attacked by saudi arabia. say that they ambushed a saudi convoy suggests that the discontent is reaching a very serious level for saudi and the u.a.e. if we talk about how these clashes might change things these clashes would only add to the antagonism towards saudi bombardment in other words it would increase the pressure on the saudis to start growing for that negotiated solution and this is significant because in the past it's been the goofy's who have been the ones who have refused that negotiated settlement the whole of these have believed in the military victory to keep to keep the cities and force the entire community to recognize them but if suddenly the southerners turn on saudi arabia if the tribes start turning on saudi arabia saudi arabia will slowly and very realistically see itself being pushed more further and further into a corner and having to cede conditions to the 7 separatists and the forces. the boy scouts all over america one of the largest youth organizations in the u.s. has filed for bankruptcy the group says it's to ensure compensation for sexual

1:30 pm
because of the frantic nature of this outbreak what i would say certainly in terms of the proportion of health care workers infected if you look at the sars outbreak 18 percent of the cases in china for sars were healthcare workers it's much less for this outbreak it's about 3 percent there's also the possibility that some of these health care workers may be going back to the community not this early in the healthcare city because the corona virus is epidemic in those those areas but certainly it is very important when health care workers are engaging with people with. a serious infection that requires special prayer to predict of the equipment that they are adequately resourced that they are fresh and a clear mind and if those 3 are not being achieved then you're not doing the right thing by your doctors and nurses you mentioned there that they need to be fresh as we've heard workers are being stretched and working very long hours what sort of
1:31 pm
impact does that have. that must be very difficult i mean i mean more personal protective equipment one myself is one has to really concentrate to make sure you're putting everything on in the correct order in the correct way you want to really have a body watching you to make sure you're doing it and one often finds it after 15 minutes in this most of the day but pretty low marks goggles except for a spray shields it's very stifling and can become very hard to concentrate so wearing their equipment for hours on end as i've heard. they are being made to do it and sometimes so i'm not being mean or not to the point of breaking mary this can be very difficult must be very difficult in day what we're looking at now images of health care workers i believe having their heads shaved i mean what part

of the containment effort is that generally give you know will be warm so this kind of outbreak so surgical camps but i'm not quite sure why it's being shaped and. i would imagine that there must talk a lot of guts to do risks for health care workers under some of them particularly once said show must be quite a stressful and unhappy experience and certainly it will have to leave it there for a time that sunday s.n.r. nayyar care an associate professor of infectious diseases at astray a national university thank you thank you the european union is planning to launch a new cd and to air patrols in the eastern mediterranean to stop more weapons from reaching libya's warring sides it took weeks of negotiations for either nations to reach agreement on the new force talks to try and establish a lasting cease fire in libya due to resume on tuesday diplomatic editor james bays

reports from geneva. foreign ministers of the european union meeting in brussels have decided in principle to start monitoring illegal arms flows to libya however they've also actually cancelled an already mandated e.u. mission operations a fear that used to have ships in the mediterranean from 2015 to deter migrants until the naval vessels were withdrawn as a result of a talian pressure instead of retard skiing that help aeration they now have to set up a new naval and air mission which may even need fresh u.n. security council authorization it could all take months to find some of the international arms embargo isn't the only major problem affecting peace efforts in libya in the coming hours talks will resume here at the u.n. in geneva between 5 representatives of the internationally recognized government in

a meeting of his security council staff and joins us now live from moscow to step talk process about this latest development and about the timing. yes president selenski is as we speak wrapping up this security council meeting in kiev it is indeed the largest attack since the peace process was renewed last year when the selenski became the president of ukraine and put more energy and a renewed attempt to bring the parties together and make peace after this war has been going on for nearly 5 years as we speak and 13000 more people have been killed here there are 2 versions of the attack and the violence that happened early this morning as usual the ukrainian side there was a large artillery attack coming from the sun for the russian backed separatist sides and lasted for hours and one soldier has been confirmed that and several
1:39 pm
soldiers have been confirmed injured but there are also on official reports saying that there were more soldiers killed on the ukrainian side from the separatist side they say that ukrainian soldiers were killed when they were trying to break through the front line and stepped on a mine so this is a very different version of events the kremlin has responded in the last hour saying that they are looking for more details but it's impossible to blame the russian side for this they say of course they have always said that russia has no presence there in eastern ukraine despite the evidence of course that there have been backing these are separatist forces for the last couple of years already i was in that same area in the farmer it's a significant area because it's a demilitarized zone it's one of the examples that were preconditions for this peace process to start again soldiers had withdrawn from the front line there and

when i was there there was some hope that the crossing it's an important car crossing between the 2 areas that that could be opened in the in the next few weeks but after this violence today of course this whole is now completely gone as you mentioned lot of as alinsky came into power saying he wanted to bring peace to eastern ukraine and believed he had the ability to to do that where is the peace process at now. well this is of course a serious setback we had to normandy talks which are basically in place to work to do to create the basis for this peace process it's a meeting between germany france russia and ukraine and a tap and in this somber there was no breakthrough at that time but they decided that there will be a new round of meetings in april when some preconditions were going to be sets and one of the preconditions for russia and this is

a very important point for russia is that there will be elections held in eastern ukraine and a special status given ukraine says we can't hold elections in an area where the military where where armed groups are still active so this is a major breaking point and that means that this now is not going to look very optimistic at the time thank you that update that steadfast and there live from moscow the u.n. secretary general says creating a safe and stable afghanistan will make a possible for millions of refugees to return home and good terrorists is economic prosperity can be achieved through greater cooperation between afghanistan and pakistan and the international community. is tearing a attending rather a conference in islamabad recognizing 40 years of afghans living as refugees more than 2000000 of them live in pakistan or qaida has been speaking to refugees in the city of peshawar he says there are concerns the talks won't lead to any real change
