al-jazeera. every. sunday truce between the u.s. and the taliban goes into effect in afghanistan paving the way for a peace deal to be signed next week. so robin you want your elders there are a lot of my headquarters here in doha are coming up in the next 30 minutes italy reports its 1st coronavirus death as the world health organization wald's that the window for containing the disease is narrowing rapidly. also a warning that russia may be battling in the u.s. presidential election campaign donald trump denounces the claims as a misinformation. and voting ends in iran's parliamentary election with

conservatives back to to hold on to power after moderate and reformist candidates were excluded. welcome to the program an agreement that's supposed to usher in peace the afghanistan has come into effect the taliban and the u.s. will begin what they're calling a reduction of violence is the 7 day deal as a success both sides will sign in accord at the end of the month paving the way for talks between the taliban and other afghan groups the u.s. says it wants to pull its troops out of afghanistan well john 100 is following the story for us from washington d.c. what wonders really what except a bill level of violence really is for this agreement to work. hell that is the biggest unanswered question about this whole process this is after all not technically a cease fire it's a pause in hostilities but none of the parties involved in these discussions the
3:02 am
united states the government of. afghanistan or the taliban has publicly defined exactly what a violation of this pause in hostilities is is it one attack is it 10 is it 100 and so technically anything that happens could give any of these parties an opportunity to withdraw from this agreement but i think the general sense is that with about a 1000 afghan individuals being killed every month that a dramatic reduction in that violence is something that all those parties would be willing to live with and as long as none of those parties are obviously involved in a major attack that might allow this to stand but the problem is we really really don't know and i don't think any of the parties really knows it's the kind of thing
3:03 am
that they are likely to play by ear as this goes along and of course the hill that makes this a very dangerous game of course even if that agreement decided 7 days time is going to be very tense 7 days i think full of the stakeholders joell dire is this issue of who will sit around the negotiating table what does that agreement decide because the taliban then will go forward and say very to speak to other factions including of coles the afghan government. that's right and as you as you know well the taliban does not recognize the afghan government they believe that their period of rule was interrupted when the united states retaliated for the $911.00 attacks at a time when osama bin laden had been allowed to operate by the taliban in afghanistan and you know make that attack on the united states or they don't recognize the government of afghanistan it is not clear who will be sitting at the table or whether the afghan government will be
3:04 am
a party to the united states portion in that agreement but ultimately the goal is for all of those sides to come to some agreement of the united states by coming to an agreement with the taliban if that is what happens at the end of this 7 day period would have some leverage on the taliban as they could always make the argument look we have we are withdrawing at least some of the $12000.00 american troops that are in that country but we can always ramp it up if you start launching attacks on what the united states considers the legitimate government of afghanistan those are talks that would have to go on moving forward after a full cease fire was declared and then a proper peace agreement was negotiated at that table exactly the form that that will take as you rightly point out is unclear indeed we'll keep monitoring events over this that story interesting 7 days thanks joe. now america's longest war began
3:05 am
in 2001 the u.s. presence in afghanistan came a month after the $911.00 attacks as john mentioned it launched the air strikes and a ground invasion to remove the taliban from power more than 12000 american soldiers are still in the country thousands more from nato allies and partners countries are also present some 2400 american troops have been killed since the operation began the u.s. is estimated to have spent more than one trillion dollars in its mission soldier no ours is a distinguished fellow at the south asia center at the atlantic council he says both sides appear willing to draw a line into the conflict. it's impossible to predict anything that could happen but it's one thing is clear that both sides the united states as well as the taliban are now tired of this war saroj athena counties piece in the new york times in which he he talks about. the yearning for peace is a very good indication of that and that would not have appeared if they hadn't
3:06 am
already talked about all the possible things that could derail this process over the next 7 days this is going to be a testing period but i think the important things are going to happen after the 29th of february when the decisions will have to be made as to who will be speaking for the afghan government who will speak for the other sections of afghan society whether the opposition parties will be involved and whether the taliban will be the sole party on the other side this is really going to be a test of the process and it may also test the ability of the united states to remain engaged in the region. has confirmed it says death from the coronavirus after the number of cases were called drupal in just one day 15 new infections have been reported in the wealthy lombardy region many of them represent its least 1st cases of secondary infection meaning that none of them have traveled to china where

the outbreak began. even to me we are working to identify all the people that entered into wreck contact with the confirmed cases the swabs that we tested in the last hours are sadly shown 3 further cases so we reach 6 cases of positive tests for the corona virus as the number of deaths outside china continues to rise the world health organization chief has issued this warning about the crowd of virus outbreak. although the window of opportunity is not only to contain the outbreak we still have a chance to contain it but while doing that we have to people at the same time pull any eventualities because this outbreak could go any direction it could even be messy. but what i'm saying is it's know if we when it was in the not only we knew who put it you needed we can reverse any old we

a single individual gets it we now up to 4 other others get it so it's that's a pretty transmissible virus and we don't exactly know how we know it's likely that it's a respiratory droplets contact but there's concern that it may get access to the airborne route actually not many viruses do that we know measles does the chicken pox but given the significant level of transmissibility it would not surprise me if that turns out to be the case. in the us democratic presidential hopeful bernie sanders has warned russia's leaders to stay out of the 2020 presidential election and he was responding to reports that intelligence officials intelligence officials partly warned him that the kremlin was meddling to boost his campaign well and denied any interference after u.s. media said the congress had been briefed about efforts to boost president trump chances the president has dismissed the report as a mis information our correspondent rob reynolds is in las vegas where the next

round of democratic caucuses are scheduled to start in just about 24 hours time rob so the intelligence services brief the senior politicians and the president even tonight the rates them what seems to be going on. well the president of course is you know following in his long standing tradition or position if you will of denying that there was any russian interference in the 2016 election he's always called that a hoax but senator sanders confirmed that teligent officials u.s. intelligence officials had spoken to him about a month ago telling him of a russian intelligence agencies efforts to assist his candidacy and his race for the democratic nomination in a sense statement issued earlier today the centers campaign said that the russians want to undermine american democracy by dividing us he said my message to putin is
3:11 am
clear stay out of american elections and he said that if you were elected president he would make sure that there was no further such interference here is the response senator speaking to reporters earlier today. it was not clear what role they're going to play we were told that russia may be other countries are going to get involved in this campaign. and look here's the message to russia stay out of american elections and what they are doing by the way the ugly thing that they are doing. and i've seen some of the you know tweets and stuff is they try to divide us up that's what they did in 2016 and that is the ugliest thing they're doing is they are trying to cause chaos the trying to cause a truth in america it's an ugly business and all of us have got to say sorry you're not going to do this in this election and again is present in the united states but you will not interfere in our lives this time. and what sander seems to be referring to there is something that he mentioned in the recent democratic debate
3:12 am
here in las vegas earlier this week when he was attacked by some of his opponents for the tone of his supposed supporters online stander suggested that those harsh attacks online against his opponents by some people who ostensibly were sandor supporters could in fact be russian trolls trying to hype up the raise the temperature of the debate and and so. further ill will and bad feelings and again this is on the eve of literally the eve of the next stage in the u.s. democratic nominating process the caucuses here in the state of nevada which will begin on saturday so hail well for the moment leave it there rob look forward to your coverage that. of the caucuses thank you. well still ahead here on al-jazeera

vote is to have a share in the future of my country and help it right. voting doesn't solve any problems and conditions could deteriorate if we don't vote we should vote for the way it is so the new lawmakers can fix some problems. this 88 year old says he has been voting for 70 years has been adding value in trouble i have voted from the very 1st election in the islamic republic 81 parliamentarian suffering disqualified from standing of the reformist hopefuls also told they cannot stand ins elections it means conservatives could benefit from a lower turnout and black caucus nation this will have also referred cautions for you when a foreign policy and i think this will bring more support from the parliament side for ukraine and regional policies but more importantly it will decrease the chances for the life the hood of any direct negotiations between iran and the united states

there are those who have stayed away upset at a lack of change and an economy reeling under us sanctions are solomon right. i voted every year but i saw no effect to convince me to vote this time i finished my studies i have a bachelor's and finished ministry service but there's no job for me for what i see no reason to want. now to ban it i know i'm not voting because previous lawmakers did nothing they had no effect in the country so i didn't vote told it's not me alone many to vote. results are expected later in the week at this polling station where we have permission to film it's been relatively busy but there are others across the city that was quiet but we weren't allowed to film a lower turnout will leave whoever wins this election. the task of rebuilding confidence and trust in the system i said big al jazeera to her on so who should understand emirs alectryon modern middle eastern history at the university of sometimes in scotland she says i'll be more uniformity now in decision making i

think that the reformists have been on. on the decline for for quite some time now they haven't been able to put forward a coherent platform with regard to nader's on rest between state and society we've seen a lot of people on the margins of cities workers in the pendant trade unions rise and reform it's really haven't been able to to provide. an answer to these challenges so they were seen in a way as being expendable by the guardian council i think that is also why the board or no prominent reformers boycotted the election we saw former president carter i mean going and voting and everybody else went and voted despite lambaste in the way the guardian council excluding them can there will be uniformity now in the system making the previous parliament for example approved the f.a. p.f. bills against money laundering but these were of course blocked by higher bodies i
3:20 am
think we will see more uniformity between these bodies but parliaments in iran still are quite fickle despite the fact that this one is going to be conservative dominated but by a large we are seeing a. sort of alignment behind the supreme leader i see and all these conservative figures who now clearly have the opera and. to africa now where in south sudan president salva kiir has dissolved his cabinet in preparation for a new unity government opposition leader rife with shar has been appointed as the vice president and 2 former rivals will lead the new government from saturday in the term to end years of conflict which has left more than 400000 people dead here morgan is in juber where she says the south sudanese are hopeful they'll finally see change on the ground. ahead of forming what has been termed as the revitalized transitional government of national unity on saturday south sudan's president on friday issued several decrees relieving the ministers of the government from their

president last saturday when he announced that the country will be returning to the former number of 10 states along with 3 administrative areas but then the issues of security arrangements still remain to be outstanding between the various sides that will in just a matter of hours be partners in the government they have said that they are going to agree to try to resolve this issues after the formation of the government to make sure that they do not miss another deadline let's not forget that february 22nd is already deferred deadline the 1st initial deadline had been in maine 2019 and then that was postponed to november 29th team but due to several outstanding issues that had not been resolved between the warring sides they had to push it to february 28th seems so people on the streets of south sudan are saying that they're looking forward to a government formation so that they can. see the impacts of the peace that has been found in 2018 but is yet to be reflected on the ground this thing that the economy has suffered a lot since the conflict started and they want to make sure that peace comes
