sentimentality take it we'll bring you the news and current affairs that matter to you. to. this is 0. hello i'm charlie and this is the al-jazeera news hour live from london coming up towns along down and thousands told to stay at home as coronavirus cases in south korea italy and around. south sudan's rival leaders form a unity government declaring an end to a civil war that killed more than 400000 people. in the race to take on donald trump democratic presidential candidates look to boost their support in the nevada caucus. and the election that could unseat tokers president his family has ruled
12:01 am
the west african nation for more than 50 years. and tyson fury have a way to be a much anticipated rematch we'll hear from both camps. thousands of people are being screened in towns and cities locked down in several countries as the world races to contain the coronavirus outbreak that killed more than 2300 people health officials are now worried they can't trace the origins of hotspots appearing around the globe the infection rate is slowing down in mainland china where the outbreak began more than $76000.00 cases have been reported but numbers are surging elsewhere at least 5 people have died in iran which now has a total of $28.00 cases some pharmacies are running out of masks and hand sanitizer
12:02 am
in europe a dozen northern italian towns are effectively in lockdown after 2 people died and at least 58 people were infected many of whom had no direct link to china and south korea has recorded an 8 fold jump in cases in just 4 days with 433 infections most of them linked to a church and a hospital at least 3 people have died reports from the city of day too. the streets of daegu are eerily quiet fear of the disease means most people here are heeding warnings not to venture out those who do are careful about where they go and whom they meet. for more months as long as we were a mask and washing hands properly we can get through this i think ooh i hate wearing a mask but now i have to wear it all the time it's hard to go out and i avoid cafes business in this normally bustling city of 2 and
12:03 am
a half 1000000 has been brought to a virtual standstill 102. i open my shop today just in case there might be some customers but there's been none so i'll soon close up and go home nearly half of the infections are linked to a church in this building which is locked up and deserted church members have been told to quarantine themselves while medical teams are quickly testing them for the corona virus in daegu in the neighboring county of chung though more testing centers have been set up and hospital wards designated to treat the flurry of new cases who counted you know you and i'm worried it's like the whole city is in lockdown and people are afraid of coming here a large number of the new cases have been at a hospital in chango that could be linked to the outbreak here in daegu the infection has spread rapidly among patients and staff prompting girl power attains to lock it down the government says the situation is still manageable and that
12:04 am
while new cases are being detected across south korea they seem to be people with links to this part of the country rather than from new clusters and. further investigation is needed many of the cases confirmed today are links back to the clusters a hopeful sign for south korea as it races to contain the spread but not much comfort for the people in daegu wondering how bad this outbreak will get. bride al-jazeera south korea in northern italy public gatherings including sunday masses and football matches have been suspended while schools and shops have been shut catherine stansell has. the lombardy region of northern italy is in lockdown as more cases of the covert 19 coronavirus are confirmed continue is effectively a ghost town after at least 3 people there tested positive for the virus the sudden spread has led local authorities to take swift action urging businesses schools and
12:05 am
churches in several towns to close their doors several train stations are closed and tens of thousands of italians have been told to stay home as a precaution if. there is a hard level of panic now where in a mosque is the right thing to do but i think there is too much paranoia plays now and if you treat going too far that's an attack if they're not on a woman that there is a lot of panic the situation mari's us or we can do is wait and see what happens doctors suspect a hospital near cafe have helped spread the virus and they're trying to limit the outbreak. we are working to identify the people who came into direct contact with those who are confirmed to have the virus these tests we've done so far appear to show 3 more cases of the coronavirus the corona virus has spread to 8 countries in europe including germany france and the u.k. catherine stansell. in iran 2 cities have impressed on lockdown and authorities
12:06 am
have ordered trains and buses to be cleaned daily bases in toronto with more on how iranians are reacting to the outbreak. the government has been announcing some measures to deal with this fire us now we know that all the cultural events concerts including film screenings have been canceled from tomorrow in the cities of iraq the schools are closed for a week the religious schools in com where the health ministry thinks that this virus started from again closed tomorrow now on state t.v. they have been showing videos on how to wear the face masks properly and how people can wash their hands properly and now iraq has also suspended flights between the 2 countries iran has closed its land borders between the 2 countries and that's only been or only open for a week after they have been closed for 4 months because of the insecurity in the protests that were taking pace in iraq iran doesn't think it was safe for the
12:07 am
pilgrims to travel but now again those borders are closed we know that kuwait is suspended flights between the 2 countries now there is concern out on the streets of that ron we saw people wearing masks we saw people question the government's account and also asking how many people actually affected they don't really trust the government and partly due to when that ukrainian airliner was shut down the government spent 3 days deny again people are suspicious but yes the schools are closed the cemeteries are closed concerts film screenings everything has been closed now to stop large numbers of people congregating. so sudan's rival leaders have formed a unity government declaring an end to a civil war that killed more than 400000 people. former rebel leader react machar has been sworn in as president salva kids deputy is the 3rd time they're attempting to form a coalition the world's youngest nation collapsed into conflict in 20132 years
12:08 am
after winning independence from sudan millions of people have been displaced by the fighting but president care insists that peace is here to stay. we so mentally so morally sure that we will work together to preserve the lives of our people and preserve their unity it will be our responsibility to store people's lives and to inspire them once again to believe in the republic of ourselves we don't. well have a more than is in juba and says there are still issues to sort out. let's remember 1st of all that this transitional government has been sworn in just under an hour ago has been formed after 9 months of delay so people are looking to the government
12:09 am
to see what kind of change they can bring and we've seen this. morning vice president's office in the direct and the country's president holding several meetings over the past few days both saying clearly that there are still a lot of outstanding issues the most prominent being the issues of security arrangements but they said that after the swearing in and after the formation of the transitional government and appointment of cabinet ministers and they will tackle those issues so people on the street and countrywide are looking to the government to solve the issue of the economy facing higher inflation as a result of the years of conflict in the country there's also the issue of the humanitarian crisis more than half of the country's population are in need of food aid to survive so these are the things rather the challenges that this transitional government will have to tackle in the coming few years before they go on to elections. voting is underway in the democratic caucus a poll that will play a key role in deciding who will take on u.s.
12:10 am
president donald trump in november election let's take a look at the candidates veteran senator bernie sanders is still being seen as the front runner leading the last 5 opinion polls in a state he lost to hillary clinton 5 years ago he's taking the lead ahead of barack obama's former spice price president joe biden who finished poorly in the 1st 2 states to vote as did senator elizabeth warren who is still expected to pick up some more votes now the race has moved into a state with a more diverse electorate also hoping to make gains in a state with more minority voters but a judge who took the weight in the iowa caucus came 2nd in new hampshire. but minnesota senator amy klobuchar will be challenging him for some of the same voters she managed 3rd place in the last poll in new hampshire rounding up the pack is the billionaire businessman tom style but he failed to get enough support to qualify to take part in the nevada t.v. debate a notable by his absence though is another billionaire mike bloomberg despite outspending
12:11 am
the other candidates he's not taking part in the nevada caucus but is focusing on the other states from next month well let's go now to rob reynolds in the last fake as he's covering the nevada caucus for us rob there's a lot riding on this race what is happening where you are right now. well. we've been observing the process here in this high school cafeteria and it's really quite fascinating let me just step out of the way and show you some of the the the different precincts have caucused in small groups they make an initial choice for their their top choice and now they're in what's called the reconciliation phase which means that they're trying to convince one another if their candidates were considered viable and there were others who were not considered viable they're now trying to get those people who are in the non-viable camp over to join them.
12:12 am
overall it's looking like a good day for senator bernie sanders as you mentioned he was in early polling considered to be the front runner nothing that we've seen here today is contra indicating that fact bernie sanders has been doing very well at this location and we're hearing also about exit polling and entrance polling that indicates that that is the case right across the state especially here in the most populous area clark county which is home to las vegas interesting that there was a dispute between the bernie sanders camp and a powerful union the call an area workers union who have workers in all the big hotels in las vegas and there was the leaders of the union were not in favor of sanders but now it appears that you have the caucuses where most of those union workers were caucusing it looks like sanders as one big there so now it's a race for 2nd place and that will be important going forward into the next round
12:13 am
of big. major voting when it's on super tuesday when states like california texas massachusetts delegate rich states when they vote in early march whoever is coming in 2nd here after bernie sanders will be the one to watch. i think caucus and i was not by technical pitches have there been any problems in nevada yet. nowhere near the level of the melt down in on the prairie in iowa here we have had some reports of a lack of volunteers showing up at different polling places. one journalists that we've been in touch with saw hundreds of people waiting to register for the caucuses because no one had bothered to show up with the registration forms but that doesn't seem to be the rule and there's no tech now logical technological
12:14 am
breakdown as there was in the state of iowa so for what i can tell you from what i've seen here things seem to have gone quite well there's some action as people make their arguments but this is democracy in the wrong and how has president trump been reacting to the democratic race. well try to preempt or be a bit of a spoiler because he's been hanging out around los vegas for the last couple of days to get a big rally yesterday with his that his basically trying to draw attention to himself and away from the democratic candidates is also a very interesting bit of news that came out yesterday it emerged earlier this week that the u.s. intelligence community had briefed congress and found and told congress that they had found that the russian government was seeking to influence the 2020 election
12:15 am
and that their preference was for president trump to win a 2nd term well yesterday it came out that bernie sanders had also been assisted according to the intelligence community by russian efforts online and primarily online to forward his candidacy so you get i guess an idea of perhaps who the russians want to see opposing one another. bernie sanders has long said that some of the most vitriolic comments come out online from his supposed supporters are probably the result of russian trolls back to you. guys thank you well we're joined now by eric hamm the co-author of the g.o.p. civil war and a host on sirius x.m. radio he joins us live from washington d.c. thank you for coming on the program just if you could fast lay out what the
12:16 am
priorities are for the democratic party voters in nevada. well right now today what the democratic party would like to see is this caucus go off without a hitch they do not want to see the debacle that took place in iowa just a few elections ago and also to well what we're hoping or least what the democratic party wants to see is they want to see this race actually become clear who the front runner is where the trends taking us and what particularly are the voters saying remember in this caucus you've got more than 30 percent of the of the entire voting electorate of people of color so we're seeing now a more diverse crowd and they are now letting their voices be heard and based on what lease what the the entrance polls are telling us is bernie sanders could go away well with this what this victory today in the valley well bernie sanders yes you're right he's leading the polls but he didn't get the backing of nevada's powerful labor union did he could that impact has been filled.
12:17 am
i don't think so in fact what the polling data has shown is that bernie sanders is looking stronger and stronger not only in terms of the polling just in nevada but also if you look at the national polling data it shows that bernie sanders is now the front runner runner in the race and also if you look at the latest fund raising totals as well bernie sanders is actually raising money head and shoulders above the other closest competitors say for of course michael bloomberg and tom styer who are funding their races. funding to the tune of hundreds of millions of dollars but right now both from a funding standpoint and from the polling data it appears that bernie sanders is attempting to submit himself as the front runner in a race but joe biden might have something to say about that because we've got south carolina just a week ago and bernie sanders will have to eat into that african-american support if he wants to actually go away get away with the win in south carolina as well
12:18 am
since talking about joe biden he has performed poorly and he's been pinning his hopes in support of nevada's latino voters but if that isn't forthcoming do you think we could see him dropping out of the race. well i think what we're seeing from joe biden is south carolina is expected to be his fire wall that's where he is hoping to stop the bleeding that's where he is actually hoping to put a win on the board and he's hoping at least with a strong showing today in the universe out of caucuses many of the campaigns have already known for days now that this was bernie sanders race to lose in nevada and so if joe biden can at least be competitive come away with the support particularly of the african-american community and other communities of color that will hopefully allow him some room to be able to go into south carolina and be able to speak to those supporters and hopefully get those supporters to continue to back him remember right now because bernie sanders is looking so strong he is cutting
12:19 am
into that lead in south carolina and so what joe biden needs is to rebound here and nevada to buttress himself as he heads into south carolina next week eric hand thank you very much for taking the time to come on the program henty more still to come on the island is there news including the doctors still caring for victims in a hospital they have to keep secret in case it's attacked. and from the shuttles to the shop to the front line we look at the remarkable divide in a tripoli still dominated by conflict. and sports event is get some breathing space at the top of the italian table pizza. just hours after polls closed in togo's election security forces briefly surrounded

12:24 am
for the last year the been persistent demonstrations in kazakhstan they have not been large but they have taken place consistently this is one of the largest of those demonstrations and more have been detained today by the authorities than typically was the case in the past almost a year ago present as a buy off overnight ruled that he would no longer be president but he would actually pull the strings behind the curtain so to speak and he had the capital city renamed and name of himself and that turned out to be unpopular kazakhstan is an upper middle income country according to the world bank and they've watched as popular revolutions and for example i mean had 2 years ago as a less skill lection and crane last year there was a real democratic. i would call it a wave but democratic movement and the former soviet space and it's catching up to kazakhstan so president talking of had promised to ease the restrictions on

have taken hold firstly room most of the civil society demonstrations but more recently they have evolved as civil society demonstrations often due to political anti-government demonstrations and now calling for creation of a democratic political party that's a positive development there should be an opportunity for other political parties to develop kazakhstan has never had a free and fair election it's now time for kazakhstan to have that shouldn't be right away because there is time required for political parties to develop and develop. but within a year there ought to be a free and fair election that would be the right of evolution you mention that kazakhstan the colony is going from strength to strength what effets of their government making to make sure that everybody benefits and that new economy. the economy has done so well in great part because of energy but also other areas of private enterprise for example agriculture some manufacturing the government has

with the growing number of patients when medical facilities are bombed they're also frustrated described as the international community's betrayal in the face of the worst humanitarian crisis since the start of the conflict in syria and to 1011. on turkey's border with syria iranian conservatives appear to be on course to win a majority in parliamentary elections the interior ministry says candidates affiliated to the revolutionary guards are leading in the capital tehran predictions indicate reformists will take only 17 seats in the $290.00 strong parliament while conservatives will take more than ha. the united nations envoy to libya says the fractious ceasefire talks between the warring sides are going in the right direction but for those living in the capital the conflict is still part of everyday life charles stratford reports from tripoli with 2 tales of one city. this is the neighborhood of algiers in central tripoli it's known for its high end shops
12:38 am
and cafes the streets of calm but talk to people here and you are reminded that libya is it this i'm at the thing i can't say today feeling nervous i'm afraid unless there's a lot of people are right and only then do i feel comfortable enough to walk on the streets. and walk and the fact of the people is completely different depending on where in tripoli you are it's gone for the people here but the problem is for the people near the front lines but we're all affected by the war is psychological because you're constantly known your country's at war when you drive south things start to change the traffic begins to thin there's less people on the streets. and there's evidence of shells landing in civilian neighborhoods this cafe is around a kilometer from the frontline a few people still come to drink coffee here but the atmosphere is tense
12:39 am
a builder hussein lives close by his fear that the bombing is random we live on our nerves any moment a bomb a rocket can hit it's especially bad at night we are too afraid to sleep we have to be ready to run immediately people now even know the types of bombs by their sounds and this is supposed to be a ceasefire we continue to drive south past this checkpoint to a neighborhood where they say for the fighters their own no signs of life. there is no evidence of a ceasefire here it took us 20 minutes to drive here from the peaceful streets of. where life on the surface at least seemed normal. but here in the neighborhood of sanaa who dean virtually every building has been either damage or completely destroyed it's getting late in the day here now and commanders on the ground are telling us that they are nervous because this is the time where the majority of the
12:40 am
shelling starts this area was populated by thousands of people and they have left they have all fled the fighting it shows you just how much of a contrast there is between this neighborhood and the neighborhood. that we were in this is a war of attrition it seems and despite the cease fire the fighting goes on trial started al-jazeera southern tripoli the 1st day of a week long with duction in violence between the taliban and the u.s. forces in afghanistan appears to be holding but that comes it's revealed more than 100000 civilians have been killed or injured in the past decade likely gauge reports. an unusual come in wardak province southwest of the afghan capital what's called a reduction in violence agreement between us forces in the taliban is underway for the next week providing a brief pause from attacks by both sides the taliban gave al jazeera permission to

visit wardak they move a meeting with me now are a mere have a tall order to us not to clash with anyone in any of the areas that we control we completely about him according to the full meaning of this would be the sound of sirens and bullets is common in the capital kabul but so far it's been quiet some minor clashes have been reported in parts of the country but not a side has publicly said what would constitute a violation of the agreement. or charter under member i hope the one week truce will be extended until we reach a final peace in afghanistan physically we feel very happy and we hope the ceasefire will be real and final but it's not to actually a ceasefire. the agreement is a test of trust for both sides as a step towards ending the 19 year long war america's longest peace talks have been held over the past year in qatar's capital doha if this agreement is saying to be
12:42 am
