the father the son and the jihad part one on al-jazeera the on. the u.s. and the taliban sign a deal seen as a step towards ending the 18 year war in afghanistan and paving the way for american troops to withdraw. this is a hopeful moment. but only the beginning welcome back u.s. wants that it will cancel the agreement of the taliban doesn't respect it. my. i'm hella mohit in and this is out a 0 on live from doha and also coming up turkey's president says he will not stop refugees from heading to europe as thousands more for up to the border with greece . a big week in u.s.
7:01 pm
politics as the democratic presidential primary and suicide carolina. my. after more than 18 years of war a deal between the u.s. and the taliban has put afghanistan on the path to what many hope will be a permanent peace signing to police here in qatar a few hours ago and saying 18 months of talks one of the key components of the deal plans for a completes would draw of all u.s. and nato troops within 40 months that's if the taliban sticks to its parts of the deal the u.s. secretary of state might print pale flew in for the signing he says the agreement says a crucial 1st step towards peace. today is a historic day for the united states of america and the american people today we
7:02 pm
have taken a decisive step toward peace real peace in afghanistan just as any worthy journey begins it is a 1st step nearly 19 years ago american barked at a noble mission to mightily pursue the terrorist perpetrators of september 11th attacks and their evil supporters and to prevent such a heinous attack from ever happening again well the taliban's chief negotiator said the agreement marks a new chapter in afghanistan's history. we are committed to this agreement to enforce it also we want as a political force to maintain with our neighbors positive relationships with all the afghan nation has been suffering for the past 4 decades we have suffered tremendously and i hope that with the withdrawal of all foreign forces from afghanistan that the afghan nation under the islamic regime will embark on a new prosperous my. well although the deal has been signs there's still
7:03 pm
a long way to go the 1st stage will be a 135 day in this period of reduced violence both sides of also agreed to exchange as many as 6000 prisoners now that deal is being print described as a precursor to a peace agreements between the warring sides within afghanistan is hope this will lead to talks between the taliban and the government in kabul where the initial weeklong reduction in violence mostly held a little there were still some attacks now we have a team of correspondents following the latest developments for you need his life or is in kabul alan fisher is standing by for is in washington d.c. and we'll be speaking see both of them in a moment but 1st a somewhat been jeff begins our coverage he was at the signing ceremony and spoke to pakistan's former foreign minister. we have had this the foreign minister of
7:04 pm
pakistan has just come out of the signing ceremony that it's been implemented occasion and pakistan's name is being mentioned a couple of times now how do you think this is going to play out as you well i'm delighted that the international community has recognized. or a song supposed to. be facilitation provided for pakistan. my source took to pump fuel was a business meeting. and he thanked oxfam for the support. and bring of those 5 which have been victimized aka saw this very positive contribution i think we've created to help create and enabling involved. for the alphonse now take the next step which is to sit together. all. reconcile and chopped. a way forward. a way dr king's peace
7:05 pm
stability of the country to the region and opens up opportunities for for their. kids to. college what do you make of that is the joint declaration which says that focused on dealing with the one by the united states is that something that has been discussed to the pakistan and how we publicize we have nothing to hide. there cross-product and be open so. i was. playing a positive role and you come to do 3 of them all the polls. well the u.s. president donald trump has hailed the agreement saying it will finally end america's longest war and fisher is live for us in washington d.c. alan has us an indication of how the white house is intending to sell this deal with the taliban to the u.s.
7:06 pm
public. well as a political victory they've done something that no administration has been able to do in almost 20 years donald trump in the next couple of hours will be heading over to a conservative conference in maryland not that far from the white house or will he talk about the taliban see pac you can bet your life you will he's going to mention this this is as far as the white house is concerned promises made promises kept it's been a recurring theme through the reelection campaign it's certainly something that don't trump is going to talk a lot about particularly when it seems to be a success at this early stage even though as many people are pointing out there's still a long way to go he wanted to bring american troops back from foreign wars he's talked about it is before 2016 in the election then he tried to do in syria it didn't quite work remember he suddenly announced he was withdrawing all u.s. troops out of syria there was a scrambling at the pentagon and also the state department pointing out that it
7:07 pm
could actually quite pull everyone back some troops are still there so at the moment there's around $8000.00 u.s. personnel in afghanistan they're going to bring that down to somewhat sort of this $12000.00 in afghanistan they're going to bring that down to somewhere around 8200 contrast that to the time of the so-called surge is we had in afghanistan when the u.s. tried to inflict a military defeat on the taliban and they were somewhere in the region of $120000.00 service personnel in the country at that point and while the white house is patrolling this as a success there are those on both sides of the aisle here in washington who are a bit concerned a number of republicans have said that there was a that the taliban can't be trusted that they have let us down on a number of occasions and i suspect that my computer was addressing them directly when at his news conference in doha just a couple of hours ago he said we ignore exactly who. we're dealing with
7:08 pm
a no there are these interlocking agreements essentially the drawdown of troops would even begin unless the taliban is seen to be justifying and achieving their end of the bargain so the u.s. thinks this is a big when and donald trump is certainly going to patrol it as that but they're aware there's still a lot of groaned to cover but who would have thought that when russian tanks moved in to afghanistan on christmas day in 1989 the echoes of that moment would still be halved in the 1st 20 years of the 21st century and now here we have as mike m.p.o. has said in doha an historic day when perhaps they might be starting to bring peace to afghanistan ok allen fresh air life as a march into d.c. thank you very much. well a separate ceremony marking the agreements was held in the afghan capital kabul
7:09 pm
u.s. defense secretary mark kasper nato secretary general against often berg were present to issue a joint statement with afghanistan's president ashraf ghani there he spoke about the forthcoming talks with his government that his government rather will hold with the taliban to map a a political settlement our agenda for discussion with the taliban be wider than their discussions with the united states they should be ready to discuss their relationship with their state and non states sponsors a verifiable system for cutting off their ties with all transnational terrorist groups their dependence and involvement the narcotics and other transnational criminal organizations positively. well the hamid is in the afghan capital and she's been speaking to people. she joins us now live. to remember of course the deal that's been signed is between the u.s.
7:10 pm
and the taliban and not necessarily a peace deal for the entire country so just how is this deal being viewed by the average man and woman on the streets. well certainly does does that sort of mixed bag of feelings there's a lot of hope i mean it is a historical day but not for i have yet i mean this might it is a day that might plead for self something more substantial for them but you know and when you went around kabul today it was just like any other day that said people are hopeful and cautious i mean a lot of people would tell you they know that the security of this country is in the hands of the americans what would happen if the troops withdraw well what happens when you have politicians who don't agree with each other and learn not able to form a government 5 months after the election and who showed showed in the previous
7:11 pm
government that their power sharing a good power sharing agreement was all but united so they very worried about that they very worried also about the time about what are the real intentions of the taliban people have lived here under the taliban rule it was a very bad experience by and large are most of the people i spoke to so there is an element of distrust there so and many people i spoke to said well it's all good for the americans and the taliban to make peace but how is that going to translate for us i knew no and then they have their daily problems more than 50 percent of the population of afghanistan lives in poverty about 25 percent is an employed. disick you're 80 yes now days every spike with this reduction in violence agreement with the americas but that doesn't include necessarily the afghans that doesn't include the wards are going between afghanis security forces and the taliban so for them
7:12 pm
and for the afghan people by and large certainly that glimmer of hope is there that element of optimism is there but there's also huge ellen. bit of skepticism that element of worry each of the been told so many times before that this will be peace and as one person put it to me said at the end of the day you have the taliban and in the government you have people and you have leaders that have been at odds with the taliban well before the foreign forces arrived in this country so they wonder how they would ever get along while. bringing as the view from afghanistan thanks. and the u.n. secretary general antonio good terrorists welcome the agreement stressed the importance of maintaining the reduction in violence for the benefit of all afghans who have sought refuge in neighboring pakistan hoping they may be able to one day
7:13 pm
return home there has been speaking to some of them in the refugee camp less than 100 kilometers from the border with afghanistan. now that the deal is there a overall and we've been talking to the afghan refugee. peter now granted stan would mean that they would be able to go back to their country the taliban old only here thelma be very hopeful about the peace deal between the taliban and the us peace will also help us to finally return home to afghanistan. where we are happy with this agreement because it will bring peace in afghanistan and we will return to our homeland. any deed rates really lead to a settlement or not run it on one and. of course it's going to prove to be more difficult given the fact that there are 30 year difference between dr abdullah and author of money dr abdullah had already said there david form
7:14 pm
a crowd a little government which of course would complicate matters or did relocate very importantly what happened in the. dialogue and rather doubt who will be able to make the plan. to bring back we entered that war torn country well julie norman is a teaching fellow and politics at the university college of london she joins us now for some analysis kids have you with us here on i'll just sirrah 1st of all it's it's quite a complex deal is it not because this is between the u.s. and the taliban it's not an overall p.c. ok in afghanistan just how do you think this is going to work. yes well as you said this is a different model than we've seen in the past rather than trying to have the u.s. the taliban and the afghan government all working trying to top one peace deal
7:15 pm
together this is really a 2 phase model what we're seeing today is really a 1st step that just unlocks that crucial 2nd step it's really that 2nd part that inch afghani talks that are really going to be the most important part for afghanistan moving forward and they're going to be some of the most difficult to really see come through you know we're looking at a situation where currently the afghan government as we've been hearing is still coming out of this disputed presidential election so even afghan government is in a new in a moment of kind of disruption and then also with the taliban with different voices that we're hearing from the taliban as well but how to move this process forward so it will be a long road in that 2nd phase it is certainly will and then if we look out the 2nd phase assuming this 135. violence agreement holds and we move into the 2nd phase of mean that the taliban will go in sweden
7:16 pm
a very very strong position particularly if the u.s. is ait's of the picture if the governments on the other sites is so device does this in essence signal a return for the taliban who we heard in that press conference saying they're looking forward to establishing an islamic republic. well that's certainly one of the concerns you know obviously today what we're seeing with this current phase is with the u.s. is hoping is at least trying to push the taliban in 2 different way of thinking trying to constrain some of the elements that have been pushing for more of a violent response and really trying to get out some kind of track that's more i'm focused on diplomacy but as you said when it actually comes those negotiations the taliban will be in a pretty strong position will be framing this as a victory for you know ousting you some of the u.s.
7:17 pm
troops and nato troops but it's important to note as you said you just went on $35.00 day period it's a reduction in troop presence from between a little over $12000.00 now down to about $8600.00 u.s. troops ofter so there will still be a presence there and if the taliban is not seem to be going along with the agreement or intentionally challenging at that and withdraw beyond that point will be the will will cease and then there will be you know a renegotiation of those terms the be a renegotiation but are we likely to see the us back in the afghanistan because we know that donald trump and this is ministration are very very keen to get. right and you know we knew we knew that with the trump and ministration coming through that this is something that they wanted also with the troop withdrawal but again i think it's notable that new year new you won't be seeing a complete absence or complete withdrawal of u.s.
7:18 pm
troops really anytime soon i mean that withdrawal timetable will be put in place but if there are spoilers or non cooperation with the deal those $600.00 troops will still be there i think it's unlikely under trump that we would see you were return of troops that have been withdrawn but you might see that just a starting to defer their withdraw on the timetable and one of the things we heard from mike from pay you was he was very keen suit to arms a line that the main aim for the u.s. in afghanistan was establishing security for the people of the u.s. do you think this still does that. well and that is the way that pump aoe phrased it today and for the us there were 2 rio aims in this 1st phase of the deal one was to get the taliban to agree to go to the table with the afghan government the 2nd part was to see support for al qaeda and for other militant and terrorist
7:19 pm
groups in the us is really seeing that as one of their main hopes from this deal and part of that is because with their withdrawal their troops will not be there on the ground to be doing that counterterrorism operations themselves so trying to engage the taliban in that i'm so that is the way the u.s. will be framing it but that's. not uncommon for the u.s. to phrase a lot of its foreign policy decisions in the language of american security especially regards terrorism but as you said there were other political i'm reasons to doubt trump diminish the trump administration as well as many other americans regardless of partisan partisanism were were looking for a reduction in terms as well ok julie norman great so get your thoughts thank you so much for joining us live from london thank you so to come on al-jazeera we'll have the leases on the town of on site break you good in a spike in the number of cases in iran.
7:20 pm
however the rain is back again a familiar sight a line of clear that goes from china towards japan on its northern flank is to produce some snow even possibly in north korea and certainly been hard but it's wet snow now it's not going to last for very long i don't think temperature in tokyo in the sunshine is 17 and the rain it's a bit sporadic it's over the waters over taiwan and maybe southern parts of china but hong kong is enjoying 28 probably humid degrees at least was it's rainy but some get to monday rains gathering get in the western side of china it's dry in the north in beijing the air is moving the acreage is not bad and so there's an 8 degrees in the sunshine or about the same in tokyo now the heaviest rains throughout malays are in that easier on my way and also this is

e.u. has not fulfilled the promises it made we will do all we can until we went in spite of what greece's prime minister is holding an emergency meeting to discuss the wave of refugees and migrants coming from turkey this was the scene earlier as a group runs it on the greek island of those posts just 15 kilometers off the turkish coast security controls are being tightened off a gene islands with dozens more coast guard vessels being deployed johnson what police say is following developments from lesbos where thousands of people are awaiting asylum he says a new wave of refugees and migrants will put more pressure on the greek government . the frustrations are high among them particularly since a new law took effect on the 1st day of this year which fast tracked new applications in an effort to increase the rate of returns back to turkey of those who are rejected for asylum here in greece and keeps the numbers flowing through the island at the rate at which they're arriving and doesn't create this massive

backlog that you see here but of course that fast track process for new arrivals disadvantages all of those people who've arrived in the last 2 years who are still here we spoke to a family earlier that has just been pushed back 10 months for their asylum interview there's no school operating on these premises there are no incomes for these people to make so they're just waiting which is a difficult time it requires tremendous patience and fortitude and of course the greeks are also extremely frustrated because they're all of groves have been chopped into firewood because their island is constantly on the news as a refugee. essentially staging post in a state of emergency so they've lost a lot of that tourism industry they are extremely unhappy with government plans to build a new closed detention center somewhere else not here in moria in fact earlier
