4:00 pm
this is al jazeera. from doha and i'm come out sunset maria this is the news hour from al-jazeera turkish forces have shot down a syrian government warplane province to province it is the 3rd in 3 day. also in the new south korea's president declares war on coronavirus the infection rate there is the highest outside of china endorsements a boost joe biden on a crucial day in the race to the white house as it tries to catch up with his rival bernie sanders on super tuesday and the final results in israel in but it hasn't

stopped benjamin netanyahu from claiming victory in the country's latest election. and then support preparations for 20 twentieth's taken yet another head at a test event has been cancelled in japan it's the 2nd such event to be affected by the chrono virus outbreak. so turkey has shot down a syrian government warplane over it labe in the north west where turkish forces have intervened in the battle for the last major rebel held area this is actually the 3rd syrian fighter jet downed in as many days turkey's escalating campaign against bashar al assad's forces is threatening to bring it into direct confrontation with the syrian president president's ally which is russia of course meanwhile 8 civilians killed this is the aftermath of an explosion in city ready.
4:02 pm
controlled area again dozens more injured in that blasts and interestingly fighting also intensifying in the south of the country much of it said to be going on around the city of dallas on the main despite a cease fire that has been in place this since 2018 there are reports of at least 5 people being killed so let's get the latest now with cinema close show you who's on the turkey syria border for us bring us up to date 1st of all with the plane that's been shot down. welcome the turkish defense minister and i was that they shut up plane along with some drones and tanks and other military vehicles of the syrian and they hit those military vehicles it's throughout the operation that was conducted in the framework of a spring shield operation over the last 24 hours and the defense minister said that there are at these $350.00 casualties among the syrian government as soldiers
4:03 pm
and that the operation which is after it which is named after favorites went to set one that this is 30 it's over to treat turkish soldiers were killed maimed us bring spring shield operation which meant to protect civilians and it is still underway and the turkish military is aiming to destroy more military capacity of the syrian government forces right ahead of a meeting between turkish president rejects a baton and his russian counterpart vladimir putin next thursday which is in 2 days because cirque you want to have an upper hand on the diplomatic table by pushing the syrian government forces it to the corner because many believe that the syrian government and most will also suffer from dire economic conditions and of course the most expensive part of the war is the military and military side providing acute meant providing air and ground capacity and it seems that the turkish
4:04 pm
military is aiming at that back to operations are still on their way and still they are fighting over to take control as a rocket so this part of the country same in the north west where you are over the border into syria and turkey in the south this is very much in focus in the moment also because of the migrant situation and i believe a u.s. delegation is heading there tell us more about. well he has come up u.s. delegation came to turkey yesterday late afternoon and today they were in hot side they had meetings with the u.n. officials in hot side they had meetings with the turkish officials in vegas a local governor's office they had briefed from the turks about the humanitarian conditions inside the camps right right across the border because according to the turkish officials figures there are 1000400 children and women right along with
4:05 pm
the turkish border in the camps and the situation of course is much more dire for the for the civilians especially the 4 women and children and the u.n. delegation pledge a $180000000.00 u.s. humanitarian assistance and they also met with the white house that script the main rescue group inside at that they came to here right exactly where i am standing and they had some pictures and they will be visiting refugee camp inside huts in all to know the district but i asked us more to syria mr james jeffrey who is also the head of international coalition against i still i asked him whether they will be supporting the safe so no fear of the turkish government which is also backed by german chancellor angela merkel but he answer to my question as we are supporting turkey in many ways actually probably the turkish officials will not be that much
4:06 pm
satisfied with the answer because it's a vague answer the u.s. diplomat didn't say whether they will be supporting or not but they are giving support to terrorists but the pentagon announced that they are not going to give military support to turkey during this military conflict inside. but right ahead of most call me things this is also sign of a political support but the dimension of the support is still awake for turkey. ok simcoe see only with those updates from the border thank you for the balance. further afield and greece has denied turkey's allegations that its border forces fired on refugees and migrants calling it deliberate misinformation greece has increased its border security go after turkey claimed it would no longer try to stop people from reaching the e.u. john psaropoulos reporting now from the island of lead spots on the front line of what could be another refugee crisis. asylum seekers stranded on the north shores of lesbos some have spent the night out in the open police can't process them at
4:07 pm
the only refugee camp on the island in moria it's been blockaded by angry islanders who want to shut down but moreas occupants aren't happy to be here either. this was the latest of many riots this year asylum processing is slow and many have been living in tents under the olive trees for a year really very dark said it didn't sound very good back then and certainly this is very difficult for everyone here said every now and then i'm going for a good example the good ones are really the dark and this is very important hundreds of moria's asylum seekers recently much down to the port after receiving misleading or mistaken messages that the government was evacuating them to athens police had to turn them back this tense situation is likely to become worse as turkey has opened its border and is advise in refugees on its soil to go to europe that's the reason why this 15 year old from afghanistan is here he says. i have
4:08 pm
been in turkey for 2 months the smuggler called me in the night and said the boat is ready get ready to cross over he said the border is open i could not cross for 2 months because the border was closed this video released by the turkish government suggests that the greek coast guard is no longer conducting just search and rescue missions but actively repelling boatloads of migrants greek coast guard vessels can be seen driving perilously close to small dinghies at another point it appears shots are fired into the water. greece has released video that appears to show turkish coast guard vessels accompanying migrant boats to greek waters rather than holding them back until now greece and turkey were both working to keep undocumented migrants out of europe turkey's suspension of that arrangement has led to the suspension of other international norms greece has declared emergency measures it says it will stop receiving asylum applications for one month and in
4:09 pm
many cases it will turn around undocumented migrants and send them home without the usual reception and identification procedures so it will be as though these people were never here gree says these new arrivals aren't individual applicants but part of an organized policy so international asylum law doesn't apply to them as intended with so many islands so close to the turkish mainland greece has a difficult task defending its maritime border but the biggest losers in all this seem to be the asylum seekers jumps at all plus al-jazeera lesbos on to other news and china is sending a charter plane to bring its citizens home from the iranian city of qom the 1st of several flights planned by beijing infection numbers are easing in china but they're spreading elsewhere in the world specially south korea and japan to train you has our report. inspecting a research lab in beijing president xi jinping urges scientists to develop vaccines

and treatments what he called china's most powerful weapon in the battle against the current a virus outbreak some 80000 people have been infected nationwide recovered patients have been urged to donate blood but new cases are slowing on tuesday beijing reported its lowest number since january several people caught the virus in iran and italy prompting some chinese cities to quarantine all travelers from countries affected by the outbreak including south korea where more than 5000 are infected china has sent half a 1000000 masks to de groot south korea's hardest hit city. was south korean leader and ordered all government agencies into emergency mode declaring war against the virus their work and the country has entered war against the infectious disease as the crisis in daegu in north but province has reached the highest point into penn shut the strip supermarket shelves of toilet paper and

china more than $2300.00 people have for them ill in iran more on this with the same bus driver he's on skype from tehran for us this tell us more about well i guess the efforts that are going on which are ongoing in iran to try to contain this. welcome well many people here in iran have criticised the government for being too slow to respond to the outbreak. so slow that it has facilitated the spread of what has become a major health crisis in the country the government now seemingly trying to take measures as as and when it can many of the cases that you just mentioned include members of parliament at least $23.00 members of parliament are now known to have contract id the coronavirus here in iran and as such the parliament is on recess because of the outbreak and now today guidance being given to lawmakers not to meet with constituents to avoid spreading the disease any further back and forth also

been hearing from the supreme leader today who in his speech to mark. an annual event to commemorate natural resources he got into the ground in his backyard and also planted a tree trying to. paint the picture of business as usual but really he couldn't not address the health crisis that is currently plaguing his country he said that all government agencies must cooperate with the health ministry and he specifically said the armed forces were included in that order now what are the armed forces already doing the defense ministry is producing masks and other medical supplies as well as testing kits and hand sanitizer the army is out on the streets of the capitals of many provinces sanitizing cities as well as opening military hospitals for civilian use the revolutionary guard has set up mobile hospitals and clinics for testing and has also taken over the security of the borders of cities to

prevent people who are infected to screen travelers to make sure to try and curb the spread of the disease but what the supreme leader's message is likely about is to try to address the issue of public trust what we heard from the health ministry just a few days ago yesterday as well is that they are mobilizing 300000 so. volunteers medical staff to try to begin conducting door to door tests and it will be vital that the public cooperate due to a lack of public trust in many attribute to the government's mishandling of the shooting down of the ukrainian airliner and the attempt in 3 days where they didn't come clean on exactly where it happened the internet shut down that they used to try and suppress protests and demonstrations that followed all of this is created a level of distrust in the government and every official that speaking is trying to 1st and foremost address that public distrust and to that end the supreme leader also said that what helps this threat what helps the coronavirus spread is

a sin and what helps to stop it is a good deed really placing a religious point on the fact that the government is doing its best and should be assisted by the public cooperating with instructions interesting thank you zain buster of a with that update from tech. also we've heard from the british prime minister barak's johnson he says as much as a 5th of the u.k. workforce could get sick because coronavirus thinks it says the government's planning for school closures and the cancellation of large public gatherings 39 confirmed cases in the u.k. we will make sure the n.h.s. gets all the support it needs to continue their brilliant response to the virus so far the plan does not set out what the government will do it's not the steps that we could take at the right time and on the basis of the

scientific advice. let's have a little look ahead and sweat else is on the news on the war in libya and how tribal loyalties are being put to the test. also what happened when abortion campaign is went to court in colombia. and sport did not end well for the houston rockets in new york all action and the rest of the sport with far a little later. it is super tuesday a big day in the race to become the democratic party nominee for u.s. president voters in 14 states will pick the person they think should take on donald trump in november's election joe biden he got another boost the former vice president's now has the endorsement of 2 candidates who dropped out. and the former mayor of south bend indiana. here is john hendren he's in charlotte north carolina
4:17 pm
one of the states holding primaries what's expected there. that's right come on what we have 15 democrats on the ballot here in north carolina one of those 14 states that make up 30 percent of all of those who were going to vote in the democratic primary so 15 people on the ballot but really the field has been narrowed down to 5 and that is after pete booted judge and amy clover charge dropped out over the past 48 hours both of them endorsing joe biden what they were trying to do was make that race really between bernie sanders on the left and joe biden in the center whether that works today as a test of bad and there's a monkey wrench being thrown and all that and that is the candidacy of mike bloomberg the billionaire who is paid put $500000000.00 worth of ads on across the u.s. this is the 1st time he'll be in the ballot and there's perhaps no better test of joe biden's candidacy than north carolina he has a very similar population to south carolina where he had
4:18 pm
a decisive win one in 3 democratic voters is african-american that's a group he tends to do pretty well with and it's a well educated state also another group that biden tends to do well with so. a lot of polls here we're switching back and forth in this state for example as to whether it was sanders you're biden who was ahead in some cases bloomberg was 2nd but none of those polls mean anything anymore because nobody knows where those clothes which are and blue to judge voters are going to go to the the results at the end of this super tuesday could be a complete surprise ok john hendren in charlotte north carolina more from him as the day goes on right now that we have got this from. looking at how super tuesday actually works and why it is so voicings. it's a long race to the white house and in a packed calendar of an election year the one day that stands out is super tuesday this year 14 states across the country plus the u.s.
4:19 pm
search of american some more are voting for their preferred choice of democratic candidates and 13 states are voting for their republican nominee democrats abroad are also voting on the democratic side it's a crowded field of 5 hopefuls including former vice president joe biden senators bernie sanders and elizabeth warren and former new york mayor mike bloomberg on the republican side it's donald trump who wants a 2nd term in office worse is his main challenger former governor william weld and it's all about the delegates whoever gets the most ends up becoming the party nominee for the democrats that magic number is 1991 and for the republicans it's 1276 and more there is a lot at stake the super tuesday at least for the democrats 2 of america's most populous states california and texas with lot chunks of pledged delegates are voting their $1357.00 total democratic delegates are for grabs so what happens on
4:20 pm
super tuesday can make or break the race for some democratic hopefuls in the foregoing weeks and months or be more primaries and caucuses all leading to the democratic national convention in milwaukee in july and the republican convention in charlotte north carolina late august that's when delegates will gather to formally nominate their official candidates for november's presidential election. is with us now political analyst and senior director of director of emory university's debate team great to have you with us ed let's look 1st of all at the fact that senator i mean. and may have paper to judge have pulled out before super tuesday it narrows the field they give their support to joe biden how do you see it actually affecting the way super tuesday plays out well i think that it indicates that there is definitely
4:21 pm
a consolidation of the politics to the center and he is concerned that actually bernie sanders will run away with the delegate count and ned if you're interested in the politics moving closer to the center our center right then that if you're a democrat then that's something that needed to be done and i think in both of their instances they realize that they had almost 0 shot coming into super tuesday and even coming out of being able to be the person who challenged him for that 2nd place finish and having our run off with him and so they needed to make a choice and biden was the most logical choice do you think biden has reason to feel confident he all of this they got a boost from south carolina it gives you momentum which is a great thing to have but again how do you think it will actually translate in the in the well effectively the race to catch been sent as. yes this is an interesting conversation to be had now and i think that our most recent set of
4:22 pm
elections where donald trump was in a similar role that bernie sanders is playing in should lead us to believe that none of us have pretty much any idea of how this turns out that bernie sanders is playing the role of the outsider but on the left that he is someone who is identified as a social democrat he is someone who is very much pulling in new people into the process and his ilk it is the younger voters who are coming in and donald trump it was those who were economically disinfected disenfranchised by the economic transitions that were going on in the rust belt of the country but i think that both of them play a role where we do not necessarily know what the outcome will be i think that biden should feel confident that having consolidated with clove a char and leaving the race but we also have the mystery candidate that is mayor bloomberg and we have no idea how that will impact how the biden candidacy who do you think donald trump wants to wealth i mean overall when this primaries
4:23 pm
series but to come out in the strongest officer but you'd say who does he want to go against. i actually think that it is biden i think he has an idea of the way in which he can caricature him that he has an idea of what that record looks like that he gets to paint him as an insider he gets to identify him as a particular candidate who will move us back to a form of politics that most of his base doesn't want us to do and he gets to wind up on his economic record over the last couple of years that has actually been pretty good and so he knows what he gets with biden and i don't think that he knows where he gets with the other 2 candidates whether it's bloomberg or sanders ok long day ahead isn't there ed late thank you for your time today we do appreciate it
4:24 pm
absolutely yeah. in israel the right wing bloc led by the party of prime minister benjamin netanyahu is leading the election results but it's still crucially one seat short of a majority with most votes counted that they could passing and its allies have secured 60 seats in the parliament on yahoo already claiming victory against his main rival benny gantz his opposition bloc has $53.00 seats so this is the 3rd general election in less than a year and they have been months of political deadlock in israel we've also heard from the general of the palestine liberation organization who says the election results just mean for the annexation of palestinian land results we're hearing it's obvious. settlements and accession apartheid have won the elections in israel. and now the next step. will be an accession there's a joint american very team that's working on it and that through the only mean one
4:25 pm
thing it would mean that mr netanyahu thinks that the conflict is what provided israel security and prosperity more with imran khan now in west jerusalem iran is benjamin netanyahu getting any closer to that elusive one state that he needs. well it's a very interesting question but it's a question also what does benjamin netanyahu do next now normally in this situation he might look to build a coalition and he's already got to get a coalition to try and get some extra political parties to come in to his seat but with just one seat needed everybody is saying most analysts are telling us that he's probably going to try and tempt a defector somebody from another political party perhaps a formula could member will be the person that takes him across the line to the magic number of 61 which then means that president rivlin has to form a government but that doesn't mean the opposition is done because this is
4:26 pm
a man that's facing 3 corruption cases one of them march 17th they say that he's not fit for office the opposition are going to try and use that against him to stop him forming a government so he's got a lot of politics to do before he can actually form a government now there's also another interesting. any general any general before the election we don't know where that prime minister is allowed to. be a brother and be under indictment but it's a theoretical question that's now getting to be a very practical question so also there's a legal aspect to all of this is well no doubt all of this will be used against you by his own position. however let's be honest this is a man has survived many scandals before he has survived political landscape before
4:27 pm
so i wouldn't write him off just yet. thank you imran khan in west jerusalem time for a look at the weather with richard we were talking about super tuesday some of them voting today what's the way the looking like. some places looking pretty grim. a quite complex situation to be trying to run through what's happened we've got this frontal zone down towards the south but there's also an area of low pressure higher up in the atmosphere that combination is producing some pretty nasty weather so that the so weather fronts are ruing to get in and see the detail of what is happening and here we've got the pictures coming out of nashville tennessee where we had a deadly storm overnight 2 people reported dead now you may look at that thinks i can actually see it in the richer world much of what it's like being in there when it happens let me show you a still from the area but better lighting and you just imagine what it must be like as that comes through in fact we've just seen some pictures coming in from daylight
4:28 pm
and this is something like 200 meters across a really big storm as it went through and there's a lot more potential over the next few days across some of these southern states also affecting the reverse the mississippi river the missouri all of a high levels because of all the rain we've had in the situation could well get worse so there's really not forecast true for choose day as you move on through to wednesday we start to pull in much stronger warmer air coming up from the gulf of mexico to wrench the rain is likely and all along this area from texas through the carolinas there's a high risk of some very severe storms and tornadoes can all let me thank you for that richard still ahead for you on this news hour planes grounded stuff on unpaid leave coronaviruses beginning to infect an already fragile airline industry. prime minister accused of murdering his wife now political scandal in the suit who is making it even harder for people to put food on the table an arsenal bounce back from their most disappointing defeat of the season football action with

on al-jazeera. oh. in the news here at al-jazeera these are the top stories turkish forces of shot down a syrian government plane in italy province the 3rd syrian finds a jet downed in as many days as turkey escalates a campaign against bashar al assad's forces super tuesday is underway in the u.s. is 14 states go to the polls closing in democratic presidential primary races former vice president joe biden got a last minute boost to his campaign 2 former rivals struck down and gave him their

support. and iran has reported another 11 people have died from corona virus spreading in the debt talks to 77 is the highest number outside of china the epicenter of the virus. also confirmed its 1st case of corona virus the 2nd infection in sub-saharan africa a frenchman who lives in the country has been placed in quarantine after returning from a ski trip nicholas is in the capital where. i have told the population not to panic . it's in this hospital right behind me that a friend citizen infected with a covert 19 virus is being treated this is where a bomb the patients were being treated during the ebola outbreak now the doctors that are treating him say that he is in stable condition he was on holiday in france he lives in the car he was there with his family on a skiing trip and he took a flight from paris to the car just
4:32 pm
a few days ago now the health authorities are calling on the public all of those that were on that flight to make himself known they're trying to trace all those that have been in contact with him go to. the aim is to be transparent and keep information open so that we can prevent virus from spreading along with this case in senegal there are patients infected with the coronavirus l.g. . nigeria egypt and tunisia the virus is quickly spreading in the world health organization fears that this is turning into a pandemic flu and i think the w.h.o. has not declared a pandemic yet we could talk of a pandemic when there is sustained transmission which isn't yet the case would we fear it and it's a dispersed specked if it did we are preparing ourselves. fear of the virus is spreading faster than the virus itself and so the health minister here is trying to reassure the population telling them do not panic senegal has gone through in a bull outbreak the difference here is whilst bulla was much more deadly
4:33 pm
coronavirus is much more contagious and the fear is if this continues to spread and effect countries with weaker health system and that could be disastrous. more now on coronavirus and australia's central bank has reduced its interest rate to a record low as it tries to help the economy weather the storms which include to run a virus the reserve bank in a straight as the economic fallout has looking like it will be significant particularly for australia's tourism and education sectors they of course rely on the asia region also the world economic body the o.e.c.d. is one the virus is pitching the global economy into its worst downturn since the financial crisis a decade ago quarantine measures in china have hit supply chains worldwide foxconn makes i phones says its chinese factories are only running at 50 percent hong kong based on cathay pacific sport $25000.00 stuff on unpaid leave and about half its planes are sitting on the tarmac emirates from dubai is asking its employees to
4:34 pm
take paid and unpaid leave for up to a month at a time and i also have the international air transport association says airline revenue will likely for almost 30000000000 dollars this year airline bosses are in fact meeting in brussels to discuss the situation it's much heiress with us here in studio airline industry analyst and regular contributor lots to say what can airline business bosses do they consider the meeting and talk but so much of this is that with that they control exactly and ultimately it's endless we have developments every single day the message today in brussels from some of the european airlines is that the worst is yet to come this was the joint shared message which of course is not only sending jitters across the industry that is all ahead of what we are expecting. now which is the 1st global deep in at travel demand in over a decade so it really is a bleak picture it's a reminder as i read those numbers from cathay an emirates is just a reminder of how fragile that industry is if something happens if
4:35 pm
a plane can't fly. then there is an immediate it's not sort of a gradual slowdown or things might get worse hit in the i mean telling staff to take unpaid leave that's it's huge exactly and when you think that we now have airlines for example global hub connects airlines like emirates you know not very far from china in terms of that connectivity but actually at the heart of the world and they're very exposed much like the super bad ones they are now asking that stuff to take unpaid leave in a country that isn't so affected by the current a virus but with an airline that acts as a global ambassador and this is what we are seeing across the world now and that's the worry if you think that an aircraft is only able to make money when it is in the skies and of course so many airlines around the world are grounding their right problem the 2nd you ground one as we know the 77 next crisis that's catastrophic for airlines financially if you think that all airlines are now in this together with no clear end in sight just yet that's
4:36 pm
a very worrying picture for this industry would you expect some airlines maybe smaller players to even go to the war in this one because i mean i know your lines will build in a room in their budgets for emergencies even just a rising price of oil can affect them a line exactly but but this is this is a cute this is i wonder if some airlines can even survive it it will ultimately the smallest external factor cunt push any fragile airline over the edge they have been talks today again in europe that has said these leading c.e.o.'s have said that they don't think allan's should receive any state aid to save them they think if they are fragile they should go they are fragile enough coronavirus to be able to push them off the edge and let that happen on the other side there are other airlines who are saying look markets for example singapore airlines are totally orientated around connecting passengers to global hubs and giants like china if they do not have the necessary state they would not be able to continue and so if a state owned airlines they're in a safer position but for those actually trying to make money that's where things
4:37 pm
get more difficult and it is airlines around the world offering their profit warnings to investors from the. easy jet to finesse quantas this is a global aviation crisis you fly a lot i have not flown in a while and probably won't be what's it been like recently in your own experiences in ports around the world there are certainly a lot more mosques in the area that's for sure and i think those that are traveling with n 95 masks. more peace of mind for those passengers because we know that the n.t. is meant to be slightly better my advice to passengers have been and i've received so many e-mails that take your own measures and your own assessments in addition to the government advice just to keep your area clean at the very least ultimately let's take a low cost carrier those flights are not cleaned during the day because that 20 minutes times bring your wipes bring your hand sanitizer if you do need to travel then at least you can know that your own area is is safe and fine and healthy because airlines are under a lot of pressure at the moment and we really are seeing as you said just how vulnerable the travel process is be very careful security those charities that you

put your belongings into for on a normal day let alone and i am not going anywhere for a while with some good advice there thank you for that thank you. let's look at libya now in the u.s. special envoy for libya has resigned because he says his peace efforts damaged his own health sodomizes you can't cope with the stress anymore he spent 2 and a half years trying to stop the firing and to halt the 11 month battle by the war to leave for half the to capture the capital tripoli salomé questioned the commitment of the international community to ending the war after the peace talks in geneva broke down last week. did i become kind of support needed since then my answer is no. i need much more suppose. they don't need to be in the room the dialogue is libya libya and they will not change my mind on that but they have many ways on putting pressure on

those who violate the ceasefire on those who violate the arms embargo on those who do not come to geneva the political people on those who give all our goods to some of the military or the political people they could they could be doing all this did they do it the way they committed to do it my answer is no. and libya's internationally recognized government in tripoli is cutting any $30000000000.00 from this year's budget because of lost revenue from oil exports the finance minister mentality says sensitive areas places like health and education what he's after us forces of blockheaded major ports and oil terminals since mid january it's cost the state oil company $2000000000.00 in the past month alone is another issue to deal with and that is tribal identity and loyalty in libya these play a fundamental role in society yet some reconciliation between groups has been
