ah now does iraq. war was. the. al-jazeera. hello there i'm barbara sarah this is the al-jazeera news hour live from london thank you for joining us coming up in the next 60 minutes. stock markets around the world suffered their worst day since the financial crisis over or oil prices and the coronavirus is italy's best told jumps to $463.00 the prime minister says movement will now be restricted all over.
12:01 am
afghani as he and. are sworn in as afghanistan's president rival. and celebrations in sudan after its prime minister survives an assassination attempt on his motorcade. may have played its last match behind closed doors for a while as the country's. plunge into oil prices triggered by a dispute between saudi arabia and russia has sent stocks plummeting on global markets already spooked by the coronavirus billions were wiped off the value of major companies on monday london's footsie 100 suffered its biggest one day 4 since
12:02 am
the global financial crisis of 2008 the index closed 7.7 percent. hong kong's hang seng index fell 4.2 percent that's its biggest one day fall in 2 years and that spilled into other asian markets trading was hold. on the new york stock exchange for 15 minutes when the dow jones tumbled more than 7 percent shortly after it opened then it closed almost 7.8 percent that. wild crazy barrage wiley is a professor of international business strategy at the university of surrey and joins us live in the studio thank you so much for coming here it's almost the perfect storm isn't it because the coronavirus situation is getting increasingly worse and more and more countries and then you have the oil crisis between saudi arabia and russia i mean we knew about that on friday how surprising do you think the situation was for the markets today it was incredibly surprising i think i mean looking at this barbara for the last 3 months very closely trying to understand
12:03 am
where are we going in terms of economic you know impact and what i noticed this this kind of storm came out of nowhere the kind of the dispute is going to cause all sorts of trouble i think it's clear to me that there were 3 things that we needed to consider when we looked at this kind of perfect storm as you've highlighted one is that the china environment was slowing down right so the economy was slowing down the 2nd thing was that was impacting the supply chain consumer demand was falling the 2nd thing connected to that was that you had these kind of localized break outs right so so the kind of outbreak kicked in in italy we see this in japan and so this kind of cascade into the financial distress and what we're seeing today is just a perfect storm as a result of that do you think that there are some particular industries that will be worse airlines for example the whole tourism industry or so it seems or do you think that this really is going to touch everything personally from looking at this very carefully i would suggest that there is actually no industry that's not going
12:04 am
to escape this i think most industries out there are feeling the economic impact so you've said airlines if you take technology industries if you start to look at the automotive industry in germany we start to really see that this is kind of seeping into all industries and i. think there are in the short term few industries that maybe are benefiting right so you're getting to see companies out there selling toilet paper as you might have noticed recently that are benefiting from stockpiling but in general i think most industries are going to feel it is there anything that governments and obviously depends government the government and countries are experiencing this in different ways at the moment what can governments to at this point i think the governments need to consider a couple of things one is. they're running out of bullets so you know reducing interest rates one thing they can do but i think many of those are already already doing it yeah so i think they've got. to play around with fiscal stimulation and monetary policy so they can either reduce wages or think about taxes you know
12:05 am
playing with taxes or increasing interest rates in some countries it depends on what what the issue is really i think there's a double edged sword here for some emerging markets they're thinking carefully about do we increase interest rates or do we actually reduce the interest rates and i think the same time here they're running out of bullets so so yeah it's a challenging time i'm guessing it's obviously difficult to separate the 2 between the oil price crisis and the coronavirus but i would guess that we've been here before when it comes to oil prices the coronavirus is i guess novel and also there's no telling really how widespread it's going to be and how long it's going to last is that the more worrying of the 2 years so the way you are i've analyzed this recent least 3 things one is that we could have a quick turnaround or quick recovery which is very unlikely the 2nd scenario here is that we have a very slow slump right so that that's very likely from what we're seeing
12:06 am
a slowdown that's that happening right now we saw today 135000000000 pounds worth of value escape so i think there is a slowdown and we're on a tipping you know we're in the tip of the recession now and i can feel that potentially. we don't get things right in the few weeks in the next kind of 34 weeks in europe i genuinely believe we might be on the tip of that iceberg and we might be going into recession territory which can be very very tricky ok will have to wait and see hopefully speak to you again soon to zebras ronnie professor of international business strategy at the university of surrey thank you. well italy is extending restrictions of movement to the entire country after another spike and that's from the corona virus $463.00 people have now died from the virus in italy that's an increase of $97.00 from sunday 60000000 people already under lockdown in the north of the country but the prime minister does that because the says the same
12:07 am
restrictions will now apply to the rest of the country from tuesday all public gatherings will be banned in schools and universities closed until april 3rd. there will no longer be a red zone there will no longer be as a lawn in zone 2 in the country there will only be it's really a protected zone so across the whole peninsula people should avoid all movement unless they are for 3 specific reasons for work emergencies or health reasons. let's take a look now at other developments in the corona virus outbreak innocently and of course around the world the 2 staying with italy for a minute 6 prisoners have died in more than now after riots broke out in several prisons including the one in modern of course where inmates were told a new emergency decree restricted face to face visits with relatives iran meanwhile has temporarily released 70000 prisoners the country has reported another 43 deaths
12:08 am
from corona virus raising the total there to $237.00 with more than $7000.00 infected south korea reported another $96.00 cases on monday taking the total infections there the 7478 bought 10 some good news i guess the rate of increase has actually slowed to its lowest in 11 days where european leaders are preparing to hold an emergency teleconference on the virus on tuesday just to hold reports on the situation across the continent. italy's coronavirus at the democrat read of the 2nd most deadly after china has taken another dramatic turn riots in 2 dozen prisons across the country followed restrictions on face to face visits in modern or a town inside the northern quarantine zone 6 inmates died after they broke into the prison infirmary and overdosed on stocks of the heroin substitute methadone.
12:09 am
will never leave the room. as a warning they posted some posters such say we can only go inside when a mosque that only along the sets of one family member at a time. this was a hint of what chaos might in syria if the virus were to enter the confines of the prison system it is almost everywhere else in italy where a quarter of the population is under quarantine these were rare scenes filmed inside a hospital in the northern town of cremona and also on lockdown the financial capital milan one of the engines of the economy europe's major stock markets from milan to frankfurt paris and london all suffered dramatic falls on monday with share prices plummeting as the infection rate saws the economic impact is already substantial and will only grow there it is comforting comparisons being made to the 2008 financial crisis with concerns for the preparedness of european banks and
12:10 am
businesses on tuesday e.u. leaders will meet to try and come up with a unified response but they won't meet here in person in brussels with its steadily growing infection rate instead they'll be holding a teleconference the circumstances of this unique crisis continue to evolve although not yet into a pandemic says the world health organization in which transmission of the virus is uncontrolled now that the virus has a foothold in so many countries. the threat of a pandemic has become very real. but it would be the 3rd spondaic in history that could be controlled the bottom line is we are not at the mercy of the virus there are signs of success against the virus in china south korea and singapore but not yet in europe spain
12:11 am
looks set to launch what's being described as shock therapy measures possibly following france and germany with school closures and restricted public gatherings news the german bundesliga football matches might be cancelled wasn't welcomed. i think it's totally exaggerated it's a bit threatening particularly this area of course but i think the hype is completely data rated these are moves the government in britain is not yet prepared to make apparently to defer the enormous social and economic costs of fighting coronavirus but there will likely be no avoiding them jonah how al-jazeera. well israel has become the 1st country to enforce a mandatory 2 week quarantine for rivals as it tries to limit the spread of the virus that the city applies to both citizens and tourists. they will mostly be good
12:12 am
to have complex discussions we reached a decision everyone who comes to israel from a brood will be put on the 14 day quarantine this is necessary to protect public health public health comes before everything else this decision will be valid for 2 weeks at the same time we are making decisions to maintain the israeli economy. well the spread of covert 19 is being tracked by johns hopkins university in the us it's using figures from several sources including the w.h.o. and the centers for disease control in the u.s. and europe the number of cases has now passed 113000 that's worldwide but the number of deaths fast approaching 4000 but more than 62000 people have already recovered that's more than half the people who have contracted the virus and that is that is causing some cautious optimism in china and south korea especially with a number of new coronavirus cases appear to be slowing china has reported its lowest numbers of new infections since january and shanghai disneyland says it will

number of cases dwindling some of the purpose built hospitals for the virus are closing and patients discharged indications that normal life might soon slowly restart in parts of the containment areas in a province where the virus 1st appeared in december cautious optimism 2 in south korea the number of new coronavirus patients slowed for the 3rd successive day a new mass distribution program has started aimed at ensuring better distribution but at the same time more countries and territories join the list imposing restrictions and quarantine on people coming from south korea it's got other al-jazeera thank you. well u.s. president trump has arrived back in washington where he's usually meet his economic advisors and the scuffs the government's response to coronavirus us media reports that measure is being considered are paid sick leave aid for small businesses and tax deferral is for the travel industry a trump has played down the threat of the virus and was seen shaking hands with

supporters in florida he's going the stock market plunge on the saudi russian oil this feud and described concerns over the outbreak as fake news rosalind jordan joins us live now from washington d.c. so rosalynn the president perhaps not taking this is seriously as we've seen other leaders around the world take the corona virus we haven't heard from him yet but what kind of reaction has there been in the country to his attitude to the virus. well if you look at the reaction from people who follow the u.s. president on twitter it's overwhelmingly negative people are accusing the president of downplaying the severity of the crisis for his own political love benefit we've called that on friday the president told reporters during a press conference in atlanta that if it were up to him he would not allow the some $3500.00 passengers and crew aboard the grand princess which was burned off san
12:16 am
francisco he wouldn't let those people off the ship because he didn't want to see the number of confirmed cases of kovac 19 or this novel coronavirus go up that really angered a lot of people when he went on twitter on monday morning and basically said that the press is overplaying the severity of the crisis that russia and saudi arabia are in essence giving the u.s. consumer a benefit by flooding the market with oil and thus driving the gasoline prices down by not actually talking about the impact that the spread of the virus is having on all sorts of parts of the u.s. community from health centers to universities to workplaces to places of worship that is really has angered people across the country we are expecting in the next 15 minutes or so the daily press briefing from the vice president mike pence and

course now being extended she joins us via skype good to see you if i just could just tell us a little bit about what does it because there has just announced so that was a red zone it focused on the north of italy he now seems to have extended it to the whole country what does that mean. who we are you know it's just a few minutes ago and we come believe it we are just calling each other and saying really. kelly you have to stay where you are and well you can get out you can move or but you have to prove that you really need to to go somewhere for work or for for whatever the reason but you have to prove that as you know you can be sentenced to up to 3 months in jail or $206.00 a year or a fine which is more or less like a speeding fine and you know ease basically because so many you are not really
12:19 am
force to stay at onlysee that you are really recommended to stay at all and the scene from here from the red zone north of the red zone. it is absolutely necessary because you know here officially we have just 35 cases and duties that everybody seek everybody is in fact it and including all doctors in the hospital so the only way to convince italians you know we're really leaving as you know business as usual the only way you know to to declare all the country red zone. you know i'm reporting from here and i can't convince my parents who are 7040 or so all the so in the risk let's say hey joe i can't convince them i don't want to see to stay if i can convince them that i mean they should be a little bit concerned yet francesca i mean that's suppose the thing that's
12:20 am
interesting well a lot of things are interesting about italy right now but it's a democracy trying to implement this so what i'm trying to understand is was there any detail that you separate contact gave either in this news conference or when he allowed. still original redzone of how this was going to be implemented because you mention fines and 3 months in jail but we saw pictures of people just getting on a train from a land to the south when the initial red zone was announced so because italy is a democracy my question is what can they do and has there been clarity from the prime minister contacts as to how exactly they are going to enforce it and not just the moving around but the gatherings and small groups you know would they ban weddings for example is there any clarity on that at this point well you know this is italy so basically you have refused to go so you can have exceptions and well the only clear thinking that the creed is exactly what you said you know the sign
12:21 am
and the 3 months or you nor the $206.00 you know that's the only clear theek but somehow you know it's intentional because if you lead to decrease you know you can best lead the team in the foot in ways seen it can be much more restrictive which means that you know the actual implementation is left you know to look at all i mean really on the ground inches you got me into the police we're just going to have to leave it ever just want to ask you a quick question do you know of anyone in your area that broke i guess the quarantine of the red zone and left and that was fine do you actually know of anybody that was fined nobody would be fined come on this is italy but he would be from francesco beaudry journalist based in outside of and out of the which was in what was the red zone and now of course the red zone has been extended to the rest

bode well that aragon that turkish president actually left without you know given what people were expecting would be a joint news conference what do you make of that that's right what you're doing was certainly you know disappointed with what happened today in the meeting with the e.u. leaders were essentially really nothing much further got decided than earlier in the day we did hear is that certain you countries would be willing to take up to 1500 unaccompanied minors but those would be minors who were already on the greek island so from turkey's point of view trying to relieve you know what they see as refugee pressure trying to get some kind of concessions from the e.u. really not much movement on that and i'm not wrong vanderlei in actually said leader that that actually she that the 2016 deal with turkey still stood no we haven't heard from her again presumably he might not agree with that do you think it is an issue about more money or just simply the fact that even

truth is that when it comes to public opinion you know very few politicians will get reelected if they did what angela merkel did back in 201516 it's true so and that's how a lot of european politicians fuel their position is kind of being pushed into a corner right now where they're being you know they are not showing any political will to taking refugees their argument is like book our public our you know our people are saying we really can't stand for this with that said you know again the number of refugees that have come into europe have really been quite small in the big scheme of things especially compared to the numbers that so you see you saying that any answer from europe is more money to turkey or more money to camps for example the one that we've just seen in that report in less false what do you think the answer is if and just just sending more money at this point probably won't be any off and the camps in lesbos are extremely overcrowded hosting over 40000 people in camps set up for 6000 so what really needs to happen is to open up different
