aggressively contain the virus particularly where there are few cases slowing down the virus must be our greatest priority in order to gain time for our health systems to function effectively and for research and development to advance. stocking up on basic supplies with the government strongly advise and everyone to stay home shopping malls are closed and companies are asking stuff to work from home major football matches are being played in empty stadiums 463 a tally and have died so far the highest number of cases outside of china but there's some optimistic news from there because president xi jinping visited the epicenter of the global outbreak sick media says the number of new cases is continuing to fall and all temporary hospitals hardly open to treat patients are closing elsewhere many countries are taking drastic precautions such as israel's government ordering everyone visiting the country to solve colon teen for 14 days

we have correspondents in several regions covering the outbreak in a few moments we'll be getting updates from london but 1st let's speak to francesco bari who joins me now via skype from bartow in northern italy francesca you've been showing us throughout the day various areas of where you are and how the restrictions are really impacting on the everyday lives and movements of italians where you are what's it been like a where you where are you right now i mean the mall or yes this is the entrance of the mall and you will see in these few minutes we will spend together no one is getting in italy no one. and while everyday life. right now duties nor my everyday life she had i would say that from this morning really i want to buy how. seeing and this is not always the only

igor style nothing is open anymore i mean no nothing nothing in terms of the way that people will now be able to get food stuffs because obviously they are within their own homes that is the new reality yes and that out of these volunteer of the civil protection. bessie kelly deliver food to or mother to whoever asks for it of course they are already there leaving so i mean by law to whoever is infected the. doctor you know medicine and everything behind the door the don't even open doors but now all of us we can ask you know. basically to have it torn to have the scenes sand the advise of the niece here all of these east stay util much better we
6:05 pm
know x. actually all of you stay here for a we don't know for how long yet because. it's everybody's a little bit you know. i don't want to see a shock because you've be too much really but the number of that is not decreasing not yet so we haven't yet reached the peak of the crisis not even here for just a what happens if people do need to move around if there is a medical emergency what provisions have been made by the authorities to allow people to move legally around the area. well if there is a medical emergency of course you call an ambulance there are not enough 1st saw. 2 hours there isn't any cost that now because there are no enough. and their point is that out of nor enough beds already saw
6:06 pm
a legally you have to call you nor the emergency number only if you can't breathe anymore basically the only issue are you know or near death for anything else you have to stay at all and you have to wait and you have to hope . in terms of the contacts you've heard with people and the authorities today who've you actually managed to speak to a lot what level. well dear again is a chinese i mean the city only the powerful organization that this norton need only saw everything works here so you have to leave the city for affections for believing them medicines then you have the military but the kind of b.s.e. you know which is a spatial military police of italy's like maybe in france and then the tough equally together the tough equally and the out of need and the kind of being reaped
6:07 pm
around the checkpoints so a basic idea in charge of the movement restrictions of course you know the armies basically trolling the highways and they will stay shown saying they have ports. for normal the streets in normal roads like do c.s. i mean this morning the checkpoint here was set up by by the local credibility by the the control set checked for instance are really strict controls they control all cas they check all the 1st and the reality check the motivation that you have to be out of your home so they don't fit then just ask you where are you going and why i mean do you think it's not enough to say you have to work i mean must be really something that you can't cross corner in in terms of you as an
6:08 pm
italian in the area where you are that you know very well it's hard for us on the outside as a global community to look at what's going on in italy right now and appreciate the gravity what does it feel like what's the mood like. well see a shirt today there is also i mean finally i think the residents about. feel proud somehow because they are acting. really reacting to to the crisis and they're basically showing all are there a 1000 how you can not not yet defy the virus but at least you know engage the virus in a but the the point is that in the rest of the telly we can see you know because we are reading newspapers you know we are on social networks there are steves so many who think that this is an accepted ration even now there are so many thousands who
6:09 pm
are just outside as nothing is as nothing is happening and the key that for some unknown the results you can see that a cop that's not one is going to take you to hear probably is going to take a patient. and basically they think that there is something something's something spatially syria maybe you know a high number of us old people or are there some environment conditions and that's why there are so many debts and and now yes now we have it up there's well it's obviously a very worrying situation we will be speaking to you again through the al-jazeera day for the moment francesca barry thanks for joining us well it's early may be bearing the brunt of the outbreak in europe but many other countries in the region are also feeling the impacts the european commission has met to discuss with an urgent response. i asked the coronavirus response team this morning to look into further tools that the commission can mobilize in order to address the overall
6:10 pm
impact. coronavirus outbreak has on the economy throughout europe many sectors are already suffering. and we will need to look for ways to support them for instance and this is just one example every ation the coronavirus outbreak has a major impact on the european and international education industry we see that the situation is deteriorating on a daily basis. journalism motoring events for us while london is a draw and jonah you know we were waiting for european leaders not only to meet but also to state what they were going to do because the public at large needs clarity and they need clarity across the european continent. well we'll hear more from them within the hour i think as they start to give press conferences after these
6:11 pm
meetings via video link not in person in brussels but at a distance european leaders on the block as a whole grappling to deal with the enormity of this crisis italy's outbreak may be well advanced for many of them it's just starting they will be talking about money they will be talking about what sort of measures could be put in put into place to help each other they may be talking about if not now in time tampering with europe's precious freedom of movement its famous open borders that would presumably allow this virus to move around quite freely above all i think they'll be looking back and simply looking augusta at what is going on in italy all 27 european union countries have registered the presence of crude coronavirus none so dramatically as italy 60000000 people essentially being asked to stay at home these leaders will be wondering what happens if this happens in my country how will our economy cope who will help us italy of course suffering enormous economic costs that they will all be registering tourism brought to an effective standstill countries within the
6:12 pm
european union neighboring italy and elsewhere pulling up the drawbridge is essentially airlines british airways ryanair have cancelled flights to and from italy austria austria and spain doing likewise so among the questions that they'll need to be asking themselves now and as an ongoing process is is this sort of thing sustainable different economies throughout the e.u. are more efficient operate at different levels of efficiency and are able to withstand this or not there are all sorts of unknowns here it doesn't even work they simply don't know they won't know it's far too early to tell the world ill health organization says that this is exactly the sort of thing we need to see happening across the board but even we can't say whether it will work or not so i think some very big pressing issues bearing down on these 27 leaders and that this is just the e.u. this is a global problem indeed of course you know kind of a uniform solution be sound within that group because at the moment that has been
6:13 pm
ad hoc advice from countries such as french and germany and spain to their own people. well i mean i think a unified solution is probably unlikely and that isn't necessarily the way that the e.u. work or terms it seeks to him impose on its members i i'm sure that ad hoc measures will continue to be imposed country by country because of course that the outbreak is happening at different paces at different times and in different places so no one size fits all solution exists they will be catch all efforts to try and help of course but as i say different countries dealing with different things france now seeing its death numbers climb the 2nd worst affected after italy president has warned the french people that its outbreak is only at its beginning spain also beginning to grapple with the effects of this germany as well nobody knows where

it's going for the moment journey thanks very much joining us from london. well now to the u.s. for congress is holding hearings in washington d.c. on the current virus alan fischer is live for us on topical hill how will proceedings in the house work today with regards to really what's going on globally . and this is really a subcommittee meeting of the budget committee so this is where they normally go to discuss how each part of government will feel when it comes to setting the budget for the year ahead no the reason that this is important is because the head of the c.d.c. is actually sitting down in front of members of congress now you remember or you me nor the donald trump and his administration wanted to cut 700 $1000000.00 from the c.d.c. in the budget everyone including republicans on this committee are saying that is simply not going to happen you'll remember also that congress here put about $8000000000.00 towards a supplemental increase in the c.d.c. budget to deal with the brick of the coronavirus what is interesting is that there
6:15 pm
has been a number of questions to the head of the c.d.c. saying look where we behind in the response not something that he's ready. to admit at this stage but he says that testing is know very much getting up in the united states and there are soon will be a number of lives online that contest thousands and thousands and thousands of these testing kits every single day so that will move them beyond the situation we are at the moment where they're getting criticism for being high nations such as south korea which is already testing tens of thousands of people every single day what is also very interesting in the exchange literally just as we were about to come on here one of the congressmen stay ahead of the c.d.c. look the president said anyone who wants a test will get a test and that certainly hasn't been the case over the last week or so the head of the c.d.c. says that is no the case if you go to your physician so if you go to your doctor and present with certain symptoms they will order that test it's not quite clear
6:16 pm
quickly the results will get back but certainly something that the administration is keen to push know given that donald trump said that about a week or so ago or so this isn't really a meeting to hear the latest on the coronavirus but this is certainly something that is being addressed with the see the head of the c.d.c. because it's not often congress people get him sitting right in front of them of course will monitor what happens in the coming hours for the moment allan thank you there are his reporting 54 new coronavirus deaths in the past 24 hours it's the highest single death toll since the start of the country's break to iran remains the worst hit province iran is one of the worst hit countries outside of china with $291.00 deaths and more than 8000 confirmed cases the un special rapporteur on human rights in iran is urging the government to release all prisoners as the virus spreads. now the corona virus outbreak is worsening in the occupied west bank where
6:17 pm
the palestine health ministry has confirmed another infection bringing the total to $26.00 tourists have been banned from bethlehem for the next 2 weeks starving the economy of an important source of revenue holy sites being disinfected and schools remain closed. there are also for now more than 116000 cases worldwide with infections reported in 116 countries all regions but as you heard earlier in china the number of new reported cases continues to slow down more now from the alexy o'brien. the corona virus outbreak began in december last year in the chinese city of about 11000000 people epidemiologists or scientists who study epidemics have traced the source to a safe food market where they think the virus was initially transmitted from animals to people and on the 13th of january the 1st case of the new corona virus outside china was reported in thailand and now almost 2 months on this shows how
6:18 pm
far the virus has spread those big red circles are the hot spots china of course but also south korea iran and italy a team of johns hopkins university in the united states started tracking the numbers of cases deaths and the people who've recovered the totals are always changing but this is how they looked about 9 g.m.t. on tuesday morning just over 4000 deaths 114544 cases and just over 64000 patients have recovered that means there are about 50000 active cases remember these are confirmed cases because in countries such as iran it's thought far more people are infected then the government said missing and scientists believe most people will only have mild symptoms so they could be many walking around in our communities not feeling sick or knowing they carrying the virus but let's go back to where it all began china this graph shows us how many
6:19 pm
cases are reported daily with a spike in mid february when there was a brief change in how patients were diagnosed china still has by far the most cases about 21000 but that's been leveling off in recent days with only 19 cases reported on tuesday however scientists warn that it may take months if not years for the full impact of the corona virus outbreak to be known. for the world health organization she says or the country should experience of a brick. we can't necessarily say what happens in one country always ups and happens in another country but there are really really important things that china has taught us they had an enormous amount brake vast numbers of cases and they took very very strong measures they asked everybody not to move they asked everybody to distance socially that stay at least a metre away from each other they asked everybody to be absolutely festive it's
6:20 pm
about personal hygiene and they also paid attention to environmental hygiene made sure they cleaned the places deep cleaned everywhere and as you say as we're talking about the numbers are extraordinary the thing that you can really see when you look at the epidemiological curve and i don't have it with me unfortunately but it would it was going up like this the numbers and then it starts to flatten when they took those actions and has come down very very steeply and that's what you want to see in a really bad outbreak you'll see a very very high point he could have but they flatten the curve and yes we want to see that happen in other countries nigeria has been feeling the impact of coronavirus because of its close trade ties with china and the destruction to supply chains and that's on top of the escalating oil price for between saudi arabia and russia which sent the price of crude tumbling on monday the fall in prices has forced the ministry of finance to downsize its $34000000000.00 budget it
6:21 pm
was passed in december based on the price being $67.00 per barrel address joins me live from a beach i mean it seems that the sort of saudi russians oil prices has reached as far as nigeria and the government are trying to find a solution to its what could be an economic for disaster. absolutely and in the talking about economic disaster this is a country that's just emerging 2 years ago emerging from a recession the warst in 40 years or more than 4 decades in in this country so for for one idea the options are limited financed from china loans from china construction as well as. oil exports to china have all slowed down now because of the corn of wires and the only option probably is to pump out more crude oil to
6:22 pm
willing buyers although the demand on the international market has also slowed down the government is trying to come up with a quick solution to this problem right now there is a 5 member committee set up by the nigerian president that include the minister of finance the governor of the central bank minister of the of planning all these people are coming together to talk or look at the options before for nigeria and this is a country that has been dependent on oil revenues for more than half a century for them to get funding or to get access to money when their source of revenue is drying up is a very very important thing for the government and for the people of this country min while this is a country that in the past few years has been borrowing have the need to finance projects in this country or for the update have a thanks joining us from a pigeon thank you. and the society russian price war could damage the u.s. shale oil industry it needs prices to be at around $50.00
6:23 pm
a barrel just to break even a much higher to make a profit bob katter specializes in the oil and gas industry joins me now from houston in texas good to have you with us live on al-jazeera i mean it really is the perfect storm isn't it aside saudi trying to sort of punish. the u.s. and trying to bring the russians into line all at the same time and it's hurting the global economy. it's exactly right it's really the perfect storm in the u.s. because you've got. the saudis trying to bring russia into cooperating with them with with opec to control supply and control price but then you also have the the the lowered demand because of the coronavirus because exports are and are down around the world so that creates this this perfect storm and the u.s. industry is already capital short already having a difficult time and out of favor with investors so it's almost a triple whammy on the u.s.
6:24 pm
industry that has been obviously a lot of impasse going on in opec and between individual countries why particularly can russia and saudi some of the big operates as really within opec why can't they seem to agree what's the what's the the problem at the heart of the matzoh. well russia always acts as an independent actor it's never dependent on anybody else and very seldom cooperates with the u.s. certainly and not with the saudi they're more focused on their own economy and they've been producing pretty much all they they can produce the saudis have tried to bring them into cooperation with within opec and that the russians have refused to do that so that's when the war started between when the negotiations broke down last week between the russians and saudis that's when the war broke out on oil prices the saudis announced that they're going to raise their production to $12000000.00 barrels a day which is really an unsustainable level they're probably pulling out of
6:25 pm
storage the russians have retaliated saying they're going to raise their production by half a 1000000 barrels a day and then the u.s. is about $11000000.00 barrels a day now to say each of those producers is about the same with declining demand and so that's what's created this this crisis i don't think it's a sustainable well war but i do think it's going to do a lot of damage to the industry especially in the u.s. indeed and when we talk about the industry in the u.s. we have to talk about shale drilling there and how that actually affects the economy where you are so when they're trying to when the u.s. is trying to distance itself from you might say saudi oil and saudi reliance how does this particular perfect storm affect the u.s. economy in the way american. legislative and business but have to think about the way they produce oil at home ground. you know that this is this is very damaging the problem in the u.s. right now is that the markets have shifted the the investment markets has shifted
6:26 pm
so that investors are looking for positive cash flow out of public companies and looking for reduced capital expenditures to raise the performance or financial performance of the u.s. companies because they've underperformed quite a bit over the last 5 or 6 years because of that capital is already short it's been crude is in the in the mid fifty's now the crude is down into the thirty's that's below breakeven for the shale plays and is in if it last more than a few weeks is going to be very seriously damaging is going to reduce production and drilling in the states but tough and it's good to have your input thanks so much for joining us from houston texas. well still ahead here on the news it's usually one of india's largest celebrations for credit aristide is dimming the holy festival of color. after nearly 2 decades of war the u.s. announced it's begun to pull its troops out of afghanistan. and the $27.00 people are charged over race whole story period treating the trade of one of the best

vote nice to see you tonight he's supposed to do this is what happened in 2016 black voter turnout was barely 50 percent the lowest in decades. trump 1st won several states with sizable black populations by the slimmest of margins like michigan. this ballpark is home to the detroit tigers major league baseball team just for some perspective in the last election just here in the state of michigan 4 and a half 1000000 people voted this ballpark seats 40000 people and donald trump beat hillary clinton by only 10000 votes when you look in the state of michigan voters have a feel they have a feel for their votes are important they thought their votes were taken for granted and when you look at the last presidential election there were not resources spent here in michigan. signs of decay in detroit just outside the windows where a group of young activists are getting

today's a nother big day in the democratic primary contest if joe biden wins most of the states or all of the states it's just not clear that bernie sanders will be able to continue after today that his path would be very unclear biden is far ahead in terms of delegates and also in the in the polling he's now up by almost 20 points against bernie and hillary clinton for example was never this far ahead of sanders in 2016 so it looks like if you know biden has another good night tonight our race really may be coming to a close and we may be heading towards a trump biden contest this summer and fall tonight we have a variety of different states from all over the country the big one is michigan state the bernie sanders one in 2016 but he's trailing in most of the polls now by a substantial margin that's the big state the big thing to watch tonight is what

happens with michigan here in the united states we're going to get a bunch of states early in the night michigan and missouri and mississippi will are sort of more eastern in the united states will get their results earlier and that could set the tone i mean washington state in idaho which vote later we may not know until tomorrow in terms of what ends up happening so i think in the way this plays here in the u.s. if say biden has big wins in those 3 states early the national media will play it as a big win another big night for biden and i think the pressure tomorrow on bernie sanders to get out could be very significant and substantial in the democratic party russia's president vladimir putin has changes that could see him stay in power for another 16 years he said told parliament that the constitutional court would need to approve the changes 1st live it is current which i did 2020 full for the next election is to bottle cannot run again but changes could see the secret of the 2
