at home if possible and britain's finance minister used his annual budget to announce more than $38000000000.00 of measures to support the country's economy from damage caused by the virus including a warning that one in 5 workers could need time off but the u.s. is also looking at a series of measures to protect the economy there we're going to be hearing from kimberly halkett in washington d.c. shortly that hashem butler is in paris with developments in france 1st though let's go to knead barker here in london it was actually the budget was announced today so what is the british government meant to do or how are they planning to tackle this crisis we're facing is the 1st budget since britain left the european union so there was a degree of attention being paid on it anyway but nobody expected coronavirus to be at the heart of the financial plan for the next year. the chancellor of exchequer said that $39000000000.00 would be set aside for numerous reasons largely

to help the country's revered but under strain national health service he basically said that millions or billions would be pumped into the health service to be able to cope with the influx of people in demand for medical support in the coming weeks or so the government has made clear that they believe that there will be a peak of the number of cases between $10.00 to $14.00 days time they're hoping to delay the onset of the coronavirus of the summer so the strain will be off the national health service but still money is needed all the money will go towards businesses large and small enterprises to help people in the gig economy who are not insulated by a by sick pay they will be able to access social welfare but all of these claims all of these issues raise big questions how can a social safety net like the welfare system cope with potentially millions of people looking for support all of these claims will need to be tested very soon exactly not just the u.k.

of course across europe need barker thank you let's go live now to natasha butler who is in paris for us and the passion found so far i guess hasn't felt the bite of the corona virus quite as much as some of its neighbors so what is the situation there now. well france is actually the 5th most affected country in the world the worst affected in europe after italy in terms of numbers there are over over 1700 cases have been diagnosed here and that of course is going up all the time more than 30 deaths and that is why the french government have really been on a war footing if you like over the last few weeks the french president emanuel micron's crit is shared you all he says that he will only really focus on the coronavirus in office the any other essential pressing matters but that is what he wants to really draw people's of my minds tune on thursday night he is going to address the nation in order to talk to french people about some of the measures they might do to better protect themselves and protect others and also of course
7:05 pm
bring iran up to date with what the french health authorities are doing to try and stop the spread what we understand what the french health minister has said repeatedly over the last few days as a france is prepared the hospitals are prepared they've of course already been treating hundreds of people what the health mental health minister says there is essential is that even though we can't do anything about the coronavirus being among us we must really try and slow the spread that really is their tactic but they are now looking to move to what very call stage 3 in a sort of 4 stage process and what that means is their response would be a much higher response that has been at the moment at the moment people are at the moment they're really looking at certain clusters zones areas in france where people are have the coronavirus in large numbers but now that is become so widespread they say they're really going to have to look at some maybe some national responses that could mean certain school closures it could mean restrictions on transport restrictions on people going to work so i think the
7:06 pm
french government are certainly in what they call a crisis mode at her with the latest there from paris natasha thank you cross to our white house correspondent kimberly halkett i can believe the u.s. president has been accused of perhaps not taking the threat of the coronavirus as seriously as some of the other world leaders are so what developments are there in the u.s. now. yeah well these certainly the u.s. president has had those criticisms leveled at him that has not stopped in the midst of all of this watching very carefully the financial markets continuing to have their wild swings as investors are jittery over what the next steps are from the federal response in the midst of all of this as there is a waiting for washington to act we know that there are discussions going on back and forth not only between the treasury secretary steve and nancy pelosi the top democrat in the house of representatives the house speaker they're discussing a variety of options of things that could stimulate the economy in some way
7:07 pm
including making sure that workers are being paid if they have to stay home making sure that children are fed may rely on meals at school in the midst of all of this there is really a lot of talking going on because the proposal from the white house one day earlier a payroll tax cut that was proposed by donald trump is falling flat in terms of the reception now the president for his part is still continuing to push different economic measures these to having a discussion at 900 g.m.t. with some wall street executives here at the white house as they try to figure out how to inject sort of some sort of economic stimulus into the economy so we're watching for that very carefully and again it really is a toggle where this taking place here in washington over what steps to take we're also hearing that top democrats in the u.s. senate are sending a leader a letter to the white house suggesting that the president should declare a national emergency that would free up some 40000000000 in emergency funding so a lot of different proposals being put forward at this hour barbara but right now
7:08 pm
nothing yet has been finalized can really help with the latest from the white house can really thank you. and kept it as a ministry of public health has said that there are now 238 new confirmed cases of corona virus there infections were confirmed in foreign workers who live in one residential complex and who had been quarantined as a precautionary measure that are now has a total of $262.00 cases of the virus. well a surge of new cases in south korea has reversed 4 consecutive days of the klein discovery on wednesday of a large cluster of infections hopes that the country had its outbreak under control scott hartnell reports. despite ongoing disinfection efforts throughout south korea there's been a reverse in the downward trend of corona virus cases the largest cluster yet discovered in the capital seoul at least 90 workers at

reminder now of the top stories on al-jazeera italy has announced just under $30000000000.00 of spending to fight the coronavirus the outbreak there is the largest outside china and more than $10000.00 people have been infected persons finance minister has pledged more than 38000000000 dollars of measures to support his country's economy from the damage caused by the virus an uptick in the number of cases recorded in south korea has dashed hopes that the country had its largest outbreak under control just under 100 employees of a call center and some members of their families were diagnosed with the disease in the capital seoul. separatists in cameroon have launched a series of deadly attacks over the past week it's the latest escalation in a 2 year battle between on the groups from the english speaking region and government forces they want to break away from the rest of cameroon which is
7:14 pm
largely french speaking in an exclusive interview al-jazeera is nicholas huck spoke to the leader of the brazilian defense force who are claiming responsibility for the latest attacks. the moment just before sunday's attack. prison guards from the women's jail where armed separatists are locked up are marching to governor takes to the podium praising cameron's government and then this. panic as an improvised explosive device detonate one soldier is killed instantaneously scores are injured mostly members of the security forces armed separatists from the english speaking region claimed responsibility for the attack they want to break away from cameroon to create their own country amazonia there are more than 20 armed separatists groups. active in the english speaking regions of cameroon at the moment rarely do they make public declarations very they can get detected by cameroonian security forces the leader

of one of these groups the amazonian defense force has agreed to talk to us. we 1st lucas admits his armed group is behind the killings of hundreds of camera holders we have a right to existence with our right to protection of human dignity and life and come. to me the. human rights watch accuses camera intervention brigade operating in the english speaking regions of killing civilians and burning their homes with people who were burned alive and many of them will be many children so do it who are families like killed so it's i think is the brutality in the manner in which it happened it seems like the we have been it was deliberate it is not just like casualties will ya. the force is trained in managed by former israeli naval forces officers stationed

inside the presidency the government denying any wrongdoing. which started off as a peaceful movement against the government insisting on having french teachers in schools in the english speaking regions has turned into a violent separatist. with a 1000000 are displaced and thousands have been killed with many others caught in a spiral of violence because hawke. let's go back now to our top story and that is the corona virus. spreading across the world italy of course one of the hardest hit countries but speak now to fly very categories of roland just that they tally a national institute of health she joins us now live from rome adam thank you so much for joining us at the new measures that the government has put in place across the nation have been in place for about a day and a half but of course we had seen a lockdown really of northern italy a red zone in some parts of northern italy as was the question is is it too early
7:17 pm
to see whether these measures are actually working in containing the virus. well what i can say is that we're starting to see some good initial signs from the 1st affected areas and this is also a reason why we really felt the need to expand and to you know protect this to a next step and also what this is also helping is really to gain an awareness and a community engagement that this is something unusual and we need to react in a different way than we would normally you've obviously been following the developments of this fire is since people started to know about it what would you say the reaction has been from the average person i guess in italy who perhaps earlier saw it just as something on the news and now it's having an impact on the everyone do you think that the measures pushed by the government are actually having their intended effect that they're being followed. i
7:18 pm
think that they're definitely helping people to follow them because of course if you are in a condition where you have to go to overcrowded places and they're open and accessible and that's the only place to go it's hard it's hard to actually enact those so definitely these are really good baseline to gain the awareness and to me not a number of things possible but also a lot of work is being done in terms of communication there was a difficulty i think in the early stages to really understand what this was about of course in the scientific field this had been known for a while w.h.o. had issued a public health emergency very early on but this you know coming to everybody had to be translated and had to be understood properly so i think this now is something that is happening people are starting i think to gain awareness and we're really trying to push and explain why certain measures are in place current a virus has obviously been hit in countries around the world and for
7:19 pm
a while south korea seemed to be a country that other countries could emulate a country that perhaps had managed to keep it relatively under control except that in the past few hours we've had news that the number of cases there has increased what do you think the lessons are then in how to handle this virus and how to try obviously to contain it by the way that people interact the but just more widely you know looking for a vaccine seeing if people build the munity just knowing it a little bit more. i think what we learnt initially is that this is unfortunately a virus that spreads very well it's a new virus which means a lot of susceptible people can get sick at the same time i think we shouldn't underestimate it i think we should be very careful about how to move and move properly and fast with the right level of proportion also in italy clearly the situation is not the same across the country there are different levels of action
7:20 pm
that are required and i think it's also very important early on to get people on board because finally this is a battle that will all will together this really needs to be something which we're all fighting against in our every day life and changing our behaviors why do you think it's really specifically was so badly hit i could at this early to say that i think we'll understand it more as we get more data also on how the virus has evolved help us understand how the circulation happened in the past but the fact that we found an initial case with no epidemiological links to known areas of transmission or contact the fact that it was not in a major city and there in the fact that we found so many positive contacts at 1st suggests that it had been circulating for some time where and when and how this 1st arrived in italy it's early to say but it might be that there has been
7:21 pm
a circulation that has been mimicked by the fact that unfortunately we were experiencing our influence of peak season so this is one of the running ideas and i think we'll get a better understanding as as we gain more data and more evidence for every card overall or just that the tally in the national institute of health madame thank you so much for your time thank you. now former hollywood producer harvey weinstein has been sentenced to 23 years in prison for rape and sexual assault weinstein was convicted of the offenses by a new york court last month allegations helped spark the global need to movement and more than $100.00 women have now accused the 67 year old of sexual misconduct dating back several decades weinstein has consistently denied any wrongdoing and his lawyer says he will appeal what particle hane joins us live now from washington d.c. and has been following the case so patty i guess he could have been sentenced to
7:22 pm
more years but it is certainly a lot more than his lawyer was hoping for so how is this sentencing being seen. the women who launched this me 2 movement by naming him publicly giving their names naming him let's not forget he was a hollywood icon his regular people knew his name they knew his movies he was all powerful in hollywood then you saw the new yorker the new york times launched this investigation published the results really interested reporting showing not only the weinstein behavior but the links he went to covered up hiring spying firms to infiltrate these women's relationships and to threaten them as well so he was convicted as you mentioned on 2 of the less serious charges 3rd degree rape and a criminal sex act and he was facing between 5 and 29 years in prison so he gave what is reported to be a rather rambling speech in the courtroom before the sentencing said that he was
7:23 pm
very totally confused by this that he thought all of his interactions were consensual and again as you mentioned dozens upon dozens upon dozens of women over decades have said that was not the case he went on to say that thousands of men are losing due process i'm worried about this country obviously not reflected in the sort of remorse that a judge would like to see so the judge went ahead and said that's ok 23 years in prison put in this in a broader context he's 67 years old he's in bad health he's already over he had to be hospitalized and then put in the infirmary or rikers island so this is quite likely if he doesn't win on appeal it seems possible that he will die in prison tickle him with the latest on that case patty thank you turkish president threats of type there don says he's spoken to russia about violations of the cease fire in northern syria turkey and russia back opens its sides in the war and have agreed
7:24 pm
a buffer zone between the 2 sides in the province and again made it clear that he would not shy away from resuming military action if the truce is the respected. whatever drills there have been small violations of the cease fire we are sharing these developments with russia and compliance with our agreement and we expect measures to be taken we will keep our word until the end as long as the others show the same sensitivity but if the others do not keep their promise we will never shy away from giving a much harsher response the man convicted of killing 270 people in the 19 $188.00 lockerbie bombing could now be granted an appeal 80 years after his this the former libyan intelligence officer bassett on the ground he was found guilty of mass murder in 2001 for his involvement in the bombing of pan am flight 103 over the town of lockerbie in scotland all 259 people on board the flight from london to new york died as well as 11 people on the ground now

a scottish review commission has referred the case to the high court saying that there may have been a miscarriage of justice. a 15 year old palestinian boy has been killed when israeli forces fired tear gas and rubber coated bullets at protesters in the occupied west bank the demonstrators had been camping overnight on army mountain near the city of nablus they were trying to fend off illegal israeli settlers want to seize land in the area more than 100 people have been treated for their injuries made to abraham is in her my love the she says settlers have been trying to occupy the area for several decades. posting here though saying that they want to defend this area from an attempt by israelis that there is to take its is an elevated area one of the highest in the governors and it is has been a pattern by settlers to take a piece of land stay on it bring

7:30 pm
point what's been happening globally has been described as an epidemic meaning that those essentially hope of bringing it under control a national level and an international level to call it a pandemic means that being able to put the brakes on the virus internationally are basically off that all countries around the world are now potentially exposed very soon if they aren't already to the impact of the corona virus it's an important distinction and a word a description the head of the w.h.o. said should not be taken lightly he did also say that the show is deeply concerned about levels of global and action shown by some countries in the face of what is now a pandemic we're talking about potentially sort of isolating communities as italy has done and different parts of the country of introducing restrictions on travel and so on and so forth so concerns coming right from the top of the un to make is
7:31 pm
epidemic is when it's still cluster isn't it sort of i guess different countries pandemic is when it's obvious that there are linking up together do we know yet whether this will have an impact politically on how countries sort of coordinate their response what will hear your we've already seen a desperate needs to coordinate efforts particularly among the e.u.'s 27 different nations all countries within the e.u. all 27 nations are now reporting cases. the coronavirus and the e.u. leaders met via video link up on tuesday to try and coordinate efforts they know that this isn't simply just a health crisis it's a social a political one and an economic one to be interesting to see what reaction to this announcement by the w.h.o. is for the moment these barker sank you keep quick reminder now of our other top stories we're staying with this one of course the world health organization as we've been saying has now the clear the coronavirus of global pandemic the decision to upgrade the outbreak was made just
