in spain the spanish health ministry saying 153 new deaths in the past 24 hours but we've spoken by telephone with the spanish health ministry the smalling and what they actually told us was that the smaller a certain proportion of those deaths. that statistics came because the hospitals were haven't been particularly speedy in giving the ministry the latest figures and so it may be that the 153 are not all deaths in the last 24 hours it's just that the statistics have come out in the last 24 hours that said it's still a very big increase on the previous days figures and as you say it puts spain in the position of being the worst apart from italy in europe and the government no doubt will see it as ample justification for the state of emergency in lockdown but they've imposed as i said earlier there's a camera that is above apply or in the center of madrid and on

well david alexander is a professor of risk and disaster reduction at university college in london joins me now from the british capital via skype good talking with us on the program so we've sort of looked at the way the world has unfolded on sunday to see where the current virus is and how it's actually impacted on various societies and cultures is it fair to say that for example in the e.u. for example the member states that are just looking out for themselves at the moment it's a situation so unique to each country that they're acting and reacting to a situation as it develops within their own borders without thought of the neighbors. well this is a medical problem but it's also a civil protection problem and what that means is that you have to look after people's basic needs and by and large e.u. countries european countries do that in different ways partly because they have different administrative systems and partly because they have different histories of developing this field. it is however rather sad that there isn't more direct

leadership and guidance and more exchanges that are shutting the porters at least for civil protection really to be considering what can we do to help each other in this matter indeed i mean it does need a continent wide coordination and guidance as you mentioned the problem is the mainland europe some countries are part of the e.u. some other not and therefore it's all about communication as well is it not to try and get everybody on the same page. it is it a there is a great need to share information expect tazer also to across today international movements richest still going to have to take place despite the fact that there are shutdowns of lines and transportation airports and so on and social there will still need to be it to national exchange or so in order to get this under control and in order to share the vital information we need you know to know how of the
