seen in less than a month an incredible outbreak so people actually agree with what the government has put forth as measures and actually think that should be enforced even a little more that's why in the last couple of days mayors have also closed down the parks asking people to stay in the house as much as possible with the other was affected countries that spain and france have recorded their highest death tolls in a single day as well countries across europe looking down to try and stop the spread of infection businesses are being closed and borders such as people to stay at home not involve a has this report not. the latest tool in the fight against coronavirus police drones in madrid flying over public spaces urging people to stay home whenever possible. the country's now under a 2 week state of emergency and as the death toll more than doubled even people out exercising were ordered. in france schools bars and restaurants are closed

goods vehicles are to be allowed through another sign of how europe's turning inwards as the number of corona virus infections continues to grow the dean barber al jazeera. well the u.s. federal reserve has announced emergency measures aimed at containing the economic fallout of the coronavirus pandemic it's cutting the benchmark interest rate to near 0 the same rate. place during the 2008 financial crisis meanwhile travel restrictions of course kelso the airports across america with those arriving forced to wait hours for medical screening elevation has more now from washington. from the president of the united states was aimed at comforting americans relax they're doing great it all will pass moments later from the man heading the drive against the virus a starkly different message the worst is yet to head for us it is how we respond to that challenge the number of confirmed cases in the u.s.

is no more than 3000 states are shutting down bars and restaurants curfews are starting to be introduced the face of america is changing at airports chaos as the extended european travel ban kicks in here that. staff carrying out health screenings have been overwhelmed the governor of illinois blamed the trump administration for a lack of planning and poor sight he didn't get the response he wanted well here's what i got i got a call at about 11 o'clock last night after that tweet from a white house staffer who yelled at me about the tweet the administration at its no daily briefing admitted mistakes were made the lines again that we saw overnight at a limited number of airports including chicago are unexceptable we've adjusted our processes we continue to surge personnel at the same briefing when asked how many ventilators the u.s. had to help patients with breathing difficulties and about the government secretary in charge said this we don't disclose concrete numbers on particular items for
5:08 am
national security purposes but we have many ventilators thousands and thousands of ventilators and a quick internet search reveals one study says the number is their own 160000 america's central bank has also cut interest rates to almost 0 to try and protect the economy the most dramatic intervention since the global financial crisis in 2008 there's a clear warning that even when the medical recovery begins the financial shock will be felt for a very long time. let's bring in alan fisher who is in washington d.c. this week live right now so allan as you say there the economic impact is going to be extraordinary but now the fed has acted to cushion the blow and donald trump very pleased about that in fact that's what he opened his appearance at the briefing with not the fact that was a national day of prayer for victims and those who are attending to them but the fact that the fed cut interest rates to almost close to 0 and the impact will be
5:09 am
that it will make money cheaper and therefore companies that are struggling over this period will be able to peel less or may be able to refinance their debts we all know that in business one of the watch things you can have is uncertainty and certainly there's a great deal of uncertainty about how long this crisis will last however if this was aimed at trying to generate some sort of consumer confidence that might be more difficult the reality is that people aren't going to buy houses at this point they're not going to look to take loans from the bank simply because consumer confidence has created and many people are spending their time at home rather than going out and spending any money. in the conference held by presidents and vice president we had initially donald trump himself being bullish and then my pence came on to talk about us prepared us well there's been a problem with the number of testing kits that the united states has had people have said it should have been a lot more
5:10 am
a lot quicker in fact at the end of last week the c.d.c. the center for disease control was carrying out less than a dozen tests a day what they're saying no is that there will be somewhere in the region of $1900000.00 tests these will pop up at various locations around the country the vice president mike pence thinks this is a significant step forward. we will now have access in the days ahead to more than 2000 labs across the country that have the equipment today to process coronavirus this much more rapidly in a much higher volume for the american people in terms of delivering those services more than 10 states in addition to c.d.c. labs public health labs and labs that states can now authorize in their states more than 10 states of implementing their own drive through testing sites so in the coming days we should see more of those drive through testing sites popping up all

over the united states now here in washington just in the last hour or so the 2 candidates who would like to win the democratic nomination for president have been debating if there was no studio audience both men joe biden and bernie sanders were kept 6 feet apart because that is the medical requirement at the moment both of those men were highly critical of the way that the trumpet ministration has handled this that was a recurring theme one other piece of news coming out of that joe biden has said that if he wins the nomination he will definitely appoint a woman as his vice presidential running mate when asked the same question bernie sanders said that is the way that he was leaning to. or i don't thanks very much indeed alan fischer there washington d c let's take all of this song we can speak not of peter matthews is a professor of political science at cypress college and author of dollar democracy with liberty and justice for some he joins us on skype from los angeles peter
5:12 am
matthews welcome to the program we're going to talk about actually things as i say bill is talk about 1st of all the impact of this crisis on donald trump himself and perhaps is a reelect ability or otherwise because looking in from afar you see these kind of daily contradictions between what the president says and and what the his deputies say. as we saw just now a confident bullish the other is more realistic and you would think that that would damage his reelection chances but these are strange times it really will hurt him because of credibility and when his own experts are saying something different on the same day the same time he says quite opposite that's a credibility issue a matter of fact right now is that he was at 45 percent approval rating just a week ago before the crisis became a big news now it's become big news and the numbers to be going down below 45 percent and most presidents at 45 percent this time at a reading do not win reelection just quite a warning for the president right now for the president you say in a credibility issue but really
5:13 am
a credibility issue amongst his base 2nd place is it really a credibility issue amongst his base that people who didn't vote for him whatever happens. well there is a solid base that he has about maybe 35 or 36 percent but other than that the other people are swing voters who have come to his side for different reasons in this last election and the electoral college put him over the top but that's really crucial because in those 3 states where you won the electoral college votes you only won by less than one percent of the vote and if even one percent switches over and says sir presidents didn't react properly to this crisis that could hurt him actually has not been top of this right now and i'm not sure things are taking up like this should the other trying i mean it's getting better but look at what south korea did immediately in the excess of 300000 people were driving through test sites in the u.s. refused under president trump refused testing kits for that were double double nature which are protesting its early on and said look at our own testing it's well taken a long time right and then the fact that he disband adulterant disbanded the white

house office focusing on pandemic preparedness then cut funding to the c.d.c. again. we're going to create problems there that was unconscionable that when president obama had that in place from the obama about crisis and further on it was all the way through to the 1st 2 years of president trumpet that pandemic you know committee was there and that was disbanded by president trump's administration the name of john bolton unconscionable to do that 2 years into this term which has had tremendous rip implications are why we got a late start on this today right now we have this latest democratic debate going on biden saunders who out of those 2 is is presenting themselves as the man who should be president at a time perhaps like this. it's a crisis situation is very unusual for 2 people be debating at this time but they are and seen when i watch the debate this evening that on the health care issue when the senate has been repeating over and over it's medicare for all plan that he had in mind from way beginning and mr biden says we have to go one step at
5:15 am
a time and biden says now we have to take care of the media crisis in a lot of money right now to buying the kind of things that the system needs and worries that we don't have a health system we don't have a health care system we have thousands of individual insurance companies and we have some public health care in medicare it's not enough it's not a uniform system that allows us to act very decisively and quickly in a uniform way so that the 2 men have different views about health care what should be done and what should be done is crisis right now and finally you do wonder should we stop wondering the longer all this goes on should we start wondering about the election itself and the implications for the implications for all the campaigning that would have to happen leading up to the election and then for the vote itself or is it just to far away to worry about. we do have to consider that because right now is it is that these 2 men could not go out and campaign if they didn't hold a rally the capital a couple of rallies and they're changing the whole nature of the election it's all remote control now they're doing it online and that's not the way we campaign in
5:16 am
america generally and by the way congress is the only one has the power to change the date of the election to suddenly that the only institution the government can actually change the date of the election need be or even postpone the primaries the states can postpone the primaries individually and tuesday to marty done that george and louisiana so there's a lot of flexibility here a lot of uncertainty and it's doesn't bode well but we have to get this health care crisis under control 1st the coronaviruses just detrimental and very dangerous and troubling a lot of people this one. we will concur with that separate about these depreciate that thanks very much in the pleasure thank you. well china's industrial output has contracts in for the 1st time in decades because of the corona virus this comes as 16 more cases have been reported in the country with restrictions being tightened on foreign visitors the government says a majority of the new cases were all imported meaning when the person was outside the country when they became infected katrina you in beijing and katrina 1st of all
5:17 am
this economic situation just tell us more about that. that's right it's not overall surprising that this virus has had a huge impact on the chinese economy and as you mentioned industrial output contracting for the 1st time in decades and that's not too surprising we had the p.m.i. the manufacturing index come out about a week ago and that was at its lowest level since the global financial crisis in 2008 in 2009 other figures massaging to to see from the january february period is the retail consumption which has also dropped by about 20.5 percent and this isn't surprising this virus really essentially paralyzed the whole of china for late january and essentially the whole of february as well we had people staying indoors people weren't going out anywhere people weren't going to work weren't going to school and even after people didn't start going to work a lot of businesses had trouble resuming their operations because of travel
5:18 am
restrictions they couldn't get enough stuff to basically open or resume their operations so that's really been slow going and the chinese government here is under a lot of pressure president xi jinping has actually promise that he's going to do whatever he can to allow china to achieve its original economic goals now with this virus and a lot of critics saying that simply impossible the government has rolled out a lot of economic support plans for small businesses for medium sized businesses in terms of paying their workers delaying rents and things like that but analysts say that it just may not be enough we do know it today is much 16 and many businesses are expected to resume operations a government has said look there should be very few excuses for you not resume the operations considering that a lot of these travel restrictions have now been put down in a lot of cities have also lowered the their own health and safety regulations around this because of the dropping numbers but it still remains to be seen as to
5:19 am
whether the government will be successful in getting the economy started certainly it's going to take some time dropping numbers yet we have these 16 new cases and. government saying they're imported cases which is going to be an ongoing problem not just for china but for all nations around the world at what point they clear the virus and yet you still have this challenge of the virus being pulled by people coming back into the country once the restrictions were lifted. precisely i think this is one of the 1st days in china that we've seen that the number of important imported cases is much higher than the number of cases inside of china so out of those 16 cases 12 of those cases according to the government are actually cases of people being infected from overseas and bring that back into china and only 4 of these cases a new cases from inside who've a province that is the epicenter of the outbreak now for the government they've already started to really horn in on this as the main threat in china they've done
5:20 am
so much work to try to contain the spread inside china they really are trying to really. minimize numbers of people bringing infected cases inside and what we've seen from the beijing government is that they've put a compulsory 2 we quarantine period for all travelers coming into beijing now previously travelers had to come in and they could only they only had stuff ice light in there or in harms of their own apartments or her tells but now every traveler coming into beijing must and a designated. hotel and not only that they have to foot there or in bill for this quarantine period period in previously the government has been paying for these quarantine hotels and that really gives a sense i think that the government is also trying to put people off coming back to china knowing that they're going to have to stay in these hotels for 2 weeks and there's also a very strong penalties that you can face up to 7 years in jail for trying to bypass these regulations in china so the taking that indeed very seriously but we do know that in china itself critics say they could be some more cases of people
5:21 am
infected inside of china especially considering that many people are going back to work including in a province itself many counties many cities in a province have started to resume work people have started to leave their apartments for the 1st time in 50 days and go back to work so the government is certainly also cautious that the spread of the current virus could jump now that we've seen a lot of these restrictions eased around the country or katrina that's a picture from bridging katrina you. south korea's daily number of new cases continues to show a downward trend $74.00 new cases were reported on monday to less than the day before the nationwide total is above $8000.00 with at least $75.00 deaths and most of the cases are concentrated in the southern city of south korea says it's considering imposing strict to quarantine measures on travelers coming into the country let's get more now from robert ride in seoul rob we have this disaster
5:22 am
designation tell us more about that. that's right this is more of a minister tip of a step but it's a very important one because by declaring it a special disaster zone it then. releases state level aides in the direction of daegu most notably things like tax breaks tax benefits ways of helping out take you financially because now there is a feeling i think around daegu this is the epicenter of the major outbreak of coronavirus here something like nearly 90 percent of all of the cases have been in the this city and its surrounding province and i think this is a an acceptance that as a public health crisis hopefully the coronavirus is now under control and now they've got to the governors really got to start looking at this as an economic problem looking forward because of course the epicenter that's been most affected and has been virtually been closed down for weeks now so it is looking ahead to
5:23 am
when things can start to get back to normal it's still of a long way from that the businesses are still closed and so on but this is a way of trying to help it. to get to that recovery phase because the numbers as you mentioned that are still falling the number of new cases is now monday down to 74 that's a 3 week low so that the hope is here that this has largely been can contains down in the southeast of the country we have seen other clusters in other parts of south korea but the concern going forward is the recovery of the southeastern part of the country and this cranking up of restrictions especially toughen screening for all arrivals from europe. that's right i mean that's the real concern here just as it is china's concern that now we seem to have had these 2 major sources of the coronavirus in asia under control there's
5:24 am
a real concern that you're going to import reinfection so south korea is having a long hard hard look at other parts of the world that are now considered to be more contagious and obviously europe are we know is the epicenter globally so number of countries were already facing tougher screening measures in europe but now that's been extended to all european countries and interestingly south korea rather than banning people or saying you must go to a designated place and have 2 weeks of quarantine it takes a far more sophisticated approach that maybe other countries around the world may look at adopting themselves and that's relying more on technology when you arrive at an airport a point of entry you have all the usual screening they have temperature check health questionnaire but then the authorities say let's see your app let's see your device be it's a hand phone or a tablet that it's going to work in south korea that you then have to download your app that basically you interact with for
5:25 am
a 2 week screening period and every day you have to fill in all of the fields to say that you're still healthy etc and if you don't fill it in then they they will call you and check up on you so it is a sophisticated way of basically keeping tabs on all people entering south korea and south korea feels it has the confidence to do that of course because they have as a backup now a very extensive testing system a medical system something like just over a quarter of a 1000000 tests for the corona virus have now been done in south korea which when you compare that with europe and the united states is a pretty impressive number and so south korea believes it has a backup an insurance policy if you like and that it can allow in people from other parts of the world that it then keeps tabs on for us important to week period. the way ahead on testing there robert reich thanks very much for the thank you. well iran's death toll has risen by more than 102 at least 720 for its single biggest
5:26 am
jump in deaths many iranians have ignored official advice to stay at home a host of senior officials politicians doctors and clerics of have contracted the disease and there are concerns that corona virus pandemic could overwhelm iran's health facilities and place an even larger burden on the struggling economy there are now $14000.00 confirmed cases iran is believed to have 110000 hospital beds 30000 of those are in the capital tehran the country is already under pressure because of u.s. sanctions and with the outbreak placing further pressure on medical services the government has asked the international monetary fund for $5000000000.00 in emergency funding the president has said rouhani has offered low interest loans and cash handouts trying to ease the financial burden on millions of households same as ravi reports now from terre. the statements in the briefings that come from the health ministry from the coronavirus task force set up by president hassan rouhani
5:27 am
have become fairly routine weeks into this outbreak here in iran but there was a highlight today that certainly will have many younger people sitting up and taking notice the health official with the task force said that 15 percent of those that have died so far in iran are categorized as younger patients and he said that they exhibited no signs of previous respiratory conditions or any other illnesses so certainly this could be an anomaly we don't have any verification for whether or not this is the case but this official suggested he's not the 1st one to do so that the virus in iran is quote deadlier and wilder than cases that have been observed in other parts of the world so certainly a worrying trend the virus as you said was already a concern for iran's aging population but this is a country with a very large youth population the majority of the country is considered to be in the category of younger people the median age is 31 and for them this will
5:28 am

more americans after receiving. the criticism for delayed. china's industrial output has contributed for the 1st time in decades because of the credit crunch becomes a 16 more cases have been reported in the country with restrictions being tightened on foreign visitors. lebanon's prime minister has announced a lockdown to try and contain the virus which ordered people to stay at home to prevent it spread the borders will close from wednesday for at least 11 days the country has 99 confirmed cases so far including 3 deaths as more. what they declared was a state of medical emergency and they called for general mobilization which means all the resources in the country is now it's now under the states this pozole they've called for the shutting down of private as well as public institutions already schools educational institutions have been closed for the past 2 weeks
5:33 am
that's going to be extended and they're talking about closing the airports temporarily as well as the ports and the border as of wednesday for a number of days now this will seem like a new stringent measures but many people in lebannon will say they're using big words really but not taking the right action because for example today people were supposed to be at home it is a weekend and they've been trying to raise awareness on the need for people not to gather in public places when you saw hundreds of people a stroll along beirut's cornice and at the minute the policy police had to disperse the crowd and force people to return home what people would want to see is more action by the security agencies to enforce people and to force people to stay home because just as a country yes the number of coronavirus cases quite a lot less than other countries but this is
5:34 am
a country and equipped to handle an outbreak and a country and the government which is cash strapped and near bankruptcy kenya has banned all travel from countries with confirmed cases of our us president who can yes it is says kenyan citizens will still be allowed in on the condition they isolate themselves for 14 days or in a government facility run off 3 confirmed cases in the country or in a stable condition. colombia is the latest nation to block all foreign travelers from entering the country its border with venezuela is already closed and the further restrictions will it come into effect on monday residents and citizens can still enter but will have to self isolate for 2 weeks mexico is also considering shutting its border with the united states to stop american citizens spreading the virus in mexico city many says there is growing concern and that's an american may not be prepared to deal with the pandemic. well mexico has only begun to find that cases of corona virus are just now in the double digits as of last week
5:35 am
and what we're hearing from public policy experts is that that's worrisome that could be a sign that mexico is not carrying out its its protocols its obligations to protocols when it comes to testing there is concern over the level of preparedness in mexico and in the rest of latin america with a few exceptions such as chile and co said week of the region actually spends less money on health on their public health systems than almost anywhere else in the world less than north africa less than the middle east now every country is different every government in the region is different so the measures for containment are different we heard early on sunday from the president of colombia even ducat saying that new containment measures would be put in place for nonresidents and non-citizens coming into colombia that will they will no longer be able to enter the country and for colombian citizens returning home from abroad they will have to spend a period of 14 days mandatory self quarantine but we're seeing similar measures
