considerably in fact most here on wall street expect that this s. and p. could drop by more than 7 percent right at the opening bell and here we have it right now. trading on the new york city stock exchange has just been halted right at the opening bell again halting on the new york stock exchange has just been halted because the s. and p. has dropped at the opening bell more than 7 percent which automatically kicks in this what they call circuit breaker that stops all trading so trading on the new york stock exchange will be halted for the next 15 minutes well it's 14 minutes now because it just started this is happened twice last week as the market fluctuations were going up and down gyrating up and down considerably so this just shows you that the rate cut by the federal reserve is not doing what it was intended to do

a day many thanks indeed they gave us on the reporting live there from what wall street philip mature is an economist and former economic advisor to the president of the european commission he joins us now live from london good to have you with us ok this is the stock market we're talking about here not the economy nonetheless the stock markets are up a fairly decent barometer of coming economic weather are we headed for a global recession for the pen and if so how deep and for how long i think we probably already are in a global recession the figures coming out of china. were absolutely dramatic and i think that that's not going to be reproduced in europe and america as they their economies shut down and in fact you know it's quite possible that we're going to see a faster rate of 4 than we did even in 20089 the hope is that it will be

a potentially a severe recession but still a short one the danger of course is that it will precipitate a financial crisis mass bankruptcies and that's what policymakers are doing their best to try to avoid china is doing its best of course to the world's factory to get things up and running again after the worst of the coronavirus crisis has passed there even if it does get things up and running in the short term it's not going to get back to economic growth like it's all previously anytime soon is it. well i mean clearly there's a permanent loss of income from services not consumed and so on i think there's going to be it's going to take a while to get a factories going again and the risk of course is that once they do the virus can start operating again more importantly

a demand for chinese products is going to be much reduced if europe and the u.s. are in lockdown which is why i think that you know this common belief that it's going to be a short sharp recession may be mistaken it can easily become a long rolling extended recession and that the more extended it is the graver its potential financial consequences are companies go bust banks get dragged down with them governments need to make difficult decisions about whether to step in and bail them out as happened in 2009 or governments and central banks doing the right thing at the moment do they need to be doing more of this and to what extent we overdue some sort of correction anyway. but i think that clearly the global economy was already weak and fragile and markets were overextended weak because growth have been slowing and not least because of us

trying to try to tensions fragile because there's an ever growing mountain of global debt by the government and what more worryingly a call for it and you know markets have been fueled by q.e. and low interest rates and so the coronavirus you know comes on top of that and yes in a sense we were. in already and in very difficult conditions i think it's clear that markets don't think i had the right that you know monetary policy is the right tool when you have colonies shutting down because of a dangerous virus and i think that what we need as well obviously as the massive health care interventions which obviously the priority is much more use of fiscal policy and we've seen governments doing bits and pieces but i think they're going to need to do much more we're going to having extended shutdowns in terms of supporting wages in terms of helping businesses to cope with cash flow

problems in terms of you know propping up for example lines which face mass bankruptcy within a matter of months to what extent do you think this is going to force some sort of rethink about the global economy the way in which the world does business the way in which people are employed. but i think that you know the immediate results of what's happened in the past month is that economies have become much more national and the politics has become much more nationalistic it's basically each country for its own even within the european union you've seen countries refusing to export medical supplies nobody responding to its elisa urgent a bond request for medical assistance china eventually doing side

and i think about what that inevitably leads to a strengthening of nationalist and protectionist policies where people think well ultimately foreign is a potentially a threat we need to look after ourselves we need to grow our own food we need to have our own pharmaceutical industry that is going to be much much more pressure i think for that kind of a renationalization of production at the same time i think that the extended supply chains on which so many western other companies rely look increasingly fragile obviously the disruption in china we're going to see the destruction now in europe and the greater pressure for more resilient supply chains which are more diversified and potentially for producing locally using the likes of robots and 3 d. printing. many thanks indeed good to talk to philly in london we saw a few moments ago in new york stock exchange that the dow jones had opened some
