steps yet as infections rise. plus joe biden convincingly beats barry sanders in the illinois and flow of the primaries leaving a step closer to the democratic party presidential nomination. time but ministrations promising up to a trillion dollars to help the u.s. economy whether the coronavirus pandemic the proposal includes giving money to individual citizens investors responded positively to the announcement that the u.s. stock markets bungs in baghdad somewhat from their worst one day loss since 1987 the number of u.s. cases of the virus has risen to nearly 6000 and the death toll has reached 100 white house correspondent kimberly hall could as the latest. as ordinary americans

cope with the economic impacts of coronavirus the white house announced it was pushing congress to make a media cash payments to struggling americans what we've heard from hardworking americans many companies have now shut down whether it's bars or restaurants american state cash now and the president wants to get cash now and i mean now in the next few weeks congress has already put forward a bill to provide sickly as well as food assistance to children and the elderly it still needs to pass the republican controlled senate before us president donald trump can sign it into law. but the new proposed payments which also need to be approved by congress would be part of a package worth more than a trillion dollars. clude help for the airline and other industries hit hard by the slowdown in business this is worse than 911 that for the airline industry we're going big with this invisible enemy we don't want airlines going out of business we

don't want people losing their jobs the hotel industry has also been hard hit tuesday maryon the world's largest hotel company started furloughing thousands of employees as their hotels see fewer customers but it's not just the economy that has the white house worried it says public health remains a priority on standby in new york the army corps of engineers to increase hospital capacity in response to the pandemic new york remains one of the states with a high cluster of coronavirus cases my hunch is it would probably be quicker if it's done at the state or local level but if we can do it quicker we should we were prepared to do that but i think at this point the key is speed still there are signs it will be weeks if not months before life returns to normal beloved events like the kentucky derby horse race now delayed until september. and in an election
5:04 am
year the ohio presidential nominating contest was also called off the american red cross on tuesday also put out a call for blood donations the current virus task force here at the white house says the next 2 weeks will be critical for containing the virus that's why it's urging young people to abide by public health warnings to ensure more vulnerable americans aren't exposed can really help at al-jazeera the white house or particle hain is joining me live from washington d.c. it's quite clear that this is a 2 pronged attack isn't it on the one hand the health care is the important thing but also sustaining the economy as well. well right now i think when it comes to the politicians really pretty much most of the focus is on the economic piece of this pandemic now i think in the next couple of days it's going to very quickly switch to the fragility of the health care system in the united states there are pretty dire predictions that if they don't flatten the curve as we've all been told
5:05 am
that the hospitals are simply going to be overrun there's always a ready been questions about just the capacity that exists within the system and again the army can build filled hospitals fairly quickly it's just a question of how quickly this virus is going to spread keep in mind very unique to the united states is doing less test in the entire rest of the developed world we're talking about thousands of people in the country of more than 330000000 there were a lot of missteps at the federal level as far as making their own tests allowing other companies to do the test lab capacity so there is truly no understanding in this country of exactly how widespread this pandemic is in the united states and where that tipping point is where that when the health system is going to fall to basically what they've seen in northern italy that is i think in the next couple of days going to be where the focus shifts the more i was talking about some very big

numbers but there's no guarantee that despite the fight the time is over the essence on all fronts and this that this financial package is actually going to make it through as quickly as they would like is that. probably not because although both political parties recognize that there is a sense of urgency here democrats and republicans a very different ideas about how to spend this massive amount of money let's go back to the financial the great recession they government bailed out big banks and the auto companies that was incredibly unpopular the american people said i didn't get a ballot i didn't make the mistakes the banks did the obama administration said at the time look this is systematically important so republicans are saying or at least the trump administration is saying they want to see ballots for the airlines for the cruise industry for hotels possibly casinos that might be a tougher sell for the american people they can say sure jobs are at risk but you can't say that the country needs casinos that it's a systematic importance to the economy democrats though are say what they want to
5:07 am
see is more money sent directly to small businesses directly to the people who have been basically put out of work in a matter of days these are people like watch the bartenders remember this country is built on a service economy and they don't necessarily have the 3 months of savings that are recommended in case of emergencies so that's why you're seeing the white house talk about sending these checks out immediately but there's a lot of different ways that they could this could play out and you're going to have to see republicans are going to have to compromise with democrats because unlike the 1st 2 years of the trump presidency they now have a seat at the table they're in control of the house of representatives but it thanks very much indeed. well the corona virus outbreak is causing schools restaurants and factories to close around the globe as governments rush to contain the pandemic works halted for car manufacturers in europe including votes wagon daimler ford and nissan u.s. unions have called for car plants to shut down for 2 weeks airlines are dealing

with a collapse in air travel as passengers council their flights and stay home but western countries have taking measures to kick start economies as we mentioned at the top of our bulletin the u.s. is seeking a one trillion dollar aid package that's going to include $250000000000.00 in checks for u.s. citizens as well as a bailout plan for airlines and hotels spain france and the u.k. have also announced measures worth hundreds of billions of dollars to help their economies whether the crisis with kevin mccloud is executive director of the milken institute center for regional economics he's joining us now on skype from santa monica in california we appreciate your time so thank you very much indeed for joining us on al-jazeera i want to you to speculate a little bit if you can let's just move down the road by about say 6 to 9 months how do you think the world's economy is going to look then. that's a very good question. a lot of it really is going to depend on how quickly the
5:09 am
western economies can actually contain the virus and whether or not the prediction that the president once made about it being something that is not going to do as well in the warmer months holds true if the u.s. the e.u. india various other countries are able to contain and mitigate the effects of the virus then what we're going to see is a continuation of what happened in china a massive slowdown in manufacturing a massive slowdown in a number of different production elements a significant ongoing hit for an extended period to the hospitality industry but you will see everybody starting to move back into jobs production picking up a deal the everyone wants to be like china and have the confidence to restart the factories and restart the distribution system but
5:10 am
a lot of it's really going to depend on the next few weeks in quite honestly the next 2 or 3 weeks especially in terms of not only putting in mechanisms for containment in mitigation of the virus knowing that you can't control it entirely but whether or not you can keep it from overwhelming not only the hospital system but becoming an ongoing sustained problem for months going by past experiences of global downturns in the world's economy how do you think it's going to impact different parts of the world if we do go into a global recession. well there are parts of the world that are a bit more resilient in terms of producing various products and goods that are always in demand in certain amount of it but even the raw materials countries countries that are dependent on oil and natural gas countries that are dependent on
5:11 am
various items like copper or varies rare earth metals can have problems if industry idles too much of the demand drops too much and that can lead to some long term challenges in decision making you take a country such as venezuela who is already in very precarious position economically the drop in oil demand plus the ongoing oil price war is putting a significant pressure on them to keep the economy functioning at all for a country such as mexico which is much more diverse it still has a little bit a lot of it is really based on being part of this global trading system the real question for a country like that is how much is global trade disrupted how much is the american economy disrupted and how quickly can all of it come back together but we are going to see a recession we're going to see a recession that's going to lay people off or create a diminishment of prosperity and jobs almost every country in the world is going to
5:12 am
be affected in one way or another really good to get your thoughts on this comes out and thank you very much my pleasure. well restrictions around the world are becoming more severe as countries step up their efforts to halt the spread of the coronavirus france has entered nationwide lockdown with thousands of police in the streets to find people if they can prove they're out to buy food or go into work and the euro 2020 football tournament which was due to be held in 12 different cities across europe has been pushed back by a year or brown reports on the situation across europe. as the noon deadline passed the normally bustling shaun's elisei was almost deserted the famous shops and pavement cafes of paris shattered by orders of the french president only essential movement is allowed now and non-essential activity is being punished with a fine of more than $50.00 across france $100000.00 extra police are enforcing
5:13 am
a lockdown which extends beyond the streets and into the home of every citizen. to give you some examples a family lunch dinner with friends a football game with friends a game of cards all of that which might not normally seem important is now for britain not just discouraged but for better and let's not downplay it each one of those meetings is a moment when the virus can be transmitted. the north a talian city a brasher is in lumber the epicenter of europe's covert 1000 outbreak the grave concern across europe stems from the hard lessons being learned here. impression or . what is really shocking something we have not been able to forecast and brought us to our knees is how quickly the epidemic spreads within 2 weeks now 3 weeks since the beginning of the epidemic we put a total of 1200 patients in lumber deep in intensive care and so the freedom of

movement enjoyed by europeans for decades has abruptly ended this was the traffic jam at the franco swiss border a 4 hour queue affecting even essential workers like this nurse the bus journeys at dawn. our patients are waiting for us our colleagues are also waiting for us these are still human beings there in their beds there waiting for blood tests there waiting for us to feed them and here we go we are stuck in the e.u. external borders are being shut to a ban imposed on entry for non e.u. citizens for the next 30 days relaxing the east internal borders though is now an imperative we have a lot of traffic jam of lorries transporting goods the flow of goods has to be swift we need these goods for the functioning of the internal market for the moment at least the u.k. is resisting pressure to lock down its citizens people have been urged to avoid bars restaurants and leisure venues and work from home where possible the

government is offering $400000000000.00 of loan guarantees to support affected businesses and the prime minister has appealed for national unity this enemy can be did. but it is also beatable and we know how to beat it and we know that if as a country we follow the scientific advice that is no being given we know that we will beat but the prospect of a compulsory lockdown is looming italy with more than 2000 coronavirus deaths is the worst affected country outside of china and with more than 3000 new infections in italy every day the burden on hospital capacity is almost overwhelming but the rate of infection has slowed slightly in the lumber the region epicenter of the country's outbreak there at least there is a faintest glimmer that the quarantine measures are starting to show results paul brennan al jazeera there are now almost 2000 cases of corona virus in the u.k.

creasing 400 in just a day the government has ramped up its response to the outbreak after scientists advised the number of infections and deaths would spiral without drastic action by minister bought a strong and has asked people to avoid unnecessary contact and travel chief scientific advisor patrick vallance says the virus could kill up to 20000 people in the u k. iran has issued its strongest warning yet about the corona virus outbreak suggesting many people could die if they keep ignoring health guidance a journalist on state television has urged the public to adhere to travel restrictions iran has also temporarily freed some $85000.00 prisoners in response to the pandemic including the british iranian aid worker not. live on monday crowds of conservative iranian stormed 2 major shrines that have been closed due to the violence he is intact and he explains why iranians haven't been listening to
5:17 am
official warnings this is really something that the government has been struggling with since the beginning iranians are so frustrated with their economic circumstances so frustrated with experiencing one crisis after another that when it comes to following the government's guidance regarding the coronavirus the government simply hasn't been able to get everybody on board now it has to be said slowly but surely you can tell the difference there are fewer iranians that are out on the streets there are more people that are following the government guidelines but this idea that millions of people could be impacted as we saw the news reader on state t.v. say earlier today this is part of the kind of fear that government officials have been trying to instill in people of the consequences of not following through is this fact or fiction well we don't really have any health official or government official quoted here are standing behind this but medically speaking if you follow the epidemiology if the government is not able to get ahold of the spread of the virus throughout the country it could become a hot zone it could become
5:18 am
a long term area of risk in which case there there is a chance it could affect millions of people. malaysia has rolled out some of the most drastic restrictions seen across asia to stop the spread of the virus its borders are now closed to tourists and malaysians themselves counseling for 2 weeks the country's more cases than anywhere else in southeast asia there's concern about undetected infections in the region as a washington reports from jakarta the daily life is changing in malaysia with coronavirus cases soaring in southeast asia the government is introducing drastic measures closing its borders almost entirely no locals can get out and no foreigners can get in. who can call in teams for those who just returned they need to do a health check and a self quarantine for 14 days they'll be restrictions on the entry of tourists and foreign visitors. businesses schools and universities will be shot only essential

services like supermarkets will operate the late night announcement from malaysia's leaders sparked panic buying in neighboring singapore authorities say there's no danger of food supplies running out as the border between the 2 countries would remain open for transporting goods. in indonesia where cases are also steadily rising the president urged people to change their behavior. with this current situation it's time for us to work from hard to study from harm and to pray for her . it's a suggestion not an order the president says the time isn't right for a national lockdown yet. indonesia has tested around a 1000 people for the virus in a population of more than 270000000 the world health organization has urged authorities here just scale up their testing to get a better understanding of just how widespread the virus is in hong kong you travel
5:20 am
restrictions will start later this week all foreign arrivals except those from taiwan will undergo quarantine for 14 days all medical surveillance. whole we are doing this to make sure the achievements with made from now if it's over the past 2 months don't go to waste. in who bay where the outbreak began authorities say the peak of the epidemic is over some 40000 medical workers are deployed to the province on now leaving. it here for more than now we are returning home and i'm excited that we were victorious against the epidemic we have all happened while china edges closer to the end of this crisis it's doctors are offering advice to countries yet to see the worst of the outbreak test early and test aggressively jessica washington al-jazeera jakarta or florence lewis joining us from kuala lumpur for us i think what about 10 hours into this locked on what
5:21 am
things looking like there. well it's relatively quiet on the streets of kuala lumpur malaysia is biggest city but it certainly was unlike best just hours before the partial lockdown or the order to restrict movement came into effect there was traffic chaos 1st will talk about the international border with singapore and these 2 countries are separated by a very narrow strait and many malaysians make their living in singapore as many as 300000 people make a daily commute into singapore to to work and to study. hours before the borders close there was a huge rush to get back into singapore there were long lines people waited for hours in crowds just to get back into singapore before the border was shut and even with in malaysia there was chaos there were huge crowds at bus terminals there was also heavy traffic on interstate highways there were also long lines outside police
5:22 am
stations because the police had said people would need a police permit to travel interstate now police later had to withdraw or suspend that order temporarily because they couldn't cope with the large crowds and they've said they will look into that order again on wednesday. the crowds are exactly the opposite of what those partial lockdown was supposed to achieve. that's right well the government has been under a lot of pressure to put some sort of measures in place to try and limit the spread of coronavirus now malaysia has seen a sudden spike in cases in the last 3 days there have been more than 100 new cases being reported malaysia now has more than 670 confirmed cases making it the highest in southeast asia but it appears that the government or the hasn't really been thought through and ministers are being criticized on social media now the initial order was vague people who wanted clarification could call
5:23 am
a hotline but that hotline was in operational until just 12 hours before the auditor strict movement came into effect and then the instructions kept changing for example university students were told campuses would be shut so they had nowhere to go and that was part of the reason why these 2 are such huge crowds at bus terminals because these students wanted to get home and it was only at about 5 hours before that night that the instructions came that campuses would remain open and students could stay on campus so many infectious diseases experts have watched with alarm at what's been happening in the lazio over the last few hours with some speculating whether there could be potential new clusters emerging but many also understand that this is a necessary move that the malaysian government had to implement lawrence thanks very much in the in the u.s. former vice president joe biden has comfortably beaten bernie sanders in the democratic primaries of florida and illinois dress supporters from his home in
5:24 am
delaware in an effort to eliminate the spro of the coronavirus 3 states held primaries on tuesday despite health officials intelligent people to stay home or postponed its vote well let's speak to john hendren who's in chicago illinois where the polls have just closed john 1st of all what kind of impact has the coronavirus had on the voting there. it has been astonishing to see the difference i have been covering this race in state after state and there are usually lines out of the polling station early this morning in chicago nothing just a few people as a matter of fact there are about 10000 people in there usually even in may or election something like 30000 people in the 1st hour of voting now contrast that with what happened in arizona today in arizona they saw turnout in maricopa county one of the biggest counties exceed 2016 levels and we are told that for the entire
5:25 am
state that could happen is well one big reason is that the corona virus in illinois has gotten pretty scary just today on tuesday another 55 people were diagnosed with the disease that is a 50 percent increase the 1st person in illinois died they even had to nearly shut down midway airport here in chicago all the stores restaurants and bars have been closed now in arizona there were 3 new cases today they've got a chortle of 20 so i think it's probably gotten a little less scary and therefore that hasn't affected turnout quite so much from john as you mentioned you've been following the campaign trail as you've been doing that are you getting a sense that the virus is going to have any longer term effects on the election process and possibly into november when the presidential elections expected to be held. it seems inevitable already 5 states have postponed their primary elections now ohio did that just in the past 24 hours which
5:26 am
tells you how quickly this virus has begun to really affect people as a matter of fact the governor mike de wine of ohio 1st asked the courts to do it they said no then he got his health minister to say that the state could not hold an election and abide by the centers for disease control guidelines on not gathering with more than 50 people and now many places are saying not more than 10 peoples are moving ahead what this does is it it probably postponed a number of other primaries but what it does for joe biden is it stops this momentum or slows this momentum that he has he started the day with more than 800 delegates to bernie's 700 something and he needs to get to 991 well he was going to be well on his way at the end of the day had ohio been involved it would have he would have been just a little bit closer now it could be a while longer that means the democrats will be fighting it out between them sanders and biden unless one of them is to bail out and that means it's that much
5:27 am
longer and till one of them can take on donald trump and trying to get momentum to that november election. also ahead on al jazeera george's offered office charge takes our unique approach to tackling the coronavirus pandemic but is it really helping to contain it plus iraq's president's names and prime minister to try to break months of political deadlock. hello there yet more heavy rain across southern areas of china we're seeing rain on and off for you have the last couple of weeks a bit of a break but it is now very much back in the forecast as we go through wednesday and thursday it could be very heavy at times it could well lead to some low class

fighting and set to make for a damn couple of days in hong kong 23 on wednesday damp in taipei at 20 and then look at the case skies across much of japan not only that it comes with a real warm up these time which is a well above average for this time of year sapporo at 12 celsius is about 8 degrees above the march average maybe into a saka pushing on into tokyo but again hit temperature is about 7 or 6 degrees above the average now rain still very much in the forecast for much of indonesia not quite as heavy wednesday throughout much of borneo want to see sort of heavy areas as heavy downpours quite widespread through some ocho western areas of java but not as heavy as we continue through thursday meanwhile a better day in bangkok 32 degrees celsius not as hot and it should be dry and then we head across towards india 1st of all across india going skies the most secure of travel we have had some fog has been causing some problems and temperatures are above average 40 celsius your on going on wednesday elsewhere throughout india it is warm it is mostly dry but maybe sharon or poor to the high of 34.

lee being laid off as few of the businesses offer either paid or sick leave gregory alan has worked in the restaurant business for 13 years he shows a worker's manual typical of the industry which makes no mention whatsoever of paid sick leave he cannot afford private insurance and says he would not seek health care even if he tested positive for the virus absolutely not i think it's crazy you know it's i heard that the 1st person i got tested or not the 1st person one the people that got tested parker on a virus has a $3000.00 bill and i can afford that health care should be free the potential cost to the individual is prohibited of the government says it will cover the cost of testing for the virus but then there are $3.00 other elements firstly the patient needs to go to a doctor that will cost 200 to 600 dollars then there's the issue of cat scans or x. rays that will run the cost up to something like
5:33 am
a $1000.00 but this is only the beginning of the expense. these turn out to be merely initial costs and then if you need to go into the hospital you're going to hand up probably spending anywhere from $50.00 to $100000.00 and if you don't have health insurance you're unlikely to do any of the 3 spend the $200.00 and $500.00 in certainly spend the $50.00 to $100000.00 and so people are going to try to self medicating and now is going to be a serious problem for all of us. the issue of free health care has been one of the central issues in this election year but democratic senator bernie sanders is the only presidential contender who advocates this with no reservation some believe the nation's experience of this pandemic could impact on future decisions by congress so i think we will in fact see some kind of change and we realize that it's how
5:34 am
important it is for each american to have access to care in a crisis now whether or not we can translate that into a non-crisis situation i can answer the argument about free health care is likely to continue long after these restaurants once again open their doors. mike hanna al-jazeera washington dr gregory a poland is the director of the mayo vaccine research group he says more needs to be done by governments worldwide to slow the spread of the virus. many of us are calling for is a suspension in in that the u.k. they're calling it a suppression strategy where you basically shut down everything that isn't essential in order to decrease the peak demand on the health care system and lengthen the amount of time bias time to get anti-virals therapeutics and vaccines i sort of liken it to what we do with physicians i might come to you and say you
5:35 am
know i've got a medicine that you're going to have to take to save your life it's not a pleasant one to take or a surgery that you have to have in order to save your life that's the choice i think we're facing now the bitter reality of a suppression or suspension of the freedoms that we're used to in terms of moving around going to work recreation that cetera and doing that will prevent a very bad outcome when you look at some of the modeling that's been done if we do this in a cavalier manner the modeling shows that we might exceed i.c.u. bed capacity and hospital capacity by over 8 fold so what can we do i'm afraid we're going to have to swallow this pill so to speak and we're going to have to be willing to accept social distancing and quarantining in order for this to
