al jazeera with every. this is al-jazeera. color that i'm hala my head c.n.n. this is the al-jazeera news our live from london coming up. a grim milestone as the number of corona virus infections around the world sparse is 1000000. coronavirus rocks the u.s. economy more than 10000000 people are applying for unemployment benefits. the biggest one day rally the prices searches on hopes of
12:01 am
a russia safety pact and we're on the streets of one aside for the government is bracing for an expected we told coronavirus cases. on the number of corona virus infections worldwide it's past 1000000 that's according to researchers at johns hopkins university in the united states we've been tracking the numbers for weeks earlier on thursday the university also confirms that the global death toll now exceeds 50000 well the 1st 500000 cases were reported over 76 days that number to just 8 days to double in the u.s. the economic devastation caused by the a break is also becoming clear a record 6600000 people have no point. more unemployment benefits that's 3000000
12:02 am
more than last week and it's a similar story in spain stripped quarantine measures there have led to more than 800000 jobs being cuts in march 3 point 5000000 people are know without work let's get more now from the she had returned he joins us from washington d c schippers focusing on the the figures coming out of the states there are staggering are they not not least because this comes not long after that 2 trillion dollar aid package was passed. right and what is that money going to reach those who now knew the other point 6600000 initial new claims these are new trains so we add that to the 33000000 or so before that that's about $10000000.00 people now unemployed we're looking apparently going to economists unemployment rate very soon to about 10 percent it is about 3 and a half percent for the coronavirus current virus hits we've also got another little wrinkle which the american wrinkle because we have
12:03 am
a for profit health care system here many of these people had their health insurance through their employers now 1 these are newly unemployed people with no health insurance in the middle of a pandemic i'm looking at some 1 some estimates of that 3 and a half 1000000 people have lost their health insurance as the pandemic is spreading so we look at that 2 trillion dollar package through congress 6 $100.00 extra no unemployment checks theoretically we should start getting it going out the next few days the problem is for the local authorities to process this increase in the unemployment benefit is apparently not so simple matter of pressing a button that their systems are really antiquated errantly a lot of them are saying look we just went out time we didn't have the manpower we don't have the systems in place to try to make this dish and some people will be getting that that also that trillion dollar package we have the $1200.00 stimulus checks for people only under $75000.00 or an employer that 2 now we're hearing you
12:04 am
statistics are studio new estimates as to when that will be dispersed we're looking at april the 13th for those who have direct deposit who filed income tax and got their refunds through direct deposit nastia perhaps not fight 5 months perhaps for actual physical paper checks to be sent out so that's obviously very concerning and 3rd part of that trillion dollar stimulus package small business loans that could help with your employment rate because these are these are loans that can be forgiven to small businesses if they're using it for payroll for 8 weeks date where small businesses can be piling through that it's friday but. we were getting told they don't have the guidelines. for how to administer the system so that it's like people are arrested. none of this looks particularly good for the trumpet ministration but there has been a bump in the oil prices which donald trump has been quite quick to jump on tell us more. yeah this all stems from a treat to donald trump where he said that he'd spoken to his good friend mom of
12:05 am
the son and the crown prince of saudi arabia who greeted to talk. about reducing oil supplies by 10000000 barrels a day this led to a stock market rally if you want to see by the way the disconnect between wall street and main street this is a day when we have rick we're at a point at wall street rallied and you can you know that's the society. but answer and actually get out to start to put you right now so this wall street powered by oil stocks however almost meeting the kremlin tonight that there was any conversations underway between m.p.'s and that it putin's anyway and this skeptical that even if they want to to just physically is it possible for saudi arabia and russia to stop to export in $10000000.00 barrels a $1.20 barrels of oil a day commuters will be you that just storage facilities for that kind of thing and so on the short term in addition we have
12:06 am
a recession coming up which is going to help well prices oprah's either then also the geopolitical issues it's worth actually looking at why saudi arabia and russia are fighting over the oil prices anyway and there are all sorts of geopolitical recent separate there's a thought that maybe russia is looking at this they feel that they have enough enough money saved a way that they can weather this ad and through this they can finally put up but pay to that u.s. show you the street once and for all which would you richard lesson to us that lutie to let me sanctions on russia venezuela and the oil markets and so on with saudi arabia there's always the issue in solomon trying to prove that he's someone to be cute not to be messed with and that he too can weather so also is your political issues which makes the story so who pay can get fascinating plenty were released the markets seemed boyett by this announcement by dollar trump even though there's very little to back it up as yet ok shabba tansey ad joining us that live from washington for a. thank you very much indeed for she heard was mentioning global oil prices have
12:07 am
indeed surged after the us president said he expected russia and saudi arabia to end their feud their prices have jumped more than 30 percent that's the biggest one day rally in history one of share attacking an expert in global oil production explains know why president trump wants the oil market to stabilize united states is both a producer of oil and a consumer so that as a consumer he wants the price to be down president drum wants a price to be down for his reelection the price of gasoline at the palms in the united states but also it has the united states has the major big oil production and oil industry they are the shape producers in texas north dakota and others there are hundreds of thousands and there are small big uses many of them not all of them the majors are on the majors having a major contribution and it is a balance that the united states would wish always to have to have the prize award sort of its industry not that there's not collapse and disappear its oil production
12:08 am
industry survives on the other hand also for the consumers to be happy. well in an effort to pay tribute to those on the front lines fighting the coronavirus people across europe have been clapping for their carers and tonight it was pretty stern. what cross the country people have been a poor thing from their doorsteps gardens and supermarket aisles to show support for health care workers and the volunteers that are helping those in need. here even the prime minister boris johnson joining in ne the u.k. has also pledged to carry out $100000.00 crore of r.'s test pair day by the end of april after several days of intense scrutiny over failures in testing the health secretary matt hancock said he was setting out a new 5 pillar strategy this comes as $569.00 deaths were reported in britain
12:09 am
in the last 24 hours join a whole reports now from london britain's numbers are increasing exponentially with the death toll doubling every 3 days makeshift morgues are being built like this one on an ice rink in milton keynes to meet those grim demands meanwhile frontline health care workers continue to make hurried preparations with personal protection equipment is in short supply as it widely is there fashioning solutions from hardware shops even resorting to seaside snorkels and school science class goggles the government insists millions of items are in the delivery pipeline but in many places they aren't arriving quickly enough i am now setting the goal of $100000.00 tests per day by the end of this month that is the goal and i am determined that we will get that. testing is another crucial part of the
12:10 am
u.k. government's response that for now is wanting this is a drive through testing center in an ikea car park in north west london it's one of 5 across the country finally allowing frontline health care staff to get a test for coverage 19 if they're self isolating at home with symptoms and find out whether they've actually got the disease and if they haven't to allow them to get back to work quickly we spoke to want national health service worker who just been tested she didn't want to be identified by mckinsey once i was moved to the crisis of the magic bullet and. out to people that would supply weight only 700 everybody's very happy to slam into. a lot of i think lots of energy is going to get here already. they're going to come dancing with critics saying it's too little too late it's emerged that private research labs who have valuable testing equipment and expertise have so far had their offers to help rebuffed by the
12:11 am
government well i think it's not a question of criticizing in order to criticize the sequester policy the government must either have the goals that they do not need or do not want help from the sort of decentralized university laps around the country or their policies that would be useful and i'm not in a position to know how those polls it is going to the girl but my feeling is that's where they need to be clear either we're part of the solution or we're not and here comes the sun it's not all bad news the famous crossing at abbey road studios got a new lick of paint in the unusual absence of beatle fans taking selfies ready for life after coronavirus join a whole al-jazeera london. well earlier i spoke to the outgoing british labor party leader jeremy corbin he told me the u.k.'s manufacturing facilities should have been mobilized earlier to make the necessary personal protective equipment he also said a stereotype had severely weakened the n.h.s.
12:12 am
and that measures to support the self-employed or it had to quit. they have not undertaken the testing they should have done and indeed 3 weeks ago the prime minister told me they were going to dramatically increase the amount of testing he hasn't yet got to even 10000 a day when obviously the numbers needed are huge and secondly the lack of personal protective equipment all across the national health service and the caste sector is absolutely serious friend went to see somebody in hospital yesterday and she told me that the people coming in with patients were better equipped than the n.h. staff and i just stuff in the hospital itself we have had a government that has not done enough to get on top of this crisis and i do hope that the health sector is correct when he says he's going to get to 100000 tests but he's got to move very fast and that means mobilizing all resources to do that we also have considerable manufacturing facilities in britain that could and should
12:13 am
have been mobilized much earlier making the necessary equipment but we also had 10 years of a sterile scene meaning that it's our hospitals were 94 percent occupied before coronavirus came and hits and once the work done by the n.h.s. and n.h.s. staff has been absolutely heroic i think there's a big lesson here that you cut public expenditure and underfund health services actual peril as economies around the world are finding at the present time this coronavirus crisis is exposing an awful lot of economic mistakes and been made but also exposing as your programs of often done the terrible health inequalities that exist around the world and actually threaten all of us because of that the population's as a whole are alarmed governments around the world have said people must stay home and not go to work therefore the economies are all basically in great difficulty and the package is being prepared by various governments including the british
12:14 am
government to support people who've lost think jobs of often been inadequate particularly among self-employed people and so there are huge demands and pressures that we are making it's not position on the government to improve that package and support people and also get ready for. the future well i hope we're going to have an investment not economy not a period of retrenchment after the growth of virus but i just want to say this al-jazeera reports on any issues around the world but also in very important because if the only people stuck in refugee camps in bangladesh in the middle east in north africa are not protected in some way not given you support in a growing virus can spread very very rapidly there's been another day of grim news regarding the corona virus from countries across europe in a parka as more of. a window on a worsening crisis in this paris intensive care unit it's
12:15 am
a race against time to save lives. healthcare workers part of the strain hospitals are overwhelmed. the french military's airlifted some patients to other regions and even in neighboring germany and switzerland spain hits another grim milestone on thursday as the number of deaths there past 10000 the country's cut 900000 jobs since impose strict measures to fight the virus. in hard hit northern italy a deep cleans on the way by specialist teams from russia moscow sent plane loads of aid to the country a kremlin p.r. exercise almost certainly but one that's raised questions about the e.u.'s ability to support member states. meanwhile the moscow red square was off limits a surrounding street was sprayed cleaned president putin's ordered people to stay
12:16 am
off work until the end of april to control the spread. responded to mounting pressure for help on thursday with a proposal to borrow more than $100000000000.00 to protect a huge jobs the commission chief said it was time for an economic marshall plan for europe many companies are now left with no income and if we do nothing they have to lay off their workers the employees and this has as a consequence when the engine will restart when the world economy will restart they will not have the skilled workforce they need to take the office so we will lose markets and this will limit our recovery in the u.k. no longer and. there's been a surge in the number of people relying on emergency food banks 950000 people have applied for welfare support 10 times the average over
12:17 am
a 2 week period this is british airways says it was suspending 80 percent of its workforce that's $32000.00 cabin and ground crew who will now have most of their salaries paid by the government more than a quarter of all british firms have now star this is a crisis within a crisis some of the biggest economies in europe or men knees ill prepared for this on relenting virus the barca. still to come this sounds are serious news are the u.s. navy struggles to decide how to handle a corona virus outbreak aboard one of its aircraft carriers and for cold virus patients the center going to be treated with a drug that the w.h.o. is advising against.

600000 chinese people have been locked down after new infections were reported near china's hu a province where the coronavirus pandemic began but in war han life is gradually returning to normal after local authorities lifted a 2 month lock time they're expected to lift the travel ban on the city in april as laura burton manley reports thank you who hahn is back a street sign signals the end of self isolation in a city where the krenov virus outbreak 1st emerged but body temperature checks a strict and local authorities urged people to avoid gatherings is the city slowly coming back to life restaurants have opened but only for delivery not yet to set him. or. we were severely affected by the 2 month closer due to corona virus we are now trying to compensate for the losses but at the same time we take all preventative measures. people are once again using public transport about
12:19 am
80 percent of the city's workforce are returning but locals are still concerned. about i am still worried about the infection as the virus 1st spread from work on i dare not use public transportation because i've heard of infected cases but without symptoms it's been 2 months since people here were 1st told to self isolate now their merge from their home slowly and tentatively fears of a 2nd wave action a very much on people's minds especially as many infected people still don't choose symptoms of the disease. a manly al-jazeera. the us navy has relieved the commanding officer of the theodore roosevelt of his duty after alerting the pentagon so coronavirus a break on board the ship a 1000 sailors from the aircraft carrier on a quarantine don't go on just days after a scathing letter from the captain story reports. the u.s.s.
12:20 am
theodore roosevelt docked in guam the us territory in the pacific ocean for days the captain of the aircraft carrier has pleaded with the pentagon to allow $4000.00 sailors off the vessel because the corona virus has been spreading uncontrollably through the ship's cramped accommodation the pentagon is now planning to evacuate the ship after initially saying the situation was under control there have been a 1000 sailors there that have been taken off the ship approx as a certain percentage of those are in isolation because they 'd are as positive according to split or as the like symptoms and they are in the process of being ousted another percentage of that is 'd in quarantine locally our naval base who want groups of sailors will fly in and out of the naval base on guam those who test negative will spend 14 days in quarantine in a hotel anyone testing positive will be placed in isolation are conditions was that

12:22 am
there's a sense of relief that the measures he was asking for are finally happening the turia gays and be al jazeera. well there coronaviruses in communities hard say in argentina's capital the mountain and one aside these means people are i support and i use a food today as a boy who has been meeting some of those who are struggling. these are b. c d's full father believe media he runs a parish in the snow mean when a site is people like him are on the front line in the fight against the spread of coal the 1000 $918.00 us poorest areas. the most there is a lot of need here but it's never met the good side is the change in mentality that shows us that people no longer think only about themselves. well the president of the united states is not giving a coronavirus update let's listen then slow the spread the sacrifices we make over
12:23 am
the next 4 weeks will have countless. american lives saved we're going to save a lot of american lives in we're in control of our own fate very much maintaining social distance practicing vigorous hygiene in staying at home are you most effective ways to win the war and to escape danger. while you're fighting this battle from home we're working with the best scientists doctors and researchers anywhere in the world we're racing to develop new ways to protect against the virus as well as their appeased reprints and ultimately a vaccine that will make it a lot of progress i think medically a lot of progress at the same time we're also racing to get relief to american workers and small businesses as you know i want to remind small business owners across america that the paycheck protection program is launching tomorrow.
12:24 am
nearly $350000000000.00 in loans will be available to small businesses including sole 'd proprietors these loans are up to 100 percent forgivable as long as employers keep paying their workers to take care of your workers furthermore we want social security beneficiaries to know that if they are typically not required to file a tax return they don't have to file one in order to receive the direct cash payments that will soon be distributed to american citizens the treasury will deposit the money directly into the bank accounts and don't forget i will always protect your social security your medicare and your medicaid we're protecting social security medicare and medicaid and i always will i'd like now to invite s.b.a. administrator jovito qur'an says doing a fantastic job school to be very busy in the next little while and secretary stephen nugent to say
12:25 am
a few words about these vital initiatives and then we'll get on to the attack of the virus itself and please if i might stephen giovino. thank you. thank you mr president and mr vice president secretary. yvonne. and all who have been working closely with in this effort small business is the backbone of the american economy and the president has put the nation's 30000000 small businesses front and center in the response effort and we are working hard to get money to them quickly. this is an unprecedented effort by this administration to support small businesses and we know that there will be challenges in the process separate him a notion and i are working in tandem to ensure that feedback from our partners is being heard and implemented the private and public sector must work closely
12:26 am
together to ensure that small businesses and their workers across the country are put 1st this is ministration believes wholeheartedly that if you are a small business you are a critical part of the economic fabric of this country and your viability is critical to the economic well being of your employees at s.b.a. we are working around the clock to support small businesses ensuring that we have prioritized ties in emergency capital for small businesses that are suffering economic harm as a result of this unprecedented situation of this relief will help stabilize a small business sector by providing businesses with the financial resources they need to keep their workers employed and keep up with their day to day operating expenses today i want to ensure that small businesses all over the country know about the paycheck protection program and how they can benefit from this simply put
12:27 am
the paycheck protection program is to help keep employees on payroll and small businesses open s.b.a. will forgive the portion of the loan that is used toward job retention and certain other expenses we are working closely with lenders. so that businesses can go directly to their local lenders paycheck protection program is in addition to substantial work that the s.b.a. has and will continue to do to help small businesses including providing advances an s.b.a. disaster loans and forgiving existing s.b.a. loan payments over the next 6 months additional details on these critically important programs can be found at s.b.a. dot gov and we will be updating these resources regularly our hearts go out to those affected by this terrible virus our communities around the country are
12:28 am
stepping up and we will get through this together at s.b.a. we know that every phone call or e-mail or applications submitted has a small business owner their employees and the communities they support around the other side are most important objective is to allow small businesses to keep their employees on board and keep their businesses viable through this unprecedented disruption i want to reiterate the importance of patience in this process as we work together to ensure that businesses are able to access it credit we will continue working around the clock as we've done with our federal and private sector partners expanding capacity and working to make our systems as robust as possible to meet the needs thank you mr president. thank you mr president thank you mr vice president thank you joe veda mr president you've made clear to us
12:29 am
we now need to execute we need to get money to small business and american workers and that's what we're doing the s.b.a. and treasury committed to get this program up and running tomorrow and when jovito says people working around the clock they literally we had both teams working till 4 o'clock in the morning and start working again today we've heard feedback from lenders community banks regional banks and we spent the last 24 hours making this system even easier so this will be up and running tomorrow i encourage all small businesses that have 500 or fewer people please contact your lender and the f.d.i.c institution will be able to do this and the credit union existing s.b.a. lenders infin tech lenders you get the money you'll get it the same day you use this to pay your workers please bring your workers back to work if you let them go you have 8 weeks plus overhead this is a very important program i'm pleased to announce. we are going to raise the
12:30 am
interest rate on these loans and again the interest rate is paid for as part of the program the bar doesn't have to pay this to one percent we had announced it was going to be 50 basis points we've heard from some smaller community banks that their deposit costs even though the government's borrowing at $3.00 or 4 basis points this is on average a 90 day alone to make this attractive for community banks we've agreed to to raise the interest rate again i encourage everybody to take out the paycheck protection program i'm also pleased to report the economic impact payments i had previously said this would take us 3 weeks i'm pleased to report that within 2 weeks the 1st payments will be direct deposit into tax payers account and as the president said last night the president authorized me to say that any. but it has social security recipients won't need to file a new tax return and we'll have that if we don't have your direct deposit
12:31 am
information will be putting up a web portal so that you can put that up it is a very large priority the president has made clear we want to get this money quickly into your hands i'm also pleased to report that we continue to work closely with the federal reserve we're in the process of designing a new facility that we call the main street lending facility we're also looking at facilities for state governments as well and i'm also pleased to report the employee retention credit it's up and running the 1st 10 $1000.00 of wages you get a 50 percent credit that's $5000.00 per person for everyone who's cap someone you can immediately get that money you can deduct it from what you owe the i.r.s. immediately if you don't owe us money you'll get a refundable tax credit so that is up and running i'm also pleased to report we have the program up and running we're taking applications from the airlines from the cargo companies and from national security companies so thank you very much mr
12:32 am
president his team would you have you know. i'm sort of been chase bank sends a letter to its business clients today saying that they don't have the necessary guidance from the s.b.a. from the treasury department to be able to accept a loan applications starting tomorrow the need is clearly enormous at least one major bank says they're not fully empowered yet to be able to help their cause as i spoke to all the c.e.o.'s yesterday i had a conference call with them we got very good input from them on what they needed as i said people working till 4 o'clock i believe we just put up the federal register with the new guidelines for lenders i've been assured that the banks will be in the process starting tomorrow now again it's going to take a little bit of time but we committed that this will be available tomorrow and i courage all companies go to as be a dot com go to treasury dock you. see the information you need immediately if your answers are all over the small business owners and everything saying they were on
12:33 am
that conference call there's a tremendous power struggle going on between the treasury and asked v.a. and that it's over process and forms is what they tell me that lenders are opting out because they can't make enough money to even service the loans so how are you going to make sure these small business owners get the capital they need to survive right now 1st of all i can assure you joe vitt is here to view to used to work for me as the treasurer there's no power 'd struggle joe video on our team as i said works together till 4 o'clock in the morning started working at 7 o'clock again we've made the form simpler and i can assure you at 5 points i've told these bankers they should take older traders and put them in the branches so it's they'll never be another opportunity to earn 5 points on a 90 day government fully government guaranteed one of his checks right into direct deposit i.r.s. now saying take 4 to 5 months you're saying 2 weeks because let me be clear i don't want it let me be fair i don't know where you're hearing these things i told you
12:34 am
this would be 3 weeks i'm now committing to 2 weeks we're delivering on our commitments the i.r.s. which i oversee within 2 weeks the 1st money would be in people's accounts that's true and i think it is not the 1st the checks for folks that have different deposit sounds like those will go out pretty quickly the question is that folks who don't have direct deposit and there was a stash around there when it was released by the house ways and means committee today saying that that process could take up to 5 weeks i think you need to august is that how long i've got that is not going to take our eyes on it again let me just say when obama sent out these checks it took months and months and months i am assuring the american public they need the money now what we're going to do is again if we have your information you'll get it into it in within 2 weeks social security you'll get it very quickly after that if we don't have your information bill the simple web portal you'll upload it if we don't have that. we'll send you checks in the mail to test the process and we just need to get the process
12:35 am
a lot of checks but we don't want to send checks in this environment we don't want people to get shots we want to put money directly into their account but i'll tell you mr secretary this is for budgets both you the administrator and there's been some anecdotal reports that this is people trying to get access to the online site to submit the applications the web sites been crashing i've heard of webinars going offline because there's just too many people on them so how are you guys going to be ready you know tomorrow to get these loans out we've brought in a lot of extra resources at s.b.a. and us to make sure there's additional capacity as i said we heard a lot of good feedback yesterday to simplify this process it's going to be up and running now let me just be clear that doesn't mean everybody is going to get their loan tomorrow but the system will be up and running we encourage people over the next week sign up you can go on right now you can go on the web see what information you need a very simple process. going to carry out a number of subjects and even in touch with leader mcconnell and speaker pelosi
12:36 am
about their differences right now about another stimulus package i spoke to i've spoken to the leader i've spoken to the speaker. that i've spoken to the president constantly when the president is ready and thinks we should do the next stage we're ready the president talked about the issue of infrastructure since the campaign i think you know that's a big priority for hip and again if we run out of money on the small business program we'll be back right away to congress to get this increased does the planet earth day or you think. well let me just say you know we're going through something that we've never done before where the government to shut down big parts of the economy because of health reasons our economy was in great shape our companies were in great shape there are 3 ways that americans are going to be protected from. small business will get paid by their business through this program the direct deposit there's also enhanced unemployment so we realize
12:37 am
unfortunately there are a lot of companies that because they aren't in business over a short period of time again we're working with the states on enhanced unemployment and as soon as the medical professionals and the president give the all clear we're going to have a ton of liquidity we have about 6 trillion dollars this is never been done between us and the fed to put into the economy to support american workers and american business security decision here the jobless numbers and it's not today these 3 besides being more the social distancing and i were standing for another month or so while i did you know relief for he going to give to americans as they stay out of what are our office actually what are you waiting for but we lead in that designing this program we thought that we had liquidity for about 10 weeks and that's what we've designed and again i think the president's been very clear if we
12:38 am
need to go back to congress to support the american economy and american workers we will be doing that mr secretary secretary you sent me to meet the people of his former assistant let me to oversee the distribution of recovery fines and she says she wants to make sure that those funds are wisely and efficiently and do you think that's let me do something that's necessary i don't i mean you know the both both parties wanted us to have oversight and wanted us to have transparency we have full transparency we have a oversight committee that the speaker gets to pick someone the leader gets to pick someone i believe there's 5 people on it and again that committee will review the money that we're spending and again we support full transparency taxpayer should understand how we're going to support this economy and jobs secretary of good 2nd senator kalki is asked you to consider provide. loans to energy companies under the carers act the phase 3 bill what are your thoughts on that would you consider
12:39 am
providing those loans energy companies so thank you and let me clarify i have very limited ability to do direct loans out of the treasury i can do them for. passenger lines cargo airlines contractors and national security companies outside of that we work with the federal reserve to create broad based lending facilities which we will do so our expectation is the energy companies like all or other companies will be able to participate in broad based facilities whether it's the corporate facility or whether it's the main street facility but not direct lending out of the treasury. the question for clarity of the americans for those folks who don't have bank accounts who don't have direct deposit information on file with the i.r.s. how long would they have to wait for their time for people who don't have direct deposit again was an easy way they put it up we can on a rolling basis i think you know within a couple of days when they give it to us we'll send the money out we do realize
12:40 am
there are people who are under banked and again we're working with all the digital companies prepaid debit cards we're working with all of them to make sure we have a process that every american gets their money quickly this money does people no good if it shows up in 4 months and we will deliver on that promise we as a matter of weeks that perhaps not months quickly is a matter of weeks and not months that's correct sir and it's already hard but i'm not going to have your secretary one very rare you hand me direct loans to the airlines how much do you expect the treasury department in the federal government will be involved in overseeing the operations of airlines as it pertains to which rounds get cut back how much they operate what they do about their employees in a way so there are there are very strict requirements that's built into the bill again this was a bipartisan requirement one anything we do with the airlines they have to maintain substantially all of their employees so again any money that we provide them will
12:41 am
go to pay their employees we're going to be working with the secretary of transportation there were requirements to maintain certain routes so again we have a very clear process we've hired 3 outside advisers. it will be financial advisors and through law firms will be releasing that information shortly and i want to thank them they're all working for basically very very little money they couldn't work for free so they've agreed to basically work for what they would sign up to work for charitable organizations so again no big fees to bankers we've got a for a team of 3 lawyers and 3 financial advisors that will assist us. oh. yeah that means that those people are inviting me really means for who will give you the names as well as well as the contracts so again right now don't laugh so. happy to announce it we have the p j t partners ok is going to do the passenger airlines and company is going to do the
12:42 am
cargo and contractors and perella weinberg will handle the national security and they'll be 3 law firms which will announce shortly that will be working in each one of those suckers and again let me just be clear we need to get this done quickly the airlines need money we're going to work very closely with the department of transportation and get this done quickly we've actually already received contracts from a lot of the people again there's guidance up on the web full transparency we've asked for applications there's energy on the airline issue again just because you know others have said that the government taking stakes in those their launch not be a condition for the federal government to provide the rules for specifically which response to that i spoke to the speaker last night about that. this was something that was highly negotiated between the republicans and the democrats the president was personally involved in the us he was on the phone with us many times mitch mcconnell mark meadows senators on both sides there is
12:43 am
a specific wine in the bill that says that the secretary meaning may will determine proper compensation so this is not a balance out. for the airlines and i will be working once we get our advice from our financial advisors we get the applications from the airlines i'll be working very closely with the president and will make sure that we strike the right balance not a bail out taxpayers get compensated but the these airlines these are national security issues we want to keep our lines and tack. more broadly perhaps for the administrator if not for you as well some small businesses restaurant owners owners for example are finding that they offer employees so that they can start collecting unemployment is better both for them as business owners and for their workers what is that it's do they have right now to keep their employees on their payroll if no one's coming into the rest of the incentive that you have and we want american
12:44 am
business to be kept intact the incentive is these are loans that turn into grants so if you're a business owner and you're rushed ront you can hire your people back you get money for their or their medical you keep them on the medical plan you get money for your rant you get money for your electricity so you're motivated we want you to have a business that you can reopen quickly when it's appropriate so this doesn't cost the business owners anything you know when people talk about i can't imagine any american worker who had a job is offered to keep their job isn't going to want to have it and let me just be clear we've also talked about this unemployment issue you can only get unemployment if you don't have a job so unemployment is intended for those people that are some of the mid size or larger businesses and we're very sympathetic to this that these companies can't afford and for those people the enhanced unemployment will be a significant benefit but we want to make sure 50 percent of the american workforce
12:45 am
is small businesses under $500.00 people the president the vice president the administrator and i want to make sure this part of the economy is ready and intact . we're ready to reopen a few british river there is there a certain category of small businesses that you're most concerned about restaurants there's a lot of things like that that's a great question we're concerned about every small business there's 30000000 small businesses that we're really focused on and we would gain feverish lead to make sure that we can provide the available funds to them as quickly as possible so it's 30000000 small businesses in the other businesses are being dealt with with the p.p.p. that the paycheck protection it was also the disaster that we called the injury or economic injury disaster loan and then there was an advance. associated with that particular program as well so to answer your question we're concerned about all businesses and as the secretary indicated we're looking at employees being ready
12:46 am
not last in this process what we want businesses to stay intact because they represent half the half the g.d.p. so if we spend a trillion to support 10 trillion or 11 trillion i think that's a significant investment and that's what we're focused on these are certainly going to do i just really want to hang on to just one of a one comment for explanation because i want to make sure everybody out there on her stands this if you're an independent contractor if you're a sole proprietor you're eligible for this is well you know that program won't be up and running until next week but again this is a very broad definition of small business so if you're an independent plumber if you're an independent contractor you're covered under this program slightly more complicated you have to come into your bank and give them more information but starting next week that part of the program will be up and running. also charities charities as well very important the vice president president make sure that we
12:47 am
covered small charities in this huge churches and religious not how. it does although there are some technical issues but yes it does include faith organizations that have these and it is the this is under that the p.p.p. yes the new as be a program they are covered. all right you'll hear everybody thank you. thank you. ok so that begins right away and then they start handing out checks and a lot of people are going to have their businesses built back up quickly. and we'll see it's complicated big small business is actually big business so i thank them both. and please we have some great gentlemen in. the city gentlemen that's correct. thank you very much today my administration has also issued a new guidelines to protect elderly americans who remain the most vulnerable right
12:48 am
now nursing homes should have suspended the entry of all medically unnecessary personnel today were further recommending that all nursing home facilities aside the same staff to care for the same group of residents consistently to minimize any potential spread and we're also urging facilities to designate separate areas for healthy and sick residents and this is a practice that we probably will be recommending into the future long after the enemy is gone this particular enemy is we're also making every effort to provide relief to our great veterans and we take very good care of our veterans at my direction secretary wilkie will use any authority at his disposal to extend deadlines for benefits and to postpone debt collections we're now conducting well over 100000 corona virus test per day over at that 100000 test
12:49 am
a day and these are accurate tests and they're moving rapidly which is more than any other country in the world both in terms of the road number and also on a per capita basis the most the f.d.a. is also authorized to 1st. coronavirus and a buddy test of elop of the cell x. a key step that will help identify people who have recovered and to understand their immune response and their immune system moments ago i directed secretary a's or an acting secretary wolf to use any and all available authority under the defense production act to ensure that domestic manufacturers have the supplies they need to produce ventilators for patients with severe cases of. c o v 1819 you know what that is right become a very famous term c o v.a.d. covert this action will help general electric hill rahm medtronic
12:50 am
rest bed royal philips and by air medical overcome obstacles in the supply chain that threaten the rapid production of ventilators we have. over 100000 being built right now or soon to be started we anticipate issuing more orders under the defense production act in the very near future in addition to the one that i've just signed against 3 m. 4 facemasks we just signed a. element of the act against 3 m. and hopefully they'll be able to do what they are supposed to do just poke to mary bear of general motors and she said there. very soon going to be ready to start production of the fed to letters and a lot of ventilators that they've committed to quilt and they'll be starting very very quickly fema continues to deliver resources to areas most affected by the
12:51 am
virus including new york on top of the 3000 beds were already providing to the javits center the department of defense is adding another 48 i.c.u. beds governor cuomo has asked that this facility. go and it's a big beautiful facility it be converted to a covered hospital and we hadn't done that yet we had thought in terms of doing that but their uses their real demand is for that and we had meetings on it with the task force we had meetings with the military and i've decided to say yes i'm going to do that that i will be signing and agreeing to a yes answer so that we will be doing that and also we will be staffing it so the federal government is doing a lot of things that was an anticipated that it do this is a $2500.00 and or $2900.00 can easily be set up
12:52 am
hospital built in javits center and so we're going to be converting that to a covert ed 1000 hospital. and it's going to be staffed by the military and by the federal government and based on the fact that i agreed to that we had 2 other facilities that were likewise asking for it and that would be in louisiana and also in dallas and we'll be doing those we spoke to the governor of louisiana spoke to the governor of texas and we've told them that we will be staffing those hospitals again. love and beyond but that's ok we have to do that in addition to us and as comfort is docked in new york to accept patients that is a non cove today fema has delivered more than 4000000 and 95 mask respirators
12:53 am
and it's i think of that 4w4w don't forget where secondary source the states are doing it and we're backing them up but we've gotten 4000000 and 95 respirators 1800000 surgical masks 460000 face shields 1400000 jobs and 4400 ventilators just to the city and to the state of new york and some of them now are being sent i spoke with both governor cuomo and mid to blasio a little while ago and some of them are being sent to the city all of america stands with the people of new york in this time of need it's definitely a hot spot but we have other hot spots also and we're taking them taking care of them very very strongly very powerfully we have the finest people in the world in those locations and i think the federal government has not only acted early but
12:54 am
acted quickly professionally there is no people like this doctors nurses 1st responders and other health care providers who want to help new york at this critical time should visit web site n.y.c. dot gov slash help now n.y.c. dot gov slash help now they need help now they need people to help them we have great facilities and we've built some brand new facilities big ones we need help we need help for professional people so if you're in an area that isn't so affected and you're a doctor a nurse health care worker please. get to that website and we would really appreciate your help new york city needs it louisiana by the way needs it. michigan needs it whatever you can do those are very strong hotspots they need help. in recent weeks as the virus has spread and economic hardship has followed we have
12:55 am
seen americans unite with incredible selflessness and compassion i want to remind everyone here in our nation's capital especially in congress that this is not the time for politics analysts partisan investigations here we go again have already done extraordinary damage to our country in recent years you see what happens it's a witch hunt if the witch hunt if the witch hunt and in the end the people doing the witch hunt have been losing and they've been losing by a lot. and it's not any time for which aren't it's time to get this enemy defeated conducting these partisan investigations in the middle of a pandemic is a very really big waste of vital resources time attention and we want to fight for american lives not waste time and build up my poll numbers because that's all they're doing because everyone knows it's ridiculous so we want to focus on the
12:56 am
people of this country even the people of the world we're going to be able to help them because right now is an example we're building so many ventilators very very hard to build but we're building thousands thousands of them and a lot of them will be coming at a time when we won't need them as badly. because it takes time very complex very expensive and we'll be able to help outside of our country we think will be able to help that something that you cannot easily produce as citizens who are linked together by the shared bonds of national love loyalty and affection there's no earthly force more powerful than the patriotic pride that stirs in our hearts and that is so true it's incredible the job that everybody's been doing everybody they don't sleep they don't go to bed sometimes they get nothing said to somebody recently on the task force how many hours sleep have you gotten over the last couple. of days the answer was none none in one massachusetts neighborhood citizens
12:57 am
come out of their homes each night at 8 o'clock from their porches and they sing god bless america others have joined in spreading from house to house down one street up to the next until their little town with a spirit of patriotism and reminding all americans that were all in this together we'll fight together and we will win together we're going to win this now what i'd like to do is i'm going to step out we have a meeting on this subject and i'm going to step out just for a few moments i'll be right back will answer some questions but you have some very hardworking people who have done an incredible job led by vice president mike pence head of the task force and then jared kirschner is going to say if you are it's an admiral full of jack peter navarro dr burk's and myself i'll be right back so i'll see you in a little while i did take a test that just came out this is from the white house physician you may have
12:58 am
a just came out i just took it this morning and i took it it took me literally a minute to take it and it took me i guess it was 14 or 15 minutes i went to work i didn't wait for it but said it took 14 minutes or something to come up with a conclusion and it said the president tested negative for covert 19 so that's a 2nd one i think i took it really out of curiosity to see how quickly it worked and fast it worked out it's a lot easier i've done both and the 2nd one is much more pleasant i can tell you that much more pleasant so i'll be back in a little while and mike please take over thank you thank you all very much of us. thank you mr president. the white house court of ours task force met today but earlier in the day the president convened all the key elements of our supply. chain team in the oval office for an update on the progress that we have been making
12:59 am
working literally around the clock to make sure that our health care workers the people on the frontlines have the personal protective equipment. and also the ventilators to be able to meet this moment and today you're going to hear from the people that are literally working working each and every day to make that happen. dr deborah burks is also with us should reflect in a few moments on the progress that that we're making analyzing the data each and every day we're looking county by county state by state consulting with with governors and local health officials at the present moment more than 1300000 tests have been performed and as you all are aware and some 236000 americans have tested positive for the corona virus with now the losses over 5000 americans and our hearts are with their families. beyond that we have been focusing not just on
1:00 am
ensuring the testing is occurring but that the supplies are flowing as the president just announced he made a decision today to deploy. thousands of n 95 mass directly to new york city's public hospitals and our team will speak about that in just a moment and also the president took the unprecedented step to direct the department of defense to use military health care personnel to operate all coven facilities at the javits center in new york at the convention center in new orleans and at the convention center in dallas and we have formed each of the governors of those states today that their requests we were making those military medical personnel available to operate in all covert facility but we would emphasize to people in that community who believe you've been impacted or.
