when you saw that document for the 1st story we listen to after the war saying you'll be in to go build united states of you to. be with you we meet with global news makers and talk about the stories that matter on the edges 0. the worst crisis it's ever seen the international monetary fund issues a grim warning about the wider effects of the coronavirus and. romanticism this is all just here on live from doha also coming up america's top health officials advise everyone to wear some sort of face mask but donald trump says he won't be doing it. health markers come under attack in one indian city as they carry out checks for cover 19 patients. and almost ripe for plucking but
2:01 am
a stranding in farmers fear their fruit will rot if they can't get enough workers. there's been a grim warning on the wider long term effects of the coronavirus pandemic the head of the international monetary fund christina georgieva says the global economy has come to a standstill this it says is the worst crisis it ever witnessed fog graver than the global financial crisis a decade ago it's giving us side a trillion dollar war chest to help vulnerable economies as infection numbers near 1000000 there's a battle over facemasks a u.s. manufacturer says the government has asked it to stop exporting and $95.00 masks to canada and latin america and while america's leading national public health institute recommends the use of face masks president donald trump says it's
2:02 am
voluntary and he will not be following their advice composition good citizens that he'll expand medicare for 30000000 uninsured americans. the c.d.c. is advise in the use of non-medical cloth face covering as an additional voluntary public health measures so 'd it's voluntary you have to do it they suggested for a period of time but this is voluntary i don't think i'm going to be doing it medical protective gear must be reserved for the frontline health care workers who are performing those vital services the new mask guidelines also do not replace c.d.c.'s guidance on social distancing including staying in your home when possible standing at least 6 feet apart for a period of time ok she has her times is joining us live from washington d.c. once again it was a press conference that covered a whole variety of different things she had but let me just ask you quickly about
2:03 am
swine the president decided that he wasn't going to be following the recommendation that people should be wearing face masks in the u.s. why scenery suggesting it was inappropriate for a president to be sitting across a loot desk in the oval office meeting world leaders with a master of the space i'm not sure that many quote leaders would probably do washington it has to be said that clearly he didn't seem to be so keen on the idea of neutrals of it's that this isn't the road it's not about of all it's a you know it's the reason why devising you to where where a. mosque over you or your mouth is that you don't infect other people and the house is going to beit a sudden bags we were reporting it because there was somebody ministration wired the public will misunderstand that and start you know buying up and id 5 mosques which have to be reserved only for those who are treating those with the virus 1 there also are concerns that if people are wearing a mosque it will lead to a lack of inhibition of social just so you know they are protected so that was
2:04 am
a worry and indeed just even on putting on a mask might mean people touching their face even more so these are the concerns that were going around we do not have a recommendation for the c.d.c. even. for example if you want a position where social distancing is difficult like you want to shop and you can't really be 6 feet apart and people shop then usual must see you don't infect others clearly don't trump never see those good shops very often anyway i guess as i said you had this was a fairly wide ranging press or as usual just what were the highlights that you picked up the 1st international highlights i received just we were all looking at this meeting with oil executives that donald trump was having at the white house friday afternoon. this issue of the a price war between saudi arabia and russia came to the fore when donald trump to egypt that he'd already sorted something out it's a bit you know and yet we signed on the crown prince of saudi arabia and he said the 2 of them that putin and everything would be sold pretty soon. a lot of it
2:05 am
looted how about how the saudi arabia say oh at what we could come to some sort of agreement on reducing production to stabilize the oil price if the u.s. gets involved there's some coordination with the u.s. so we're looking at this meeting to see whether don't truck would be able to talk to various oil executives chevron exxon reader and stop and the kind of intervention and other relevant factors to see whether you get some kind of agreement on this from what he said at a press conference mother in fact he said look it's a free market maybe it'll sell itself out eventually and the answer clearly no deal on oil and then the other question up there is quite significant something that you mentioned a moment ago this issue of exporting of musk's produced in the u.s. and 95 marks a personal protective equipment so no truck at all than this announcement that he was invoking the defense production act he was pretty much in the export of medical supply lines there are so many implications but then all the question he knew suggesting well if spain or italy needed stuff then then they can actually get it
2:06 am
so it was not entirely clear but we know there's been this passed with the white house and 3 m. about and 95 but asks. that. some of the trouble ministration the senate you can note on export calendar and latin america and trying to say look this has all sorts of indications humanitarian implications for frontline workers in those countries but also a potential brutality because the us imports medical supplies probably for example so this might be problematic it's still not really clear what the policy is from what we have a press conference also we understand the white house is pushing for exports of the 3 am a 3 am from asia and other places have to be redirected to the u.s. again that has enormous implications leading to whether the u.s. has legal authority to do that so frankly when the winds are really about a particular issue shihab rattansi bringing us up to date out of washington d.c. she had thanks very much indeed. well the numbers out of new york state just keep getting worse it now has more than 100000 cases that's not far behind italy and
2:07 am
spain a governor under cuomo is pleading for more medical supplies kristen salumi reports . medical supplies flown from china arrive in new york under police escort as confirmed covert 19 cases keep climbing this is a ground city and state officials continue their frantic search for protective gear for medical personnel. and ventilators for the growing number of critically ill with none left to purchase new york's governor promise to sign an executive order allowing the state to take the devices from hospitals not currently using them i'm not going to let people die because we didn't redistribute ventilators the national guard are going to be deployed to pick up these ventilators which are all across the state and deployed them to places where we need them. hospitals in new york city are bearing the brunt of the outbreak with lines for testing and overwhelmed
2:08 am
emergency rooms statewide almost 600 people died in one day even as a temporary hospital set up at a convention center sits empty. and the u.s. comfort navy hospital ship holds just 20 patients both were set up for non kovan patients the governor said that will change for the convention center soon as it turns out we don't have 9 kolbert people to any great extent in the hospitals. hospitals have now turned into affectively i.c.u. hospitals for covert patients so we wanted to convert javits from non covert to covert. the york's mayor advise city residents to wear masks in public places amid growing evidence that infected people who don't show symptoms can still transmit the disease but the governor cautioned there was no clear
2:09 am
evidence to support the move might it help i think it's fair to say yes but don't get a false sense of security one glimmer of hope researchers have begun collecting blood plasma from recovered cove of 19 patients like tiffany pickney for an experimental treatment they hope the antibodies developed in her blood can be used to bolster the immune systems of the infected they may be answers from researchers they may be answers for people who are lying in a hospital bed not knowing what's going to happen to them so mom so it is definitely a humbling experience and i'm honored that could be just what doctors need kristin salumi al-jazeera new york but number of deaths across europe has now surged past more than 40000 italy and spain account for more than half of those with large death tolls continuing to be reported daily o'brian and reports now in the situation across the continent. maria espen are can only speak to her mother

through a distant window 85 year old concepcion lives in a bus alone a nursing home the hof of the elderly residents have been isolated with suspected coronavirus but have concepcion tests positive and is isolated herself maria may never see her again. these are the people who have gone through a lot they have got through war post war and to leave them die like this it's very sad very sad they don't deserve it. on friday the european union executive admitted it's struggling to procure large numbers of ventilators quickly and member states are scrambling to manufacture their own with spain seeing new fatalities exceed 900 for the 2nd consecutive day the spanish prime minister visited a ventilator factory. seater. with this visit i don't just want to pay tribute to the work of this company and all its workers but also to the companies workers and professionals who've been working these weeks against the clock to save

lives. as europe grapples with a virus that is yet to hit its infectious peak here governments are struggling to expand medical facilities while at the same time reducing the chance that their citizens will actually need them germany's disease control chief says social distancing is having a measurable impact but there is still a shortfall in equipment. and great for the respirators and intensive care capacities have been increased but in my opinion i still can't be sure that it will be enough personally i think it well but i'll be glad if i am wrong. so prevention and avoidance remain the priority and the world health organization is urging vigilance if countries right to lift restrictions too quickly the virus could research and the economy impact could be even more receive year long police have been questioning passengers and non-partner station one of paris's main rail terminals at the start of the traditional easter holiday inspired many to head for
2:12 am
their country homes passengers traveling without justification and paperwork face a 145 dollar fine and with warm spring weather forecast across europe this weekend there is grave concern among thora he's the people's discipline and patience will slip. i think so but also to not hoover the south and with this good weather some of you will want to barbecue of course you can but do it with the people you live with on the same roof do not invite your friends neighbors or relatives remember that picnics in the parks even with the family are not allowed to spite weeks of social restrictions and stay at home orders the virus pandemic in europe is not yet at its peak and people are being warned that the longer they can abide by the lockdown orders the shorter they will have to be in force paul brennan. more than 90 countries have asked for funding from the international monetary fund the i.m.f. head christine you know jersey ever says the world is in recession and is urging
2:13 am
nations to come together to tide over the financial crisis this is a crisis like no other never in the history of the i.m.f. we have weakness the world economy coming to a stand still we are now in recession eat this way worse then the global financial crisis we can have one trillion dollars war chest and we are determined to use as much as vesa serry in that protecting the economy from the scarring of this crisis stan verger is a resident scholar at the american enterprise institute is joining us live from washington d.c. by skype thank you very much indeed for giving us your time sir they i.m.f. is making
2:14 am
a comparison between what we're seeing now in the economy and the 2008 global financial crisis is saying it's even worse than that what's the difference between the 2. well i'd say there are 2 key differences one is that in a certain sense the current economic downturn is intentional regular shutting down large parts of the economy in order to combat the public health threat so that it's very different from the global financial crisis which obviously was caused initially by instability in the financial system and by a housing crisis here in the u.s. separately and a 2nd important difference is that the initial shock we're seeing is not too much greater than the initial shock during the greater financial crisis during the global financial crisis so we've already seen here in the u.s. that 6. 6 plus 3 it goes almost $10000000.00 people filed for unemployment benefits in the past 2 weeks and that in and of itself is enough to
2:15 am
get us up to an unemployment rate of about 10 percent during the financial crisis that's about where the unemployment rate peaked now on the other hand layoffs are continuing and the economic downturn is slowly spreading from the most directly affected industries throughout our economy and so the total shock could well be much greater than what we saw during the global financial crisis let's look ahead say 9 or 12 months let's assume that the virus has been contained the spread of the virus is now limited what do you think the world economy is going to look like at that point how different is it going to be to what we're used to. well i think we should count on having elevated levels of unemployment and a lot of countries in deep economic trouble now policy can of course remedy some of that one think 2 important things to try and do as we make it through this
2:16 am
difficult period is to stay heal the balance sheets of households but also of the firms that employ them red we've shut down significant sectors of the economy and one thing governments can try to do is make it so that those businesses do not go bankrupt that they are that they will be ready to go once the virus has been has been brought under control so that they can rehire workers and so dead all of these are firms specific human capital is not destroyed now in the household side we do not want households to be overwhelmed by debt by the time this the immediate public health threat. goes away and so those i think going to 2 that should be those would be the 2 main areas of focus for governments on the purely economic side. we had the head of the i.m.f. saying earlier that they were ready to have they had a war chest as she described it of a trillion dollars to deal with this and i'm just reading that the world bank is intending to respond quote forcefully and massively with support programs
2:17 am
especially for poorer countries is simply throwing money at the economies around the world enough or is that does more have to be done in order to try to get the economies back on track. so 1st and foremost we should obviously deal with the public health threat then on the economic front i do think that deploying large amounts of funds is crucial but not in the traditional keynesian way read we're not trying to stimulate aggregate demand in the usual way because we have in fact intentionally reduced demand for for things that barber shops and cruise ships and hotels almost to 0 and so there's no point in trying to stimulate demand for those goods and services instead what we should use that money for is to step help households and firms bridge this period red and so that means sending out cash help help it helping states and local governments which this difficult period make sure
2:18 am
that employers do not lay off all of their workers all those kinds of measures it what we need in a sense we need to but the economy asleep but take care of it so it can wake up and be active again by the time the public health threat goes away that's what we should do ploy large amounts of money really good to get your the benefits of your experience on the stand we appreciate it thank you very much indeed thank you for having me still ahead analogise here as some parts of asia have reopened to the outside world others tight restrictions. hello to prove the point that winter has not left the us encounter behind this is an active cold front at the moment there it is and the air behind it really is
2:19 am
significantly colder than you might expect 10 to 15 degrees below average so if you pick up kansas city as an example of what's going on you've got 4 degrees for friday then up to 12 it's not until we get to really the working week if you're allowed to work that you see the temperature rise a bit of rain of course it'll be another frontal system and also you've got that cold air coming side as it tends to come up against the influx of warms moist air from the gulf of mexico and that's when in particular texas gets a pretty big thunderstorm if any nasty ones but the cold moving eastwards and warming outside temp is all rising a viewer it's minus 5 in winnipeg plus 8 in minneapolis and that's a warming trend that continues as the rains come sporadic the front still changes the weather time on the pacific coast we have rain coming to san francisco bisto coming into the mountains as well the last frontal system was fairly active bringing showers the turks and caicos is hanging around for a day or 2 still spawning wanted to shout is funny as a haiti make

2:29 am
replace them when the visas of those already here expire we rely so heavily on our days of work is now seasonal work. to be involved to get. the industry is looking at whether a strongly ins laid off in other sectors due to the cross' like hospitality could stepien farmers say the logistics of that happening are complex they want the government to ensure the thousands of foreigners already here can outstay their visas to ensure food supply continues we need to keep them here in australia because this is not going to last forever and when it's over we need to make sure that our farmers can continue to pick their crops at a time when people are being told to stay indoors the other issue is making sure the movement of thousands of workers doesn't lead to a cluster of coronavirus infections this is a relatively small property of a 5 wakes to 100 tonnes of persimmons will be picked by about 16 paypal but in the
2:30 am
coming months tens of thousands of workers will be needed right across the strayer and farmers need certainty about where they'll come from so. as we. reconsider no plans reconsidering whether they plan as much as they are going to weather. this isn't because of uncertainty around labor supply before coronavirus brett guthrie battled the threat of bush fire and drought like others he's hoping government intervention will help bear fruit for the industry until the cross is always. gauge al-jazeera sydney. this is all just 0 these at the top stories the international monetary fund says the coronavirus pandemic has put the global economy in standstill and says the situation is far greater than the 2008 financial crisis and it's got
