every generation has a higher purpose. ours is to stay close. to or to. her own. spain sees its daily death toll rises after 3 days with more than 600 coronavirus deaths recorded in 24 hours. i'm sam is a band this is al jazeera live coming up. i'm sorry if people feel that they have the fame. the u.k. government faces more criticism over equipment shortages while warning the peak is
2:01 pm
yet to come. africans in southern china say they're being targeted by coronavirus racism. after standing stone of trying to have a child. to not be able to be together with was devastating. and people around the world struggling with separation from their loved ones of a pandemic. spain's reporting a rise in deaths linked to corona virus for the 1st time in 3 days 619 people have died in the past 24 hours spain's military emergency unit has been deployed to help contain the virus meanwhile russia has reported more than 2000 new coronavirus cases its largest daily increase yet more than 15700 infections
2:02 pm
have been reported right across russia. 2 correspondents this hour nadine barber is in london to bring us the latest from the u.k. and russia 1st let's go to mark in madrid so does the rise in cases change the analysis that officials were saying that this virus has peaked mass or. well the also express commented that we will see these figures increasing and going down before these satellite station face that we were going to face now what we've seen is that yesterday we were just at the lowest number of there since the outbreak got a corner of our respect demick in spain and now we have the reduced hours into just 24 hours more than 600 new fatalities and more than 4000 new people infected to morrow the government is lifting the toughest measures of the slowdown and non-essential workers will going back to work tomorrow thousands some spaniards
2:03 pm
were going back to work those that cannot work remotely from home will be going back to work and they say spite worrying because many experts and many even people in the same amount the same government are worried if these measures are going to be very very busy day to day they're going to get very early to lethal this economy and reactivate is stanch economy but the government has distributed guidelines to all the companies they have to deliver the protective equipment to the workers and they have to keep safety didn't sense up to mid meter sally at least in the offices also spanish government is going to be distribute distributing in the public transport like the subway or method or even buses mask we still don't know how they're going to deliver this because there's not much coordination among all the region to spain this is a big criticism from got the loan president thought out is saying that this is very early to leave all these measures to reactivate economy i mean case these goals
2:04 pm
worst he will blame the central government for taking this decision all right. thanks so much. the u.k. government has responded to further criticism that it hasn't done enough to revive protective equipment to medical workers unions are warning doctors and nurses are putting their lives at risk about 19 health care workers have died after contracting the virus while treating people home secretary pretty patel was asked if she'd apologized to health workers and their families i'm sorry if people feel that they're happy failings i'll be very very clear about that but at the same time we are in an unknown in an unprecedented global health pandemic right now it is inevitable that the demand and the pressures on p.p. and the demand for p.p. are going to be exponential they're going to be incredibly high and of course we are trying to address that as a government and i think that is right that is our priority let's go live now to
2:05 pm
nadine barber in london the dame it seems like a case of the sorry that made things worse there. a thing that's fair to say sally but partly it's being analyzed as a sorry that wasn't sorry if you really look at the language twice pretty patel was pushed to say where the should apologize to health workers and their families for problems over protective equipment in the light of as you were saying many deaths within the system some of which have been attributed by their families to the lack of the correct equipment and all she would offer was i'm sorry if people feel that there have been failings we know that people feel there have been failings we know that other members of her government have admitted that there have been failings so really she didn't give much in terms of sympathy or in terms of the the the message
2:06 pm
that the staff of the national health service really wanted to hear the government is pointing to a delivery at the end of the week on friday of $250000.00 to do individual parts of kits such as masks and surgical gallons which still have to be distributed they say that they're doing all they can now pretty patel said the demand was always going to be unprecedented will of course but lots of people are asking where was the planning and the reaction to the rising number of cases let's say several weeks ago also on friday night how the health secretary who was talking about these new deliveries and so on made what some people say were insensitive remarks about health workers needing to use their protective equipment sparingly now social media is flooded with members of the n.h.s. who have been saying that they have had to use that equipment sparingly in terms of reusing masks and so on which they should not be doing under the guidelines to feel
2:07 pm
safe many say they are terrified about going into work so right now i think there is a p.r. problem with what the government's saying towards the n.h.s. and the wider public picking up on that and saying one. and it could we'd be doing better and in light of that all of the opposition leaders here in the u.k. and some senior members of boris johnson's conservative party are now saying that parliament should be reconvened urgently of course not in the real world but through the technology that all of us are using to keep in touch with people so that scrutiny can be applied to decisions and the processes that are happening talking about urgent in russia there's been quite a sharp increase increasing cases there what's happening. well what's happening is that the number of infections is rising sharply in 24 hours to saturday the official figures say that the the number of positive covered 19 cases rose. by 2100 in
2:08 pm
86 almost to a 3rd up on what they were now the the number of deaths rose officially by 24 to 130 but a lot of people are saying that the the true death toll around russia could be considerably higher as is the case in other countries including here in britain if you take into account people who died outside the official system for example hospitals there are comparisons being drawn with countries like germany who have taken a different approach and have gone with mass testing and contact tracing from the start now the british government has admitted that they could have learned lessons from germany earlier in germany itself there's an interview in the sunday paper billed i'm sontag with the head of the european commission are sort of on delay and she is warning that across the continent elderly people and the most vulnerable
2:09 pm
could have to remain in isolation until the end of this year that's even as some countries move towards trying to relax their restrictions here in britain they're saying it's too early to countenance that the peak of transmission or of cases could be 2 weeks away and between now and then we're expected to see a continuing rise in the number of deaths which is now standard around a 1000 per day which is of course alarming a lot of people here and leading some people to to question whether in fact there could be more testing in the u.k. along the lines of the german model. nadine barber reporting to us from london. united states is a part of italy to have the world's highest krone virus death toll more than 20000 people are known to have died since the outbreak began the governor of new york state says while the death toll is a grim milestone there's been a drop in hospital intensive care admissions
2:10 pm
now iran has recorded more than 100 deaths in the past 24 hours the total is now more than 4400 and there's more than 71000 confirmed cases president has than one honey is urging people to continue to follow social distancing measures as many so-called low risk businesses reopened. authorities in the chinese city of joe of denied allegations of racism saying it treats foreigners and chinese nationals the same africans living there say they're being kicked out of their homes and facing public harassment as china steps up scrutiny of imported cases the african union nigeria and ghana have all called on china to address their concerns and the lease is in a buju with details on how nigeria and other countries are responding. well the
2:11 pm
reaction is not of anger and disbelieve the nigerian government in particular called the chinese ambassador to explain the situation we've seen video cycle eating on social media platforms here in nigeria and across west africa and other parts of africa as well about how nigerians and africans are being treated by the chinese or for just in one of the videos for example a consular official from the nigerian embassy had a very long and heated discussion an argument with a chinese official regarding the seizure of nigerian passports and how these nigerians are been chased out of their homes threatened by a number of words bit up in the streets and some of them in fact who actually lying on the streets now the nigerian government said it's demanding explanation from the chinese authorities why this is happening and officials privately many of the ships in african countries are worried that there could be
2:12 pm
a backlash but remember there are hundreds of thousands of chinese if not millions living in africa china tried to make inroads into african markets developing infrastructure investing in a lot of areas so the restart fear among african governments for example of a backlash against chinese walking on the continent because of what's happening in games you in other parts of china as well. professor keith richburg is the director of the journalism and media studies center at the university of hong kong joins us on skype from there good to have you with us the 1st of all is there any evidence at all of this idea of a core group of foreigners who are responsible for a 2nd wave spreading through china. well you know that's the that's the story that the chinese government would like to put out ever since xi jinping announced that the virus was essentially contained in china and that they could certain reopening
2:13 pm
businesses and reopen factories the numbers of them going up but they've been blaming all of those new numbers of new cases and deaths in china on what they call sorted cases meaning that things can change in china but people coming back into the country are law is it's max a bit of xenophobia to me because number one most of the so-called imported cases are chinese nationals who left the chinese new year and it's not returning or turning from schools that were out of cetera so these are foreigners these are chinese well who are running in the virus and secondly they've been given really notice that systems that were real numbers of people coming in with the virus are actually foreigners and all of them you know that's kind of the narrative or the story line that they like this case that all of these new cases are all from foreigners they didn't get foreign diplomats from coming back in the beginning for example why africans in particular being targeted though is there something.
2:14 pm
to this problem even as habs predating the coronavirus issue absolutely i would say that it's racism pretty much you know as the chinese have always had this kind of complex relationship with africa whereas you know you know officially you know they see the african countries as as as brothers now that out lately china has been a lot of development money into africa they've built the african union headquarters they've built around row from kent from nairobi to mombasa and you know and as a consequence of these tens of thousands or move billions of chinese living in africa you also have a lot of african traders african students who are over to china and so you know officially on of the show a little is this kind of feeling of fraternity on but our local people the people the chinese stuff we don't like them very much there and they're basically. there's a lot of racism i've been of long joe i've been to that area that they call little africa or more the rockets or of the they call it chocolate city the africans tell me they feel the ceremony against by the chinese they're often stopped by the
2:15 pm
police for no particular reasons it's for ask for checks and be subjects and now it seems because of this virus and there was a case where someone theory and went out quarantine and went to a restaurant all africans are being targeted there this is the kind of latent racism that has always existed in china it bubbles up the chinese are very very good about 20 now when there are what they consider racism attacks against chinese or example we kicked out some wall street journal reporters for a headline on an op ed piece that they considered races but they don't consider themselves racist when it comes to the way they treat africans. babs' one should point out no doubt not old chinese racist towards africans or of us do you think that this sort of problem might impact that official relationship of investment in economic relations that you it's old talking about. what they definitely will i mean i think this is kind of the funny thing about this virus is
2:16 pm
it's reordering a lot of things and one things if we could do is reorder miss this incredible effort that china went through to build their relation to all of this investment in african countries to build up the security you know because you know this is this is sort of these scenes of africans being you know homeless they don't driving along if you're out not knowing where to go it's really awful and the fact that they're being dragged you know into the foreign ministries around the world that for a chinese ambassador to be made plain there's it's really mad because set back this long long standing kind of relationship or quite a bit you know as i said i was it not everybody in china is racist but there isn't certain you know that's taking place against foreigners not just africans but all foreigners that receding be seen as the ones bringing the virus in when the irony is that the virus actually started well on one around the world that the new narrative now is it's foreigners bring it to china in real danger. or being good to
2:17 pm
get your thoughts on that thanks so much keith richburg the. united states has surpassed italy to have the world's highest coronavirus death toll more than 20000 people are known to have died since the outbreak began the governor of new york state says while the death toll is a grim milestone there has been a drop in hospital intensive care admissions you can see that the numbers somewhat . stabilizing but it is stabilizing at and horrific rate. 783 people 777799. these are just incredible numbers depicting incredible loss and pain. still ahead on al-jazeera.

with the most deaths so far drug lord to impose in quarantine since slums that's because the president is still refusing to take strong measures at the expense of the economy in mexico the government and the people appear dangerously nonchalant about social distancing and testing even as coronavirus cases continue rising by contrast in argentina chile peru colombia paraguayan and most of central america borders are closed and the army is on the streets to enforce partial or total quarantines to try to slow the curve of contagion improve for example men are allowed to leave the house to shop on alternate days and women on the other days to keep more people off the streets but where the notable amount i think it's a good idea to be able to control the masses a little bit because of the type of contagion that we're facing but it's not enough we don't. think these places as they develop. number one in terms of the l.
