it's hard to find words to express my dad's britain's prime minister thanks doc doesn't nurses for saving his life boris johnson is to strauss from hospital on the day the u.k. deaths from covert 19 top 10000. hello i'm adrian finnegan this is al jazeera live from doha also coming up the federal government really needs to step up again i may have not been doing what we all needed this is true all over the country new york's mayor criticizes the trumpet ministration for the lack of help as the city record 758 new fatalities. in

spain reports a rise in the number of virus dead for the 1st time in 3 days school than 600 in 24 hours. and another day is the taliban releases 20 prisoners after hundreds of its fighters were freed by afghanistan's government. but arbre of britons who have died with corona virus has risen above 10600 prime minister boris johnson has left the london hospital where he spent 6 days 3 of them in intensive care in an online video he said it could have gone either way and thanked n.h.s. staff for saving his life in the last 7 days i have of course seen the pressure that the n.h.s. is under. i've seen the personal courage not just of the doctors the nurses but of everyone the cleaners the cooks the health care workers of every description physios radio group was pharmacists who kept coming to work kept putting
8:02 pm
themselves in harm's way kept risking these deadly virus it is thanks to that courage that devotion that duty and that love that are in h.s. who's been unbeatable new york state has reported a further 758 virus related deaths new york mayor bill de blasio is criticizing the white house for failing to provide for enough testing or across the united states more than 20000 americans die that's the highest number in the world that speak to one or 2 of our correspondents this our mike hanna standing by for us in washington d.c. with the latest in the u.s. but 1st let's go to. london so prime minister boris johnson marion is out of hospital but he won't be going back to work just yet. no that's right he will continue his recovery at checkers which is the prime minister's country residence
8:03 pm
we were expecting this to happen we knew that boris johnson had left the intensive care ward to move to the general ward it's in thomas's hospital on thursday evening by friday he was already in touch with his fiance but it is interesting that message that he posed on social media with his characteristic enthusiasm and good humor is very interesting that he said that it was it could have gone either way because that really reflects the reflected the the shock and the concern about the prime minister's help when the news broke that he had gone into intensive care there were really fears the prime minister's life particularly what it could mean for the decision making and whether it would look a power that big time of national crisis so really that there will be a collective sigh of relief that he has managed to come through this and he will not we don't know when he will return to work there is a consensus that he should really take some time to recover properly for all of
8:04 pm
this infection like the 1st 10 days of his illness when he was continuing to discharge his duties earlier the country's health minister said that although the the death toll from covert 19 related illnesses has passed 10000 the health service has not yet been overwhelmed. yes it really might not have been over well but the health service is under a great deal of pressure right now a general and what was pressed on that grim milestone of 10000 you saying over 10600 deaths now and actually those are only the number of deaths that have happened inside hospitals it doesn't take into account that delays in reporting those hospital deaths because of paperwork and forms or that have to be filled out but also it doesn't take into account a significant number of deaths what's happening inside care homes right now deaths outside of hospitals that are taking place in the community so the actual number of deaths is likely to be higher and in real terms we probably passed this 10000 mark
8:05 pm
before today but there were perhaps some encouraging signs with the number of hospitalizations stabilizing in london and that's important because you need that nigga to show some sign of improvement in order for the number of deaths to come down but for now the expectation is that the number of deaths will continue to rise today marks a somber day in the impact of this disease as we join the list of countries who have seen more than 10000 deaths related to coronavirus the fact that over 10000 people have now lost their lives to this invisible killer demonstrates just how serious coronavirus is and why the national effort that everyone is in gauged in is so important. but the other big issue that was raised at the briefing of the government is coming under a great deal of pressure over the lack of personal protective equipment health workers and people who work in the health service
8:06 pm
a constantly speaking out about this now the government says it's doing everything it can it's at it's touch assist in millions of bits of kitchenette trying to get the deliveries out to where it's needed but there really appears to be this inconsistency which some hospitals having much less than others matt hancock mentioned in the briefing that 121000 gallons but i didn't hear anything any other specific figures in terms of what the government is aiming to do and there was no mention of the face masks and the goals which also running dangerously low in some hospitals just when the emergency is about to get worse 19 n.h.s. health workers have sadly died from the virus and health secretary said that there will be an inquiry to establish how they contract of the virus and that's important because there is a lot of b.s. about health and medical workers not putting their lives at risk because they continue to treat patients and do that job without having the proper equipment and there is really a great deal of anger directed at the government because of this i was there as mona massey reporting live from london many thanks indeed mary in new york has
8:07 pm
reported a further 758 deaths linked to the virus that's new york city mayor bill de blasio announced plans for new community testing sites but he says it's contingent on supplies from the federal government. we pleaded for weeks and weeks for the federal government provide testing up front in the kind of quantity that could have helped us contain this crisis and change the whole course of that we never got that help we continue to plead for more testing still has not come any in anywhere near the numbers that we need but we will not stop we're continuing the conversations with the white house with fema demanding the testing we're the epicenter of this crisis we must have the testing to help us move towards that next phase where we get out of widespread transmission across a virus and move to a low level transmission on to something better early on new york's governor andrew cuomo came out and spoke about how difficult it's been for his state to cope with
8:08 pm
the situation. it's been disorienting everybody is suffering on a lot of levels people are afraid people are anxious their own distress everywhere they turn normally you go home for solace you go home for peace. but it's even difficult at home in this period with so many questions so a lot a lot of pain a lot of suffering. but also when things are at their worst sometimes people are at their best let's hear now from mike hanna who joins us live from washington d.c. so mike new york reporting yet more deaths the governor says he wants to get the state up and running again economically but has to be smart about it. indeed yes the governor making very clear is well that the priority in any decision
8:09 pm
about opening up arrests on the health and welfare of the people the governor also spoke about the patterns of the pandemic that have been emerging in new york state making clear his belief that the virus does not work on the basis of reaching an apex that is a sharp point high point and then going down rather he says the figures out of new york state are showing that it reaches a plateau in which things start to even out he pointed that the number of injured patients is evening out the number of hospitalizations is evening out and indeed the tragic figure of between 70800 deaths a day is staying tragically once again constant but the new york governor there making very clear that the battle still lies ahead and we heard from the new york city mayor making clear to the lack of testing facilities this a critical point saying that the federal government has not lived up to its promise
8:10 pm
to provide as many people as possible with testing equipment this a critical issue remains a critical issue in a country where the testing was very slow to roll out in the 1st place mike i just want to get your thoughts on part of a tweeted video message from president trump in which he urged americans to stay at home to defeat what he's now describing as a plague take a look this used to will be much different than others because in many cases will be separated physically only from our churches we won't be sitting there next to each other which we'd like to be and soon will be again but right now we're keeping separation we're getting rid of the player gets a plague on our country like nobody's ever seen is this a change in tone from the president like. well certainly
8:11 pm
from 2 weeks ago when the president was hoping that the country would be open again by easter sunday that is today april the 12th he did backtrack from that particular prediction but now it appears that there are some in the white house who are talking about a may 1st opening date for the country as a whole now interestingly enough the country's top health official dr anthony fauci has said in the course of interviews today that there was an initial push back against any restrictions being imposed from the end of february he did not say where this pushback came from but he did make very clear that there's a lack of urgency in introducing mitigation measures did lead to a greater loss of life itself in direct criticism of an administration that was very slow relatively to impose lockdown procedures to impose clear guidelines about how to deal with this pandemic once again what has happened is that the federal
8:12 pm
government has lifted to the governors in the states to lead the fight against the virus the white house saying that it is there when they are needed but numerous governors saying that that is not the case including the chair of the national governors association who happens to be a republican saying very clearly that the white house has not come through with the sure and says he says the situation has improved somewhat in the last week but still saying there's a massive shortage of things that the states require and but moaning as well the lack of central leadership of central action in terms of directing the battle against the pandemic rather leaving it up to the governors in each state to draw up a strategy to deal with this crisis i was there as mike hanna reporting live from washington many thanks. well new york state and neighboring new jersey account for haul off of the 20000 americans who died off the contract thing a coronavirus many
8:13 pm
a passing away alone because family and friends of banned from visiting hospitals and zeros gave us on the reports now from josee city these are some of the faces of people who caught the virus fought it and ultimately lost and are now gone they're not numbers not statistics or part of any curves they're human beings dying by the thousands in new york or new jersey in the epicenter of the krona virus outbreak in america like sandra sent those fisk yano born in the dominican republic she came to america as a child that's her husband felix behind her sandra was a public school teacher in brooklyn who loved to bake cookies and bring them to her students this is albert. a new york fire chief his son also a firefighter was killed on 911 coronavirus took his dad last week

isaac graham to be loved pastor at macedonia baptist church in harlem he and sheryl were married for 45 years his last words to her before he passed i love you in the neighboring state of new jersey alfredo and susanna paddock how both got the virus a few days apart and were hospitalized on different floors of the same hospital alfredo died alone susanna died a couple days later also alone they were married 44 years. this is michael yon it korean immigrant who lived the american dream hoping a convenience store before becoming a local councilman in his adopted hometown now signs of thanks and sorrow to him at a makeshift memorial in his honor michael yon was well known in the community for the trademark that he wore around his neck here his main office the door was always
8:15 pm
open he was more often than not inside serving free coffee and danishes members of the community would often just walk right in to talk to him i know because i was one of them michael yon was my councilman i live just a block away on march 26th he went into the hospital diagnosed with corona virus 10 days later he was dead another soul now gone like so many others taken from family and friends by an unforgiving by iris taking too many lives gabriel's on to. jersey city new jersey. we're going to weather update next here on out 0 then we'll hear from african students in china who say they're being targeted because of the coronavirus. and sunbathing coronavirus house parties and even attacking police why some people around the world are defying orders to stay at home.
8:16 pm
hello they're still very unsettled all small northern areas of the middle east but also across the peninsula quite is a band of cloud refunds which is working its way slowly south was however we have also had some very heavy downpours into yemen this is solid the streets are underwater goes it doesn't take a huge amount of rain to actually cause a problems like this but there is potential some more in the forecast now through monday we will see a lot of rain chiles through iran working their way east was but at the same time this particular band will slide south was bring some fairly heavy downpours into areas of cats on across into as well we could be picking up as much as 40 millimeters of rain and again that could lead to some local flooding and again one or 2 more scattered showers and maybe some heavy thunderstorms across into yemen
8:17 pm
and it doesn't really clear by cheez say some very strong winds as well coming through the interior and we will see more showers will thunderstorms and they really become quite heavy and also very widespread tonnages because of that change of wind direction and also the clouds on the showers into africa particularly to the d.l.c. will very heavy amounts of rain some the story across into tanzania those coastal areas picking up as much as $120.00 millimeters of rain and choosing a very wet tickle south africa and again this could lead to some flooding.
8:18 pm
you're. ever heard. or read. well again this is al-jazeera the surrender of the main news this hour the number of coronavirus linked deaths in the u.k. has passed 10600 the government is facing criticism from doctors and nurses over a lack of personal protective. ukase prime minister boris johnson has been discharged from hospital downing street says though he won't go straight back to work it's unclear how long his recovery period will be. a new york state authorities a quarter of a further 758 coronavirus related deaths new york's mayor has criticised the
8:19 pm
trumpet ministration for the lack of testing kits as he tries to experiment testing in his city. spain has reported a rise in deaths linked to the corona virus for the 1st time in 3 days it announced a further 619 deaths the military emergency unit is using drones to warn people to stay at home spain has one of the highest infection rates in the world let's go live now to madrid a lot ahead oh is there some. deaths are up in the last 24 hours but the infection rate is down. yes the death toll in spain has increased after the 3 to 3 days going down to 600 to 900 new fatalities and the number of infections has has gone up to 4 more than 4000 as you were saying is the low was number since once one month ago so the number of infections
8:20 pm
are still going down and we're seeing these slow down trend that we've been seeing in the past week so although look the measures are being reflected the 1st lockdown measures because we have to remember that the government 2 weeks ago toughened those measures until tomorrow monday in order to to ban nonessential workers or economy to keep active they were trying to avoid all of these 'd health care services to be although where you acted the intensive care units were completely overloaded to try to avoid these collapse and people traveling away during the easter holidays so it was already already in the government's agenda to leave the stuff and measures tomorrow monday so we will see thousands of spaniards going back to work tomorrow it does doesn't mean as cheney's the deescalating we're still in a lockdown but the step the measures taken 2 weeks ago tomorrow will believe that little by little all the people that cannot work remotely from home will be allowed
8:21 pm
to go to work also people that have been in touch with people in fact that will still have to stay at home also people that are going to work tomorrow will have to do it by their own means and if the games they have to take the public transport they will see police officers or even the army. delivering their facemasks in the subway stations and also they have given in the spanish government has given guidelines to to the companies in order to to implement in there that workers in and the companies like. providing p.p.s. have protective gear from very protective equipment and keeping the social distance of at least 2 meters between each each each worker. ok mt a bit of a thanks indeed for that live in madrid city leaders in southern china denying allegations of coronavirus racism insisting that foreigners are not being discriminated against africans living in guangzhou so they're being kicked
8:22 pm
out of the homes and face harassment as health workers step up testing for imported infections the african union nigeria and ghana calling on the chinese government to address concerns professor keith richburg is the director of the journalism and media studies center the university of hong kong he says there has been discrimination against africans living in china for some time now. ever since she didn't being announced that the virus was essentially contained in china and that they could start reopening businesses and reopening factories the numbers of them going up but they've been blaming all of those new numbers of new cases and new deaths in china on what they call imported cases meaning that they contain china with people coming back into the country are law it is it's max a bit of xenophobia to me because number one most of the so-called imported cases are chinese nationals who left the chinese new year and at this not returning or
8:23 pm
returning from schools abroad cetera so these are foreigners these are chinese well who are bringing in the virus and secondly they've been given really notice that cystic supports that real numbers of people coming in with the virus are actually foreigners and all that you know that's kind of the narrative or the story line that they'd like to say is that all of these new cases are all from foreigners they've even restricted foreign diplomats from coming back in that they doing for example china has always had this kind of complex relationship with africa whereas you know you know officially you know they see the african countries as as as brothers now that out lately china has a lot of development money into africa they've built the african union headquarters they built their own row from kent from nairobi to hossam and you know and as a consequence of these you know tens of thousands or move billions of chinese living in africa you also have a lot of african traders african students who have gone over to china and so you know officially on official level there is this kind of feeling of fraternity on but people who people of chinese simply don't like them very much there they're
8:24 pm
basically got a lot of racism i've been the one joe i've been to that area they call little africa or were derogatory they call it chocolate city the africans tell me they feel discriminated against by the chinese. well it's just over a month now since the world health organization declared the corona virus a global pandemic since then millions of people have been adjusting to life as movement has been severely restricted many others though are defying the rules and insist on going out some governments have given police authority to deal with those they find out on the streets in an especially violent incident police in india said that officers were attacked by a group of men while trying to enforce curfew rules the allegedly cut off the hand of one officer the police have identified the attackers as in the hands armed see moreas india is currently under a 3 week lockdown to tackle the virus outbreak from rotterdam we're joined by dr ali fenech fessor of organizational behavior at holt international business school
8:25 pm
good to have you with us so. why do some people ignore advice or orders to shelter in place. first it's a very important thing to mention that the covert 900 situation is creating a lot of uncertainty amongst people and this uncertainty of course leads to very different ways of how people can react to the situation now of course some people actually stay at home or a day you know they self isolated but other people don't and we often think that when people don't self isolate we kind of see that as being defiant or maybe even a selfish but actually what's happening is that there's a lot of psychological reasons i play which actually motivate a motivate people to not adhered to guidelines provided to by public health officials so that they going against the sort of the herd mentality if you like of putting others at risk by doing this on. yes exactly and herd mentality is
8:26 pm
a way of social kind of conformity and already what i mentioned one where we don't know what to do in certain situations we tend to follow other people especially other people like us and we do this because it gives us a lot of meaning an identity but it also gives this is kind of sense of security so what you see actually happening is what people actually go outside or maybe go to work they're not doing this to defy but this goes could be in because they feel secure and more safer amongst people that they know and that could also be a reason why they kind of defy advice given to them to stay at home all people who go against orders to shelter in place thinking rationally about this and they are they taking a calculated risk. that well i think that's an amazing question 1st of all when when dealing with a situation that is perceived as threatening our survival mode kicks in and that means that rationality goes out of the window we allow ourselves to be driven
8:27 pm
through much more through through emotions. and that also means that we're much more susceptible to factors that are very kind of you know invisible to us that actually will drive our behavior another reason why her behavior is very strong is also because of the social media and especially with the younger generations what we're now seeing is that they don't really see this as a really big problem because they don't feel that they will be affected by the virus that much and so they don't see it as their problem and so when they see other people go out and specially their friends they kind of feel well let's go out to because it's ok to do so and also because it makes us to feel safe as well could be also something wrong with the terminology terminology rather the we used to describe this sort of saying saying sheltering in place we call it what social distancing is that is that perhaps the wrong phrase to use the wrong with looking at it. absolutely i completely agree with that 1st of all i'm when we say
8:28 pm
social distancing we're telling us to not be human because as human we want to connect and so therefore social distancing i feel is the wrong term. i think the better term it mean is physical distancing were because when we say physical distancing it's so much more easier to interpret what that means and we can also be we can be distance physically distant from each other but still socially connect things to for example the internet and other technology that we can use to connect so i completely agree with you that that's not the right term to use and also when we're in a survival mode we don't have that much mind power to to to really think what that actually means is social distancing so physical distancing is something that i definitely advise that we start using because it makes it much more easy to understand what it actually means fascinating professor really good to talk to many thanks indeed dr ali fenech there professor of organizational. thank you the afghan taliban has released 20 afghan government prisoners as part of an agreement
8:29 pm
between the group and the u.s. to handover happened in kandahar province and follows the release of a 3rd group of around 100 taliban prisoners by the government last month the afghan president bashar gotti signed a decree to release one of the half 1000 taliban prisoners as a move towards direct talks with the armed group effort and the 18 year war. is a national security analyst he says it's not clear whether the taliban's release of prisoners is related to an agreement signed earlier this year. this deep mn dot has come from the taliban is. the deal releasing 20 prisoners but it does not say why we have had about 200 prisoners released from the government. released $200.00 taliban prisoners and you're about to release a 100. but the statement that has come from the government is that it's based on age health conditions. it does not refer to be u.s.
8:30 pm
the taliban. was signed on february 29th of this year so none of these sides are actually going to be agreement the government has only be to releasing $5000.00 prisoners that they were supposed to release before march turned into afghan dialogue could be initiated. the secretary with us hello they train for good here in doha the headlights of al-jazeera the number of coronavirus link deaths of the u.k.'s past 10600 the government is facing criticism from doctors and nurses over a lack of personal protective equipment the u.k.'s prime minister porus jyotsna spent discharged from hospital he says it's hard to find the words to thank staff and after saving his life downing street says the prime minister will not go
8:31 pm
straight back to work it's unclear how long his recovery period will be in the last 7 days i have of course seen the pressure that the n.h.s. is under i've seen the personal courage not just of the doctors the nurses but of everyone the cleaners the cooks the health care workers the every description physios radiograph was pharmacists who kept coming to work kept putting themselves in harm's way kept risking this deadly virus. east thanks to that courage that devotion that duty and that law are in h.s. who's been unbeatable spain is reporting a rise in the number of deaths linked to the coronavirus for the 1st time in 3 days it's announced a further 619 deaths the military emergency unit is using drones to warn people to remain home spain has one of the highest infection rates worldwide. new york has
8:32 pm
reported a further $758.00 deaths linked to the virus that says new york city mayor bill de blasio announced plans for new community testing sites he says it's contingent on supplies from the federal government israel's president is refusing to give political leaders more time to reach a power sharing deal through and white party leader benny gantz asked for 2 more weeks to form a coalition government he's trying to reach agreement with prime minister benjamin netanyahu following last month's 3rd inconclusive election in a year. those are the headlines the news continues here on al-jazeera after today's inside story next.
8:33 pm
as dr virus spreads worldwide some medical equipment is in for supply even in developed countries and in some airports shipments are reported to have been hijacked so how is that hampering the fight against the pandemic this is inside story. hello and welcome to the program i'm richelle carey they cost less than a dollar masks or so scarce are being snatched up during the kobe $1000.00 pandemic .
