you know certain in isolating times the listening post cuts through the noise you've been looking at another side of the story not so much the information around the outbreak but. the listening post on al-jazeera. south korea reports more than a 100 people who were initially cleared of coronavirus have tested positive again. china meanwhile announces the highest number of new cases in weeks most of which says are from infected travelers. i'm sorry is a band this is al jazeera live from the house so coming up opec and other major oil producers make record cuts and doing
12:01 pm
a price war is demand crashes. and with infections in russia rising sharply again we hear from those who say the cost saving is that the health care system unable to cope. at least 116 people who work cleared of the coronavirus in south korea have tested positive again it's raising concerns for the government as it tries to stamp out infections however some believe faulty tests may be playing a role. rob mcbride joins us now live via skype from seoul rob this opens up a whole bunch of other questions how solid were these tests the 111 out of how many total cases of retesting is this the same covert 19 and so on have you got any
12:02 pm
information shed some light on some of these issues. certainly it raises more questions and they have answers for that is a worrying development it's something that the center for disease control here in south korea has really been studying for a number of weeks now looking at the cases of people who later test positive these are some of the thousands of people who originally contract a device. like 7000 people now here in south korea and have had the virus and have been released have gone home and gradually a lot of them have been retested again and gradually they and they've been finding that around over 100 of these people have now tested positive again and there is that a real question about just where this positive reading has come from has it been a problem of the tests themselves that the south koreans are pretty confident in
12:03 pm
the tests they have been using but there are other questions about whether these are cases of reinfection or possibly more worrying is whether it's been a reactivation of the virus there is a possibility here that maybe the virus is laying dormant in the body deep in body tissue that the normal testing that is carried out the swabs of the nose in the back of the throat haven't been able to detect and for whatever reason possibly because it is has become reactivated the person has tested positive again is that because it is mutating it's a different type of covert 19 we simply don't know but it is something that the epidemiologists here will have to have a very long look at and let's be very clear here that the whole south korean model of early testing and aggressive tracing could be at stake here depending on the answers to some of those questions. i think generally the south koreans are
12:04 pm
pretty confident in the testing that they have been doing we know that they were they very early on imposed testing on a massive scale thousands of tests being conducted in a very aggressive containment strategy which i think the south koreans have generally said has been working and they are this is the novel coronavirus it's a 2 coronavirus so it is being studied we are learning more about it in the information that the south koreans are learning is being shared with people like the world health organization i think from the south koreans perspective the reactivation of the virus would certainly be a very worrying development for not only for people here but around the world as we tackle this and it's something a phenomenon that we 1st saw in woo hansch in china but as far as the south koreans are concerned i think it's the possibility of reinfection which is their priority at the moment we know that the outbreak has pretty much been action chained here in south korea and the the worry is it really importing re infections and again this
12:05 pm
is borne out by a new daily low of the number of cases here only 25 cases and 16 of those were in torches i think the focus here for the moment in south korea will be really on the possibility of reinfection 22 small that before it happens all right thanks so much from right there china has reported its highest number of new coronavirus cases namo thinks weeks authorities say 108 people were infected over the past day mostly travelers returning from abroad while that number is low adding to concerns or a possible 2nd wave of cases plant joins us now live from hong kong so quite a rise in the number of cases there's this start to draw some proof to the theories of a 2nd wave. well certainly this is the concern that china
12:06 pm
has with looking at the 2nd wave of infection particularly where this area is all the cluster of the 100 cases it's in the north east of china in a province called headlong jiang and most of these types is kind from that particular city and as a result we've had tough new measures put in place in the capital of that particular province known as harben stay at home measures being told to stay indoors as well as a city that borders russia but all of these travelers almost this travels in the slightest cluster of the infections were coming back over the border from russia back into my and then china as a result all gatherings have been banned at train services have been stopped and the health checks will now be mandatory for people coming in from russia and this is a mandatory coronavirus testing as well as a 28 day quarantine as a result now as you mention 190 cases that's up from 99 but this is where the new battleground is a certainly the northeast of china is where the governor thought he's will be targeting and we have been seeing a downward trend of the crime of virus infections in china and some would suggest
12:07 pm
it's in a recovery mode but the big questions about the calculations in the accuracy as well as the counting methods being used on the figures coming out of china the world health organization applauded china's if it's to detect the crowd of ours outbreak early but other countries like u.k. and the u.s. have question the figures dr donald trump questioned whether or not they death tell it was actually on the lot side now looking at the at the current figures at the moment the diff tell you 3343 and the cases of the crown of arson fiction in china is $83134.00 cases so that's certainly low when you compare it to the likes of the united states and europe now the issue of the treatment of africans in china causing some new diplomatic sparks to fly right. sora number of ports on social media over the weekend from members of the african community living in the city of one joe this is in the south of china and the claims were of mistreatment being
12:08 pm
a victim from their homes also being denied access to restaurants and hotels we had some students saying they're being denied food and now living on the streets and that this suggestion is that they are now being targeted and that the community of suspicion and to be accused of spreading the virus in one joe now background to this the african community in one job came under scrutiny after we had our claims that a number of the make north some quarantine restrictions in that city on thursday last week we had a 114 you cases confirmed of the crowd of ours in one joe and 16 were africans and a group of them were nigerians a link to a particular restaurant that several african nations have now responded to these claims of mistreatment that selective got of nigeria kenya and zimbabwe and they've done a demand in china to act on these claims now on monday we've had a response from china they've said they've denied the mistreatment they said there's been no discrimination against the ethic and brothers and that's that they have a 0 tolerance for racial discrimination against the african community in that city and this statement was made by the ministry of foreign affairs it was also backed

up by the mayor of one show on monday or on sarah clarke thanks so much russia is reporting its largest daily increase yet of more than 2 and a half 1000 new cases officials say 148 have died with the number of infections surpassing 18000. russia's government has spent years reforming the health care system to make it more efficient as critics say it's left hospitals to shorten beds doctors and nurses. this is one of 3 major infectious diseases hospitals in moscow a city of nearly 13000000 people 2 of its buildings were recently demolished when to cope with 19 pandemic had already started last year moscow's mayor announced that a new hospital will be built here but it's unclear when. genco has for years protested against cuts. i think what's happened here is

a crime and maybe prosecutors should look into it i want to officially demand that prosecutors should get involved and find out why it needs to pandemic they demolish one of the major centers in moscow to could packer late some statistics show that nearly half of all hospitals have been closed nationwide here in this video opposition figure ilyushin estimates 60 hospitals were closed in moscow alone the government calls it optimize ation of health care merging hospitals are turning them into poorly clinics in an effort to be more cost effective but experts say in reality this often meant closing them down this hospital was close in 2015 and an estimated 400 medical workers lost their jobs or even if they didn't close a hospital we could have received 570 patients that's how many beds we had officially i'm an infection ist this profession has its own specifics we know how

to follow an anti epidemiological regime there were no cases of into hospital infection in our hospital. medical workers around russia have been complaining about the lack of protective equipment and the heavy workload they are facing working with grown up patients useless each us if the same happens us what we see in the south of europe we can fail to cope even in moscow i don't know how the situation will develop it's impossible to predict but this teaches that you can't sort lessly reform the health care system you should think what the consequences might be what risks appear as a result of it. mosco authorities have not responded to our requests for comment a new infectious diseases hospital is rapidly being built outside the capital and extra bats have been added to existing hospitals but medical experts say detox spittles lead to specialist covert 900 patients need they fear these measures might not be enough when russia reaches its peak of the epidemic step fasten al-jazeera

whole course of that we never got that help we continue to plead for more testing but on a day when virus cases and deaths reached yet another grim milestone the governor of new york state saw signs of hope a lot of pain a lot of suffering. but also when things are out their worst sometimes people are at their best and sometimes just when you need it people can really show you how great they can be. in illinois governor sees hope of a plateau when the virus is stratospheric rise i've spoken before about a stabilizing or a bending of the curve and today is one more piece of evidence that it may indeed be happening the percent of those tested that came up positive is almost exactly the same as it has been for the last 2 weeks and the death toll today is
