edges closer to backing a cease fire in global conflicts as the world tackles the pandemic. and russia reports a record rise in new code with 19 infections for the 4th day. the world is on the brink of reaching 2000000 confirmed cases of cope with 19 and as governments continue to grapple with the growing pandemic president donald trump has halted u.s. funding to the organization leading the fight the world health organization he accuses it of mishandling the outbreak its critics say those he's trying to deflect blame for his own failings like how the reports. and what has become a pattern president used his podium to break reporters if you keep talking i'll

leave and you can have it out with the rest of these people if you keep talking i'm going to leave and you could have it out with that. just to introduce a number of prominent members of big business the construction labor workforce international union of operating engineers jim callaghan north america building trades union shown regarding these are a lot of friends of mine laborers international union of north america terrio sullivan and to sharply criticized the world health organization announcing his administration would suspend funding had the w.h.o. done its job to get medical experts into china to objectively assess the situation on the ground and to call out china's lack of transparency ironically president trump is on the record praising china for its transparency in dealing with a virus having what was described as a friendly phone conversation with president xi at the end of march and subsequently tweeting we are working closely together much respect once again
5:03 pm
president trump appears to be ignoring the principle of the separation of powers legal experts argue that he does not have the right to suspend funding that has already been approved by congress another constitutional crisis is looming and despite repeated cautions by the country's health experts president trump insisted mitigating measures could be eased or lifted in a number of u.s. states by the beginning of next month. but he walked back an earlier contention that the decision was his to make by confirming that the question of lifting restrictions or not it would be left to each individual governor though the white house would still provide guidance we're going to pick a date we're going to get a date that's good but it's going to be very very soon sooner than the end of the month. on a day that new york city announced its most dramatic rise in the fatality rate
5:04 pm
health officials for the 1st time included the deaths of those presumed to have died of the virus even though they had not tested positive this increased the death toll by more than 3700 in a single day driving up the number of people killed in new york city to more than 10000 and increasing the overall u.s. death count by 17 percent to more than 26000 thank you all very much stock figures that not even president trump action against the world health organization can distract from mike hanna al-jazeera washington right now let's go live to kimberly howkins she's in washington d.c. so what's the bottom line will the u.s. count funding for the w.h.o. or not there's a bit of a constitutional argument going on right. right while it's unclear under the constitution what mechanism the u.s.
5:05 pm
president intends to use to try and either delay or cut off these payments given the fact that these are co-equal branches of government the white house and congress and congress typically is the one that controls the purse strings now the u.s. president believes that he can reduce funding something he actually did already in his upcoming fiscal budget cutting it by about half the amount of money the u.s. he was hoping to give to the world health organization something that already congress was raising concern about so again it's a little bit unclear how the president plans to do this as he conducts his review but already the decision is being criticized not only by the u.n. secretary general which issued a statement of course but also one of the other top donors bill gates of the gates foundation who has called this dangerous and also scratching his head is the head of the centers for disease control dr robert redfield who is also

a member of the current virus taskforce and says that the working relationship between the world health organization and the united states has been solid for some time t.d.c. and jones had a long history of working together in multiple outbreaks throughout the world as we continue to do in this one and so we've had a very productive public health relationship we continue to have. now the u.s. president isn't just breaking protocol when it comes to funding for the world health organization there's also a break in protocol that is raising some concerns in the united states with regard to those stimulus checks that are going out to ordinary americans as part of that congressional rescue package the checks were slated to begin coing out this week was the understanding of many americans now there is a widely reported delay as a result of the fact that the u.s. president is insisting that his name go in the memo section of those checks now the
5:07 pm
reason they're going there and not signing the checks is because the president doesn't have the legal authority but still this is something that the white house is just spiriting they said no the fact of the matter is those that had direct deposit into their bank accounts they were going to receive their checks this week the plan or rather their direct deposits this week the plan for checks was always for next week so they are denying that the president requiring his signature is delaying this process still many americans very unhappy that they will be cashing checks given the fact that the president is relatively unpopular with many here in the united states that those checks will bear president trumps day kimberly house from washington d.c. the united nations says it's the worst possible moment to cut funds to the world health organization well that's a sentiment echoed by many around the world china for example edging the u.s. to fulfill its obligations to the w.h.o. saying the decision to cut funding will affect all countries the european union

says there is no justification for washington's decision at this moment when quote the efforts are needed more than. germany says strengthening the world health organization is one of the best investments of the african union chief says trump's decision is deeply regrettable. diplomatic editor james bays joins us now from the united nations so the announcement by the u.s. president causing quite a diplomatic sting james shock and exasperate shin within the united nations in the united nations system remember the world health organization is the u.n. agency responsible for medical and humanitarian support there is only one w.h.o. created in part by the u.s. at the end of world war 2 and it's the only agency that can coordinate among all
5:09 pm
the countries in a pan debt demick of this sort and the real worry i think is where things go next in the world because it just happens that some of the most sophisticated countries on earth some of the richest countries on earth have been hit 1st and hardest flag here at half mast at u.n. headquarters for those that have lost their lives here in new york one of the world's richest cities but of course the places that haven't been hit yet and they're hoping won't be hit hard but the very worried are parts of the developing world particularly africa particularly conflict zones in the middle east there's a real worry about that and that's why they are so shocked and i think privately pretty angry about what president trump has done. and also though i guess on the slightly more bright side of the diplomatic action today momentum picking out for the push to can force a global ceasefire right. well it's about time there has been
5:10 pm
a lot of criticism of the international community and the leaders of the international queued community even not showing leadership at this time we have despite what president trump has announced in recent seeing some positive signs one of them actually involving president trump the g 7 is meeting in 24 hours time i'm told behind the scenes a lot of work going on positive work concrete suggestions that may well come out in a communique in 24 hours time as you say the other aspect of this is the call by the u.n. secretary general for a global cease far he made that call many days ago now and the u.n. security council has been debating it in fact is just the 5 permanent members mainly have been debating the idea resolution they haven't been able to agree among themselves we had early disagreements between the u.s. and china the u.s. if there was a resolution it wanted to have the words we would hand virus in it they seem to got past all of those sort of problems and i've heard from the french ambassador to the
5:11 pm
u.n. who has come up with the latest draft that he's positive everybody you know that there are different views on the pandemic i think we are doing a really really good try to race now i really hope that reach out and be in a position to take action in it coming days in a secret it can see the 15 members together and make sure that we agree on this position of a student visa in it countries on the edge and other can see that and agree on other humanitarian truths to be able to fix it you know all these countries. about the riviera the french ambassador to the u.n. speaking to me earlier in a virtual interview he says their next couple of days some of the diplomats i've spoken to look more cautious perhaps the vote might not happen till early next week but still would be very important if the security can come up with a call for
5:12 pm
a sation of hostilities in all the conflict zones that the security council has to deal with on its agenda james pace diplomatic with the situation from the u.n. . the virus appears to be spreading fast in russia more than $3300.00 new cases have been reported bringing the total to nearly $25000.00 the government says at least $198.00 people have died moscow launch the system of travel permits as it desperately tries to slow the spread but it created massive delays in public transport on wednesday causing long queues critics say the crowds created a dangerous situation to help the virus red sun a brown joins us now live from moscow understand the russian president has now been speaking what's been his message. well russian president was mainly talking about economy actually which is seriously suffering here in russia you to 2 different
5:13 pm
reasons it's sort of a perfect storm in a way 1st of all russia has unprecedentedly little oil prices and secondly the growing epidemic of coronavirus now the entire country has to stay off work for a month and companies are really struggling because of this salary system have to be paid rent has to be paid and they were going to president and to the government begging to help and now we'll put in this offering another package of measures that he thinks should help the business dissent they call to me not to say thank you offer us money to the regions he offers money to their companies he offers money to or subsidiaries to some sort of measures for small and medium businesses. but it's not the 1st package that he offer us for the country and the 1st one wasn't
5:14 pm
a few weeks ago wasn't very well received it was criticised that it's not enough also people were saying that. while russia has this huge national fund basically hundreds of billions of dollars in reserves it wasn't really used to help the economy and government normally uses that to go through the times when the oil price is too low and there need this additional help so previously president was using the new taxes from rich people from middle class which was consider it quite heavy for them and now russia is going even deeper we need to see those measures will really help because unemployment is growing and when our kids are in the food prices will grow too so it's great tough talk about tough it seems like the permit system that was introduced today also is working out pretty tough for people right. oh yes so moscow is the worst
5:15 pm
hit in russia i'm on all the other city we have 25000 cases registered around the cut across the country and moscow is the worst hit with almost 50000 cases now doctors don't cope moscow towards is already saying that they're running out of bed so they implemented these tough measures of q.r. codes which basically people need to apply for if you want to use any type of public transport or personal transport so if you want to go by car or metro taxi you need to apply for one today was the 1st time when this measure became obligatory and it created havoc people who will go into work in the morning got stopped by the metro in huge crowds because policemen were actually checking every every and each of them. if you are codes individually and that cost a lot of anger on the social media by the opposition figures and by all lots of
5:16 pm
other people who are saying that most authorities are actually doing much worse than it was because this is basically the creation of additional cases people will get infected more and more moscow may or circuits abang and respond to that quite quickly spend that yes this is critical this shouldn't be happening that he talked to the head of moscow police and that must be sort of it they say he said that the crowds were eliminated but still we need to see how that will work later on moscow authorities are really keen on. digital digital technology as recently we've heard that they've applied this face recognition surveillance system almost all across the city and now they are offering this new q.r. codes which people added confused and struggling to use because rights today but 100000 of them when the system was tested. canceled because people just put in

wrong information or fake data and of course lots of activists and many people are worried about how this will play in the long term after this current. government will just have tons of grip on the sales were a big worry for a lot of people thanks so much roxana brown there. still ahead of al-jazeera south korea's governing party makes huge gains in the 1st national elections be held during the pandemic. turn on. this urgent plea undocumented immigrants in u.s. custody call for help this virus case is spreading tension incentives.

how the weather doesn't look too bad for japan over the next couple of days we've got this area of low pressure now pulling out of the way brightest guys coming back in behind say have systems out there in the open waters of the northwest pacific so it should trouble us any more we got to another system though just pushing across northern parts of china fed a cloud on this and a fair bit of rain that will gradually move through beijing through the yellow sea and it's heading towards the korean peninsula so as we go through thursday and on into friday he will turn increasingly wet here ahead of that not too bad in japan a chance of one of 2 shasta behind that it will brighten up a warm up beijing at around $22.00 celsius for that band of cloud right into central parts of china down towards the southwest but to the south of that funny dry hong kong around $27.00 celsius sunshine the showers meanwhile across southeast asia in the shallowest a little more prevalent same to the philippines in the china usual scattering of shells they are of course edging further north which as i said the seasonal rains
5:19 pm
and share was edging northwards to. see some wetter weather here much of india is fine and dry with plenty of sunshine we have got some showers just around that northeastern corner of india and it will turn increasingly wet for bangladesh by friday. join the global conversation to ask the bubble to the people to expand their brains maybe have a different view this is a dialogue women in cambodia are in fact selling their hair we don't know how much they're getting paid for it it's hard to track it's hard to trace everyone has a voice tell us what you think and you'll conversation could be a law right here in this case we need to step away from gaming people are not necessarily game perfect this is a journey of progression not perfection on al-jazeera.

welcome back you're watching hour just 0 time to recap our headlines u.s. president donald trump is accusing the w.h.o. of mishandling the coronavirus pandemic he's holter his country's funding the organization special envoy says any recriminations should be left until after the pandemic is defeated. the united nations security council appears to be a step closer to tabling an agreement on a global ceasefire it follows calls from the u.n. secretary general for an end to fighting so the world can focus on the global pandemic. for the 4th straight day russia has reported a recall daily rise in new infections more than $3300.00 cases were confirmed
5:21 pm
president vladimir putin has announced new relief measures of $2700000000.00. global infections of corona virus have now passed 2000000 that's according to figures from johns hopkins university the total number of deaths is more than one 128000 while just over half a 1000000 people have recovered 5 top leaders are calling for member states to work together before easing any lockdown measures the european commission has issued a number of recommendations it's warning that moving too quickly could have devastating effects lawrence lee has more from london primarily what they're trying to do the moment is find a way of getting the european union not not a. massive financial crisis. because economic forecasts are so bad from
5:22 pm
crises you have this sort of the shape thing that goes down then goes straight back up again what they're worried about with this year economists saying is going to look more like an l. it's crested it will just flat line across the bottom for months and months and months the best they can hope for is it looks a bit more like a u. shaped recovery and so with that idea in mind the european union summit next thursday is going to be absolutely crucial that we are talking about the budget which philosophy for 7 years 4 months because north european countries most notably germany in the netherlands i want to spend less european money on the overall budget something countries want to spend more for here you have suddenly are sort of on the layout of the european commission saying at next week's summit they're talking not about a 1000000000 but a trillion euros to try to basically kick start some sort of european recovery once once the borders are open and it's important really partly symbolically
5:23 pm
because europe's famous open borders and free movement of people goods a lot stuff that's that's nonexistent at the moment but clearly it's also very important practically because even if very gently they have to try to start to open the borders and get goods moving a bit more freely to try to get a little bit of economic recovery in the system it's going to take a very very long time because everyone's so careful about a 2nd wave of inspections but they've got to make it look gradually as if they can start to restore the single markets. countries across the asia pacific are responding to a dire economic forecast from the international monetary fund the japanese government is considering whether to extend the cash handout ministers in new zealand will take a 20 percent pay cuts on slowly reports. a stark warning from the international monetary fund the global economy is forecast to

shrink by 3 percent this year that would make it the steepest fall since the great depression in the 19th. and asia countries are scrambling to respond to the economic fallout caused by the coronavirus. there is no doubt the pandemic has pushed down the world economy with a recognizing it's based on the fact that it is such a difficult situation as the i.m.f. points out various people are saying various things about the duration of how long these measures to prevent the spread of infection will continue going forward the japanese government announced a one trillion dollars stimulus package last week and is under pressure to hand out even more cash that package includes payouts of $2800.00 to households whose income is judged to have been hit by the coronavirus officials now say the government is considering whether to pay $900.00 to every citizen regardless of

income. japan declared a state of emergency in tokyo and 6 other areas last week and urged people to cut social interactions by 70 percent in new zealand prime minister just into our day and announced that ministers and public service chief executives would take a 20 percent pay cut for the next 6 months i absolutely accept that this is not going to change the government books but for us it was about leadership a lot of people are taking a huge hit right now i do not want the people who feel it to be the people on the front line are lower middle income in is non essential services in new zealand have been closed for the past 3 weeks and economic activity has slowed significantly the country appears to have successfully reduced the spread so far but the prime minister has warned the low number of new infections does not necessarily mean the battle is won the government is due to decide next week whether it will extend the

lockdown florence clearly al-jazeera south korean president ruling party is projected to win a majority in the parliamentary election despite the pandemic voter turnout was the highest in decades from a growing report from seoul. this was always seen i think as a referendum on how president moon j.n. has handled the coronavirus outbreak regardless of any other issues that have been around at the moment he has been high in the given high approval rating and that does seem to be reflected now in the results we the polls have all now closed we are getting the 1st exit polls coming through and they do predict that moon j.n. will secure his party the democratic party will secure a majority of seats in the national assembly well over 50 percent now given the alliances with some smaller parties in the parliament then that could turn into and
5:27 pm
more than 60 percent of seats which is an important threshold here because that means then you have more of an effective working with charity you can overcome things like filibusters and so on which is important for moving jay and he still has 2 years as president left to run he can be a far more effective leader and push through bills that he still wants to get through so it is good for him it is also i think good in a wider context for south korea they have managed against advice from many not to stage the election they have staged an election a reminder of the world that we used to live in before the coronavirus came along and hopefully for many south koreans a reminder of the normal see that now this outbreak seems to be under control they are returning to we have seen a big turnout here they are still counting all of the final votes but it looks like we've got a turnout of in excess of 65 percent which already makes this the biggest election we've had here for a couple of decades. there are more than 33000 undocumented people in detention
