socially disadvantaged young man so you have this system where people at every level would be good at being given money money to agree to starvation our money to get other people to be the circumcision al-jazeera examines the politics of population control. we get the decision of the president of the united states to order a halt in funding the head of the world health organization reacts to the u.s. president's threat to cut funding over accusations that it mishandled the covert 19 pandemic. hello i'm adrian from again this is al jazeera live from doha also coming up russia reports of record rise in new covert night in 1000 infections for the 4th day.
7:01 pm
south korea's governing party is projected to win a parliamentary election that required masks gloves and hand sanitizers. the crisis takes a toll on new york's transit workers hundreds are getting sick. there's global controversy over the u.s. president's decision to cut funding to the world health organization donald trump is accusing the body of mishandling the covert 19 pandemic but in the last hour the head of the world health organization says that his organization is vital for handling this crisis but other major health issues. we regret the decision of the president of the united states to order to hold in funding to the world health organization deadly choice of reviewing the impact of our work of any
7:02 pm
withdrawal of u.s. funding and we'll work with our partners to feel any financial gaps we face and to eat sure our work continues and interrupted when we divided the virus exploits the cracks between us for an hour since we have 2 correspondents on the story kimberly how could a standing by for us in washington d.c. charlie angela is live for us in london but 1st we'll hear from our series mike hanna on trump's threats to cut funding to the organization. in what has become a pattern president used his podium to parade reporters if you keep talking i'll leave and you can have it out with the rest of these people if you keep talking i'm going to leave and you can have it out with them. just allowed me to introduce the number of prominent members of big business the construction labor workforce international union of operating engineers jim callaghan north america building
7:03 pm
trades union. sure in regard is a lot of friends of mine labors international union of north america terrier sullivan and to sharply criticized the world health organization announcing his administration would suspend funding had the w.h.o. done its job to get medical experts into china to objectively assess the situation on the ground and to call out china's lack of transparency ironically president trump is on the record praised in china for its transparency in dealing with a virus having what was described as a friendly phone conversation with president xi at the end of march and subsequently tweeting we are working closely together much respect once again president trump appears to be ignoring the principle of the separation of powers legal experts argue that he does not have the right to suspend funding that has already been approved by congress another constitutional crisis is looming
7:04 pm
and despite repeated cautions by the country's health experts president trump insisted mitigating measures could be eased or lifted in a number of u.s. states by the beginning of next month. but he walked back an earlier contention that the decision was his to make by comp perming that the question of lifting restrictions or not would be left to individual gov the white house would still provide guidance we're going to pick a date we're going to get a date that's good but it's going to be very very soon sooner than the end of the month the summer day that new york city announced its most dramatic rise in the fatality rate so health officials for the 1st time included the deaths of those presumed to have died of the virus even though they had not tested positive this increased the death toll by more than 3700 in a single day driving up the number of people killed in new york city to more than
7:05 pm
10000 and increasing the overall u.s. death count by 17 percent to more than 26000 thank you all very much stark figures that not even the president's action against the world health organization can distract from mike hanna al-jazeera washington charlie angela joins us then live from london within the last hour charlie the world health organization gave a press briefing the director general said that he regrets the decision by the u.s. president to put a hold on funding to the world health organization what else did he say. when he did take a very diplomatic tone very dignified obviously trying to avoid any escalation perhaps hoping in some way that this decision by president could be reversible. give being a little history lesson of the formation of the united nations and the w.h.o. really explaining its mission and its mandate which is enjoyment of the highest
7:06 pm
attainable standards of health is a fundamental human right regardless of race and religion and that is their mission he also said that the u.s. has been a very close longstanding friend and he does regret the decision of the president and he was asked at numerous times by a number of journalists how this cut in funding will affect their programs remember it's not just this pandemic they do with they've worked on eradicating polio measles it bowdler they also did a lot of work on cancer and mental health but he pushed back against those questions saying that we need to assess how this cutting funding is going to affect our programs and we'll come back to you to tell you where the gaps are going to be . he also said that you know we're not above criticism on our performance on tackling this pandemic will be assessed by the various contributing member states and no doubt there will be areas for improvement and there will be lessons to be
7:07 pm
learned but he said right now is not the time for that right now is the time to stop this virus and to save lives and he said more than twice that solidarity is the name of the game and we are getting on with the job so a very diplomatic response from the w.h.o. off to president trump accuse the organization of severely mismanaging and covering up the spread of corona virus which of course they absolutely deny are serious charlie and still reporting live from london many thanks charlie let's bring it on white house correspondent kelly how could his live for us in washington is it even in the president's power so decide to cut funding for the world health organization . the short answer is no it's not in his power it's in the power of congress and we've just have a statement from house speaker nancy pelosi reacting to the president's decision to suspend funding to the world health organization she says this is dangerous illegal
7:08 pm
and will be swiftly challenge so that is the indication from the house speaker that this is a power of congress not of the president over the u.s. president in a statement has said that he is defending his america 1st approach he says he will never hesitate to take any necessary steps to protect the lives health and safety of the american people the statement goes on to say that the white house takes exception to some of the claims that were made by the world health organization they cuse the world health organization of parroting claims made by china in january that there was no human to human transmission of corona virus in contrast to some of the statements coming out of who have province goes on to call for structural reforms of the world health organization that the united states seeks to refocus it in terms of its core mission to focus on preparedness and once again the
7:09 pm
white house pointing a finger but again with its regard to the funding it really is a bit confusing what law the white house is referring to in order to say that it has this power to stop funding even permanently because we know that there was an attempt to already cut funding in the coming fiscal fiscal year by about 50 percent of the previous year something that congress was already questioning and was expected to undo in terms of that request so the white house can put in all kinds of proposals but ultimately it is the u.s. congress that decides how american money is spent not the president a white house correspondent kimberly live in washington many thanks indeed to complete 20 of the world's largest. economies agreed to put the debts of the globe's poorest countries on hold the chain 20 nations have agreed to freeze the debt payments for a hear of a private lenders to do the same for more let's join our series alan fishes live
7:10 pm
for us in virginia tell us more about this debt relief allan about something that the i.m.f. has been pushing the thinking behind it is really quite simple the thing that rather than have countries the 25 poorest countries at the moment who are indebted to to many other nations and to people like the i.m.f. they need their day essentially suspended so that they can know what to about how they're going to find the money to pay their debtors but in fact can try and transfer that money into fighting the corporate crisis as well there's a 2nd reason for doing it to obviously the economies in all these countries 160 countries are impacted by this according to the i.m.f. then they can take that money that would normally go to debtors and they can put it into fiscal stimulus plans in their own country which of course will help their overall economic impact there's also the idea that there is loan beside this debt suspension there should also be a tripling of concessionary funding concessionary funding what does that mean
7:11 pm
essentially it means that when i lend to you i do so much better rate than the banks would i give it to you at a much better terms i say that i don't want to pay back in 6 months i want to paint over a longer period so they want to see that tripling of concessionary spending with countries as well but the believe that that will help countries fight covert but also help to triple the double whammy of not only having a healthy amount to say but having an economic emergency as well and in broader terms alan what else is the i.m.f. doing. well the i.m.f. managing director has also said look we've got to be careful here there has to be a global response to this this is not the time for individual countries to start walling themselves off there has to be a global response to the economic impact but there's also warning to saying look the idea of fiscal stimulus is a really good idea and they think that that is something that will work and help
7:12 pm
jumpstart the economy when the economy and it's a position to be jumpstarted say look hold on a 2nd let's do this when it will get most impact there's no point and handing out as a medicare is at the moment handing out a lot of money to people who are sitting at home now that can help piece some bills but it's not going to jump start the economy they're saying if you're going to do a 2nd wave of this time and make sure you send it when restrictions are start to be lifted people can go out to restaurants they can go to stores they can actually take that money and spend it generating income in the economy and therefore building the economy up again so it's really a warning from the i.m.f. to say look we want you to do this but please just time it right because that will be beneficial for everyone but particularly beneficial for your economy i was there as alan fischer reporting live from home in virginia many thanks indeed to allan we're going to weather update next here on our syria then e.u.

leaders urge a more unified response or some countries begin to loosen lockdown restrictions. despite major league baseball being suspended the sport is still celebrating the life of one of its most important players will tell you. how the weather doesn't look too bad for japan over the next couple of days we've got the seri of low pressure now pulling out of the way. just guys coming back in behind see how systems out there in the open waters of the northwest pacific so it should trouble us any more we got to know the system though just pushing across northern parts of china fed to cloud on this at a fair bit of rain that will gradually move through beijing through the l o c and it's heading towards the korean peninsula so as we go through thursday and on into friday he will turn increasingly wet here ahead of that not too bad in
7:14 pm
japan a chance of one of 2 shares behind that it will brighten up a warm up beijing at around 22 celsius for that band of cloud and rain into central parts of china down towards the southwest but to the south of that fata dry hong kong at around $27.00 celsius such other shows meanwhile across southeast asia in the shallowest little more prevalent same to the philippines in the china usual scattering of showers they are of course edging further northwards as they should the seasonal rains and show i was edging northwards to into sri lanka will see some wetter weather here much of india is fine and dry with plenty of sunshine we have got some showers just around that northeastern corner of india and it'll turn increasingly wet for bangladesh by friday. perception is validation we believe want to be seen but in one life time
7:15 pm
we cannot see everything but we rely on experiences. and the legacies of previous generations. i think testimony we value to. witness documentaries that open your eyes on al-jazeera. hello again this is al jazeera let's remind you of the main news this hour the head of the world health organization says that he regrets the decision by u.s. president donald trump to halt funding to the body he says the w.h.o. will now be forced to review the potential impact on. donald trump accuse the
7:16 pm
organization of mishandling the coronavirus pandemic. the organization special envoy says that any recrimination should be left until after the pandemic is defeated. 20 of the world's largest economies have agreed to put the debts of the burbs poorest nations on hold to prepayments of up to $20000000000.00 will be frozen until the end of the. top leaders are calling for member states to work together before easing any lockdown measures the european commission has issued a number of recommendations of wars that moving too quickly could have a devastating effect lawrence lee reports from london. primarily what they're trying to do at the moment is find a way of getting the european union out of a not just a health care but a massive financial crisis because economic forecasts are so bad from crises you have this sort of the shape thing goes down then goes straight back up again what
7:17 pm
they're worried about with this year economists saying is going to look more like an l. it's crested it will just flat line across the bottom for months and months and months the best they can hope for is it looks a bit more like a u. shaped recovery and so with that idea in mind the european union summit next thursday is going to be absolutely crucial that we are going about the budget which philosophy for 7 years 4 months because north european countries most notably germany in the netherlands i want to spend less european money on the overall budget certain countries want to spend more so here you have suddenly are sort of on the layout of the european commission saying at next week's summit they're talking not about a 1000000000 but a trillion euros to try to basically kick start some sort of european recovery once once the borders are open and it's important really partly symbolically because europe's famous open borders and free movement of people goods a lot stuff that's that's nonexistent at the moment but clearly it's also very
7:18 pm
important practically because even if very gently they have to try to start to open the borders and get goods moving a bit more freely to try to get a little bit of economic recovery in the system it's going to take a very very long time because everyone's so careful about a 2nd wave of inspections but they've got to make it look gradually as if they can start to restore the single market. the virus appears to be spreading fast in russia more than $3300.00 new cases have been reported bringing the total now to nearly $25000.00 moscow has launched a system of travel permits as it desperately tries to slow the spread but it's created massive delays on public transport on what mistake causing long queues on to say was a kind of brown in moscow says the people there are upset with the new restrictions also worried that they'll give the government more access into people's lives and future moscow is the worst hit in russia among all the other city that we have
7:19 pm
25000 cases registered around the cut across the country and moscow is the worst hit with almost $50000.00 cases now doctors don't cope mosque authorities already saying that they're running out of bed so they implemented these tough measures of q.r. codes which basically people need to apply for if you want to use any type of public transport or personal transport so if you want to go by car or metro taxi you need to apply for one today was the 1st time when this measure became obligatory and it created havoc people who will go into work in the morning got stopped by the metro in huge crowds because policemen were actually chickie every every and each of. you are codes individually and that cost a lot of anger recently we've heard that they've applied face recognition surveillance system almost all across the city. and now they are offering this you
7:20 pm
are codes which people are a bit confused by it and struggling to use because yesterday. 900000 of them when the system was tested were cancelled because people just put in wrong information or fake data and of course lots of activists and many people are worried about how this will play in the long term after this coronavirus of operates a government will just have tougher grip on the society countries across the asia pacific region are responding to a dire economic forecast from the international monetary fund the japanese government is considering whether to extend a cash handout of ministers in new zealand will take a 20 percent pay cut for the next 6 months or serious florence lou it reports. a stark warning from the international monetary fund the global economy is forecast to shrink by 3 percent this year that would make it the steepest fall since the

great depression in the 1980 s. and asia countries are scrambling to respond to the economic fallout caused by the coronavirus. there is no doubt the pandemic has pushed down the world economy with a recognizing it's based on the fact that it is such a difficult situation as the i.m.f. points out various people are saying various things about the duration of how long these measures to prevent the spread of infection will continue going forward the japanese government announced a one trillion dollars stimulus package last week and is under pressure to hand out even more cash that package includes payouts of $2800.00 to households whose income is judged to have been hit by the coronavirus officials now say the government is considering whether to pay $900.00 to every citizen regardless of income. japan declared
7:22 pm
a state of emergency in tokyo and 6 other areas last week and urged people to cut social interactions by 70 percent in new zealand prime minister just into our day and announced that ministers and public service chief executives would take a 20 percent pay cut for the next 6 months i absolutely accept that this is not going to change the government books but for us it was about leadership a lot of people are taking a huge hit right now i do not want the people who feel it to be the people on the front line our lower middle income in is non essential services in new zealand have been closed for the past 3 weeks and economic activity has slowed significantly the country appears to have successfully reduced the spread so far but the prime minister has warned the low number of new infections does not necessarily mean the battle is won the government is due to decide next week whether it will extend the lockdown florence clearly al-jazeera

the most difficult circumstances keeping a city moving in times of a pandemic even if it means risking their own health and maybe even life gabriel's on doe. new york. almost sports around the world has been suspended u.s. baseball has to found a way to honor the career of one of its most important players on line on this day 947 jackie robinson became the 1st african-american to play in a major league game traditionally on this day all players across all teams where a number $42.00 jersey made famous during robinson's career this year though the league is hosting a series of online events using the hash tag jacki 42 what little is the c.e.o. of black sports online he told us why robinson's legacy is still so important. integration was not something that happened in a in a lot of industries not to mention you know sports and i think what happened was
7:29 pm
the fact that jackie robinson just did not play or get an opportunity is that he played well he was the rookie of the year that here at the could show old people that african-americans are basically you know equal in sports in other things and he made it easier full other teams to now integrate would bring in a black players the reason being is always artists to be the 1st line so the 2nd 3rd or 4th you know he made it easier for others so he took a lot of you know a lot of backlash a lot of racial slurs def the rest days of that nature to make it easier for the people that came by they had their minorities that are in baseball 'd right now the numbers especially with african-americans you know all are low just you know still treatment of minority players be it african-americans and others that we still see that that's disturbing i think what we really need to do just like with our country a lot of these just to show there were very inclusive that everyone has the same
7:30 pm
opportunities that everyone is treated fairly in major league baseball who do need to reach out to to cities and neighborhoods that have minorities children in them and make baseball programs a water bowl for all kids because it's 'd an expensive sport to get into i mean the water they do that i think the war clue said they will 'd because. it is good to have you with us i have been saying ok adrian fenty going to hang with you and doha the headlines and i'm just here at the head of the world health organization says that he regrets the decision by u.s. president donald trump to halt funding to the body he says the w.h.o. will now be forced to review the potential impact of the cost trump as a cure is to open as a shot of mishandling the coronavirus pandemic response. we regret the decision of the president of the united states to order to hold in funding to the world
