government agency appearing to contradict president trump's view on the world health organization yeah it's very unusual because well the u.s. president is defending his response to the statement from the white house he says will never hesitate to take any necessary steps to protect the lives health and safety of the american people and he's accusing essentially the world health organization of parroting chinese government claims that there was no human to human transmission of the virus they're also saying that it was too slow to declare a global health emergency and even that the body is china centric you have on the other hand a member of the president's own coronavirus task force saying very publicly here on national television of the united states essentially praising the body saying that the center for disease control has worked very well with the world health

organization and that there has been this history essentially of this partnership and its effectiveness t.d.c. and jones had a long history of working together in multiple outbreaks or out the world as we continue to do in this one and so we've had a very productive public health relationship we continue to have but can really is it even in the president's power to cut funding as the world health organization. the short answer is no in the united states it's congress that controls budgets the us president puts forward his proposal but it's congress ultimately that approves this budget and we should point out that this sort of attempt to cut the budget of the world health organization at least in terms of the u.s. contribution is nothing new in fact the u.s. president had already reduced his request to congress for the world health organization and already it was raising eyebrows and there was an attempt to

mitigate essentially the effort by the white house to try and cut this budget now there has been a reaction on capitol hill to the president saying that he is withholding funding pending a review of the world health organization house speaker nancy pelosi saying this that the decision by donald trump is dangerous and illegal and will be swiftly challenge so it's very clear that the members of congress who oppose this decision are going to use every sort of tool in the tool box if you will from a congressional side it's a co-equal branch of government with the white house in order to make sure that this money to the world health organization is not halted a white house correspondent kimberly how could reporting live from washington kimberly many thanks indeed let's compare the world health organization's response to that of the u.s. government on december 31st china notified the w.h.o. of a new type of pneumonia the agency created

based on how the laws are written by congress they typically will write in there where exactly the funds are supposed to go and if the money is actually allocated to the world health organization and the president actually signs that legislation into law then it's very difficult for the president to actually move that money or decide that he will no longer fund that operation and in fact we're seeing something like that play out where the president has sought to actually move monies that congress has allocated particularly for other military matters in the president has sought to take those funds and move them to build this or so what the president is doing as it relates to the funding for the world health organization is something that we have seen the president attempt to do since coming into office and that's why now you're seeing legislation written by congress particularly as it relates to appropriation funding where they're actually taking a much stronger stance as to how that money is to be allocated are and so what's the president up to here it can't be to do with with saving money i mean it's the

blowing a huge hole in. the federal budget is it. no actually what we're seeing from the president is just another blow at the multilateral engagement that the united states has so diligently worked at for the last half century or more and the president going after that war 'd world health organization is very similar to what we have seen from the president pulling out of the paris climate accords going after the g. 7 after nato this is a president who has issues multilateral engagement in organizations and quite frankly it's something that his base finds to be very popular in this resonates with that base and also given that over the last few days we have seen the president we have seen criticism of the president for his delayed response to adequately addressing the cole in 1000 response in the united states and so this is a welcome opportunity for the president to find

a scapegoat that he can latch on to and he can attack so this is political he's throwing shade on his own response to the pandemic absolutely he is going to have to because again if you go back to january this is a president who was very laudatory who was very who shout a lot of praise both on china and the world health organization for their response and for their handling of the code 19 al break and now here we are and april the united states is leading the world both in contractions as well as deaths from this pandemic and now the president's approval rating is slipping the united states is heading towards a recession and this and now the president is is again trying to reshape the narrative and he's using the world health organization as a convenient scapegoat but to be clear the world health organization does have some questions to answer in terms of its response to him talk about his his his base and appealing to his base i mean surely that they they must be aware through u.s.
