breach lockdown orders from much needed wages. exploiting the pandemic china's accused of furthering its ambitions in disputed territory on the high seas . and in sport formula one announces its plan to start the delay that 2020 season after losing at 10 races to covert 900 that they hope to begin with the australian in july without spectators. britain's prime minister has returned to work finding to lead from the front in the fight against coronavirus barra's johnson was diagnosed with a virus a month ago and spent 3 days in intensive care in his 1st speech since leaving hospital he says the u.k.'s is starting to turn the tide in tackling the outbreak
1:02 pm
johnson's pledge his government will outline plans for easing restrictions but he's warning of the risk of a 2nd wave john hall is joining us live from westminster and central london john at the tone of the prime minister's message was very much a rallying call what's he been saying. yes a rallying call trying to bring the public with him trying to display a new sort of sense of openness in the face of persistent criticisms in his absence both of his and his government's handling of this crisis well britain has its prime minister back he left i.c.u. intensive care 2 weeks ago remember suffering from over 1000 the disease having come fairly close by his own admission to taking his own life he's now back at number 10 downing street back at work and facing a complex set of issues that he's got to deal with 1st of all those criticisms of course also persistent shortages of p.p.a. personal protective equipment for people on the front line the health care
1:03 pm
community the care community medical workers and so on and also testing nowhere near the government targets set for the end of this month and that will need to be ramped up vastly if it's to deal with that much feared 2nd wave but perhaps the most crucial issue in the 1st thing on his tray is these are these calls these louder and louder calls for clarity for a way forward on this lockdown britain entering its 55th week of restrictive measures now calls coming from far and wide about how it will be eased when it will be eased what are the measures that will need to be put in place in order for the lock down to be eased and boris johnson having to find a new tone a new form of language learning to communicate with the public to make sure that he brings them along with him in the government now in what is to come and that i think began in the last hour or 2 outside downing street with those words with that speech he highlighted the positive 1st of all in this the greatest challenge he said 6 since the 2nd world war he talked about real progress being made the n.h.s.
1:04 pm
the health service here not in fact being overwhelmed as many had feared he talked about the beginning of the country turning the tide but he said to those desperately looking for signs that the lockdown was going to be eased any time soon now he said is not the time because of the fear of a 2nd wave a 2nd spy. that he said could be even more disastrous for the country and for the economy contain your impatience he said as we reached the end of the 1st phase of this conflict here's what he had to say. if this virus were a physical assailant an unexpected and invisible mugger which i can tell you from personal experience it is then this is the moment when we have begun together to wrestle it to the floor i know it is tough and i want to get this economy moving as fast as i can but i refuse to throw away all the effort and the
1:05 pm
sacrifice of the british people and to risk a 2nd major outbreak and huge loss of life and the overwhelming of the n.h.s. . joiner these are obviously very strong words from the prime minister but the hard work begins now doesn't it because we're still faced with the u.k. in a very very difficult situation. well the u.k. has reached its peak of the epidemic according to the scientific community that peak was hit sometime in the 1st around the 1st week of april but it hasn't seen the rapid decline that many might have hoped for it is still passing through the peak the decline that has happened in terms of new infections hospital admissions and so on has been disappointingly slow according to the scientific community and the great worry is that if you ease these restrictions now and there are signs that the public are beginning to get restless with the nature of this lockdown in
1:06 pm
particular the sort of vacuum of information that many perceive to be going on here not knowing quite what it is any longer that they're working towards quite what benchmarks to be set quite what they need to be looking for on the horizon well as that restlessness continues the worry will be that people you know actually start breaking the lockdown and the scientific communities concern is that if they do that now the system simply are not in place to prepare to guard against to control a 2nd wave testing is only now beginning to be ramped up it was only last week that the government announced plans concrete plans for testing contact testing and contact tracing which is the vital sort of mechanism that needs to be in place in order to control that 2nd wave and prevent another enormous death toll so they're not in a position to ease the lockdown the public want them to use the lockdown this is a massive problem for the government it's something boris johnson is going to have to tackle head on and he will have to tackle it more than anything else perhaps
1:07 pm
with soothing reassuring language that allows people to believe that he's back in control that he is taking this as seriously as it can possibly be taken and that all the measures that need to be taken are being put in place that are dead from john a whole life 1st in westminster in london german thanks very much indeed. one of my misses made no mention of the various criticisms of him and his government the ones that jonah was mentioning to recap medics across the country say supplies of personal protective equipment or p p has been insufficient the target of 100000 tests per day has not been met britain actually tested fewer than 29000 people in the past day is concerned the death toll is likely to be far higher government numbers refer only to hospital deaths but do not include deaths in the community and in care homes coronavirus has not claimed more than 20700 lives in u.k. hospitals with more than 152000 confirmed cases my good fellow is
1:08 pm
a political journalist and she's an author and she's joining us now from london thanks very much indeed for being with us jonah there was saying that it is up to the prime minister to present a very strong and firm grip on the country but do you think that's going to be enough to satisfy his critics. no i think there's actually a major problem here there is a big disconnect between the origins term and also the content of the speech and what is actually happening in the u.k. so he talks about the people looking at the u.k. and apparent success in relation to coronavirus that actually we have at the moment have one of the death rates in the world as you've said and 20000 more than 20000 deaths in hospital and i think there seems to be much higher if you take into account deaths in the community and jess in cannes and you know these are not just figures on an undersea these are human beings these are people across the country who have lost their family their loved ones and will be mourning them and it's very
1:09 pm
moment and i think it's quite insulting boris johnson's take these turns to not mention p.t.e. shortages do not mention the crisis not at social classes don't do not even engage with leavening be any failures in these criticisms of government and i do also say is he used as an analogy the virus being something like if there's a cliff say that he talked about being as invisible an unexpected mother and as well as we disliking this kind of natural language and helpful it's also in accurate this was not unexpected insofar as the u.k. had a bigger lead time than many other countries in the world more time to paris and it seems that the government has not done that has not followed job advice and i'm suggesting trades in and then isolating and you know for a lot of public workers but language because where that leaves the in supermarkets and it just carrier because people working in our schools it is upsetting i think
1:10 pm
to hear the prime minister talk like this as if their experience in their day to day isn't happening at all and i would say that it's only a few weeks ago. and it just dr was desperately pleading with p.p.p. and died from coronavirus there was a big disconnect between how the prime minister's talking and what's actually happening and i think. government needs to engage in these criticisms not just the criticism sake but to learn from it into the small into those places that early on in this in the spread of this virus in the u.k. they approval rating for the government on footballers' johnson was obviously fairly high people were fairly pleased with the way they were handling this given everything that's happened subsequently how do you think this is going to play out politically for johnson when eventually the virus does become under control i think so far some of the opinion polls as one example newspaper yesterday that suggested that actually people's colton's in the government had massively decreased and i think as people get to grips with the ins and outs of well as happened here
1:11 pm
there will be some serious questions to ask about them and not least because hundreds of thousands of people across the country to appeal affected by this in one way or another but also there isn't he things that they haven't and then the main really quiet on the site being asked by campaigners and by other politicians about what they're doing so for instance in our immigration enforcement they haven't suspended the hostile environment although migrants are able to use the n.h.s. if it is as is that of having the role of our symptoms and are all to be charged anyway the host of violent is going to seep into a public services and so what it means to many people the fact that it's still in play is that this gag to help us if we hear reports of people who like went of dying from prone to violence having been too scared to seek medical advice and so those that's the real question to ask about the government's handling of this i think will continue to be asked in the coming weeks and i don't think should be overlooked that the fear of seeming to politicize this actually i think there are big questions to be asked and i think many members of the public are going to want
1:12 pm
to have those questions and that's my a good fellow we appreciate you taking the time to join us and others in the thank you very much indeed. italy is preparing to emerge from the longest coronavirus lockdown in the west from next week people will be allowed to visit relatives and some businesses will reopen and seen the 2nd highest number of deaths in the world after the us but on sunday the daily told fell to its lowest level in more than a month however prime ministers is that a quantity says people will still need to wear masks and observe social distancing to imagine but they're committed to a legal so for me for the wholesale sector will restart but it is obvious that we'll need a market and therefore from 18 we expect to reopen the retail sector from then we are also planning to reopen museums exit visions and libraries and sport teams can resume training we also hope that june 1st will be the date for the reopening of bars restaurants beauty salons and hairdressers basically all personal care
1:13 pm
activities. francisco example tony joins us now live from milan via skype francesco how do you think that people in italy are going to react to the news that there is at least some easing of the lot done. well the reactions have been with mixed feelings because after the announcement of yesterday night there was a mix of confusion delusion and relief many hoped 'd for a substantial rhetorical return to forms of social life but this did not happen the risk of a 2nd wave of infections is still too high so those who were warriors death to march could reopen too soon or are now divided restrictions on individual freedom did not change much so actually the lockdown is still on except for visiting relatives but it's not clear yet if this includes also partners or just family
1:14 pm
members the prime minister was very harshly criticized for not explaining anything about how the health system will be managed in this 2nd phase nothing was said about the contact tracing app that the government is working on or about new tests it is unclear how the how the new infections will be identified and how the people will be isolated to avoid in fact ing family members so many commented or said this long and now face to seems to be very similar to the phase one is there any indication of how the medical team really are going to react given the fact that they have been under so much stress for so long. well. there are not indications yet probably the health system workers will say something in the next hours of course in the last weeks more
1:15 pm
protective gear is more equipment has been given to the people that are working in and hospitals and the good news is for sure the intensive care units are. empty compared to 11 month ago but of course there are still many things to be understood on how the new infections will be managed because it seems that nothing changed about this and so probably the people that will be infected will will go 'd to the hospital only when they will really needed and it's not clear what will happen from the infection to the moment they could need to be written to be hospitalized so it's still very unclear and this is sparking some frustration on their own italian people and the indications are not very easy
1:16 pm
to understand so we will have to see this is a very critical moment and. it's tough to say now let's just resume proton is bringing us up to date with the situation in italy live from the line from cisco thanks very much indeed it works for germany is combat in the spread of coronavirus by making the wearing of masks compulsory while on public transport free masks have been made available in cities nationwide for the past week germany has the 4th highest number of confirmed cases in europe fewer than 6000 have died which is far lower than neighboring countries dominic king is in berlin he says the wearing of mosques differs according to state. the mosque order is in place across germany in all the states the 16 states that make up the federal republic but the enforcement of it differs from state to state so in berlin from where i'm going most in right now the order relates purely to public transport so
1:17 pm
if you use buses like the bus station i'm standing outside now with trains all the metros then you have to wear the mask but the moment you step off public transport you can remove the mosque so if you want to go to one of the shops that have reopened in the course of the last few days you don't need to wear the mask elsewhere in germany you do need to wear the mosque the point here is that the decision making by the relevant state governments and by the federal government is informed by the science by the numbers being tabulated by grab a coffee institute which has authority in this area and right now it is thought that something around 2 and a half 1000 people are in intensive care perhaps 75 percent of them are on ventilators but equally fewer than 6000 people have died from corona virus in germany despite the fact that it has amongst the highest number of infections in europe and one other key statistic which is informing government decisions is
1:18 pm
getting up to around 3 quarters of all the confirmed cases of coronavirus have now resulted in the patients concerned recovering which explains why you see the mask order in place but loosening of restrictions and from from state to state. then to more ahead on the news hour including soaring military sales expenditures the highest in a decade but will the global pandemic change priorities. demonstrators defied coronavirus curfews in lebanon to continue protests against the worsening economic crisis in the world to come to the right not reducing arms the motherland a broadcaster in pakistan playing a critical role in getting information out about the pandemics. tell you about the sports making a return from lockdown in the united states detail in santa later on the show.
1:19 pm
is desperate for money and one of the world's biggest garment industries a defying coronavirus lockdown orders they're returning to work in bangladesh saying they haven't been paid for months the country is expected to lose at least 6000000000 dollars worth of exports to make up for some of it textile workers are selling mosques medical guns and other in demand personal protective equipment bangladesh has recalled of more than $5400.00 coronavirus cases and a 100 and $45.00 deaths down the charges joining us now from the capital dhaka tanveer if the workers are returning is there any guarantee that they are actually going to be paid if they go back to work. well the prime minister has a stimulus package of $588000000.00 now this was probably some time back many of the workers been protesting for the last several days many haven't been paid for months some are on the brink of starvation now they've been asked to join some of
1:20 pm
the factories that list 1000 plus factories are opening all across the country is in a limited way because they're under pressure from international buyers to fulfill their obligation many buyers on the other hand have cancelled their auditor resulting in billions of dollars of loss another factor of main concern for the garment workers are their safety and of course their salary as you just mentioned the government's owner of a sure they'll get paid and it's guaranteed by the government and i spoke to one of the activists and leaders for the garment workers she said the main concern is safety and of course a salary as well and because many of them work in close combat men $3400.00 workers in each floor they live in a densely populated area sometime in slums if an epidemic spread it is a potential time bomb for the workers so the safety and the critics are saying is the main concern otherwise many of the workers are willing to walk as long as their safety is ensured and their salaries and sure because they don't have any choice
1:21 pm
right now but to join their work cover charge or speaking tourism thanks very much indeed time for schools and universities in some parts of china that were closed because of the pandemic all beginning to reopen students have been welcomed back to clos in the capital beijing but social distancing measures will continue during lessons students in the city with the outbreak began will start heading back to school as early as next week i'll just sarah clarke is in hong kong and she says social distancing measures are still in place as china tries to prevent a 2nd wave of infections. it is a milestone in china on the grounds that the schools have been locked down it's been a nationwide lockdown for about 3 months or so that schools in some provinces and some of the major cities are turning some schools have already opened and that was in march in the beginning of april but some of those cities that are reopening on monday shanghai beijing and one job in the focus is really on the senior and the middle school students particularly the final year classes that are preparing for
1:22 pm
the end of school exams and this well that's been happening and will happen over the next month also with the primary schools to return in mind all schools are required to have various contingency plans in place the teachers have been trained to deal with emergency procedures to try and prevent any outbreak of transmissions the students of course have also been provided with protection as social distancing measures are in place during the lunch breaks and the canteens have also been set up almost like exam rooms to try and separate or divide the students and the reason why these schools are slowly reopening is we've seen a gradual for declining numbers in the number of cases in china and that's why the schools are reopening the national health commission on monday has reported just 3 cases in china and none of which were in the who by province of course this is the epicenter the province where we saw the initial corona virus outbreak and on sunday the national health commission reported no new coronavirus cases in that particular city and this of course of the city there were 11000000 people i went into lockdown
1:23 pm
back in january and it's graduate reopening but i should state there are questions still about the calculations being used by china and by the national health commission and some countries are also calling for an investigation into the modeling in the calculation of china's official figures south korea is also considering opening the schools in may saw has begun lifting social restrictions with large churches reopening on sunday in the past week and a half the country has reported less than 20 new cases each day. china is being accused of exploiting the global coronavirus pandemic to further its disputed territory in the south china sea the us has accused china of bullying on the high seas the area is a strategically important shipping route and it's thought lucrative oil and gas reserves may lie beneath the sea bed in the latest exchanges a chinese ship is reported to have locked its weapons radar onto a philippine vessel china has announced

1:25 pm
reclamation activities and creation of artificial lines beginning in 2013 on words but what we have seen in the past 2 months or so what is what many critics see as a brazen act of strategic opportunism for instance and what we're seeing also here is what you can call offensive charming so on one hand china easing gaging in a face mask that going around the region giving p p e s and medical equipments and mass to indonesia the philippines and different countries who are struggling with this epidemic which of course originated from china but at the same time we see also china in march and increasing in april has also stepped up its efforts in waters to dominate those waters for instance we see the chinese sinking as a vietnamese fishing boat apprehending 2 augers now harassing immolation. oil exploration activities we see china for their military rising to artificially
1:26 pm
created islands like that and deploying munster coastguard ship to discard our shores and all of this let's be very careful all of this is happening while the neighboring countries including top generals in the philippines have caught the virus and had to be drawn into quarantine and more importantly the u.s. navy and the pentagon had to put suspension on overseas deployment and in fact one of american aircraft carriers u.s.s. roosevelt is now completely grounded because of the epidemic outbreaks create that new strategy vacuum that's how well that's out of a lot of china to push the envelope in an even more accelerate that moment and some people are saying here in the philippines what kind of friend steals from you when you're recovering in the hospital might compare as we mentioned to has said that the u.s. strongly opposes what he calls china's bullying he hopes other nations will hold them to account in what way do you think he expects other nations to be able to hold china to account. well in fairness in diplomatic language
1:27 pm
what we see right now is more and more slowly there are a few so for instance the philippines released this statement philippines is of course known for having a president is closer to china than any other major power but the philippine department affairs actually released a statement in sunday directly with the vietnamese when a vietnamese boat by the chinese. and we saw also the malaysians who are generally seen as being friendly and acquiescent towards china the also stood up and new foreign minister and former defense minister who is from what you know saying he said very clearly that we will stand firmly with our claims and interests in the south china sea and more importantly we see that even american allies author allies like australia have been conducting joint naval activities with the united states in the air and the u.s. is also deploying more and more warships and by the way it's not only so china sea we also see more of chinese military intimidation tactics happening in that tight one st's because taiwan has also been pushing for more global recognition as it
1:28 pm
becomes also a major producer of mosques and desperately needed medical equipment and of course taiwan has also very successfully dealt with the coronavirus the chinese not only to me they can smaller countries in the south china sea but it's also intimidating taiwan and the u.s. is trying to help all of these countries it remains to be seen what we us do more minute tiredly it seems they're going to not relocate one aircraft carrier from the middle east us as truman high truman to the pacific because they're also having a problem with the epidemic outbreak in the u.s. response so let's see what the u.s. will do in terms of putting muscle richard rectory richard thanks very much indeed for joining us on. and it's time for the weather here is jenny and we've had good parts weather in parts of europe but are we going to get a change well this is a i mean need to change right it's been very nice isn't weather in europe and of course many people would say the looks on have really been enjoying the fact that we've had these sunny skies but seek across central and western areas and just to
1:29 pm
give you an idea what i'm talking about when it comes to these sunny skies i would show you a picture if it would come up but it doesn't do that as i say we've had these good guys that things are set to change we have some rain pushing in across areas of the west and that will bring the rain some neutral seas regions into france on into germany and on into poland and at the moment things are pretty severe in terms of the lack of rain into germany and the polish. institute of water management saying that this could be the worst drought that they have had for a century but as i say unfortunate rob i would show you more but i can't seem to be much graphics on so without the pictures it's very hard to show exactly what i'd like to do so i'm sure you have it fixed for the next time jenny thanks very much indeed still ahead on al-jazeera we're going to report from california where spring planting is underway but is it safe. and they're pulling no punches in one central american country as boxing continues despite the global pandemic.

dollars worth of military linked spending seamen various men is a senior researcher in the arms in military expenditure program at stockholm international peace research institute he's joining us now from the swedish koppel thank you very much indeed for your time let's just be clear on the definition of military spending 1st of all what does it actually cover. all the money spent on military so the money didn't go to the minister since mentions that the being paid for the military. buying new weapons and in some cases those forces which are not officially part of the military forces but are trained and equipped as if they are military forces but people paramilitary forces other any significant changes on this list other than the increase in spending over the last decade and so in a way the sort of business as usual some countries definitely have
1:35 pm
a very clear to directory where they're going they're quite stable other countries especially in the middle east they have a tendency of increasing in decreasing is one example would increase and then decreased depending specially on the income and also the needs of its forces to spend money on. are we able to analyze these figures and get a sense of how our country is feeling generally from military spending other than just buying military equipment or do we get a sense of the kind of threats that they perceive for example. yes military spending the main reason why you spend on your military is because you see actual or perceived threats. and conflicts that you're involved in. countries don't threaten you and yet the story about to. start china sea conjecture on such an as
1:36 pm
he reacts to what's happening in the south china sea especially out china reacts. by expanding their military spending that is the main the main reason you see a threat and you have to react and of course the problem is often you don't know how big this threat is so you start thinking in it worst case scenario search so you spend maybe more than you should but you just don't know you don't feel very shaky with your neighbors it's easy to see the top line figures of course and assume that this is all new equipment a new systems that they're better but how much of this is broken down to replacing existing systems and how much of it do you think is brought is done to actually buying in new systems of equipment in addition to what you already have. most of the spending or not people salaries in almost all countries salaries take the biggest spending then you get cost of operations just keeping your military go in so if you've got a few and then you have to spend more on equipment and someone is of course to
1:37 pm
replace old equipment. but of course you will get and very often new capabilities by replacing the old equipment but more modern equipment which can do more and in some cases no it's a clear. increase in the capability so new we've quit is being bought is not necessarily replacing old equipment. and you see that happening in for example many asian countries similar very as well as from the talk of international peace research institute thank you very much for giving us that analysis we appreciate it welcome. salvador security officials have been authorized to use lethal force against gang members following a surge in violence during the pandemic prisons have been ordered to place members of rival gangs into shared cells in a bid to break up lines of communication and social imposed a 24 hour lockdown in correctional facilities the country suffered 24 homicides on friday and another 29 by late sunday. the united arab emirates says it stands
