1:00 pm
strives to reach the official delegate threshold. on al-jazeera. there is no channel that covers world news like we do we revisit places. and really invests in that and that's a privilege as a journalist. this is al-jazeera. a lot i'm sorry say than this is the news hour live from doha coming up in the next 60 minutes a major cuts in all production comes into force but will it be enough to shore up world markets. i'm not unprecedented surplus for nigeria causes concern for an economy heavily dependent on you plus. it came out of china and it could have been.
1:01 pm
president trump ram's up his criticism of china's handling of the pandemic but offers no evidence to support his claims. jerusalem's alonso mosque compound the 3rd holiest site closed during ramadan because of strict restrictions. and in sports the english premier league is stepping up plans for a return to action the league is meeting to discuss what needs to be done for games take a coffee in june. it's 10 g.m.t. friday a day when an agreement among the world's top oil producers to cut output comes into effect it follows a collapse in global prices spurred by a slump in demand because of the pandemic but the deal to cut out. came with
1:02 pm
a lot of infighting between major oil producers or they met in vienna in early march to work out how to keep prices stable but failed to reach an agreement recommended taking $1500000.00 barrels per day off the market if russia agreed to cut production too but russia refused and opec's top producer saudi arabia retaliated by announcing a production increase instead the price war lasted nearly a month and prices dropped below 20 dollars a barrel on moscow rearmed resolve the differences and agreed to gradually come production by $10000000.00 barrels per day american producers very have been hurt most by the price for prices for u.s. crude collapsed on april the 20th and briefly went negative for the 1st time saudi arabia and kuwait say they've slashed their output ahead of the may 1st production deadline. and it seems the deal to cut our port may have only happened because
1:03 pm
president reportedly pressured saudi arabia implying the u.s. may withdraw its military support for riyadh and salvage of aid has this report. oil and water do not mix but politics in oil bond very well there is no official transcript of the conversation between the u.s. president and the saudi crown prince which resulted in saudi arabia's latest oil production cut reports suggest president all drum told muhammad been sold man that u.s. forces stationed in the kingdom could be withdrawn if saudi arabia did not stop flooding the market with cheap crude within days riyadh announced production cuts and ended its oil price war with russia opec in g. 20 members including quit in norway have already announced cuts in output but questions still remain over compliance the us president has taken credit for the nearly 10000000 barrel cut by oil producers which comes into effect on friday i think i get them to occur. maybe when you say.
1:04 pm
well they say 10 they say 10000000 but i think it's very steamy and. i even heard. saudi arabia and russia's failure to agree on price stabilisation lead to a $31.00 day price war which has resulted in a massive oversupply of crude that combined with the coronavirus shutdown of the world's major economies provided a perfect storm for the 1st time in history traders were paying to get rid of world stocks after storage ran out and u.s. crude futures dipped to a record minus $40.00 a barrel the international energy agency estimates global storage capacity could be full by mid june. with a powerful lobby and nearly a 1000000 u.s. hydrocarbon sector jobs at stake it's now an issue of national security for the united states we're also exploring potentially having the ability to store another several $100000000.00 barrels so we're looking at lots of different options were in touch with lots of people around the world and the president is determined that we
1:05 pm
protect the national security interest and the job with flights grounded no one driving and factories closed analysts estimate the demand gap is in excess of $30000000.00 barrels even though some restrictions are slowly being lifted the energy market is gloomy and positive projections international oil price is estimated to average around 35 dollars a barrel while the u.s. price is expected below $20.00 a drop of 60 percent compared to last year major firms such as royal dutch shell out of readjusting shell cut its dividend for the 1st time since world war 2 norway western europe's biggest oil and natural gas producer wants to ease tax rules for oil firms to prevent a drop in investment there is the short term benefit for oil consumers the european central bank says inflation has declined due to the sharp fall in oil prices but slowing growth globally job losses and declining industry coupled with falling oil production doesn't bode well for the global economy some of. their
1:06 pm
africa's largest all producer nigeria relies heavily on oil revenue for its economy but the huge surplus in global supply is causing further damage as al-jazeera has added dreams for ports from the capital abuja it's been a particularly difficult year for nigerians whose all dependent economy is struggling low prices and cuts in production resulted in huge losses. but more warning for africa's biggest producer is the damage the current clocked was due. with fuel storage facilities the options for nigeria like many small and medium sized producers is to give away it's all or shut down some wells what were 52 days and on president a lot nobody has ever been taking to the beyond borders into storage which includes that's never happened what it means when countries come back to work. so much
1:07 pm
supply that the demand cannot compensate for that revenue shortfall some all have already forced the nigerian government to consider an almost 40 percent cut in this is spending estimate. 1000000000 dollars identity for companies that you've had to shut down can i bring back the wealth if i can bring back do with what happens next for you a bit of pain of somebody that you could all but that's not a permanent that judging the current cost of producing a barrel of oil in nigeria is about the same as the market price something produces an expert say isn't sustainable for a long period nigeria's oil company then m.p.c. says it's engaging its joint venture partners all companies to see how do a father cut production the country's current output is $1400000.00 barrels of oil a day and as producers desperately look to shop prices it's awful possible that nigeria will be forced to make products experts warn that the current instability in the oil market is said to father damage the economy nigeria imports
1:08 pm
a significant amount of consumer goods including refined petroleum product i believe from the audience and michael. and that's. true. internationally. and that's what's much. more important and that's what. a lot of medium average nigerian. a bleak focused the could even get worse if the credit market continues for a long time. i'll just eat or a quarter and then there is director of energy policy advisers on energy and the mining research advisory joins us by skype from london good to have you with us so today by today the production cuts are supposed to kick in and there was the verdict so far they're working. good morning from london
1:09 pm
so i think it's a little bit early to say whether the production cuts are working so far the. normally in the oil market data is quite far delayed when we look at the actual april data you saw production increases coming through so that's on the back of the original breakdown of the deal the size of the cut pretty staggering for many when you look at them in relation to april so i think there are going to be some countries that are going to quite reach their target certainly at the beginning of the mom but there is there is a real issue into as well in terms of story building up around the world and. countries and companies can actually produce and sell their oil there's a lot to unpack in that but before we do let's take one aspect of that if prices
1:10 pm
don't go up don't go up pretty soon how long can countries like nigeria venezuela how long can they avert you know an even deeper crisis. so somewhere like nigeria it's already gone through one well downturn and i'd say it hasn't fully recovered from the last downturn especially when you look at some of the companies they had taken on the pull up they're. trying grow their assets grow production in nigeria you have some or all price recovery of the last couple of years but really not enough for those companies to get back out on a good 14 so i think a lot of the independent oil producers in nigeria as well as some of the bigger producers are going to suffer in the other issue with nigeria is that it doesn't have the internal refining. so it needs to export
1:11 pm
a lot of its crude the the issue there is that the cost of actually transporting crude at the moment has skyrocketed there's a lot tankers are being used for storage so it's harder for nigeria to get that crude onto the international market. and it still needs to actually import products to supply its domestic messick market demand for that's going to be reducing so i think i think by the producers within nigeria on the tax receipts for the government. quite severely. the next couple of months what about the u.s. how critical is the situation becoming for us produces if as is seems to be the case according to reports the trumpet ministration kind of had to put at least part of its military support for saudi arabia on the line of saudi arabia didn't come up with some you know pretty serious cuts. well it's an interesting balancing act
1:12 pm
from trump because if you go about your year also. putting pressure on on the saudis on a peg to actually produce more i'm hearing or prices down fast forward through 2 coronavirus crisis and lack of demand is now trying to get in supports all of a lot of the oil producing regions within within the us normally lower prices are also as a for the u.s. economy i think he's trying to balance the 2 at the moment while what you are seeing is. as well as a peck mandating cuts amongst the producers in the u.s. you're seeing a lot of the producers being forced to actually shut down because oil prices are getting down in so levels are lower than in cash costs you didn't say what prices briefly go negative so i think the you're seeing the oil prices have the desired
1:13 pm
effect on us production by bringing it down. to levels which eventually should stimulate our own prices once again. do we know this point or how would we know if russia has made its share of the agreed cuts with. i think the data will start to be visible over the next couple of weeks than there are early indications the rusher is making the cuts you can say for all the the shifting lending data. and oil tracking analytics paranoia lexan they're sharing the russian production in may has already started to fall. but i think it's going to take a few weeks to say the evidence of the loss declines coming through in terms of last time he was leaving countries like russia leaving other big exporting oil
1:14 pm
producers or i've got to get your thoughts on that thanks so much and. thank you. plenty more still ahead on the news hour including south africa eases some covert 19 restrictions in an attempt to revive its faltering economy libya's un recognized government says it's attacked walled city for half of those forces after rejecting the ceasefire. balance board how the pandemic is affecting grassroots sports in inner city schools across the united states details coming up later in the show. the u.s. president says he's seen evidence the corona virus originated in a laboratory in the chinese city of war han but he failed to give any further details donald trump said the release of covert 19 could have been
1:15 pm
a horrible mistake he added it's possible china chose to avoid stopping the virus from spreading beyond its borders particle has the license. a conspiracy theory has been floating on the fringes of conservative media for weeks and now it's made its way to the white house you seen anything at this point that gives you a high degree of confidence that there would have instituted a raji was the origin of those fires yes yes a that was the president of the united states indicating he seen something that says the coronavirus was made in a chinese lab he didn't say if it was from a us agency or from cable television where he gets a lot of his information after reports that the cid ministration has been trying to get the intelligence community to find a connection to the lab the director of national intelligence issued this statement saying the intelligence community also concurs with the wide scientific consensus that the covert 1000 virus was not manmade or genetically modified and 2 weeks ago
1:16 pm
the u.s. military seemed to make the same conclusion on the on the lab piece of that that's there's a lot of. rumor and speculation in a wide variety of media the blog sites etc should be no surprise to you that we've taken a keen interest in that and we've had a lot of intelligence take a hard look at that and i would just say at this point it's inconclusive although the weight of evidence seems to indicate natural some republicans have been trying to point the blame and public anger at china some even saying they should simply refused to pay china back for the u.s. bonds it holds the president though said he wouldn't go that far indicating more tariffs could be his response further straining the relationship between the $2.00 countries and the already stretched bank accounts of consumers in the u.s. who ultimately pay the price for those tariffs pedicle hain al-jazeera. al
1:17 pm
jazeera as investigative unit has obtained exclusive video revealing a backlog of goods at china's biggest export hub or that's causing a delay in the supply of medical equipment for health care workers around the world long queues of trucks loaded with cargo or shanghai airport are waiting to unload at customs and hundreds of boxes are piling up in warehouses china produces nearly half the world's supply of protective medical equipment notably to the u.s. and europe but concerns are growing its quality control rules on exporting cargo is hampering efforts to meet demand for personal protective equipment well fall is executive producer of al-jazeera is investigative unit he joins us by skype from winchester in the united kingdom will good to have you with us so why are supplies stuck in china while the world desperately needs them. it's a very good question sammy i think it's the rule of unintended consequences in this
1:18 pm
case china as you rightly said produces just about half of the world's protective medical equipment they exported very large quantities of it to europe back in march when the pandemic started to take grip unfortunately there were significant congress which had some standard or counterfeit goods which caused a huge amounts of critical focus to come on china very embarrassing for china as the world's manufacturer as a response to that they tightened up their export and quality rules now it appears from having talked to various shipping agencies in in china those rules have been applied in a very rigid bureaucratic manner and in a slightly haphazard way which is resulted in this enormous gridlock of masks surgical gowns ventilators all of the material that's so desperately needed currently by trying line workers in the battle against coke 90. well i just follow
1:19 pm
. delve a little bit different to something you said there about sub standard protective equipment did any of that actually make it out of china according to what you know through your investigation i mean is there a possibility that people somewhere in the world are relying on faulty p.-p. . and it's on the record it's been widely reported italy spain holland i think the u.k. also returned significant batches of equipment which we seem to be not made of the materials they required for what's highly sensitive and difficult work which which requires good quality material is a barrier against a virus so that it's possible of course batches got through that when it returns but that the key thing is china actually did react to this did tighten up the rules but the consequences of that of causing may be far greater issues as we know you
1:20 pm
know cargo stacking up hospitals health authorities desperately trying to get this equipment and failing to get it through the system because the red tape has become you know far more intricate and complex why are they dealing with that now i mean other rules in the red tape being changed to kind of find a balance between making sure nothing faulty gets out but also making sure that everything is in the held up well just last night some of there is a significant can't go pee personal protective equipment that was bound for a country which desperately needs it that was seized and impounded and held by chinese customs officials because they were they told the export of that the packaging didn't meet new regulations the exporter in this case had no idea the rules have changed and you know exasperated unfollowed the equipment was delayed yet further so there are efforts to get this moving but. from from what i'm hearing
1:21 pm
from people on the ground there continues to be a slightly haphazard and very bureaucratic imposition of these rules which were designed to improve the quality of the equipment but it slowed down the supply well there's there's been concern if not accusations of countries playing politics with the supply of medicine and personal protective equipment have you found any evidence that in the situation you've been looking at in china we haven't found any evidence of politics being played we have heard a lot of anecdotal evidence of businessmen rushing in to see an opportunity buying up large quantities of p.p. the entire production runs from companies warehousing them and sitting on them waiting for the price to go up and that's not politics that's obvious it just sort of business. and that's a major concern now to governments and health authorities trying to obtain
1:22 pm
equipment let alone export it in terms of politics we haven't seen any suggestion that this is political it looks more like europe by bureaucracy and sort of haphazard application of a policy or i could talk to you always well from there from al-jazeera investigative unit thanks so much for that well thank you. well south africa has started raising some coronavirus restrictions after 5 weeks of lockdown some businesses are being allowed to reopen from friday people can leave their homes to exercise the government says it will impose an overnight curfew and deploy more soldiers to ensure social distancing rules are followed for me the miller is in johannesburg with more on how the 1st day of east restrictions is going. this is the main highway between johannesburg and. i and police have set up one of the largest roadblocks in this area they're also soldiers here to ensure that people
1:23 pm
aren't hearing to the lock down restrictions now south africa has eased the regulations slightly in that some businesses are able to open and a 3rd of the workforce are able to go to work but for millions of south africans these are the kind of regulations that they're facing police are making sure they're here to regulations and they're also on the lookout for cigarettes and alcohol because in south africa the sale and transportation of those items is still bad and police will likely see thousands of vehicles come through this roadblock during the course of the day they are about 7000 soldiers that have been deployed across the country but the government has also said it's made provision for up to 70000 soldiers to monitor the streets in south africa while the stiction
1:24 pm
are being eased even just slightly the government has deployed more soldiers and police to ensure the people i'd hearing to the lockdown regulations and even those of africa has now moved to a level full one level lower than previously we're actually seeing more officials and more security officials monitoring the lockdown. may the 1st is recognized as labor day on the ring the struggles and gains made by workers around the world but this year those little to celebrate his millions of people find themselves suddenly on employed the usual marches have been banned in many countries that are in lockdown but in athens workers defied lockdown measures to rally for better conditions during the pandemic the greek government had asked the unions to hold off on demonstrations till next week all of nationwide curfew remains in place. crowds are gathering in beirut is anger grows over lebanon's financial problems
1:25 pm
there have been calls for mass demonstrations on friday against the government and its handling of the economy on thursday the lebanese government approved the financial reform plan leaders have been under pressure to act after months of violent public protests so to hold the martyrs square in beirut i can see people behind you how the protests shaping up now saying. well it is desperate times in 11 i know you mention anger anger is mounting as economic hardships grow you talk to anybody here and they say they can no longer make ends meet the unemployment figures are on the rise yes the government eased the lockdown measures but the lockdown really as a result to try to contain the spread of coronavirus has worsened the economy because many people here rely on daily wages to survive many are in the informal

workforce so people will tell you that they can no longer find jobs let me just tell you the statistics according to government figures approximately 70 to 75 percent of a nation of 5000000 people need help and according to the government as well 45 percent now live below the poverty line 22 percent live in extreme poverty and today we heard from the labor. mr who said that 30 percent of companies that are registered have shut down and that 20 percent of the companies are registered companies are giving their employees half of their salaries at the same time the prices of goods it's on the rise the lebanese government announcing what they're calling a rescue plan but that plan involves taking international assistance from the my international monetary fund and the reaction of people has why should we be borrowing more money when this country is already heavily in debt that they believe that those in power should be going after corrupt officials they have hues of

stealing public funds now the prime minister say that this will be a turning point and that there is going to be better days ahead for the people but he did say the road will be difficult because resorting to the i.m.f. is going to involve a lot of difficult and tough conditions and it could mean more taxes and already many people here will tell you they cannot afford to survive any longer but the calls for change the calls for a new leadership began 6 months ago here in the martyrs square but 6 months really has done little as those in power those who have been governing this country for decades continue to cling on to that hour and then a hold of from martha square that. at least 10 people have been injured in an attack on an ammunition warehouse east of home soon western syria state media say a number of explosions were heard at the facility located in a military camp some civilians were hit by falling shells is no clear who was

let's go live to neve parker he's in the british capital so names did they somehow manage to close the considerable gap in the last minutes. well the government's closing the gap very fast the last figures that were released were late last night so the government suggested that there were around 18000 tests short of reaching 800000 goal although a little bit later on this afternoon they let that go pass. over later on this afternoon whether or not they have actually reached to go over this is warm test facility here in east london under the otu center one of the biggest buildings in the world its car park is now a very active test facility we've seen a steady stream of cars arriving here over the course of the morning they arrive drivers passengers are registered they then go on to another tent where they're handed a test kit they park up do the tests themselves then hand over the swabs in
