i was told but. like any other student rewind continues with your around my neighborhood. screaming. we want to leave. you do something very big for the police to. rewind on al-jazeera. al-jazeera. and this is the news live from coming up in the next 60 minutes libya's main port targeted by at least 80 rockets with reports of civilian plane was hit in the tarmac. despite a record number of new infections pakistan starts easing its coronavirus long now.
1:01 pm
russia's president leads muted ve day celebrations as he faces a dramatic rise in new cases. bars and nightclubs shut in south korea's capital after a surge in new infections is linked to party goes. in the return of the ultimate fighting championship it's a bump as one of its fighters test positive for corona virus but as things stand they come back then to florida still goes ahead and storms. will begin in libya where forces loyal to all of the have to have fired at least 80 rockets into tripoli is only functioning airport it's believed a civilian plane on the tarmac of material was hit one person has been killed after it has been trying to take control of the capital for more than
1:02 pm
a year now as attempts have been repelled though by the u.n. recognize government for more on this story let's bring in mahmoud up there while he joins us from tripoli so he's been shelling the city but have has half those forces progressed at all. not at all not at all because a member they have been targeting made to get airports since the launch of their military campaign to take control of the capital tripoli in april last year remember him 80 get airport is located in within. populated areas in civilian areas in the north side of the capital tripoli which is very close to the cost of those forces from their locations in southern tripoli have been targeting the airport with rockets and in other cases with air strikes now according to the government sources half those forces told to them 80 get today with their nearly 80
1:03 pm
rockets some of these rockets landed in populated areas and killed one civilian and injured a number of other civilians their health ministry has been sending ambulances embolisms have been rushing to the area in diversity of an 80 year old trying to evacuate civilians and meanwhile it has been calling the ministry of health has been calling on civilians to stay at home because of possible for other attacks now the ability go. marketing company that's part of the state owned oil corporation has just posted that one of its jet fuel tanks. to get airport was hit by one of the explosions and was sit on fire and the firefighters have been trying to put. the fire meanwhile this video is in the vicinity of what made to
1:04 pm
get airport are still in a state of panic and as you know sami that he made to get airport is the only operational airport in the libyan capital tripoli and it has been used by the government to send patients and those to the to receive medical treatment abroad but the. meanwhile it seems that the health service forces have not been a desponding to the international calls especially from the united nations to refrain from targeting get it is eventually. sources of what it is actually in a matey get airport tell us that one civilian plane was hit and damage it by their rocket attacks along with other infrastructure inside. airport and also that includes a new headquarter that was under construction for the united nations one maintenance workshop also 4 planes was also hit in so they made a good will to remember sami that the attack on
1:05 pm
a ticket airport comes only 2 days after it have those forces attack on the vicinity of the turkish and italian embassy in the neighborhood in central tripoli killing 3 civilians actually $31.00 civilian and 2 police officers excuse thanks so much from a hold on the line. now in my baby is a senior fellow at the atlantic council whose research focuses on libya and he joins us now from toronto good to have you with us so have those forces were losing ground until recently now i hear they're showing the airport is this a case of a continuation of the stalemate or is there only one side that's winning the battle right now. well it's not really a continuation of the stalemate essentially if you look at this that this takes over the past but say 4 months you had from january to march about 80 percent of civilian casualties being directly attributable to the libyan armed forces under the leadership of khalifa huff there in april you have about $180.00 casualties
1:06 pm
with 3 quarter of these also there rightly it such a beautiful at the that if one of the and these casualties ever really manifested themselves as soon as the libyan arab armed forces experienced some military losses so what this points to is the fact that these attacks against civilian infrastructure then on civilian neighborhoods are actually systematic. retaliatory measures re really for punish punishing civilians or tricky to military losses but unless someone intervenes to stop this or actually even call it out which rarely happens unfortunately this won't stop at this juncture why is it have to force is targeting civilian infrastructure in this way now it is this the result of a perception on the part of his forces that some of these civilian areas and tribes are no longer supportive or no longer neutral towards him. well it's i think
1:07 pm
it's of the magic of different things really by design launching an offensive on tripoli in and of itself would have caused civilian casualties in the 1st place there's no absolutely no way that a military takeover would have been possible without some civilian casualties the problem at this stage is that the social legitimacy or any perception let's say of the legitimacy of the libyan our armed forces or of khalifa how there is a potential military leader have completely dissipate that most of the residents in tripoli because they realize that if previously some of them believe that this is actually a cohesive disciplined army now a year on having seen the way this conflict has been for and having witnessed. both sides that really behave but particularly the libyan arab armed forces the 8 they really equate them with the with the militias that are in the capital in fact the militias that are in the capital now and are defending let's say tripoli actually
1:08 pm
have more legitimacy in the eyes of most of tripoli its residents and then of course the khalifa haftar the battle for libya in many ways is a proxy war now on the one side you've got an internationally recognized or u.n. recognize government on the other side you've got to ask why are some countries supporting a strongman. well bill it's a really big question a would say it's symptomatic of different things one of which is you have them really look at who is supporting a strong man and who is actually influencing states that are let's say neutral or not intervening now so you've got really states that are like that you either have a certain ideology let's say and the islamists that have the coup in egypt for example that want to extend this blueprint to libya you have states like france was foreign policies influenced by the u.a.e. to a certain extent and then you've got other european states that are really can't have
1:09 pm
a cohesive position and the united states that really is slowly actually not projecting any influence in africa and the middle east so this let's say perfect storm this conducive to a very simple solutions like the assumption that libya's like slips that ability in libya could be achieved by a strongman and unfortunately the symptom of that is what we have today every year long war where the supposed draw man is not even able to capture the capital despite being backed by roughly let's say between 4 or 6 countries directly intervening on his behalf are good to get your analysis on that and i badly thank you focused on the government has started lifting long town measures despite the number of daily infections soaring come on high there's been speaking to people in the slum about about how they feel about the change. although the number of go over 19 cases has now so far 27000 the government has decided to aid the

restrictions on the demand of traders who said that they were losing revenue and they were rising cases of unemployment the ministry of planning warning that up to 18000000 people may be unemployed by the time this crisis hits big however there are reservations about opening up the markets again people our why there is such a move could lead to an alarming rise in the number of infections the government of course has said that they will go into another log down should that happen by the head we have been able to see most people are bolivia's to the dangers of the pandemic not falling the s.-o. paid and it will be important to see how this all plays out because progress on it now going into our unchartered uncertain territory and no one knows what the ramifications of reopening the markets and public place they will be our schools
1:11 pm
and colleges will remain closed large malls will remain croll there will be a ban on congregations but the religious leadership of certain sects said and pakistan is already warning that they will defy any ban on those larger gatherings so indeed it is going to be a challenge and it will of course be putting nerves on edge because the medical community had already informed the government that such a move could lead to an exponential rise in the number of covert 19 cases which would put a lot of pressure on a country like pakistan with your knowledge ready struggling with its economy and the effects of the pandemic. russia is marking the 75th anniversary of the end of the 2nd world war but large scale public events have been because of the pandemic w.h.o. says russia is experiencing a delayed demick cases have risen by more than 10000

a day for 7 straight days pushing its total to nearly 200104 people died on friday that brought the total number of deaths past 1800. serious oksana brown joins me now live from moscow so how is ve day being marked there amidst a lot down. well in moscow looks very unusual for this big day in russia and it's empty ghostly it was supposed to be a big showcase for russian president vladimir putin many world leaders were invited some of them and confirmed their participation like for example french president emmanuel mccrone. but nevertheless when the epidemic started and march the kremlin had to make this very very difficult decision for them to bust cone the celebrations but the parade. which is going through quite a tough time at the moment partly because of the recent polls showing that he's
1:13 pm
actually having the los approval ratings figures since he came to power and also a condom is deteriorating so this would be very handy to have this big celebrations here nevertheless it's called it proved so the parade was postponed which had been every year showing in 47 russian cities including moscow and immortal regiments this annual big massive more church of hundreds of thousands of people who would carry the portraits of their relatives who died in the world war 2 had to be online . today showing up to the public for the 1st time in the month of his own self. isolation and he gave a speech he said that also although he didn't mention anything about the pandemic he said that russia will definitely have a big. parade and immortal regiment for that and. also he said that as long as russia staying together they're invincible. around oksana brown there

thanks so much more still ahead on the news hour including demands for home deliveries. some kenyan drivers are missing out on profits tell you why. fear and anger in colombia's private prisons are 30 percent of inmates in one jail infected with corona virus. n.b.a. players take their 1st tentative steps back into training joel have the latest coming up. the mayor of south korea's capital seoul has ordered all bars and clubs to close over concerns the virus could be spreading there the government began relaxing its social distancing measures after a drop in new infections but in seoul there were reports of new cases linked to
1:15 pm
some bars and nightclubs which prompted the order to shut down. for more on this let's speak to pollen she joins us now live from hong kong so how much of a setback is this to the whole containment policy. looks i mean south korea had reached the peak of its infections at the end of february and fought really hard not through lock downs but through aggressive testing quarantining and a strict social distancing regime to bring those numbers down as you said and by the end of april and early may new infections were just in the single digits but this now is becoming a cautionary tale for south korea and letting its guard down too soon this latest a cluster of infections 10 to one man it 29 year old man who on thursday was identified as having corona virus it was then revealed that he had visited 5 bars
1:16 pm
and nightclubs over overnight on may 1st which was the 1st few days when south korea was easing its social distancing measures that happened to be a long weekend to use of people from all over the country happened to be in the area to celebrate south korea's overcoming their outbreak so now about 40 people have been identified as testing positive link to that cluster but it goes much further than that in fact the district now says they have to track and trace about 7000 people who may have visited the area over that period of because of what they're calling silent spreaders or a secondary infection so it's not serving as an example or a test case for the rest of the region and other countries for instance germany which had a similar to dick trajectory to south korea as far as infections go which is now opening up china also which is now easing restrictions and opening up and hong kong in particular which this week is now opening bars and entertainment to areas or

thanks so much to big appalling. then i think states has blocked efforts by the u.n. security council to adopt a resolution calling for a global ceasefire during the pandemic washington objected to the language in a motion referring to the world health organization the agency's role in the global crisis is the subject of a growing dispute between the world's 2 major economies our diplomatic editor james bases more. here stonier the current president of the security council invited other members to an unofficial meeting to mark the 75th anniversary of the end of the war in europe speak 945 also marked the birth of the united nations and the multilateral system but it's a system that many believe has failed to respond in a unified manner to cope with 19 it's now 6 weeks since the u.n. secretary general made this call the fury of the vials illustrates the folly of war

in april columbia's government had announced it would put at least $400000.00 low risk inmates under house arrest to try and reduce the spread of infection 3 weeks later only $328.00 have been moved as conditions continue to worsen alison. all right now let's bring in some way that hopefully is it getting subway or is it getting rain where with europe. you've got it all actually in your summer golson changes in the cause of the next few days let me start by showing you the satellite because there's a lot of times when streaming in of the last year as we've had some clear skies across the central and eastern areas that's where the heat remains but it's only good news because this is germany and this is one of the spruce forest and what you're looking at is actually dead spruce now the image here on of the ground and
1:27 pm
this is really on the back of a very dry winter and spring on top of 2 years of drought throughout the summer months so that his wife things are looking so desperate so germany certainly really in need of some heavy rain the recent rain working its way across you can see this and south of the rain begins push across into france also throughout much of portugal and spain it's still remains warm there ahead of all that rain and then as we go off into sunday the rain becoming much heavier particularly into the southwest and southeast of france some very heavy downpours here and at the same time the winds changing direction to the north and you'll notice a bit of a change when it comes to time which is the 1st of all that rain we could be seeing as much as 180 millimeters in the southwest of france that could certainly lead to some localized flooding and then when you put on the temperatures you can see these cold air coming in these green colors indicating where the cold air is in place so this is what it does to london over the next few days the may average of 18 it dips down to 12 celsius in london on monday and also cool temperatures well below the

back you're watching al-jazeera time to recap our headlines now libyan warlord some of those forces have a tank tripoli's only functioning airport with at least 80 rockets it's believed a civilian plane was hit one person has been killed pakistan has started lifting lockdown measures as the number of daily infections reaches a new high there are fears of a state of the economy slipping into recession. all bars and clubs have been ordered to close in south korea's capital over concerns the virus is spreading social distancing measures have been relaxed but reports of a new of new infections have been linked to some venues. now in the u.k. the government is set to announce that all incoming travelers will have to isolate for 2 weeks restriction is expected to take effect at the end of month those found breaking the rules could face fines or deportation from on this paul brown joins us
1:31 pm
now live from london so paul what do we know about these reported south isolation measures for all u.k. arrivals right. yeah that's right i mean it was always realized that lifting the lockdown at the end of the confinement period would be far more difficult than imposing it in the 1st place and the prime minister boris johnson has a very delicate balancing act because he has not only the pressure from the public who have been locked down here in the u.k. with a stay at home order for more than 6 weeks now but also pressure from the devolved governments of wales and scotland and the welsh have already said from the start of this coming week they will allow people to exercise more than once a day and they will allow garden centers for example to reopen if they can impose and maintain social distancing rules so what we have is a seepage of leaks and government sources being quoted in the media ahead of the prime minister's announcement on sunday at 7 pm and the latest from those leaks and
1:32 pm
sources is that travelers arriving in the u.k. at airports and ports will be told to self isolate essentially self quarantine themselves for 14 days they'll be told to be demanded from border guards to give an address where they will be staying for those 14 days and they will be subject to potential police spot checks on the penalties if they're found not to be observing that 14 day quarantine period could be a fine of up to the equivalent of $1200.00 or potentially even deportation now there are concerns about it the travel industry is saying that it's to be a nail in the coffin of british travelers who are hoping to go abroad join the summer they simply won't travel if they will have to confine themselves to home for 14 days after they return and there are also concerns about how it can actually be enforced in will be a conference call between the minister the aviation minister and aviation industry
1:33 pm
leaders i understand on sunday morning that said though it is evidence that the the di lemma that the government is facing is is to try and lift this law down without threatening the overall safety of the public from the virus on the point paul of lifting the lockdown so what's the word on the relaxation of the lockdown which was expected these days. yes i mean 1st of all i mentioned about the welsh and they preempted the english obviously promise to boris johnson as preeminence but the welsh have already lifted their restrictions and it's almost as if the nudging the prime minister to follow suit because the importance of having a combined coordinated approach is very important you couldn't have shops opening on one side of the welsh border and shops staying closed on the other side because people would simply cross in order to to flout the those regulations but other things for example are schools and there is concern about when schools can reopen
1:34 pm
for example a phased return has been spoken about but just today we have teaching unions expressing verkin cern's and saying that the conditions aren't yet correct yet right for children to be able to return to school safely even and even as a phased process so there is a lot of scientific and political working out to be done in order to try and get britain moving forward as the politicians and indeed the the industry leaders and indeed the public i suspect realize that for the u.k. needs to on a poor brand thanks so much. as you've been hearing the u.k. said to join the list of countries easing its long but how will people adapt to the lifting of restrictions when the threat of the virus remains i found weak is a behavioral psychologist who joins us from rotterdam in the netherlands so you know we think of lifting the long down this as something easy and positive which
1:35 pm
people look forward to how much of an adjustment does it really take. well it's you know it with wires or adjustment because 1st of all you know a lot of all of us most of us have been in lockdown for 60 days or longer and so now that lockdown measures are being loosened you see that people behave really will respond differently to coming out of lockdown there will still be some people that are very fearful of still going outside they would prefer to remain indoors and not just only because of health reasons but also because of his personal concern at people that some people are just more fearful than others and you will see on the other side that people can't wait to get out and so you know that loosing the measures means that people can go outside now and start participating in the economy again that's something that you'll see 2 ends of the spectrum here happening in some countries with seeing that talking or actually easing
1:36 pm
the lockdown while casey is going up to set a story about that in pakistan and i'm thinking. will people as you said some people be too afraid to come out regardless of what the government says. yeah kind of building of what i said before i think there are will be people that actually just don't want to take any risks they're more risk averse in that sense so they would prefer to stay inside until they really know for sure that it's safe to go outside and i think a lot of us have come to the realization that you know we only really know that it will be fine once a vaccine is readily available so from that perspective i do really think that yes this still going to be a lot of people that want to stay inside but it's coming back to your point where you're mentioning about this it's almost like a dichotomy it's a paradox one way you see that
1:37 pm
a lot of countries want to open up again because they need to start the economy again but at the other side of the spectrum you need to prevent a reoccurrence again happening or potentially a 2nd way so i think a lot of us let's say a lot of governments in that sense are tied between these 2 choices a what to do and find it very hard to do and so therefore people do not also know how to respond effectively to the current measures that are now for example the loosening of the lockdown measures that are now currently in place in many countries around the world so do you think we'll have a go back to the sort of cycle we had before all this if you see any sort of long term damage to the public psyche maybe increase for psychiatric help with sort of caffrey the thing is it over that sort of lifestyle. well one thing's for sure is that this you know this one and a half meters or 6 feet economy is here to stay for a while and so what we're now seeing for example happening is that. you know
1:38 pm
organization or let's say non essential businesses such as restaurants hotels cafes and even factories for that matter of fact have to start thinking about how to retrofit their workplaces or even their establishment so that people can go back outside and participate actively back into the economy and that's going to take a while for that to happen and i still think that we're going to see more of those kind of measures being implemented which means that we'll have to start getting used to taking keeping distance from each other moving forward in time i could jump in you know we're seeing in some countries the easing the lockdown but they're doing things like saying ok you can go back to the to the restaurant you'll see you can't go in as a group the whites it will come dressed in some kind of hazmat sign fiction looking suit and they bring your food cupboard and wondering you know when you talk about adjusting the public psyche that's not going to make you feel very comfortable again is it to go out and eat in the restaurant alone being served by has. well you
1:39 pm
know i agree with you it's it's a new reality that a lot of us find very hard to accept and i mean the initial responses now are maybe the examples that you just gave in terms of you know waiters getting dressed up people keeping distance from each other but i think as we move forward you're going to see probably more kind of creativity and innovation in how we deal with this situation but it's still it's still a point of cases that we're comparing the current situation to how things were prior to post prior to covert 19 and it's an adjustment that i think a lot of people just don't want to make just to get from this perspective now and you know with the loosening of the measures we're seeing a lot of people are still shaking hands they're still getting together in groups again there's a kind of like this behavioral fatigue that is currently happening because of being in a lockdown for so much for such a long time and therefore you know people just kind of want to go back to how
1:40 pm
things were and so that there is there is absolutely this challenge with adjusting to this kind of new way of participating but also in terms of socializing again so i yeah i agree with you on that was a good conversation thanks. thank you so much. more than 20000000 people have joined jobless queues in the u.s. in april the worst monthly numbers since the great depression in 1929 public held high and has more on the unemployment crisis calls by the coronavirus pandemic. it's a remarkable statistic 20500000 americans are out of work numbers not seen since the great depression almost 15 percent of the country's workers looking for help from the government but because of the way it's counted the number is likely closer to 20 percent of the country's workforce out of their jobs these are not just numbers they are people who are suffering well not in the. financial and
1:41 pm
also makes things. or it and all sorts of. you know making aren't out and the number is likely higher because of old filing systems many people have yet to be able to file for unemployment data samone has been trying for 2 months ariane of patients i'm still one of the millions i do understand. but it's ridiculous some politicians are anxious to reopen the economy like i was governor trying to force people back to work if you are an employer and you offer to bring your employee back to work and they decide not to do that saval and terry. what's more i'm looking for part of a quit ok a voluntary so we don't have it happen very often it's a voluntary quit and so therefore they would not be eligible for the unemployment
1:42 pm
the employment money and the us president is promising a quick rebound as well we're going to rebuild it we're going to rebuild it. back as fast as we can and i think we're going to have an incredible transition. but transition leads to 4th quarter 3rd quarter i call it transition will start to see that it's already happening but economists are doubtful saying it could take years to get the economy back to where it was and it will be much longer for the unemployed workers for previous research like research in the great depression a great recession that workers who lose their jobs during a downturn are long time to get back to. so the great recession has a lot of young workers young workers took about 10 years to get back to the level of all of this could have a big impact and one job in particular his if the numbers stay this way no ever i think he will lose no president has ever been reelected with with numbers like this i mean they weren't nearly this bad when the 1st president bush was defeated for

we ask if the ultimate fighting championship should be returning so soon amid the coronavirus pandemic. plays a city defined by military occupation there's never been an arab state with the capital of jerusalem everyone is welcome but the. only project we refuse it was one of the sound of the settlement and the story of jerusalem through the eyes of its own people. discrimination injustice this is. jerusalem our rock and a hard place on al-jazeera. our coverage of africa is what i'm most proud of every time i travel band whether it's east or west africa people stop me and tell me how much they appreciate our coverage and our focus is not just on their suffering but

1:53 pm
a lot of positivity coming into this week from all the fights in camps law excited to be back at work excited to be back competing and you know get back to a regular schedule of of the life force but you know that i think this is certainly a reality check for everybody you know everyone in the hopes out of all of the production staff will be they'll be on high alert now you know any time when they worth thinking about not washing their hands there will be now so it i think it reinforces all the safety protocols obviously it's not ideal but not not really surprising in the circumstances especially given the fact that we're you know we're bringing in fighters from around the world you say it reinforces the safety protocols but for my to dana white stood next to every fighter yesterday including to caesar caesar how safe can it really be what the one thing we have to bear in mind is that you know of course everybody is susceptible to corona virus but the fitter and healthier individuals are far less susceptible to being taken down by. fortunately everybody in that hotel is in tip top condition they're all parasites
1:54 pm
in our well and healthy and well fed and. so i think you know that the minimum impact on everybody in that so obviously the precautions will be taken to make sure that that no further issues arise you know getting jacker out of the host hotel and isolate them separately is why it's going to i think you know what this will do is because the usa are going to continue putting a schedule together this will now reinforce the safety protocols going forward step fighters getting tested before they get on the plane to the venue might be the next stage and the parian not down to kind of an easy will the fight has be rusty thank you. no i don't think so i mean the best thing about this level is i mean this is this is the top level of this for so majority of blacks on this kind of conflict and for a long time they know themselves very well they know that they themselves were well and they will have all of been training with you know with a few regular training partners people they trust i don't think to be honest will see any real difference in performance. and there's no crowd there is obviously
1:55 pm
some of those like 20 in the crowd and that gives a bit of extra in the performance but i think all of the all the spices were shot great ormond and you know there is a patient you know to be on the life the 1st life and then in a lot of time will be motivated or it will certainly be an interesting one to watch dan hardy thank you for speaking to us. in cleveland the cavaliers have been getting ready for the n.b.a. restart whenever that might be the caps were one of a handful of teams who reopened their practice facilities on friday so the players could train again only 4 will be allowed inside at a time for the individual sessions the n.b.a. shut down in march and there's no word yet on what it will come back colombia's president says he'll be watching closely as professional football returns in germany and use that as a guide for his own country domestic football in colombia has been suspended since mid march and so far teams won't be allowed back to training until at least june

with germany's been this league is set to become europe's 1st major league to return in a week's time event decay says he's guided by if it's a success you look at our group in love is it important because the bundesliga is going to be important it will be the benchmark in italy they're making decisions but they've had 10 positive tests we have to look for the best protocols the guidelines afifa and be creative to find an approach with the best possible control so we can return behind closed doors to give our citizens the chance to enjoy football but we will only do this in accordance with our health guidelines. so columbia looking at germany meanwhile in france i mean a taking legal action and a calling on fans to sign a petition over the league season being scrapped they were relegated to league because they were 2nd from bottom when play stops with 10 games remaining so this is a legal battle i don't know exactly what all games you can. just
