because amazed by the international community as you know rob that the turkish intervention with the government of national accord has changed the battle process on the ground dramatically it has shifted the balance of power in favor of the government of national court especially after turkish drones were introduced to the battles and have been targeting have that as forces locations in many areas. and libya has been engulfed by conflicts for almost a decade now there was a brief hope for a reprieve when the u.n. secretary general called for a global ceasefire in late march in order to tackle the coronavirus pandemic but far from a secession of our cities fighting has increased since then on there is a turkey and italy said the area around their embassies in tripoli was shelled and on saturday have task forces launch an attack on might see the airport a facility targeted so often it has been forced to close and founder and director

negotiate a settlement between algeria and morocco it was cool to set up that we will it in political community was brokered by the u.n. and they produced a unity government the shipment was supposed to be the government that's in tripoli and we were told by the u.n. that song by the u.n. cheaper than we are and there's only one solution only one planet and it is the u.n. but got the best record the week later said it often thought to reject that and has continued his advances in various facets but it was eastern libya southern libya and then since last year since last april in tripoli. syria and its russian are being accused of carrying out unlawful attacks on opposition held areas in northwestern syria amnesty international's latest report says some of the ground and air offensives between december and march amount to war crimes missy's documented 18 attacks on medical facilities and schools in live northwestern hama and western aleppo and highlights witness testimonies of russian airstrikes in january that killed 11 civilians in residential buildings close to

we were looking at documenting the attacks we spoke to witnesses remotely we corroborated their testimonies using satellite imagery open source material such as photos and videos and then as well we obtained logs of observations by flight spotters on the ground who monitor the airspace over northwest syria in addition to that we also obtained recordings intercepted recordings of aircraft communication between pilots and their ground control discussing specific attacks based on all of based on this method we were able to document 18 attacks 13 of those were airstrikes in in attributing responsibility we maintain that 2 of these airstrikes were by syrian government forces 7 by russian government forces and floor by either syrian or government syrian or russian government forces because for example the spotters observed both russian and syrian aircraft loitering in the

airspace at the time of the attack right you mentioned intercepted recordings that you obtained what exactly could you hear in these recordings and what the pilot said to you overheard. we could hear in these recordings for example russian air force pilots discussing with their ground control specific air strikes and individual attacks we were able to hear is that pattern of code words that was 1st reported by the new york times repeated time and time again on several days over a long period of time discord words included things such as correction when a pilot locked a target on his screen so he seven's by the ground control when he was authorizing a specific attack and then for example the expression worked it when the pilot was confirming that he had carried out a specific strike we used those audio recordings or we matched at least one set of order recordings to one of the attacks we documented on 11 me on i'll share

hospital i come from bull and we attributed responsibility there to the russian air force and that attack of course had put that hospital out of commission so would you say the russians and the russian air force responsible for the mall's deaths mauls destruction in syrian rebel held areas during this latest offensive. now says that there do we maintain is that both syrian and russian government forces committed serious violations of international law that amount to were crimes and in addition to that this fits into the wider pattern committed by syrian government forces the widespread and systematic pattern of targeting civilians and civilian infrastructure in opposition held areas and therefore they also amount to crimes against humanity the attacks your report says have resulted in the displacement of close to 1000000 people what are some of the challenges that these
3:10 am
people are facing today these people have been displaced in the midst of a global pandemic nonetheless. indeed close to 1000000 people were forced to leave their homes between december and march 2020 and the joined an already exploding population of displaced people close to the border in turkey both in governorate and parts of aleppo governor these people are essentially trapped there's nowhere left for them to go they can't exactly cross into the border and claim asylum in turkey even after the cease fire many of them are afraid to go back to their home towns either because they have been taken by the government or are at risk of being retaken by the government and of course we and others have documented the pattern of syrian government forces of arbitrarily arresting people disappearing them and torturing them for any association with opposition held areas and there is

a huge pressure of course on the humanitarian response that has been only that has only gotten worse ju of course to concerns about covert 1000 and at a time like that timely and sustained aid is absolutely needed right where grayling on the u.n. security council i was going to ask you just that in fact you know this is not the 1st report that amnesty has issued highlighting violations and war crimes in syria and yet the international community the u.n. security council in particular remains largely paralyzed so we know what's your message and what can and should be done to ensure that international humanitarian law is up elde and that humanitarian assistance is provided to the civilians who desperately need. one of our immediate concerns of course is the exploding humanitarian crisis at the moment in northwest syria and that's why we are calling on the u.n. security council to ensure that come july when a crucial u.n. cross border aid mechanism is up for a vote that they ensure that this mechanism is renewed now is not the time for
3:12 am
any interruption in timely and sustained aid this aid mechanism has been repeatedly politicized over the past few years and the syrian government and its allies in the security council have been trying to put an end to that mechanism and we are calling on the security council to ensure that it remains intact in addition of course we have called repeatedly on the security council to ensure that there is a semblance of. any mechanism that ensures accountability for these attacks in northwest syria from amnesty international thank you very much for talking to us on al-jazeera. now on to the coronavirus crisis in the u.k. prime minister has laid out the 1st steps to easing measures or is johnson announce a new virus alert system and says people will be allowed to spend more time outdoors and go for drives with members of their household help some schools can
3:13 am
restart at the beginning of june 32000 people have died in the u.k. from coffee 1000 albright and reports. from the sites of people basking in sunny parks and strolling along the river thames this weekend offered just a snapshot of the wider reality that 7 weeks after they were introduced the u.k. stay at home restrictions have stopped being strictly observed or strictly enforced now there is a new public health slogan stay at home ditched in favor of the new mantra stay alert there's also a 5 level alert system that will govern how quickly the lock down can be eased the prime minister's priority is to find ways of getting people back to work the 1st step is a change of emphasis that we hope that people will act on this week we said that you should work from home if you can only go to work if you must we
3:14 am
now need to stress that anyone who can't work from home for instance those in construction or manufacturing should be actively encouraged to go to work many elements of the prime minister's national address had been widely previewed in recent days for example from weapons day the idea that people will be no longer restricted to just one hour of outdoor exercise per day and in fact people will be allowed to lounge in parks if they want to so long as they observe social distancing but only further freedoms will depend highly on the critical our number keeping the rate of infection below one throughout this period of the next 2 months we will be driven not by mere hope economic necessity. will be driven by the science the data and public health the stay alert message has attracted criticism for being too ambiguous and open to interpretation but the police will find it unenforceable and the public might find it confusing it doesn't really mean
3:15 am
anything there's no instruction in the same way as the last message. and i think you saw in the prime minister's speech just now how the government has had to come back from some of the things they were thinking of doing earlier in the week because they're just i'm sure about how to get this right and i've already seen today in united kingdom there is going to be a lot of uncertainty and there's a lack of clarity about what you tease the government what people to do they should really have just found different wording to try to navigate these next 2 or 3 weeks to make things even more confusing since coronavirus restrictions are id volved matter with scotland wales and northern ireland setting their own policies those 3 nations are firmly rejected the prime minister's new slogan clarity of message is paramount if we expect all of you to know exactly what it is we are asking of you and as leaders we have a duty to deliver that clarity to those we had accountable to not to confuse it to
3:16 am
that end i have asked the u.k. government not to deploy the state a layer at advertising campaign in scotland because the message in scotland at this stage is nort stay at home if you can the message is except for the essential reasons you know a boat stay at home through store from the outset it was realised that lifting the lockdown was always going to be far more difficult than imposing it in the 1st place the prime minister's heavily conditional sketch of a road map makes it abundantly clear just how complex it's going to be paul brennan al jazeera westminster. still ahead on al-jazeera the trump administration faces increasing criticism for its current of eyes response as a number dead in the glass reaches 80000 last fall to mama a new movement that's trying to help mothers make their mark on u.s. politics.

to fight the 2014 a bowl epidemic the 1st of a deployment of the military in a medical crisis and here's stablished a pandemic response unit within the national security council called the global security team said it would allow for and all of government response in the event of an outbreak or if a foreign epidemic got to us soil so that we would have coordination across homeland security our national security the military health and human services c.d.c. and all the various state health agencies laurie garrett advised the pandemic response team in both the obama and bush administrations the pen demick flu plan of 2005. you know look at the size of this thing this was the 1st serious attempt to come up with a pandemic plan to the united states

a plan that the obama administration built on and presented to a new president in 2016 and they they handed it over together with a demonstration of what would an outbreak look like to try and bring the trump team up to speed but. almost immediately the trump team started cutting everything and so by the time you hit the f y 2018 budget. most of this whole construct was gone i think the global response team was formally disbanded in sweeping budget cuts imposed by president trump which also ness of the reduced funding of the centers for disease control actions that in the face of 19 had global as well as national consequences the whole world is failing right now and. that the nature of the failure the scale of it may vary from one country to

celebrations for mother's day instead there were scenes like this in several shopping malls across the city before there was protesters would appear in different parts of the mall than disperse a soon as there was word that police were on their way to visit some of them but this day is a tradition in the name so i find it really annoying ana and i have no idea why the police are so i guess the. protesters gathered spontaneously to chant slogans and sing and in line with the day's theme calling for independence for hong kong the chance for independence are likely to provoke beijing and the hong kong government and the protesters say had taken advantage of the corona virus outbreak to crack down on the city's democracy movement in the future in the midst of the coronavirus the government has imposed restrictions on gathering and turn it into a crackdown on freedom of assembly not only for the human rights of citizens but
3:25 am
also for religious activities i think this is a gross violation of human rights. hong kong has not had any new local infection of covert 19 for nearly 3 weeks on friday its government eased social distancing restrictions increasing the number of people allowed to gather from 4 to 8. months we have to spread in groups and flow as it moves the police go broke as we can only go guerrilla star anyone flouting the rules could be immediately find $250.00 a large sum for many of the young protesters this is one of hong kong's main tourist . and commercial areas it's hard to tell who is a protester or rather they are simply here to shop the boss police could identify protesters because they wore mosques to remain anonymous but now almost everyone in the city is wearing a face covering as advised by the government to help stop the spread of coronavirus . most of the crowds on sunday were part off or supported the
