protests from the united states and other nations. the un is warning that the killings by militia in northeastern democratic republic of congo could amount to war crimes. and in school the english premier league is aiming to make its return on june 17th to clubs. about what needs to be done switchy fat targets. so then violent protests have rocked the us city of minneapolis for the 2nd straight night after the death of a black man in police custody multiple fires were reported several businesses were looted large crowds have also been out on the streets in los angeles demanding justice for george floyd for target and b. has this report. anger turned to violence in minneapolis on wednesday night what started out as a protest against the death of an unarmed black man in police custody culminated of

firefighters battling to contain multiple blazes across the city shops were looted as thieves took advantage of the chaos. the violence and deliberate damage to property by some has to some extent shifted attention away from peaceful protesters demanding justice. that. earlier they surrounded the police precinct where the poor offices involved in the case were based in some areas police marched on demonstrators firing rubber coated steel bullets and tear gas. on the west coast of america thousands of kilometers from where george floyd died and over the latest incident of a confrontation between a white police officer and a black man captured on video brought hundreds of protesters on to the streets of los angeles george gruet was arrested after being accused of forgery police say

he'd been resisting arrest but in this newly released surveillance video taken before floyd was forced to the ground he's shown handcuffed and apparently co-operative this was not an isolated part of an ingrained systemic cycle of injustices still exist in this country cuts at the very heart. believes that all americans are equal and rights and. the 4 officers on the scene were fired on tuesday but floyd's family says that's not enough i would like for those officers to be charged with murder because that's exactly what they did they murdered. the math a minneapolis joined in the demand for criminal charges but it could be months before it's clear whether they'll be filed until then protesters say they'll stay on the streets to insist that no other on armed african-american in the u.s.

is killed by the police victoria gate and be al-jazeera. well let's go live to our correspondent john 100 who's in chicago and john this is the thing is that despite the saki of the 4 offices in bold protests seem to be getting bigger. that's right those protesters are not satisfied and those protests that really evolved into all out riots a whole stores were looted completely whole blocks have been set on fire i've just been looking at some newer video in which entire blocks are and go 1st in flames and as protesters came near to the police precinct where they did some damage police fired back tear gas and rubber bullets at the crowd that's the 2nd day in a row 2nd night they have done that and whole buildings are simply just gone now after having been burned down just smoldering embers and sadly in the middle of protests over one tragedy another tragedy has occurred one man was found shot to
6:05 pm
death there at this scene it's not clear exactly what happened one theory police say they have is that the owner of a store was trying to protect that store but perhaps the most important development of the day is that this city is asking for help from the military troops of the national guard that's a rare instance and when it happens those troops come in in large numbers and their job is to secure block by block because police really have lost control of that city in part of that is the lack of faith that people in minnesota have at least among these protesters for the police department you know and it's hard to ignore the central frustration head that nothing ever seems to change. that is absolutely the case i mean that the protesters did get something they wanted those police officers were fired but what many of them are asking for now including the sister of george floyd who was killed in that incident is murder
6:06 pm
charges against that police officer people have scrawled murderer on his driveway and the mayor was asked whether he believed that murder charges were appropriate he said he believed that it was indeed murder but he's not the one who gets to prefer charges that happens with the district attorney taking that action and it's not clear that that will happen usually there's an investigation and bad investigation can take weeks or even months john thanks very much for that $100.00 there in chicago. now the u.s. president is expected to sign an executive order targeting social media companies comes off the twitter labeled as misleading 2 of donald trump's tweets it's thoughts he may make that can come police more accountable for use this content and speak to my kind of who's in washington d.c. force. what the president wants to do can he.
6:07 pm
well that's a very interesting question legal experts argue that he is unable to take unilateral action on this that his executive order would need to direct to regulators to take some form of action for example there is the common decency act which section $230.00 which does provide certain provisions for social media it removes any legal liability from these platforms unlike television stations of the traditional media like newspapers so certainly the argument for this is that the social media do not provide the content that is provided by outside sources that is the one point that he could do but he would have to go to congress on that and get congress to look at section $230.00 of that particular act then of course he could instruct the federal trade commission to investigate allegations of bias the f.t.c. is there to protect consumer interest so certainly there is a possibility that they could get involved in policing social media platforms but
6:08 pm
whichever way he goes here there's very likely to be all sorts of court actions following nic do we not see the kind of clash of the titans are we read or see. the response to bosses of twitter and facebook and and there are different ends of the argument. well they are indeed the head of facebook mark zuckerberg giving an interview in which he said that it's not up to social media to police their platforms that they are not social arbiters as he put it twitter is intent on policing itself hence those fact checks on what they regarded as incorrect false misleading statements by president trump on twitter so yes there is division within social media there's also division among legislators some republicans are already working towards looking at that common decency act also they are looking on a bipartisan basis to
6:09 pm
a certain extent because some democrats in congress have been concerned about social media able to use hate speech or pornography for example without outside federal policing of their platforms so this is a debate that has been going on in public for a long time but the one thing that legal experts say is absolutely clear that regardless of president trump's threats and taking on the social media companies he does not have the constitutional right to act unilaterally in this he has to go through federal regulators or i might thanks very much indeed my kind of there in washington let's explore this a little further we can hear now from rebecca mackinnon who's the director of ranking digital rights and writer of author of consent of the network the worldwide struggle for internet freedom and she says that this move marks a dramatic escalation by trump in his war with tech companies. trump is trying to contort the law into an instrument that will enable him to say and do what he wants
6:10 pm
without any pushback with without anybody correcting him and what the the fact of the matter is that the law that he's seeking to use or to kind of adjust section 230 gives companies immunity both from what their users say but also gives them the right to moderate content and fact check content to put warnings on content if they want to the law gives them that right to do that so his argument that he can use the law to prevent companies from fact checking him is unlikely to stand up in court unless courts depart from all precedent that said twitterers act of fact checking is really an act of corporate responsibility and what we need to recognize is that this info demick that's been plaguing the coded 1000 pandemic is now affecting the 2020 presidential election

quarter of the workforce in the world's biggest economy and now out of jobs as a result of the coronavirus crisis another $2100000.00 people in the united states applied for unemployment benefits taking the total to more than 40000000 since mid march and some facing financial ruin as an it gallacher reports from florida florida's unemployment lines have been growing for months as the coronavirus continues to ravage the u.s. economy in april alone the jobless rate here tripled lines for food banks grew and frustrations over falling unemployment claims continue after weeks of not receiving his benefits but decided to walk to the state capital to get answers you're supposed to place your completed application in this makeshift mailbox following a 600 kilometer journey both says he was met by a system unable to cope with the needs of those out of work there's there's just no help in sight. and the frustration is it's beyond frustration it's it's reached
6:13 pm
a level where i think people a lot of people i think unfortunately are just giving up even as restrictions here begin to ease and businesses steadily reopen a picture is emerging of a state failing the needs of people out of work and facing financial hardship the job statistics across the u.s. make for depressing reading but it's the human stories that bring this crisis into sharp focus we spoke with candice bell a pregnant mother who recently lost her job she too is still waiting for her benefits now she may not be able to pay the next month's rent is struggling to keep up with payments on her car and is having very real issues feeding her children like many candace worked in florida's once booming service industry now she's facing a desperate situation i don't know and the next 10 days i'm going to do i really doubt it since it's. very scary. that i think i'm going to have 3 daughters that had the continued closure of

keep. going. then is. no way for australia's needing rugby league competition he will be with us to. china's parliament has given the go ahead freud new set of security laws to be implemented in hong kong despite protests and international warnings the wide ranging laws which include a ban on treason secessions addition and subversion could now be in effect in a matter of weeks and brown reports from hong kong. hong kong's people had no say in the decision to impose a new security law on this city that was not a concern among people we spoke to in the north point district where many mainland immigrants live. of course we will have peace now hong kong has been so chaotic the
6:16 pm
protesters even went to the united states to ask them to put sanctions on hong kong what a mess they have made they are out there young may have different thoughts before as they are the only there are we make our country prosperous and stable but other people are fearful and scared to come because you know all freedom for their speech no freedom for. democracy so ski since 1907 when hong kong was returned from british the chinese rule this city has operated on their unique one country 2 systems formula intended to guarantee the city's legal political and economic arrangements the question now is whether the experiment has failed but local historian john carroll insists that's not the case
6:17 pm
no sooner had the sign of british joint declaration been signed in december 1084 people are already talking about the death of hong kong and i mean that's been going on for years and years and years and hong kong is not dead and i don't see hong kong dying so. china's leaders insist the new security law will save hong kong not kill it so the vote by china's parliament on thursday to approve the law was never in doubt. she called other the central government has always emphasized the comprehensive an accurate implementation of one country 2 systems hong kong ruling hong kong and its high degree of autonomy it strictly follows the constitution and the basic law and supports the hong kong government and its chief executive to govern according to the law bypassing hong kong's legislature the rubber stamp national people's congress has now paved the way for mainland security agents to operate here in
6:18 pm
marked contrast to these orderly scenes there was more disruption in hong kong's parliament. when 3 legislators were ejected during a heated debate about another proposal that would make it an offense to disrespect china's national anthem both measures prompted demonstrations and a warning from the united states government that its special trading status with the city could be about to end raising concerns about its continued status as asia's leading financial center adrian brown al-jazeera hong kong. but the day after the state recommended that hong kong special economic status should be revoked the chinese premier said that washington should stop interfering and instead work with beijing once again so that since conflicts are inevitable the question is how to treat them the relationship between china and the united states has been volatile for decades on the one hand cooperation has been
6:19 pm
complicated and it requires wisdom to expand common interests and to control conflicts and differences to injure yourself in short we must respect each other treat each other equally respect each other's core interests and major concerns and we should seek a win win cooperation this is beneficial to the world. well with beijing not showing any sign of pulling back before the security laws are implemented in august or september there are concerns for the country's declining relationship with the united states katrina you has more from beijing several countries have expressed deep concern over this move by china but the u.s. has been the loudest and strongest in its rebuke really the u.s. and china relationship has hit sort of a an all time low one of the lowest points certainly it has been in decades the u.s. has made several threats to china because of this move its its requested u.n. security council meeting is also for enterovirus hong kong's trading status now
6:20 pm
officials here say that they're preparing or beijing should prepare to engage in a financial war financial war and earlier this week china's foreign minister. said that actually the 2 countries even worse have been brought to the brink of a new cold war certainly we know that after this move. the chinese central government is planning its own counter measures should the u.s. follow through on those threats and they've said that quite bluntly they'll take whatever necessary measures that they can to protect the sovereignty and the security of protesters in taiwan have thrown their support behind home combs pro-democracy activists was. was a student demonstrators taiwan's government to take more action to protect protesters in hong kong the island's government has already promised to welcome those who leave from home due to political reasons or for help from employment to

6:22 pm
a great hopes according to the government so this idea of tests trace an isolate was actually running up until the 1st couple of weeks of march when it was stopped in the community basically according to some government ministers because there weren't enough tests which according to some people did lead to an increase in the number of deaths so they're very very hopeful now that this scheme across england will be met with cooperation by the public there have been some concerns about the number of people who are trained to act as traces on the phone as of today after people have visited test centers like this or done a test in their own home their contacts are going to be contacted and asked to self isolate for 14 days with their families some politicians are among the opposition but also among the ruling conservative party have said that cooperation might have
6:23 pm
been harmed by what's happened over dominic cummings the chief adviser to prime minister boris johnson because he now admits he did took a trip with his family to the north of england and stayed with his parents while they had to cope at 19 and then after they came out of self isolation they made another road trip a short trip the police in that region have now said that that subsequent trip may have actually infringed the rules but no charges are going to be brought because it was a minor infraction it would have only warranted a talking to basically but a lot of people have been contacting their politicians saying they're angry about a perception that it was ok for him to break the rules while others around the country had to stick by the letter as well as the spirits of those guidelines and so there's a big debate but the government is saying that they can rely on people. and they're saying that they have got the testing capacity as well as the infrastructure to really get this scheme off the ground and then what about the leeching of
6:24 pm
restrictions are we going to see stage openings across the country but generally how fast is the u.k. looking to use things. fairly fast nickel though we've been talking about england in scotland northern ireland and wales they've got their own timetables but for england schools have been encouraged to open from next monday others say they'll do so slightly later some councils around the country are saying they're not satisfied that it will be safe they won't be doing so at all until after the summer holidays it's up to the individual schools parents won't be penalized but some scientific advisors who broken away from the official group advising the government say that boris johnson's cabinets are actually ignoring their own scientists modeling which shows they say the our rate of transmission will go up above what and what schools reopen which means it looked at measures will have to be tightened again and remember this is all to do with trying to avoid
6:25 pm
a 2nd peak of infections and greater numbers of death that comes on a day that according to the financial times the u.k. has the highest death highest rate of excess deaths since march anywhere around the world so i mean that really is a reminder of why it's so important and looking at south korea where we've heard about new outbreaks and we imposition of lockdown measures the government really doesn't want to get into that kind of territory here now doing things about 19 barber on the test and trade system in england being up and running while the u.k. continues to practice social distancing one section of society has been struggling with the impact of isolation that is the elderly so on and diego reports now from london. and often in visit even under social distancing rules brings a welcome break from bubble to james confined to her home she's only allowed visits from care workers and close relatives because of her age group folder is not meant

6:27 pm
to ease their loneliness during the lockdown elderly people tend to be less technologically adept and that's made their isolation even more challenging there will be some some medium to longer term impact particularly people's mental health and obviously you know we hear from people as well that their physical health you're not going to go out as often processes they were before or a family member coming in and visiting and taking them to the shops may well be that the only time we get our house that we need and the necessary sort of activities now because i think we're going to see you know we are seeing a real concern for people's physical health as well as the men's wearhouse well coronavirus restrictions in the u.k. are slowly starting to ease those above the age of 70 are still considered a high risk group. well the lockdown for them goes on it is the frontline take it as it were that to reassure them that they are not alone sunny al jazeera london.
