9:00 pm
this is al jazeera. and they're on the clock this is. coming up in the next 60 minutes the protests turned violent in the u.s. city of minneapolis is demonstrators demand justice for an unarmed black man killed in police custody. china's parliament approved national security laws for hong kong despite threats from the u.s. and protests from other nations. it said it's. high. people on the verge of financial ruin with a quarter of the workforce now out of work in the united states. a closer look at

how air power is turning the tables in libya's conflict as the u.n. back up he makes gains against belief after school. so then violent protests have rocked the u.s. city of minneapolis following the death of a black man in police custody multiple fires were reported and several businesses were looted large crowds have also been out on the streets in los angeles demanding justice for george floyd tore again be as this report. anger turned to violence in minneapolis on wednesday night what started out as a protest against the death of an unarmed black man in police custody culminated in firefighters battling to contain multiple blazes across the city shops were looted as thieves took advantage of the chaos. the violence and

deliberate damage to property by some has to some extent shifted attention away from peaceful protesters demanding justice. that. earlier they surrounded the police precinct where the poor offices involved in the case were based in some areas police marched on demonstrators firing rubber coated steel bullets and tear gas. on the west coast of america thousands of kilometers from where george florey died and over the latest incident of a confrontation between a white police officer and a black man captured on video brought hundreds of protesters on to the streets of los angeles george grew it was arrested after being accused of forgery police say he'd been resisting arrest but in this newly released surveillance video taken before floyd was forced to the ground he's shown handcuffed and apparently co-operative this was not. part of an ingrained systemic cycle of injustices
9:03 pm
still exist in this country cuts at the very heart and more sacred beliefs that all americans are equal and rights and. the 4 officers on the scene were fired on tuesday but floyd's family says that's not enough i would like for those officers to be charged with murder because that's exactly what they did they murdered margaret. the meth a mini apple is joined in the demand for criminal charges but it could be months before it's clear whether they'll be filed until then protesters say they'll stay on the streets to insist that no other unarmed african-american in the u.s. is killed by the police during a gate and be al-jazeera let's go live talk with one to 100 who's been following the story chicago enjoy. the strong depth of feeling here about what's going on as
9:04 pm
demonstrated in those protests. that's right the embers are still burning there and the mayor came out and spoke jacob frey said this was the culmination not just of the 5 minutes in which that officer kneeled on the neck of george floyd but of 400 years of legacies since slavery during the colonial times he was emotional and choked up and called upon this city to calm these you know raging anger over this overnight of course as you saw in that story there was heavy looting in fires the police precinct was damaging for blocks now some buildings are just completely gone that city was morally devastated on monday when this happened 3 days later here on thursday it is physically devastated and the issue now is whether this will continue the national guard has
9:05 pm
been requested by the mayor of that city formally it's the governor who has to ask for the national guard to come in and that would mean a kind of occupation of military troops and it's not clear how people in this city would respond to that kind of massive military force there certainly not responding well to the police presence there nic so john the u.s. department just said it has made the investigation a top priority but any charge that let it be weeks or even months away before that will happen do you get a sense that these these protests will gain momentum or will feeling. well that seems to be the problem because the protesters got one thing they wanted one day afterwards that and that was the firing of those 4 police officers but now what many of them are calling for is murder charges against the police officer who put his knee on george floyd's neck and around the country we're hearing more and
9:06 pm
more voices from political leaders calling for that kind of charge nancy pelosi the speaker the u.s. house of representatives said and america witnessed an execution in the video there the mayor of the city of minneapolis was asked this morning yesterday he called on prosecutors to levy criminal charges against at least that one police officer and here on thursday he was asked if he believed that charge should be murder he said yes many protesters have scrawled their own verdict in their answer to that question on derek chauvin the police officers home driveway across that driveway is scrawled the word murder or i don't even have a mentor 100 put in from chicago let's take this home we can speak now tonight because it's a who's an assistant professor of political science at howard university joins us on skype from washington d.c. now because a welcome to the program so here we are again i'm afraid these offices have been
9:07 pm
fired as you know do you think we will see murder charges which will lead to full legal proceedings. i think we probably will see murder charges the question is will we see convictions we saw officer you know not even 4 years ago for killing a lad ok still in the same city so it's not clear that these officers will be convicted in the murder of joy george floyd especially seeing that the only officer that we can think of in recent memory who's gotten some time for murder was officer nor who killed a white australian woman so why is it that so often the legal proceedings goes in that way that the those who are implicated seem to disc it off well i mean we've bought into this notion that police officers fear give them the right to murder anybody that they want and all the office have to say is i was afraid or i had a reason to believe that this person reach too quickly and it's ok to murder people
9:08 pm
in the same way that they can call what is happening riots right now people are upset people are bothered by what has happened in their community less than a month that their reality they are in a moderate rykiel in distant cities but this is happening across the country set a call what is happening anything other than right to just continue and be bold worry about property be our people i think is disingenuous are the reason why officers get all because we make the victims in these cases the people that we're putting on trial and not officers and their acts right for a police department you would think that it would start with accountability within their own ranks but that so often doesn't seem to be the case. no and i think you have a lease unions a lot less leeway in these proceedings to plead the case of these officers so that if there is no sort of civilian oversight and then we have juries who are willing to believe that the officer is fears again
9:09 pm
a last few years trumps the rights of the citizens to be walking around breathing right now it creates a really negative feedback loop because all these offices really do multiple tasks and get slapped on the wrist maybe they're fired but that doesn't prevent them from getting jobs and other places we saw this when 12 year old to be arrest was murdered a police officer doug police officer who killed him was able to get other employment as a police officer after this murder and to be employed in that particular precinct after it was said he with elite quit for the art that so it happens oh you know the troubling event indeed and here because we do appreciate your perspective on this thank you so much for joining us thank you for having. now china's parliament has given the go ahead for a new set of security laws to be committed in hong kong despite protests and international warnings the wide ranging laws which include a ban on treason secession sedition and subversion could now be in effect in a matter of weeks major brown reports from hong kong. hong kong's people had no say
9:10 pm
in the decision to impose a new security law on this city that was not a concern among people we spoke to in the north point district where many mainland immigrants live. of course we will have peace now hong kong has been so chaotic the protesters even went to the united states to ask them to put sanctions on hong kong what a mess they have made. the young may have different thought before as the elderly there always make our country prosperous and stable but other elderly people are fearful i'm scared to come in because you know all freedom for their speech no freedom for. democracy so ski since 1907 when hong kong was returned from british the chinese rule this city has operated under a unique one country 2 systems formula intended to guarantee the city's legal
9:11 pm
political and economic arrangements the question now is whether the experiment has failed but local historian john carroll insists that's not the case no sooner had the the sign of british joint declaration been signed in december 1904 people are already talking about the death of hong kong and i mean that's been going on for years and years and years and hong kong is not dead and i don't see hong kong dying so. china's leaders insist the new security law 'd will save hong kong not kill it so the vote by china's parliament on thursday to approve the law was never in doubt you could. should quote gather the central government has always emphasized the comprehensive an accurate implementation of one country 2 systems hong kong ruling hong kong and its high degree of autonomy it strictly follows the constitution and the basic law and
9:12 pm
supports the hong kong government and its chief executive to govern according to the law. bypassing hong kong's legislature the rubber stamp national people's congress has now paved the way for mainland security agents to operate here in marked contrast to these orderly scenes there was more disruption in hong kong's parliament. when 3 legislators were ejected during a heated debate about another proposed law that would make it an offense to disrespect china's national anthem both measures prompted demonstrations and a warning from the united states government that its special trading status with the city could be about to end raising concerns about its continued status as asia's leading financial center adrian brown al-jazeera hong kong. they are after the us extra state recommended that hong kong special economic status should be revoked the chinese premier said the washington should just stop interfering and
9:13 pm
instead work with beijing once again so that since conflicts are inevitable the question is how to treat them the relationship between china and the united states has been volatile for decades on the one hand cooperation has been complicated and it requires wisdom to expand common interests and to control conflicts and differences to injure yourself in short we must respect each other treat each other equally respect each other's core interests and major concerns and we should seek a win win cooperation this is beneficial to the world where the beijing is showing no sign of pulling back before the laws are implemented in or before in september there are concerns about its relationship with the united states 20 you has more on that from beijing. several countries of expressed deep concern over this move by china but the u.s. has been loudest and strongest in its rebuke really the u.s. and china relationship has hit sort of the an all time low one of the lowest point
9:14 pm
certainly it has been in decades the u.s. has made several threats to china because of this move its its requested u.n. security council meeting is also threatened to revoke hong kong's trading status now officials here say that they're preparing or beijing should prepare to engage in a financial war financial war and earlier this week china's foreign minister one that actually the 2 countries even worse had been brought to the brink of a new cold war certainly we know that after this move. the chinese central government is planning its own counter measures should the u.s. follow through on those threats and they've said that quite bluntly it'll take whatever necessary measures they can to protect the sovereignty and the security. south korea has re-impose some restrictions after the biggest jump in corona virus cases in 7 weeks many of the $79.00 infections are linked to an online shopping warehouse museums parks and art galleries in the capital seoul will close again for
9:15 pm
2 weeks and employers are urged to adopt flexible working practices because of concerns about a 2nd wave of infections. plenty more ahead here on the news our clue to why a country with the world's largest underground all reserves might start charging its citizens for fuel. and the british public are given a chance for more freedom but will they play their part after a recent government scandals. a quarter of the workforce in the world's biggest economy and now out of jobs as a result of the coronavirus crisis another $2100000.00 people in the united states have applied for unemployment benefits taken the total to more than 40000000 since mid march and some are facing financial ruin is only getting reports now from florida florida's unemployment lines have been growing for months as the
9:16 pm
coronavirus continues to ravage the u.s. economy in april alone the jobless rate here tripled lines for food banks grew and frustrations over falling unemployment claims continue after weeks of not receiving his benefits bogart decided to walk to the state capital to get answers you're supposed to place your completed application in this makeshift mailbox following a 600 kilometer journey both says he was met by a system unable to cope with the needs of those out of work there's there's just no help in sight. and the frustration is it's beyond frustration it's it's reached a level where i think people a lot of people i think unfortunately are just giving up even as restrictions here begin to ease and businesses steadily reopen a picture is emerging of a state failing the needs of people out of work and facing financial hardship the job statistics across the u.s. make for depressing reading but it's the human stories that bring this crisis into
9:17 pm
sharp focus we spoke with candace bell a pregnant mother who recently lost her job she too is still waiting for her benefits now she may not be able to pay the next month's rent is struggling to keep up with payments on her car and is having very real issues feeding her children like many candace worked in florida's once booming service industry now she's facing a desperate situation i don't know and the next 10 days i'm going to do i really doubt it since. i. i have 3 daughters. the continued closure of schools and childcare facilities is also taking a toll many parents can no longer afford childcare and despite online learning programs being launched across the state it was without access to computers may never recover or worry about those because they are just.
9:18 pm
over. according to federal data 43 states set record high unemployment rates last month a decade of consistent job growth has been wiped out and many are still waiting for financial help but still not arrived and a gala crowd jazeera miami florida now that the u.s. president is expected to sign an executive order targeting social media companies this comes after twitter labeled as misleading 2 of donald trump's tweet it's thought he may make the companies more accountable for users content well facebook c.e.o. mark zuckerberg says social media platforms have to calibrate their approach to protect freedom of speech while preventing dangerous misinformation from spreading online. but i don't think that facebook or internet platforms in general should be arbiters of truth i think that's kind of
9:19 pm
a dangerous line to get down to in terms of deciding what is or what is true and what isn't now of course you know we have we have lines. so just because we don't want to be determining what is true and false. there doesn't mean that. that politicians or anyone else can just say whatever they want and our policies are grounded in trying to give people as much a voice as possible while saying if you're going to harm people in specific ways right if you're going to do something that's going to cause violence or if you're saying that something is a cure to a disease it has been proven to be a cure but it's not and that could lead people to either not seek and another treatment reducing that could be harmful we'll take that down no matter who says. let's play to my kind of across one from washington d.c. for us and mike is interim what is a quick says isn't it because it's in stark contrast to the views of the twit the chief jack dorsey. indeed yes will this debate has
9:20 pm
clearly exposed the divisions within social media president strom still to sign that executive order but equal experts questioning exactly what he can do certainly they argue he can't do anything unilaterally as per his threat against to it in particular he would have to go through federal regulators for example there is the decency act the which does apply to social media platforms and that is something in which social media platforms are exempt in a way because they have no legal liability because they do not provide the content of their platforms while the radio to television traditional media does provide the content so regulators could look at that particular aspect of that act certainly there has been discussion about to dorothy within congress another road that president might go is to invoke the financial trade commission which is there to
9:21 pm
protect consumers to investigate perhaps any cases of bias within to itself or any other operation but there's been great criticism president trumps a position from democrats in particular and the speaker of the house nancy pelosi was scathing about president trump and also highly critical of mark zuckerberg for his position that twitter should not have put warnings on president trump's tweets saying that the media social media should not be a social arbiter. so they pander to the white house you know you see what facebook's up a parent is saying today about all of this just panders tax cuts no regulation our business model is to misrepresent the facts and to be a platform to do that and try to hide under freedom of speech which is of course a complete violation of everything freedom of speech stands for. well there's
9:22 pm
also been criticism from the minority leader of the senate chuck schumer who has put out a tweet on the platform saying that if president trump does not like twitter that he simply should stop tweeting. and that is pretty unlikely isn't it mark all right mike thanks very much today mike hanna reporting there from washington d.c. we're going to take this on we're going to speak to eric goldman who's the co-director of the high tech law institute a professor at the santa clara university school of law and joins us live from mountain view california via skype welcome to the program mr goldman. this poses a whole host of legal and constitutional questions doesn't it but 1st up what the president wants to do in your view can he the sort of answer is no. we wanted to change the law or have the power to do that and the only way he could change given the us there were you do so which they happen and what do you
9:23 pm
make of this range of differences between the facebook mark zuckerberg and his counterpart at twitter jack dorsey he seemed to have opposing views zuckerberg saying that facebook cannot be the arbiters of truth or social platforms called the office of the truth. it's offended actually there's no good answer to the problem of government officials having direct answer access to communicate to their constituents on the one hand we know if we don't fact check and they're going to lie we also know that if we accept them they're going to blow back trumpets doing i trying to wield their power to curb or change the decision so there's really no good answer here and everyone can throw 'd mud at each other saying you should have picked the other option the reality is we're not going to like any of the choices there's always going to be some of the complaints in this particular case when he was talking about falsely claim that mail in ballots would
9:24 pm
lead to widespread fraud it's not a question of deciding whether it's true or false it was an ugly false yes and to twitter's credit they finally come out and didn't say this is a lie all that said that there's more you want to be considering in this equation and still turn treated that as an affront which led him to now try to basically blow up the internet to go and punish not on twitter but everyone else in industry because somebody thought that there was more information they can to consider about his words right because it plays into the drum sounds in a way that with a contesting this because you know nothing he likes more than a scrap. book but it keeps off the headlines back 210-0000 americans have died of cover 19 of the thousands of which will likely still be alive if we had better a federal government management crisis so we once again time to drown out an issue that isn't the top issue in our society and we're all caught and on and off the
9:25 pm
real problems that he's created for us are up our government will leave that pre-show your perspective thanks a lot thank you. to brazil where the president is accusing his opponents of seeking to oust him after the supreme court targeted his allies as part of an investigation into the spread of fake news jiah both sonority says the investigation is aimed at silencing social media that's backing him on wednesday mobile phones and computers were reportedly seized in homes and offices in 6 states supreme court judge says the targeted people use social media to spread fake news and in turn destabilize democracy in the country venezuela's president has hinted that he could start charging for gasoline which is usually free for citizens and follows the arrival of several tankers from iran carrying much needed fuel next year abroad as this report. is courted by the venezuelan military the tanker brings the iranian fuel into port precious petrol for venezuela even though it sits upon
9:26 pm
the world's largest proven crude oil reserves and coinciding with the arrival of the badly needed supplies a change in policy from the government. the gasoline that we've brought from abroad from iran and from other countries which paid for it with dollars many people tell me and i agree that we must charge for the gasoline. right now gasoline in venezuela is the cheapest in the world less than one u.s. st a gallon but that's if you can buy it. queues at petrol stations can often last for days and that sparked a black market in the capital caracas where wealthy residents pay to skip the line at about $10.00 a gallon it's the most expensive in the world. petrol shortages have plagued drivers for years ever since its 1300000 barrel a day refining network collapsed critics blame under-investment and mismanagement
9:27 pm
by the state president nicolas maduro says it's the fault of u.s. sanctions either way it's the venezuelan people who lose after years of economic and political turmoil in short supply as well and why yeah what we are experiencing is rough there is no water there is no gas there is no gasoline we are screwed there are also shortages of medicine and food many families rely on soup kitchens like this one to survive. i never thought i'd come to a place to get food for my kids but the spite everything we have we can't get to the end of the month. 2 more iranian tank is just days away but despite the fanfare analysts believe all 5 vessels are only carrying enough fuel to last the country about a month if the president does carry out his threat to raise petrol prices that will be another burden the long suffering venezuelans to carry. brian al-jazeera.

still ahead here in algeria the loneliness of isolation we talk to some of the more vulnerable 3 coronavirus long enough. to make it all sunshine and that's the way to save something to keep the. hello it's the right time of year to watch out for swirls in the cloud and there is one that might will develop into a tropical cyclone it looks like it next couple days the forecast is going to go of the toughness a lot of that are in centimeters heavy rain of course the circulation you draw the strong winds quite a concentrated area that elsewhere it's fairly dry completely dry but the winds picking up again to iraq will be a dusty. bringing down that dust towards doha the temps might drop
9:29 pm
a little bit the humidity might drop a little bit because it's a dry wind but ours a place to watch a significant weather and it will be sundry and wet for saturday and sunday with the winds strengthening to near gale force possibly gale force as a tropical cyclone after all then that goes south leave the rain behind she lost in somalia probably for the next 3 months as to her if. now elsewhere same latitude fairly quiet until you get near the coast of nigeria is big massive cloud there and big showers seem quite like effect through nigeria back towards syria and has been particularly wet recently and those showers will keep repeating i suspect along the mediterranean coast it is breezy not enough to drop the temperature very much in cairo but certainly evidence of prior producing showers in the last month and further south. 1.3000000000 indians are in lockdown in the culvert 19 pandemic with millions

confrontations between soldiers have seen both sides increasing their military presence india correspondent as with paranoia as this report. india's army on patrol in the territory of the dock along the country's border with china the nuclear neighbors dispute a 3 and a half 1000 kilometer from tia in the remote himalayas. earlier this month soldiers clashed in a number of areas around the unofficial border known as the line of actual control or see chinese state media say indian troops trespassed on chinese territory and accuse them of trying to build a defense facilities the indian government says its soldiers remained on its territory it is true that india is also increasing its own infrastructure. and. maybe be chinese fortifying positions without informing them because. both sides

9:39 pm
well i'm right in the center of what a sight is the use of mass here in the capital is mandatory as you can see right behind me this is the fencer of argentina and there is some pride especially from precedent that a lot of our members can see 11 of the 1st countries in the region. homes a very strict looking down in the country and he has been able in a way to control what's been happening around 30000 people have been confirmed that have been infected 500 people have lost their lives and that's in a way as successful as the argentinean government if compared to what's happening in brazil in peru in chile and other countries in spite of this there is some concern about what's happening in some of the poorest areas of one aside from feelings that are not far away from here one of them needed to be completely isolated because there were over 200 cases and right now they're completely
9:40 pm
surrounded by security forces the government is bringing in food and other things that the population may need but they're not being allowed to leave that that same location aside from there there's another major concern in argentina right now which is the economic situation a country that is struggling with double digit inflation with recession with an increase in unemployment and poverty and the 4th argentina is already in a technical default even though it's continuing to dig negotiates with foreign creditors in spite of this president a lot of support among this popularity remains high around 70 percent of the population approve of what the government has been doing so far right of course to be at the center related to build the epicenter of the great rotation is brazil what is the latest. well for many this situation we've been talking to some people in brazil and they're
9:41 pm
extremely concerned of what's happening in the country almost 400000 people have all confirmed to be infected 25000 people have lost their lives we're looking at some states for example the state of i'm going to where the funeral services have a lot of results are struggling to cope with the amount of people that are in all indigenous communities are fearing extinctions will have seen since the beginning of this isn't demick at least 3 different health ministers a very a very strong confrontation was in between presidential he was when i don't want to open up the economy and different governors important governors like the governor of rio there's an aide and although you know from sao paolo we're just hearing now that so paolo is hoping to start open arms and sectors of the economy not about next week in spite of what's happening in the country that the death toll continues to rise as wrong a 1000 people are dying in brazil right now i don't know if this is happening in the middle of a huge political crisis where there is an ongoing investigation of presidential
9:42 pm
aide was or not a from trying to interfere with the federal police the president and his sons are attacking the supreme court's i won't bother saying that was when i doze there's least $35.00 requests to impeach president bush when i don't although it's not clear right now whether that could proceed because of the situation the country is in right now both or not a popularity has decreased in recent months but he continues to have a very strong support base around 30 percent of the population but do you support him under saying that they're willing to do anything to defend his presidency right ok drizzle even the most thanks very much indeed for that update from that's a record from a dealer in fact thank you. now a government test and trace system for covert 1000 is finally up and running in england following repeated delays prime minister boris johnson has said it will unlock the prison of lockdown anyone suspected of having the crane a virus can order a test if positive vell be asked to give details of people they've been in close
