public audiences there's no president in american history to force a smaller number of corporations to control so large a sphere of human interaction and that includes individual people controlling there's amounts of territory and we can't allow that to happen. is the vice president of the institute for constitutional government senior legal fellow of the heritage foundation joins me now from ski mountain north carolina via skype good to have you with us mr malcolm on the program on the surface how will president trump's executive order change the way social media platforms operate right now well i'm hoping that they will take a look at their own practices to see whether they are in fact doing what they claim they are doing which is to be politically neutral in terms of how they monitor or the content that is on their on their platforms it's not just donald trump that is suspicious of what's going on on these large social platforms i mean according to
2:03 am
the pew research center 72 percent of americans believe that they are very biased in terms of how they monitor the content that flows across their platforms the ramifications will be widely interpreted i'm sure in the days to come but in relation to twitter and trump how will this affect the way he sort of he speaks on social media. well i don't think it's going to affect the way the president speaks on on social media he is you know he beats the way he speaks sometimes it resonates with the public sometimes it offends the public but what is going to happen under the executive order is that the federal communications commission is going to look at how twitter google facebook other large social media platforms monitor the content on there or on their site whether they are acting in good faith in terms of the material that they remove and whether by adding things like fact
2:04 am
checking they have gone beyond becoming a media. war others to post content and have become publishers themselves the reason that this is important is that as a need of content posted by others they get certain immunity from civil liability under the federal communications and communications decency act but if they are in fact publishers or are acting in bad faith that immunity from civil liability may be removed well let's let's pull up some of the tweets now the president trump has posted on twitter the 1st one of the one that's caused all the controversy is about mail in ballots here it is upon the screen there's no way he says 0 that mail in ballots will be anything less a substantially fraudulent mailboxes will be robots will be forged and even illegally printed out and fraudulently signed that's the one that twitter said to its readers to fact check one of the things that is evident is that the tweets wasn't deleted it wasn't altered all the twitter did was say check

this out and that's what the president is upset about that he thinks that's an editorial decision and companies like twitter and facebook have been talking about sort of self policing even after the 20 sixteen's general presidential election when there was lots of false information being broadcast on social platforms. oh well let's be clear the president's position are on the vulnerabilities 'd to election integrity created by mail in ballots is supported by many experts in this field and by adding a fact check to that it was for one purpose and one purpose only and that was to cast a doubt on what the president was paying over the president was saying that is a political opinion and you know the president i think was justifiable at least in that instance in being upset it was somebody who was trying to thought there or
2:06 am
temper his message are on a on a legitimate issue of public concern i get i don't defend every tweet that the president sends out i don't agree with every tweet that the president sends out but that one was certainly perfectly reasonable and twitter's fact check was designed to cast doubt on what is a very legitimate political ok well then why didn't it's fact check the joe scarborough tweet that was what just over a week ago when donald trump questioned. this former legislator who is now a t.v. show host talking about a murder that happened not a murder a death that happened in the office of joe scarborough of an interne who fell over banged her head had underlying heart problems that was all out in the open yet president trump is now questioning this that even suggests that joe scarborough got away with murder why wasn't that fact checked why wasn't that to heated. you

have to catch twitter why they chose to fact check something about mail in ballots and the threat that he poses to election integrity rather then that tweet again people may like the president's tweets and they may support him for them or they might might find them offensive and choose to vote against him in the next election but that is not what twitter was all about and in fact they chose not were some reason to fact check that one they chose to back check one about mail in ballots which is far more controversial it is interesting to see what will happen certainly in the coming days i'm sure. thanks very much for joining us good to be with you now anger over the death of a black man in police custody is spreading across the united states with nationwide protests planned this weekend demands for justice for george floyd have led to 2 months of protest in minneapolis which saw people light fires in loot shops 46 year
2:08 am
old floyd was filmed gasping for breath during his arrest while an officer knelt on his neck for several minutes he later died in hospital large crowds have also been out on the streets in los angeles now the attorney general for the district of minnesota has promised a robust a meticulous investigation into george floyd's death. we have been working on this case nonstop since we were notified. we understand the severity of the situation unfolding and it breaks my heart to see what is going on in our streets in minneapolis and in st paul and in some of our suburbs and i am pleading i am pleading with individuals. to remain calm and to let us conduct this investigation. let's go live now talk correspondent john hendren in chicago and of course they the district attorney and other law enforcement officials in minnesota sort of fully aware the gaze of the world is almost done for
2:09 am
the community in minutes minneapolis sort of a swift and an accurate resolution is really needed and needed now. yeah that's right so how it's hard to exaggerate just how clearly devastated this city is the embers are really still burning from a night of violent protests saying most of those protesters thousands of them protested peacefully but there were some who may or may not have been protesters but they looted stores they set those stores on fire police fired tear gas and rubber bullets at some of the crowd that they said were encroaching on an area where police had vehicles and weapons the mayor of minneapolis said he understands they anger and he says it's righteous anger born from
2:10 am
400 years from the era of slavery until this day but he urged people not to engage in more of this kind of violent activity so it's clear to everyone involved there the mayor himself urged criminal charges that the speaker of the u.s. house of representatives also said this was an execution and the president of the united states even weighed in saying it was very bad in a very brief statement earlier today and so it's it's hard to miss just how intensely bad this is and it's clear that all these prosecutors and investigators got together in this high profile news conference in order to stop 3 days of violence in the streets of minneapolis and the national guard was being called out . in the city it's really what the d.a. and the f.b.i. were referring to but they've also appealed really for witnesses and we have to be
2:11 am
very careful head away because we don't really want to trial by video because there's so much social media out much that people have seen and commented on it does complicate the issue for the investigate. it is about what people did see or have seen on social media. it's true so in in fairness most of us most people who have watches have seen that 5 minutes or so a video with a police officer with his need on the neck of george floyd police contends that he resisted arrest we've looked at some video that was released today some that had been released previously just before that incident happened of a handcuffed floyd and there's no evidence in any of that that he did resist arrest nevertheless there may be somebody who can contend that not that that would justify the treatment that this man endured. but the prosecutors have to consider all that
2:12 am
and that takes time they have to do interviews and they are calling out for people to give them their videotape to give them their testimony and that's why this process is taking so long and it seems like they were hoping that if they just came out and said look we're working on this that people would stop protesting and you know committing some of these acts in the street but the answer was immediate this crowd was disappointed this high profile news conference left people hoping that there would be criminal charges whether that was a reasonable expectation or not and immediately in the streets there was continued shoving with police and and a lot of anger i it's it appears this is unlikely to satisfy the crowd or achieve the objective that all of those officials were hoping for and that is to stop all of this violence in the streets just 100 of it will of course come back to the situation develops from chicago thank you. china's parliament has rubber stamped

a new set of security laws for hong kong despite protests and international warnings the wide ranging laws which include a ban on treason secession and subversion could come into effect within weeks if you're brown has more from hong kong. hong kong's people had no say in the decision to impose a new security law on this city that was not a concern among people we spoke to in the north point district where many mainland immigrants live. of course we will have peace now hong kong has been so chaotic the protesters even went to the united states to ask them to put sanctions on hong kong what a mess they have made they are out there young may have different thoughts before as the elderly there are we make our country prosperous and stable but other people are fearful and scared to come because you know all freedom for their speech

nigeria these killings have been going on for a very long time particularly in some for a state with been rampant for the last 80 years and then over the last 3 years or so we're seeing how the violence have spread or has spread across the region now the genesis of this crisis started on a smaller scale conflict of a line between farmers and cattle ideas that snowballed into a very very terrible situation and then added to that mix now over the last 2 or 3 years we've seen house kidnappings kidnapping for ransom as well as. taxes being levied on communities by these bandits attackers or government that the authorities called bandits and of course recently there are even suspicion that i'm groups like book may be cashing in in the mayhem to raise funds for the operations in the north east of the country because over the last 10 years they have impoverished the north east of the country so much sort of big couldn't get any money for the operations
