protests in all of those places denver los angeles new york and memphis just to name a few in the past 2448 hours or so it l.a. is had protests for 2 days in a row but the most violent clash actually happened in louisville kentucky and you heard a little about it in that story that you just played 7 people were shot now that's a slightly different situation what happened is that the incident of george floyd really just brought up an incident that happened there 2 months earlier in march when brianna taylor was in her home police marched in shot her dead in her own home she's an emergency medical technician apparently they were looking for drugs and found none but her boyfriend released a 911 call and that came at about the same time of the george floyd death so that really upset people there hundreds of them marched in the streets and in some kind of a confrontation we don't have a lot of information about 7 people were shot none of them killed 5 were in good

condition 2 were taken to hospital police say they never discharged their weapons in that incident in the mayor says the city is trying to recover from that and he's he's doing what the mayor of minneapolis is doing and that's trying to quell these rising anger but it is an anger that's happening all across the united states in african-american communities who believe that despite all of the protests over these past several years. nothing is happening about the shooting of unarmed african-americans by police. john as you say this is not the fast time something like this has happened not the 1st time that we've seen this level of anger across the country either do you get the sense that this growing social movement now is different to what we've seen in the past. it is more intense people are less patient because of the time that has worn on and yesterday was a really good example there was this high profile news conference announced in

which a number of federal officials local officials f.b.i. investigators all got together there was an expectation among the crowd in minneapolis that there might be criminal charges filed against the 4 police officers involved in this case but instead what they said was they are working on it they are investigating the case they don't want to rush it they asked for more information from anybody who had video or testimony from being there and that seemed to immediately disappointed the protesters and that's not what they wanted to hear and in the streets it got more violent immediately and you saw what happened overnight they are not satisfied with this response so i suspect this will continue until there are charges or until some resolution comes in some way we haven't foreseen and we'll continue watching all of that very closely indeed john hendren there for us in chicago thanks very much john well a c.n.n.

virus how would that work. well the the there's a lot of talk about basic income and so and some saw arms there's also a lot of people putting the label basic income on things that aren't actually based in this program in spain is not quite a basic income it's a it's a means tested scheme baby space can comes universal it can help with the buyers by being both 1 a bonus for people who stay in jobs and that's one thing the spanish program is not doing and and a question for everyone who has to stay out of the labor force during the virus so if you're so have to stay home during the virus the basic income is always there to cushion your your bloatware whereas in a lot of countries if you're not working your income goes to 0 and you have a very powerful reason to get out there and start making money and that's going to spread the virus so i mean some people would argue that

a basic income scheme from the state would disincentive as well particularly once the pandemic is over how would you avoid that. well basic it's not a disincentive if it is given to everyone whether they work or not so it is really completely neutral if you want to work what it does is it takes away the threat of poverty from from people what right now if people don't work we threaten them with economic destitution and homelessness i mean that exists as a threat and that allows employers to pay very low wages and still get people to take those jobs and so creates a very bad incentive problem where employers have incentive to pay very good low wages basic income fixes that incentive problem by giving people the power to say no to bad jobs and bad working conditions and gives employers the incentive to pay good wages that's where work incentive should come from they shouldn't come from threatening people with economic destitution or homelessness they should come from

good wages and good working conditions whenever you say oh helping the poor disincentive usses work what they mean is is that it is incentivizing employers to pay good wages and offer good working conditions and that's what they're trying to avoid col i mean this is obviously about addressing inequality but access to welfare systems themselves can be very unequal as well how does one tackle that. well yes and that's a problem that's that's a problem that basic income is designed to solve welfare systems are and this new minimum living income that that spain is introducing is is among a moment it is an improvement but it still has this problem that is means tested and judgment and we're looking your particular circumstances in giving you something tailored to your your system and went after you introduced targeting like
