every generation has a higher purpose. ours is. a defiance and a demand for justice protestors ignore a curfew in the u.s. city of minneapolis after days of anger over a police killing. or. an officer has been charged with murder but across the country crowds are out calling for a change in the way black americans are police. or shall carry this out of their life and also coming up total sharpens funding for the world health organization and takes aim at china over the cron-o.
7:01 am
virus and its new security bill against hong kong job cuts for renault the french car maker plans to lay off nearly $15000.00 people as it deals with the crisis made worse by coronavirus fears of a few food shortages plagues of locusts or crops in parts of india and pakistan. crowds of protesters are out in cities across the u.s. calling for justice over the death of a black and during an arrest in the city of minneapolis a policeman has been charged in the murder of george floyd but that is not well the anger so many outlets is just gone past 11 o'clock and a curfew came into place just a few hours ago protesters are showing no signs of abiding by the curfew ignoring threats of jail time or fine the mayor of minneapolis ordered a curfew after 3 days of protests which have seen buildings burned and looted artists are continuing in. the night at the white house or scuffles have broken out
7:02 am
between demonstrators and police the group's been there for several hours and earlier the white house was briefly locked down talk about atlanta now or testers there conferred around c.n.n.'s global headquarters forcing police back and setting fire to a police car is creating a barricade as they try to disperse the crowd cnn's windows were smashed and signs were vandalized and this is brooklyn new york are testers they are chanted no justice no peace and a standoff with police outside the stadium there are barclay stadium there that is earlier demonstrations were also held around the new york supreme court. go to al-jazeera is john hendren who is live in the scene in minneapolis as we said john there has been a curfew for a few hours there so are 1 protesters abiding by it. well as you can see they're not in charlie obeid ing by it but they are being very peaceful i'm standing here at pete spot where george floyd was in those last
7:03 am
moments that we all know from that video 3 police officers with their knees on his back one of them with a knee on his neck. and this is what has brought people here for so many days but after 3 days of violence what we're seeing here is a scene of peace this is the memorials that people who have come here for the lay flowers they put up signs there have been pictures there's a mural of people around the corner but look over here yes it's 3 hours after the curfew and everyone here is violating that curfew we've seen no sign of the national guard whatsoever anywhere on our way here. but over here we've got music we've got speeches and a much wider mood than we've heard about in recent days and the reason for that of course is the announcement of charges against one of those officers in fact the officer in the video who had his knee on george floyd's neck that's lighten the mood of it and it's made it a peaceful atmosphere here would people are still angry about what's happened they
7:04 am
still want to move forward they have complaints and you can read about a lot of them on these signs stop killing black people there's one over here. but after 3 days of violence there may be violence in other parts of this city there may be more people walking about but here we got a few 100 people in a pretty peaceful night so what the protests are about are actually much bigger than what just happened to george floyd but let's talk more about the charges specifically in this case what are the charges that obviously took days to come. and only came after there was a video and days of protests. well and prosecutors came out with an announcement that they would have a news conference 24 hours ago a lot of people were expecting that to result in charges in what he did and they were disappointed and there was a pretty violent night in parts of this city last night there were buildings set
7:05 am
aflame. everything really seems to have changed today it may be the curfew but you can see a little bit of the sentiment here that once is that sign says all 4 of them what that means is they want all 4 of the officers who were involved to be arrested in this case if you look over here one says i can breathe one of george floyd's last statements and it says one down 3 to go a reference again to the fact that there has been one officer arrested him charged in this case but 3 who haven't their pictures are up here on this wall so the community here is really focused on continuing this movement in trying to get those officers prosecuted but there is some satisfaction that one of the officers has been charged with manslaughter and murder. all right john hendren live for us in minneapolis john thank you very much let's take you now to some live pictures that are happening in los angeles right now one of the main roads there you can see that
7:06 am
there are protesters that are blocking traffic they have been watching traffic on roads and freeways as well and that's what you're seeing there are civil disobedience and we will keep an eye on it so far there doesn't seem to be any type of scuffles but these are protesters blocking traffic in los angeles but now some police across the u.s. have condemned the actions of the 4 officers involved in the death of george floyd that's actually a rare condemnation though from police and lloyd's death this is the latest in a series of deaths up on our black men at the hands of law enforcement careless on the reports. the scenes of george fully handcuffed being choked to death by a police officer has led to outrage within the insular tight ranks of the law enforcement community there was unusually quick condemnation on social media a new york police detective said the officer involved brought dishonor to the profession we take over to serve and protect and would like to see that that was
7:07 am
fair and on both things other police officers had equally pointed words it's time that we take these bad also as a speech out of gas and start holding them accountable and hold them to the same laws that we expect. and i hope justice prevails and i hope those people are found to be guilty of murder because that's what i was. second i want to say and we've got to change this we've got to break these barriers in these walls and we've got to do what we can as police officers the bigger picture is how the killing of freud is going to complicate police work throughout america already many black communities are distrustful of law enforcement this is only going to make it worse when you see. what should be a routine apprehension become a de facto thanks to q should it is it is
7:08 am
extremely and so we watch. and former new york police detective keith taylor says there are systematic issues of race that need to be addressed makes it more difficult for officers interests simply trying to do their job every day. the fact that these. negative incidents that occur do get publicized really brings to the forefront how important it is to address the inequities that occur in our criminal justice system an incident that has left many police officers just as outraged as the people they are sworn to serve and protect many wanting answers and justice gabriel sandow al-jazeera new york i thought has announced the u.s. is cutting ties with the world health organization claiming it's being influenced by beijing a president also confirm the united states would end a special treatment of hong kong in a response to his security law approved by china this week alan fischer reports.
7:09 am
unusually for a news conference at the white house president only chump opted to use a teleprompter and stuck to the script but in the week where the number of covert 1000 deaths in the u.s. went through the 100000 mark the president used the occasion to cut ties with the world health organization and returned to calling it the ruhani virus china has total control over the world health organization we have detailed the reforms that it must make and engage with them directly but they have refused to act. the president has been angry about china's trade practices since before he took office the protests this week in hong kong over the zhang's decision to extend security powers there has added to that anger hong kong has had a special relationship with the u.s. but the president wants to punish china and says hong kong special status is no more my announcement today will affect the full range of agreements we have with
7:10 am
hong kong from our extradition treaty to our export controls on dual use technologies and more with few exceptions we will be revising the state department's travel advisory for hong kong to reflect the increased danger of surveillance and punishment by the chinese state security apparatus president also announced he was imposing sanctions on chinese and hong kong officials but i think this is the the amount of actions that he and house as well as the severity of actions that he did announce depending on the implementation of these actions this is probably the nuclear option that this initiation of do you think china will react and respond i think china has to respond in this case there are so many actions that the trump initiation announced today that if they don't respond and domestically the leadership risks looking weak to their domestic audience president
7:11 am
trump gave a long list of grievances about china's economic actions there's nothing new there he's done it before what was interesting in his 10 minutes in front of the cameras he made no mention of chinese president xi a man he regards a strong a man he's praised in the past even for his handling of the coronavirus brick. alan fischer at the chinese embassy in washington still ahead on al-jazeera russia's eyeing an expansion of military bases in syria we'll take a look at what it means for the conflict. kicked out was nowhere to go why residents of a slum in colombia's capital fear being a victim in the middle of a pandemic. hello the winds are picking up again as a bit of a northerly run down the gulf and more especially this is
7:12 am
a potential development area it's not quite yet a tropical depression or tropical cyclone but we think it will make that and come on shore just about which means as a wet weekend to come it last beyond into sunday and monday as well but beyond that it's a very dry picture of course struck the arabian peninsula van't iran and beyond that temps of course rising 44 in baghdad 41 in doha that's been a humid picture from the gulf states the breeze increasing before pretty we do see fitty if not the temperature anything up to half a meter of rain could come out of this tropical depression as it comes into southern amman and yemen but as precise details are still not available want to watch for you that that's the line of action and that really is the incoming monsoon the monsoon winds and therefore rain the promptings of these cycles but it means it's now much drier in the horn of africa right that when the showers beyond the coast for kenya either or tanzania there are
7:13 am
a few further inland as you can see and they'll be repeated every day the coastal braze is a fairly strong one and if you're wrong if you're in for example the spice island it's probably unpleasant. to use their own sort of let me ask you how worried you are about the increase in hostilities in yemen we listen this is the moment to stop all military action this is the moment to concentrate on fighting i did meet with global news makers and talk about the stories that matter how does iraq play an important role in tackling it when.
7:14 am
watching al-jazeera let's recap the top stories right now crowds of protesters are out in cities across the u.s. calling for justice over the death of a black man during an arrest and minneapolis demonstrators in the city are defying a curfew now in place after 3 days of unrest and while the police officer captured on video kneeling on the neck of george floyd has been charged with murder charge of on is also accused of ignoring another officer at the scene who expressed concerns for never rest on monday. call from personnel to the u.s. is cutting ties with the world health organization claiming it's being influenced by beijing rights and also confirm the united states would end its special treatment of hong kong because of a new security law approved by china this week. russia seeking more military facilities in maritime access in syria president vladimir putin has ordered 2 of
7:15 am
his ministers to hold talks with the syrian government russia already has 2 permanent military sites in syria that are based in latakia province and a naval facility at tartus on the better trainee i'm now russia is the syrian government's main ally moscow backs the syrian president while washington says it supports moderate rebels who want to remove bashar al assad russia intervene in 2015 targeting so-called terrorists from its naval facilities in tartus and to me i mean airbase but the west and syrian opposition say it's been mainly opposing anti rebels russia's involvement help the syrian government make gains around homes in the south towards terra and along the coast and it will talk in moscow aims to keep assad in power and secure its military influence in the region joshua landis is director of the center for middle east studies at the university of oklahoma he says syria is more than willing to accommodate russian interests. russia wants more land made available to it just a few days ago it appointed
7:16 am
a special envoy for putin named to sebastian are there mr f. him off as a special envoy so clearly president putin is trying to is trying to get better returns for all the money and effort spent in syria there has been no back and forth especially with the over caught under tough we've seen with luke the cousin of the president who has had his industry stripped from him the russians have been putting pressure on the syrians to to deliver economic goods and to begin to invest in the economy and to try to make some reforms and this is a way to i think gain leverage in syria for greater things more things that russians want because the russians have tremendous leverage if assad wants the province back it wants the north where the kurds live in americans or position back
7:17 am
about a 3rd of syria is still occupied by rebel forces he needs the russians to do it because they're the only ones who can pressure turkey and begin to get this land back for syria so he has a captive right now to russian interests russia's record its biggest one day increase in crime to virus death with 232 threats halliday's comes as the government revised up last month that's all after questions were raised over an initial thank you that previously only counted desta regulate resulting from the virus russia has the 3rd highest number of infections in the world and more than 4000 deaths in colombia has extended a nationwide quarantine until the end of june as covert $1000.00 cases there continue to rise and one slum hundreds of residents face eviction despite having nowhere to go during the lockdown betty as their. more than 100 families that live in this hillside slum on the southern outskirts of bogota are expected to be
7:18 am
evicted in coming days despite having nowhere else to go in this fight to the country still being in the middle of the coronavirus last down many of them have a rival here to build this informal housing fleeing the country's internal conflict others are venezuelan migrants they all say they've been suffering greatly during the lockdown being and able to work with other hundreds of families have already been evicted their houses demolished in the past weeks and the people here say that the police used excessive force to try and push them out of their houses. if you destroy the houses all we can do is build a shelter with the neighbors well we supposed to go if you don't even have enough to buy food now the minister of housing has at least in theory banned all addictions until the end of june in response to the pandemic that the city out
7:19 am
sorry these are saying that these informal houses are illegal and that there hill itself is at risk of a landslide so these people need to go and now but to avoid the kind of clashes that we've seen a couple of weeks ago local authorities are here today with the police and they're offering people roughly $70.00 a month for the next 3 months as a housing bonus to find something to rant about the community say that definitely not enough and that the only option would be to end up in overcrowded housing with other families which would put them at risk of catching the virus now this shows just how difficult it has been at the colombia for colombia to respond to the kind of means that the poorest of the poor have during the lockdown and and the pandemic the national government has offered economic help for hundreds of thousands of people some of them have indeed received it but many others like those who live
