disturbing video from los angeles shows a police vehicle excel orating into protesters knocking 2 of them down it then reverse that high speed nearly striking other people no one was seriously injured rob reynolds al jazeera los angeles new york's mayor bill de blasio has been speaking out about the process he condemned the looting but celebrated the efforts of both police and demonstrators there are many things to discuss and we will things that must be addressed things that need to be done better both in terms of our immediate work addressing this situation and certainly in our work going forward much that has to be done they must that much that has to change and that we will change. but i want to know that overall even in a day where thousands of people were out expressing their views expressing their frustration their pain their anger and their deep desire for change in locations

all over the city overall what we saw was overwhelmingly peaceful demonstration. and speak once again to officers kristen salumi who's live for us you know what else to blowsy i have to say. well i think you captured the tone of his speech right there attempting to paint the overwhelming majority of the protests as peaceful and the conduct of the police overwhelmingly as restrained however he can escape some of the videos that have been circulating out there like the one about the police cars driving into a crowd of demonstrators shots of police officers pushing down protesters while these may be in the minority those are what people are talking about and pointing to as examples of what people of color face in this country on a regular basis the president mayor of the city did promise to investigate those

incidents he said it's never acceptable to drive into a crowd of people however he said that these are tough situations and overwhelmingly again he put his support behind the police walking a fine line facing backlash from his own police department but overwhelmingly these calls from the city residents and the nation to do more to address these issues and to that effect he talked about faster forms of justice for police officers who are accused of wrongdoing quicker investigations the need for that and also repealing some laws that protect the records of police officers who have records of misconduct in the past or been accused in the past he said this would go a long way to restoring faith but today however talking focusing on the peaceful aspects of what was happening also having to answer for protesters though there was some looting in lower manhattan last night so the protesters got violent

as well so we had harsh words for the protesters who broke the law as well and said they will be investigated and dealt with as well monday morning in new york city the working week getting underway. a what's the mood right now. well i think the city remains tense the city remains under lockdown if you will because of the coronavirus most people are still working from home except for essential services so people have a lot of time to watch the news or go out and demonstrate if they've lost a job and have no place to go for work i think a lot of that frustration is fueling the rage that we're seeing on the street given that the pandemic has overwhelmingly impacted people of color in this country they're feeling under attack from health issues as well as from police all of that just adds to the kind of feeling of tension and that things just aren't normal or

the same here in new york and as i said a lot of time for people to sit and reflect on this given that we're all staying home down to 0 as kristen kristen salumi reporting live from new york chris many thanks indeed police in portland in the west coast state of oregon were involved in a standoff with protesters they used tear gas and stun grenades to disperse crowds files willetts and some tried to break police barricades portland is among the cities that imposed overnight fuz jay gray is just a few blocks from where the floyd's arrest happened in minneapolis it's also where the violence began destroying parts of that neighborhood. and i want to show you how intense that fire was firsthand you can see it has gutted the buildings here and there are scenes like this that play out not only in this neighborhood where just a week ago to the day george floyd was killed but also across the city

but so far the argument is that the u.s. president has done just the opposite that his words have ignited many of the frustrations and anger into that and we should point out that former president barack obama has just published an open letter on the blogging platform medium doing what many say the current u.s. president should be doing and that is trying to restore calm he spoke on this blog saying that he acknowledged that there is legitimate frustration by the protesters with the failure over decades to reform criminal justice in the united states but he also said violence is not the answer any particularly challenge young people noting that the greatest impact on reforming criminal justice in the united states . it doesn't happen at the white house behind me but it happens at the state and the local level police chiefs district attorneys for example and that is where we know according to polls that young voter turnout is in the words of president obama

going the damage and violence that we saw saturday and our downtown a move area and we made the necessary decision of limiting access to only residents businesses police officers and essential workers that live in operate and are employed in those areas we needed to assess the damage and begin the recovery process we also did this in order to direct our police and other public safety neighborhoods particularly on the south and west sides to those neighborhoods that have been targeted by the same destructive forces that we saw saturday night in the downtown area that have for continued yesterday evening and will continue today as we reach strategically deploy resources in our neighborhoods focusing on their commercial course which have been targets of looting and violence and service

the economic lifeblood of so many communities particularly on the south and the west side in addition to our public safety personnel. we will be deploying and moving personnel from our streets and sanitation department our water department our department of transportation our buildings and business affairs and consumer protection into our neighborhoods on the south and the west side to assess the damage to assist small businesses and local chambers of commerce so that we can start the process now of rebuilding our key commercial corridors in our neighborhoods we will be deploying mare's office personnel to assist in these cleanup efforts. and i want to be absolutely clear on this there is no way no way that

the matter is exactly the opposite was true. the strategy yesterday was to add add more personnel and services to the neighborhoods on the south and west side and that's what happened the fact is that the violence that we saw in the looting that we saw spread like a wild fire. we're going to leave laura lightfoot the mayor of chicago there she was addressing allegations that resources were prioritized to certain more prosperous neighborhoods over that weekend of rising we're not going to leave any neighborhoods behind she said and they're concentrating on how we move forward and heal as a city while she was talking joe biden the presumptive democratic presidential nominee who we heard for a few minutes was still speaking and so too was the mayor of washington d.c.

i think there are 2 things going on here one is through this recent wave of protests and even through the last few months of the pandemic the president has been effectively sidelined and governing the country in the united states emergency response is usually handled by the state either by the governors or by local governments and often through mayors mayors are the ones who have the power to dispatch police officers and governors are the ones who can mobilize the national guard within their state because mayors and governors have been on the front lines they're also the ones dictating the terms of response and capturing a lot of the media attention they're essentially taking the air away from donald trump and this is not something he likes the 2nd thing we're seeing though is that the president again is essentially trying to play to his political base his law in order messaging and lashing out at governors is something that is based on their stand is a purpose and message many mayors representing cities tend to be left leaning or

democratic and what the president is doing is essentially showing his partisan base that he can attack democrats and that he's likely doing this in hopes of essentially keeping the base loyal to him heading into the november election is that november election going to be anywhere near close with the country that's divided to the cities when it's swing one way or the other. it's hard to say this early out we know that democrats are more nationally popular right now the president has a very low approval rating relative to previous presidents it's right now in the low forty's and aggregate polls show that joe biden the democratic nominee is leading by about 10 points in critical swing states like michigan and wisconsin he's also leading by just under 10 points now as we get closer to november we'll see that these polls will become more accurate and that gap will likely lessen but

what is happening is essential that biden is the stablish in a strong lead donald trump's response has been to deny this the series of tweets earlier claimed that he in fact has a strong lead and well there's very little evidence for that again he is trying to give a message of strength to his supporters in hopes that they won't see this gap between him and biden is starting to pull away we were talking about whether the president should address the nation to attend to. some sort of. unity speech to bring that the nation together given his his his past told with language i mean if he if even if he does try that what he believes what will people think that he's sincere. the president really has exhausted sympathy with democrats and moderates particularly with young voters we see them moving toward
