but a bit of a sense of it from the white house press briefing that took place earlier this was our 1st indication something might be happening as we await the statement from the rose garden i can tell you that the white house press secretary kili mcenaney did suggest that there would be potentially additional assets that's all she said about an hour later we saw the convoy of carriers carrying military police and soldiers national guard we understand about 200 of them that were deployed parading down pennsylvania avenue and being deployed around the city we understand that this is really consistent with the message that donald trump delivered not just to the governors in a teleconference today but also on saturday when he spoke about the death of george floyd in fact he promised that he would not give into anarchy and not allow america's cities to burn he said leftist thugs will not be allowed to set our communities a blaze we must protect those who have the least so the u.s.
1:33 am
president promised at that time that he would deliver a heavy handed presence in coordination with local law enforcement and this is tricky area for the president bear with me because i'll tell you about 2 different pieces of law in the united states and why the president is navigating a fine line the 1st is posse come a tatas from 878 essentially what this means is that it limits the federal military when it comes to enforcing domestic policies in other words governors have the power not the president he can offer assistance but it's the governors that have to request it and even then they can only play a supporting role now there is a bit of an exception in all of this and this will be the fodder for constitutional and legal scholars if something is to happen in the u.s. president is set to deploy in greater force and that is the insurrection act of 1807 and essentially what this. does is it gives the president the constitutional
1:34 am
power to restore order from insurrection or civil unrest it's not used very often fact the last time we saw it was 992 when there were riots in los angeles so. it's possible in the rose garden that the u.s. president is going to invoke the act the insurrection act of $18007.00 this would be astounding we've certainly had some intimations that he promised that he might do something never seen before i think with his phrasing he certainly has suggested that and we know donald trump has a showman ship aspect to his presidency he likes things to be big and powerful on july 4th he is enjoyed sort of parading the military apparatus he promised to do that again on independence day july 4th he seems to have a fascination with the military and it was quite shocking to see the military being paraded down pennsylvania avenue for something such as well in civilian on rest now
1:35 am
i can tell you that right now in the park outside we lafayette park there still is a very heavy secret service presence there is the park police presence that is the police force that guards the national monuments walking distance from the white house there on horseback we have secret service in riot gear and this is all facing off with in addition to the soldiers that we now see these it's not active duty and that's an important distinction but it's the national guard ready to support the white house press secretary saying that the joint chiefs of staff general milley who the president says he put in charge today were not exactly clear what that means but he believes there are studies that show that just the physical presence of the military in some form or fashion is a deterrent factor from civil unrest so we're watching this podium very carefully still awaiting the president he is behind schedule we've not had an explanation as to why this is delayed. it was
1:36 am
a rather abrupt i don't know if you just heard that boom we're trying to make sense of what that might be and i will defer to my photographer rob me show who does have a background in military background and is assessing what that might be but again that was a little bit surprising a very loud boom something we've not and there it goes again i'm not sure if you're picking that up but it is coming from the area of the protesters. it sounds like flash grenades are going off she have a chance he may have a better idea of what's happening he is out there with the protesters but i do know that the park police on horseback is advancing through the crowd so it does appear in advance of this curfew that is set to take place coming up in about 25 minutes time the police and the potentially the military are getting into position to quell the potential unrest that has occurred for 3 consecutive nights i can also tell you
1:37 am
that i hear helicopters overhead that may also be supporting that now for pictures that i can see i'm not sure what pictures you may be able to see but i do see some people with their hands up in the air perhaps feeling slightly nervous about the sounds that they are hearing and there we go again we have another very loud boom and the other one it is getting increasingly tense i can tell you that donald trump likes a very big show of force and that is what we may be anticipating the booms keep continuing. we see protesters from the shot that i can see with their hands in the air it does seem to be a little bit silent as people try to figure out what in fact is going on so we continue to wait for the u.s. president it's still. the podium is still set up in the rose garden he is still not appeared almost a half hour late now from the time we're told he would make a statement still trying to just decipher barbara what what is happening right now but events unfolding at. and really we have been given no explanation about what's
1:38 am
going to happen next and yet kimberly we can see some pictures there of. course is with the protesters just outside of the white house we're trying to establish a connection with him so that we can actually ask him exactly what it was just to remind us there i mean we heard i think in total $67.00 of these booms what do we suspect they are. rob you're going to remind me again i'm i'm really using for the guidance of my producer photographer there he believes that there are flash grenades he has more of a background in this than i do this would be something that is used to kind of deter the crowd to scare them to sort of head home this is sort of a tactic for controlling the crowds i can tell you the streets just not even just around the white house but i have been told by some of my sources that in fact the streets not just the white house but also the u.s. capitol in fact have been heavily locked down there is
1:39 am
a heavy presence not just the park police not just the secret service but also the f.b.i. kimberly druggy 1st to give me just stop you there will cross live here again especially when we get the u.s. president that's going to share britain see share view outside the white house with the protesters in the past few minutes before it's a very loud booms what can you see what could you hear. with a professional and grades of all the members of. the smokers what they considered smoke not to address. and pepper spray remover to put it is to be. way behind there which you could we can't see but i can see. even the military can . choose. to. keep the benches above or put out over. wrong to dispossess

which was a signified that something was about to happen and now another police moved in so that entire area where we were standing has been cleared in front of the white house. there is a particularly interesting bhansali mccotter movement there where just a 5th of this all happened. again we see behind the police line in between us the police the police through the police line of the white house and medical personnel say all should not matter or perhaps they're saying that it was attorney general bell who was standing there observing things because the fear is still that protest is vacuously pervades out the police rather successfully actually. and say the fact that the police just threw. sick grenades and overhearing them the press is a good thing or 2 north and threw them right back at the police. should have either clearly there have been protests going on outside the white house now for a while is this more stand what we've seen before.
1:41 am
i mean usually the police in the in the past couple this would have been since friday and they're usually the sort of thing you get on and off the dog but. when 6 o'clock local time has a place to 11 o'clock and the police feel that they want to clear out the protesters however what we see is that there is necessarily joined up thinking in that whether the protest is and what it meant to spread around d.c. of course is it better to keep everyone in a focal point outside the white house where people are peacefully protesting until the police but you're still peacefully protesting or is it best to get them very angry and dispersed around the city it's one of those questions i guess for a police classroom you think that they may have gone through that in the past or. as you can see they were mike like a secular taking in new york. just to show you that. this isn't devolving into
1:42 am
clashes as we often see on the media these are peaceful protesters and there are police over there who are determined to stop them from protesting the simple advice . and i should have been about 20 minutes from now the car she was. about to start so at that point presumably the police would have a reason to make sure that these people leave. right i think of it that's already that the reason that when they were telling of one to the specific a few was approaching. the curfew. and that the general sense is a close look to the house to be a presence here because frankly authorities only respond to fear and then to respond to to action on the streets and as soon as you have the actual the streets with a little back to business as usual. loud bangs. things have quieted down for the
1:43 am
moment. i. see these pictures coming to us outside the white caps we have seen police news flash grenades were stun grenades they are trying to disperse protesters the demonstration outside the white house for hours now a curfew is due to come into place in about 15 minutes or so from now the police have warned protesters that they are there to disperse them. as we're seeing those pictures there. now are on horseback. all of this what we've been hearing the president all trying to do to make an address at the white house rose garden was meant to do that half an hour ago we have yet to
1:44 am
hear from him and of course protests have been continuing across the united states for the past week since the killing of george floyd in minneapolis. our correspondent can see is outside the white house. with the protesters from well. actually it's take you to the rose garden there is donald trump let's listen to what he has to say thank you very much my fellow americans my 1st and hard is duty as president is to defend our great country and the american people i swore an oath to uphold the laws of our nation and that is exactly what i will do. all americans were rightly sickened and revolted by the brutal death of george floyd my administration is fully

committed that for george and his family justice will be served he will not have died in vain but we cannot allow the righteous cries and peaceful protesters to be drowned out by an angry mob the biggest victims of the rioting are peace loving citizens in our poorest communities and as their president i will fight to keep them safe i will fight to protect you i am you're president of law and order and an ally of all peaceful protesters but in recent days our nation has been gripped by professional anarchies violent mobs arsonists looters criminals rioters and tiefer and others a number of state and local governments have failed to take necessary action to

safeguard their residents innocent people have been savagely beaten like the young man in dallas texas who was left dying on the street or the woman in upstate new york viciously attacked by dangerous thugs small business owners have seen good dreams utterly destroyed new york's finest have been hit in the face with bricks brave nurses who have battled the virus are afraid to leave their homes. a police precinct has been overrun. here in the nation's capital the lincoln memorial and the world war 2 memorial have been vandalized one of our most historic churches was set ablaze a federal officer in california an african-american enforcement here was shot and killed these are not acts of peaceful protests these are acts of

domestic terror. the destruction of innocent life and the spilling of innocent blood is an often still humanity and a crime against god. america needs creation not destruction. cooperation not contempt security not anarchy. healing not hatred. justice not chaos this is our mission and we will succeed 100 percent we will succeed our country always wins. that is why i am taking immediate presidential action to stop the violence and restore security and safety in america i am mobilizing all available federal resources civilian and military to stop the rioting and looting to end the destruction and
1:48 am
arson and to protect the rights of law abiding americans including your 2nd amendment rights therefore the following measures are going into effect immediately. first we are ending the riots and a lot of lasse's that has spread throughout our country we will end it now today i have strongly recommended to every government to deploy the national guard in sufficient numbers that we dominate the streets mare's and governors must establish an overwhelming law enforcement presence until the violence has been quelled. if a city or state refuses to take the actions that are necessary to defend the life and property of their residents then i will deploy the united states military and quickly solve the problem for them i am also taking swift and decisive
1:49 am
action to protect our great capital washington d.c. what happened in the city last night was a total disgrace as we speak i am dispatching thousands and thousands of heavily armed soldiers military personnel and law enforcement officers to stop the rioting looting vandalism assaults and the wanton destruction of property. we are putting everybody on warning our 7 o'clock curfew will be strictly enforced those who threaten innocent life and property will be arrested detained and prosecuted to the fullest extent of the law i want the organizers of this terror to be on notice that you will face of yr criminal penalties and lengthy sentences in jail this includes n t for and others who are leading instigators of this violence.

one law and order. and that is what it is one law we have one uniform law and once that is restored and fully restored we will help you who will help your business and we will help your family america is founded upon the rule of law it is the foundation of our prosperity our freedom and our very way of life but where there is no law there is no opportunity where there is no justice there is no liberty where there is no safety there is no future we must never give in to anger or hatred if malice or violence reigns then none of us is free i take these actions today with firm resolve and with

a true and passionate love for our country by far our greatest days lie ahead. thank you very much and now i'm going to pay my respects to a very very special place thank you very much. 9 that was donald trump making his statement there started by saying it was 1st a duty to defend our country and our people as the he said and that even though everyone was revolted by the death of george floyd he could not allow of righteous. righteous crowds to be drowned out by the mob be said i'll fight to protect you. he called a lot of the acts that have been going on the riots and the violence as acts of domestic terrorism he said he would end the riots and nervousness he'd recommend to

governors and they deploy the national guard and if they refuse trumpet then the point in the military so let's take you live to the white house now just outside the white house as the president travels speaking in the rose garden while protests were going on outside and the police was just trying to disperse the crowds gathered there using a flash or stun grenades at these very loud with tear gas as well we can speak to she ever tansey who is with the crowds there the optics are remarkable she of just as the president was talking of course we could see the police moving in just outside of the white house what's going on now. it was normal for ghana we are partners removed basically a police with smoke bombs there was nose i met him and let me through it looked bad. lack. of control.
1:53 am
well that will catch up with. your own do you want to know modern day very soon how trying to use using term do on bob's presidential porch at the white house because i was with him before trip. it always began before but that's modern a race isn't an agony coverage was anyone upset now because black people know how to take a knee because we know how we know who haters are we then knew who the haters truly are that's modern day racism didn't get covered no but we're humble about it you're going to listen donald trump just gave a speech in the rose garden he said there's one low one go and that has to be respected and he was talking about the shopkeepers whose businesses have been burnt out the results the priority right shops law is his law clearly you see any use in an on going to pass this bill to do this i'm going to pass a bill to do that but it's not it's not anybody else's oss not the law they sign it's not the law that we we the people as

a democracy stand up for his law it is never about it's all about the system there isn't i'm it's all about one man donald trump this is. a very obvious example i guess of people not realizing what this is about explain to me the definition isn't that a system is a benefit from definition of a system is a bit of a trump to quite openly say nothing's going to trying to we're going to protect property we're going to protect businesses not so main priority so it's a bit of obama to say oh no we're listening we're listening but then protect businesses and nothing changes i thought if this is all the city would all go oh it's using this is honesty bookers doesn't care i mean you show you don't care but what does it do for your people right. as a stay we're here as a democracy is supposed to be off in the states coming together. that's not president to me nor or is anybody else x. i want a white black mexican puerto rican hispanic filipino. as is what's just
1:55 am
and what's not just that's what i'm here that's what everybody else is in for now from what you did before are you frightened to be afraid what do you think the police who came off that's the question. i'm here as a peaceful protest are you frightened are you scared as concerned so you're in the office a little bit frightened or. you have frightened by the people around you are you frightened you're frightened by the people around you. so why aren't you afraid of the police or are front about what happened from. so you heard right there it's all about vocabulary grammar just knowing what you're saying to one another because right there you could have ended. your words could have been misconstrued right so there you go. read sir we'll wait for the next go round a smoke a member of the police are coming forth ok she have just outside the white house in the middle of those protests have thank you let's go to kimberly how kate who is within the white house grounds and was the singing of course to that speech by

donald trump came it was interesting he said he's going to end dry it's a little less this he is going to recommend to governors that they deploy the national guard if they refuse trump is going to deploy the military can he do that . ah well yes and no let's start with the no essentially the military camp in force domestic policy except there is a cab vietnam of this and that is the little used insurrection act of 1807 the gives the president the constitutional power to restore order from insurrection and civil unrest the us president didn't quote that so we don't know if that is what he believes he has the authority to deploy the military under in fact he didn't cite any law at all he didn't make the distinction of whether he is deploying the military for support purposes which he does have the ability to do but not for the

purposes of policing and that is the posse comitatus act of 878 so i think what in layman's terms is the president skating on thin ice right now in terms of the wiggle room and the lead. room when historically the united states is very much founded on these strong states' rights that give the governors power over policing not the president you have to remember that this is a country founded fought for independence have to the american revolution to you know push back against the crown that it felt was you know clamping down on its citizens and that's why they push back and put in place laws and constitutions to prevent the crown or one single person a monarch from ever having complete power over the population and so that's what these laws are there to do to protect people from the president acting like a monarch now i have to tell you i've been doing live shots since the day donald

trump took office here on this spot right here never before has the president been speaking and i've been hearing gunfire well he's speaking it was an astounding split screen moment but this is this president he likes the show of force and that is what we expect as i look as this curfew is about to take effect in 3 minutes time i'm holding my breath wondering what is about to happen next it's very clear from what i've seen in the video outside these gates and what i'm hearing from the president that are seems to be in a 10 to clamp down and force this curfew we know that there already has been an advance by the police pushing the protests back some 200 meters we know that they fired tear gas we know there have been follies of gunfire i'm a suspecting that this is rubber bullets and we see you police on horseback ready to charge we've seen the presence of convoys of the military and we're also told and this is not being confirmed but the attorney general william barr who met

earlier in the day with the president is reportedly out in lafayette park or on pennsylvania avenue there side by side just outside where i'm standing and that he has been watching all of this it appears there's a very warden a good intention to try and quell this some rest something we know that the press. that it has just promised to do he said he will take presidential action he didn't specify what legal right he has to do this only that he is taking it to stop the violence to end the protesting the violent protesting and protect people's right to exercise their 1st amendment right to free speech and to peacefully protest 2 something that has been overshadowed he says along with the memory of george floyd which he says he will not allow for him to die in vain so strong words from the president we expected a few moments in the one minute time that we will see very strong action following that up be interesting new mention that split screen moment of listening to him

speak in the rose garden one of hearing shots outside of the white house and he was meant to speak half an hour roughly before he did but it's almost like the timing was impeccable it was almost like it was orchestrated to happen that way to get maximum impact how one president to do you seeing these images even outside the white house are i mean you know the white house is no stranger to protests but can you remember seeing anything like this. but not of the 20 years that i've lived in the united states i'm a canadian american citizen i can tell you for the time that i've lived in the united states i've not seen this so but i know the history of washington i know there were civil unrest back in the late 1960 s. but in fact there was. ok. ok rob i don't you can see behind me but the media is standing can you get that shot rob and perhaps you can.
