but you can see how the code will kick in many cases perhaps most cases but there are certain situations for instance say an ongoing bank robbery or a drug bust where you need police that you. well there's going to be certain cases and one that i don't want to say or communicate is that we don't live in a violent society or a violent country i think violence happens all the time and i do think that there are ways in which we're going to need to figure out in moments of heightened violence and where we need to have a certain kind of intervention what that intervention is going to look like in order to make sure that people are safe and that a certain incident can be interrupted in that ultimately resolved i think there's a range of incidences that we're going to need to hear what actually provide infrastructure to guarantee safety i think what we're saying is that the police only have the police responding to all incidences with the same sort of tactic and
