holding the powerful to account as we examine the u.s. its role in the world on al jazeera. this is al jazeera. hello and welcome i'm peter derby you're watching the news live from our headquarters here in doha coming up in the next 60 minutes donald trump withdraws the national guard from washington d.c. despite massive protests against racism and police brutality the u.s. president has just said everything is under perfect control.
6:01 pm
thousands raise their voices outside the u.s. embassy in london as anti racism rallies spread across europe. as courbet 19 deaths top 400000 globally scenes of desperation in some countries afghanistan is fast running out of hospital beds. and the libyan warlord after us allies pushed for a ceasefire as the un recognized government prepares for a new advance and poor german football's a lineup of global stars had a message for the world from across the league showing their solidarity here with the black lives and matter movement. there we are here we go let's start this news hour in the united states where the u.s. president donald trump has in the past few minutes just ordered the national guard
6:02 pm
to pull out of washington d.c. that's despite a 12th night of protests. across the country demanding change after the death of george floyd mr trump says quote everything is under perfect control we have 2 correspondents monitoring the developments across the united states kristen salumi is standing by for us in new york and shortly we'll talk to our white house correspondent to kimberly helka their side the white house in washington we'll go to them shortly 1st she has returned see wraps up another night of anger against racism and police brutality in the u.s. capitol. it was the biggest demonstration in the nation's capital since george floyd's death 2 weeks ago tens of thousands gathered to protest across d.c. many feeling this is a turning point feels good it feels like i get to be a part of history and a part of the group of people who are trying to change the world. unlike previous protests that have followed incidents of police brutality it was clear this wasn't
6:03 pm
just about registering horror and anger but about practical solutions people understand now. it's not enough to be angry or have to vote you have to translate that into. but it seems that even as election was also in trump's mind from his vantage point behind the new fencing around the white house several hours into saturday's protest he tweeted this. all day and his campaign sent out this message liberal thugs are destroying our streets their strategy is to use the protests to mobilize trump school base in fear of the protests evangelical christians the elderly and suburban white women and that's what's thought to have driven trump's initial reaction to the nationwide demonstrations it's being reported that at the beginning of the week double trump had demanded that $10000.00 members of the military be deployed to cities around the country trip or troll the u.s. said what would have been an incredible force of presidential authority to trump
6:04 pm
campaign strategy is clear them but what about those demanding change dc's men are is receiving plaudits for painting black lives matter in front of the white house but the group black lives matter to d.c. tweeted that the mural was a performative distraction they say their struggle is with the man who controls the police budget and whom they accuse of gutting social programs to militarize police officers well shielding them from transparency and prosecution for violence 6 in fact up the road activists were painting their own mural except. there's a message to the democratic party man it read the from the police that is divert the money to programs which directly benefit citizens ensuring that black lives matter is not a simple party political debate she abraham see al-jazeera washington. joins us live from washington so kimberly pulling out the national guard what does that mean
6:05 pm
. well what it means for washington d.c. if we take a look at the u.s. president's tweet he says here i have just given an order for our national guard to start the process of withdrawing from washington d.c. now that everything is under perfect control they will be going home but can quickly return if needed far fewer protesters showed up last night than anticipated this is a federal enclave the government has the federal government has authority over the district of columbia not the mayor although there is a push to change that and that's why the us president was able to put in place the national guard or citizen soldiers but he was unable to do that for the rest of the country unless the governors requested it and so the u.s. president is making the argument that things have been peaceful in washington d.c. that it's time for these soldiers to go back to their bases but that he will not hesitate to pull them back if needed in fact that something that the attorney
6:06 pm
general william barr has been talking about on the sunday chat shows this morning saying that the president always said that this would be sort of a last resort that they were on standby and he was very very clear that to many governors that he urged them as they're continued to be protests across the nation that they should utilize this tool that is available to them but of course we know that the u.s. president can in fact push these soldiers into states using the insurrection act but of course his own defense secretary saying there really are this week now is not the time to do that a couple of other interesting points made by the attorney general in just the last hour he is again denying that the u.s. president used tear gas in lafayette park despite the fact that many protesters on monday evening said that's exactly what they smelled in the air the attorney general saying no chemical irritants were used and also that this was not an excessive use of force according to the attorney general that the protesters were
6:07 pm
warned 3 times before they were cleared but we can tell you many protesters. say they did not hear those warnings kimberly another compelling weekend of people taking people power to the streets everyone seems to be moving towards using this phrase tipping point are we at another tipping point where the n.t. reeses some demonstrations are tipping towards becoming anti trump demonstrations. i think when it comes to anti-trust demonstrations that's been happening since before donald trump took the white house you know there has been a very vocal and sometimes violent effort to try and remove donald trump from office that we saw from day one i can remember covering the inauguration just trying to get to my live shot position i was punched in the stomach because i was wearing a red jacket and someone mistook me for a trump supporter i think what is different here is that we have to recognize that these are historic in terms of the scale and the scope of the protests going on
6:08 pm
across the united states and what's translating now peter is momentum and we're seeing that in a tangible bill way the house democrats are already introducing legislation will be unveiled monday morning in congress that will introduce sweeping police reform and what's critical about this is that already some republicans are signaling that they will support this because it's clear that the people have spoken what this legislation seeks to do is end racial profiling to change police practices ban things like chokeholds and also something that has shielded police for years and that is something known as qualified immunity in other words protects them from lawsuits in civil court so what we're seeing is the momentum that is building now from the street level to the legislative level and hopefully people say even at the local level we're really that is where real police reform takes place because the ones at the legislative level really just address federal police practices and to
6:09 pm
that end i should quickly point out that what will continue this momentum is having those voices heard namely on wednesday there will be a hearing on some of these police practices george floyd's brother philip he is floyd will be one of the key witnesses that will testify ok kimberly thanks very much you keep us up to date i'm sure we'll talk to the next hour i suspect as well but now to new york city and our correspondent nick kristen salumi christian just get us right up to speed what are the expecting to happen today. well another day of demonstrations rallies marches planned throughout the city of new york after a night of relatively peaceful protest after which the mayor of new york announced that he would be canceling the curfew he said that last night and yesterday the city saw the best of what it has to offer that was a day when thousands and thousands of people took to the streets in memory of
6:10 pm
george floyd and others in protest of police brutality hundreds of those demonstrators continued into the evening and asked her curfew but police took a hands off approach did not try to get them off the streets and the result was largely successful according to the mayor of peaceful we don't have numbers on arrests just yet we're hearing dozens which is about in line with the night before but again the mayor characterizing it this morning on twitter when he made the announcement. peaceful night and one that would allow him to get rid of this curfew now police are warning amidst that there is our seeing a rise an increase in provocations on line from extremist groups of all stripes in all dimensions trying to take advantage of the situation and they're warning against that that that could be an issue going forward they're also talking about the fact that some $300.00 police officers have been injured over the course of
6:11 pm
those demonstrations and that's something that they're pretty singly we're hearing that they are disgruntled about and having some issues with so this is all a very volatile mix as the city gets ready to reopen on monday morning from 2 months essential lockdown with businesses closed down if you look around me all of the businesses here in union square are boarded up so there's a lot happening here in new york but the good news is last night peace prevailed. the mayor sounds optimistic that things are going to move forward that the curfew is going to be gone demonstrators are valid to continue and hopefully that peace will prevail christine thanks very much. ok let's get you the picture from europe and to racism rallies of also spread across the e.u. thousands gathered outside the u.s. embassy in london today they're demanding an end to systemic racism and police brutality protesters also rallied in rome's piazza del popolo organizers say the
6:12 pm
large turnout shows it still has a problem with racism crowds of turned out in brussels outside the belgian supreme court they rallied against police brutality in their own country and around the world let's go live now to our correspondent in london barbara how would you sum up the mood there for us amongst the demonstrators this weekend. well peter as you say it's been a weekend of protests or a larger protest on saturday near parliament in central london here outside the u.s. embassy it was a large crowd it was a peaceful but passionate crowd they've mainly disperse now but they've been repeating both the echoes of what the u.s. protest has it been saying about the need for change there and their outrage over the killing of george floyd but also demands for change here in britain both in terms of the way the police deal with the black community which some people
6:13 pm
bringing up the fact that there have been a series of deaths of black people in police custody over the decades. and also a reminder that there is structural racism part of that structural racism exists in the health system and people here are very aware that black people and members of minority ethnic groups are far higher are far more represented in the number of victims of cobbett 19 than they should be so again it's a mixture of local grievances and demands and a general anti racism protest as well peter is that also surely nadeem you talking about coronavirus there included $1000.00 a slightly unreal undertow to this you wearing your face masks all the right reasons of course you're out there in amongst the demonstrations and the protesters but on the one hand we've got the prime minister boris johnson saying just on his twitter feed in the last hour or so saying do social distancing stay alert stay well and yet we have protests taking place across europe as well.
6:14 pm
absolutely it's a it's a dilemma that people across europe face but here in britain the government's messaging has if you ask a lot of people been weakened by the fact that advisor to prime minister boris johnson dominic cummings would seem to break the rules and there have been other cases as well and there was a lack of action over that if you like but also lots of people over there we could have been saying we are well aware of the risks of the pandemic even though transmission is slightly down in london they're well aware particularly as i was saying that the black community is very hard hit by the pandemic but one of the phrases that you can hear is that racism is a pandemic that's existed for far longer and people don't want to miss out on the chance to seize on this moment to make their voice heard despite the challenges of
6:15 pm
physical distances most people many people rather here have been wearing masks they've been handing them out as well as sanitizer physical distancing not always possible but that's not the main priority for the people who have been only been protesting this quite as you say government ministers in fact the home secretary ahead of the weekend said straight out people should not protest this weekend i don't think that would have gone down well in any case understood good to talk to to all talk to live from sure ok that's the picture from washington new york and london let's show you now live pictures coming to us out of montreal hundreds of empty racism demonstrators taking their message across canada on saturday as well of course canada hit the headlines 5 days ago 4 days ago now when justin trudeau the canadian prime minister was asked for his comments be a reaction to what donald trump had been saying about the protests across the united states for 21 seconds justin trudeau said nothing the most powerful
6:16 pm
21 seconds i suspect that we've had from the prime minister over the last year or 2 or indeed a president montreuil of course in the pro. once of capecchi back has been particularly hard hit by coronavirus therefore the ethnic minority community in the province of quebec they've been hit hard to juxtapose that with see what's going on in british columbia on the other side of the country 50 infections per 1000000 that figure much much bigger for the canadian province of quebec north of the us border to stop past vermont and massachusetts the last more still to come here on the news hour for you including these stories we report from the world's biggest fruit and vege market the mexico is now a hotspot for corona virus infections. and china rejects accusations that it delayed information on the pandemic. and in sports is the africa cup of nations the next major tournament perhaps facing
6:17 pm
a big delay. the number of reported coronavirus deaths has now topped 400000 infections totaling nearly 7000000 worldwide the u.s. has the highest number of fatalities and infections followed by brazil russia and the u.k. india has become the 5th worst affected country nearly 10000 new cases were reported on sunday the highest daily increase so far the number of deaths is rapidly on the rise in latin america but brazil's government has stopped publishing its running totals critics say that's an attempt to hide the world's 2nd highest number of infections doctors in afghanistan are warning of a looming disaster because hospitals are fast running out of beds the number of reported infections above 20000 but a shortage of testing kits means the total could be much higher. we're doing
6:18 pm
2000 tests in our lab every day that we are receiving 10 times that many samples and it takes 5 to 10 days to get the results of these tests beds in cornton centers clinics and hospitals are filling up very quickly we are not able to diagnose corentin and treat all our patients because of a lack of medical facilities. ok let's talk now to vicky akon she's the country director of the international rescue committee in afghanistan she joins us from kabul that yak and welcome to the news hour here and i want to 0 how bad do you think it's going to get. what we have been we haven't even come close to reaching our peak yet. as mentioned the government only has the capacity to tast up to 2000 people a day and they're getting 20000 samples. back hospitals now are full minister of public health yet yesterday they said that they did not have room to
6:19 pm
accept new patients in the hospitals or in the quarantine area as food insecurity in afghanistan has been a reality of life there for so many people for so long i'm assuming here that means social distancing is a nice idea but not much more than that yes afghanistan currently has over 12000000 people that are food insecure and with cove it gets likely only to get worse unlike other countries many other countries afghans need to work every day just to put food on the table for that day so social distancing staying at home is not an option even if there are lockdown measures in place because the choices between starvation or catching kogut and most afghans are going to risk over that very male dominated culture a very male dominated health care sector is that an issue for the people who may think they've got coronavirus. yes if you look at the numbers of male versus female
6:20 pm
that have officially been tested positive for kobe that there are many more men but this could be because women have a difficult time accessing health care facilities for cultural reasons globally 75 percent of the health care workforce is female in afghanistan according to the human humanitarian response plan only 15 percent of nurses were female and 2 percent of doctors and with the health facilities being overwhelmed there are there are just many don't have separate areas for females the government did scale up its testing program quite quickly what's gone wrong or what has to change now because they seem to be falling behind on that. yes they did scale it quite quickly to having 10 labs across the country however as mentioned they need
6:21 pm
many more labs the mat but the government just simply can't get p.c.r. machines so that would be the number way that other countries could assist afghanistan in sending p.c.r. machines here so we can open up more labs ok we have to leave it there but you can the in kabul thank you very much thank you. well as we've been reporting here on the news of the government in brazil has stopped publishing as running total of coronavirus deaths and infections yet he has the story. the sign on the window of this car dealership in sao paulo reminds customers of the need to use face masks and anti-bacterial gel it's the 1st phase of the city's reopening despite record numbers of cope with 19 deaths and president bush so narrow at the center of growing criticism for downplaying the virus threat and attacking lockdown measures is going further. he is borrowing a page from his u.s.
6:22 pm
counterpart donald trump and trusting to leave the world health organization. either the w. ite show works with ideological impartiality all we are also out we don't need outsiders why young in on our health here brazil is now the 3rd highest number of cars with 1000 related fatalities in the world and experts believe it will soon become the 2nd scientific models predict that more than 125000 people could die by august 4th. critics of both scenarios say he's responsible for many brazilians never taking the pandemic seriously. anything it's sad but he didn't wear a mask he made fun of it didn't believe it shook everybody's hand and unfortunately he caught it it's very sad but that's the tree. but none of this is the tearing the president in his efforts to minimize the gravity of the situation the newly designed ministry of health daily report on the spread of the virus no longer
6:23 pm
records the total number of deaths. and the minister has announced a review of the criteria used to confirm coverage in 1000 deaths which critics fear will be used to manipulate the real numbers but some are. under a huge price from here because they say. their public policy against. and now they are trying to find out people are out how to solve the problem the problem is huge so that government is trying to act in a really dangerous road trying to change that right to try to change that numbers at that they. the growing divide over the coronavirus response in the country will take to the streets on sunday as protesters in favor and against both so maddow will face off in sao paulo and other. cities. while doctors and nurses
6:24 pm
across brazil keep working around the clock to save as many lives as they can in a country ravaged by the virus in deeply divided and how to respond allison that and deep. well lockdowns to stop the spread of the virus are being lifted in some latin american countries among them mexico but there are concerns it's too soon the number of deaths and infections continues to increase and hospitals in the capital off filling up john holeman reports now from one infection hot spot. this is the world's biggest fruit and vege market the synthol there bastos was and it's become a hotspot for covert infections in mexico city. it's not hard to see why it's an ant hill of activity a city within a city as they say here we dress like this to go in knowing which way to us but most people here what with next to no protection when you're lifting this. even
6:25 pm
a maslow's you down and as for not touching others face gets off a 1000000 visitors every day there's really no way that they can pick social distancing going with that one fish market officials say they have managed to lower the number of clients coming in during coded that they've had less than 500 cases but most of the people we talked to have been sick have there been people from your fiction avoided. a woman or one of yes some in this own around 9 or 10. a $100.00 has been able to but after a month in isolation you have to come back. here because money runs out in the little time i was out my savings got used up. and it's not just the $90000.00 workers here that depend on the market. this immense space the size of $400.00 football pitches is the beating heart of mexico's food chain pumping out produce across the country and that's why mitt scarcities government decided they couldn't
6:26 pm
close it. but they have sent in health brigades 17 of the to patrol the market. but it's a drop in the ocean and it doesn't help that some here still don't believe in coded i don't know that come or not good they think oh this is a game they're like whatever nothing's going to happen to me. just outside of the centro communities enough struggling with the virus to. this is car you home 57 it's going to unfortunate nickname covert streets. black bows hang alongside the more colorful. residents told us about 20 people have died here not going to see this family shut itself off for a month when 3 of them got sick restrict cemetery protocols and perhaps divine help none of died just. very. many people live will go to work in the central bass
6:27 pm
toss and from 3 in the morning cause a passing through here to get their say must have something to do with it he's done his job here but even divine protection hasn't saved the streets residents from discrimination. then those. going to if you're from cairo 157 a lot of people see you as lepers taxis don't want to take you you have to go and look for the doctors because they don't want to come here they come back next door in the center customers have been staying away to. call us his family. he's had this tool for years but it's in trouble he was up on the water it really hit us there are days when we just have to throw the produce away fabre 10 creates that we have to chuck out now traders say things are getting better numbers are picking up as the country begins to reopen the question is fresh customers mean fresh covert cases to john heilemann al-jazeera mexico city. ok let's talk now to dr neil
6:28 pm
passing formerly the ambassador of trinidad and tobago to mexico he joins us on skype from washington dr parson welcome to the news 16001200000 infections why is latin america becoming the new global epicenter. thanks for your particular you have to correct those numbers are staggering and down many obstacles to latin america really dealing with the issue in a very focused manner he says use of care systems you know in so many instances lack of political will to do so. says affordability lot of human resources itself and in many instances a lot of good guidelines and policies that you treat to the town and it is a source of a lot of great bother brazil 35000 but they're just not testing so at the best those figures will undoubtedly climb. we
6:29 pm
are expected to climb it and it will climb but the real challenge is this is what measures are being taken at the moment to call them and it's spread and as those numbers reigns and governments have a new challenge of of hyper local governments governors of states etc 100 deal with the issue of economic health of society this is the public health of its citizens it's a very very tough equably big test of bush ok but. are we talking here about establishing a tough librium or just burying their heads in the sand i mean is there a presidential denial going on here across the region mexico has had one of its worst weeks if not its worst week but the mexican authorities are pushing ahead trying to open up the country and get back to some sense of normality but presumably the infection rate there will carry on climbing it will carry on
6:30 pm
planning and i think politicians are the largest political will to deal with this problem and if public health is really in and simply it's a particularly is you people's lives are at stake and the entity one measures must be put in place by those in authority to do so will build infrastructure isn't required and started from there and hurt their citizens and she didn't and then send it to the right political message across to the citizens these an emergent needs of the present does and the bank sample that's what that's that that's one thing expectation of any politician at this point because going why is it therefore that people enjoyable so narrow are not looking to their neighbors you're a go i is the benchmark of how to do it with a conversation on this channel about small very wealthy countries singapore and cats are where i'm sitting doing it properly so you've got an infection rate that's climbing but the death rate plateau at a relatively small number quite quickly europe why you couldn't see your requires known for being very wealthy but they seal the border they did track and trace they
6:31 pm
did it properly and nobody is looking and going yes that's the that's the model we should be following. that exactly know it you have answered the question that peter had and he did have many good models to follow and what was on exist matter was it happened across the transatlantic for so there was enough time to appreciate the examples and how we can flatten the curve except in some of these latin american countries and i am particularly alarmed by in some instances i'm seeing actually wearing a mask becomes a political as the band left this is right and they did it it has become a political as you many in many cases and it does it does and the establishment politics because the inequities of of health care systems and how individual pockets of society that has been treated and how the it is a been managed is a good sell it political message that it didn't try to sabotage and if you cut it to countries and we're seeing this particularly in some of the indigenous groups
6:32 pm
and some of these countries for example we have seen with almost double the number of deaths who are indigenous compared to actual epicenters incident populations is taken place in brazil we have seen maintaining that instance never ends up in our whole initial manapul capita beside more cases capital or new york city which had a fit when it was an epicenter several weeks ago so there's cause for ok we'll have to leave it there dr el paso and in washington good to talk to dr possum thanks very much pleasure thank you. still to come here on the news hour for you will tell you why police in the u.k. are bracing for a surge in crying after the pandemic. also ahead is cameroon easy to use virus restrictions the government's accused of politicizing the pandemic. of the sport and historic win for this mixed martial arts fighter as another all time greats were toils for a certain time. hello
