legislation for police reform but at the white house president trump says reform should not involve taking money from their budgets. and i'm very proud of them. they won't be defining that won't be dismantling of our police and they're not going to be any disbanding of our police our police have been letting us live in peace so we want to make sure we don't have any bad actors in there and sometimes you'll see some horrible things like we witnessed recently but 99 i say 99.9 but let's go with 99 percent of them are great great people and they've done jobs that are record setting record setting. john hendren is in houston texas where the memorial service for chores floyd has just wrapped up so john it's kind of a 2 day thing there's a combination of a public and private events for george floyd and those who want to honor him tell us more about these. that's right this is the day

i think you know we just can't. we were not going to close. a while many name has been covering the court hearing with a place officer charged with killing george floyd has appeared in court. it was a quick parliamentary hearing as they usually are chauvelin gave perfunctory answers when called on and the judge gave the prosecution everything they asked for the judge set bail at $1250000.00 without any conditions but if show when can come up with 1000000 dollars he could get out on bail as long as he abides by the following conditions he does not leave the state of minnesota without permission he surrenders his gun and permits he does not have any contact with george floyd's family and he does not attempt to work in law enforcement or any kind of security

job shoguns charges were upgraded last week once these minnesota attorney general took over the case the 2nd degree murder charge in the state of minnesota means that the prosecution would have to prove that show vin killed george floyd intentionally or that he killed floyd while committing another felony it is predicted that the prosecution will take that latter strategy the attorney general has already said that this will be a difficult case to get a conviction on he is asking for the public's patience but of course protesters have 0 patience especially when lives are at stake. on a more head of the news hour including a marching to the beat of a different drum india defiance it's growing quantifiers told to reopen shops and places of worship and in sports spanish champions barcelona ever see that huge

boost ahead of their legal which on. earth korea is threatening to cut off a hotline with south korea state news agency says it'll be the 1st step towards completely shutting down all communication between the 2 sides it's a latest in a series of threats and recent days john yang is demanding that seoul stop defectors from sending propaganda leaflets into north korea. joins us live now from seoul so how big of a setback is this for. certainly for the south korea this is being regarded as a very serious setback in into korean relations we've had hints that things have been moving in these this kind of direction in recent weeks attacks from the north of being getting particularly bellicose and then last week we had direct threats
2:10 am
from north korea that they were going to close down this liaison office that exist in the border city of case on between north 'd and south if south korea didn't stop these groups of defectors as they often do releasing these balloons that float across the d.m.z. with north korea carrying propaganda messages against the north it is something which always outrages north korea and they have now used this the stance of lee as the reason why they are cutting off these lines of communication interestingly when they made this threat last week the south korea north already has moved very quickly within a matter of a few hours in trying to bring in some legislation to make it harder for these groups to fly below and so it does seem as though the south koreans realize that we were at some sort some sort of tipping point while they have the north koreans are now seem to be carrying through on this threat to cut all these lines of communication are these lines of communication most of them have been established since 2017 which is when the relations between north and south were at their lowest
2:11 am
ebb and it means that if they go through with this threat to cut this last line of communication today tuesday the only means of direct communication between north and south would be by megaphone across the barbed wire which is put this back in the bag old bad old days of 2017 but what of course we don't have is the same level of tension because of the nuclear missile testing which south korea will certainly hope this does not herald a return to or why do we think north korea's yanis now. it could be a number of reasons there is probably i think frustration at the lack of progress in the nuclear talks with the united states it seems to be the bottom of the stack at the moment as far as donald trump is concerned with everything else that he has always played at the moment in the united states i think maybe they still regard this is donald trump has been there one hope of getting some relief from sanctions so it could be a last throw of the trump dice it was we approach his reelection but also possibly

so turkish president russia typewriter when he said that he has had a phone call with u.s. president donald trump to discuss this ongoing conflict this ongoing war in libya what role do doe's countries play in this and russia as well. well it is important i mean turkey is the determining factor that has aided the g.n.a.t. and depending tripoli and also winning all of these towns over the last couple of weeks i mean the stunning victories that we have seen from all the way in tripoli and extreme west to the mortars of tunisia and all the way to the east to search for us would not have happened without turkey so it does it is a critical factor in this it is a country that will determine and will be a major player in the future of libya the united states of course is always an

important element in in the international conflict the united states has raised the real story against russia. evidence that russian. mercenaries from the wagner group have appeared in libya and we have seen thousands of them evacuated or retreat. over the last couple of weeks which is what exposed. to all of these defeats i mean showing that it was without russian mercenaries haarp that would not have been able to do to lay a siege on tripoli so they're nice bases is very interested in libya now because of the russian element but it's also of course with the use ally turkey as part of nato to face off any russian advances in libya and north africa as stone's throw away from europe that i want our viewers to see and also here this video that we have that appears to show military officers from the u.s.

last 14 months. now the u.a.e. has said that you and has now an open investigation. for you a involvement to libya so the u.a.e. even volman to libya is absolutely critical it is also the country reportedly that paid the price or the cause for the wagner group to enter into the service of how it has been without both political military and also financial support perhaps that would not be where he is today so today we are looking at additional evidence of a direct involvement in libya and in the attack on tripoli you know all of the humanitarian consequences of that how fed up well thank you so much for your insight on this we appreciate it thank you very much. at least 5 civilians have died in russian air strikes on syria the attacks targeted

and reform within their own city protests came on the day new york started easing kovan 1000 lockdown restrictions elizondo reports. fed up and tired hundreds of new york city government workers former and current upset with their boss new york mayor bill de blasio i asked one of the city employees if he thought the mayor has been doing a good job during the recent protests absolutely not he has not done a good job and he's done an atrocious job there calling for the mayor to fire all officers seems using excessive force and also reallocate 1000000000 dollars in the city's annual budget from the police and put it toward social programs the mayor said he's looking into it but has yet to offer specifics that satisfy the protesters all message to the mayor is that we want to be able to have a voice in what goes on in the city we want to be able to talk about funding the

fund then if necessary and how we can allocate resources equitably across the city . many of these protesters say they fear retribution that they could be putting their livelihoods are at risk for protesting against a very stupid government that employs nevertheless they say it doesn't matter what's more important is that their message is heard. if you ever seen anything like this city employees past and present coming out like this no it's wonderful i'm i'm grateful that we have the opportunity in the rights of peacefully protest and present our grievances and that's what we're doing here today and i hope the government listens to us the protest came on the same day new york city began phase one of the reopening after closing down entirely 3 months ago to help curtail the spread of coronavirus the familiar sounds are back. as construction work was allowed to begin again some retail businesses given the go ahead to reopen

with tight restrictions. and for the 1st time in months the subway was running on a normal schedule but few people on board a sign that you. city is not even close to being anywhere near what it was like in the days per week over it most businesses remain closed hundreds like this boarded up in fear of late night looting and no sign of when schools or universities might reopen but on this day the government employees who keep america's largest city running say reopening can't wait their demands to the mayor can't gabriels on to. new york mexico is gradually reopening but there are worries it could be doing so too early the country is now 2nd only to brazil when it comes to the most covert $1000.00 deaths in latin america only 14000 people have died from the virus and the government has reported more than 117000 and factions let's go now to many who
2:24 am
joins us live from mexico city nevertheless with those numbers i just said many that the country is reopening house is going to reopen here in mexico is being heralded considering the fact that the country is still all 'd in the red when you look at each individual state the the system that the mexican government had set up for the reopening of the of the government had it so that would be done gradually on a color coded system of red being still heavily affected and green being places that could be reopened but when you look at that map that color coded color coded map of mexico it's still entirely in the red so when we talk about countries you mentioned brazil as being at the very top of the list of of economies that we're worried that could be opening up too soon mexico would certainly be 2nd on that list richelle ok so this is supposed to happen in phases tell us again what how these phases are supposed to go. so june 1st was
2:25 am
the target date that the mexican government had set for reaching the quote unquote new normal reopening the economy reopening schools essential services that that date has a we're now in the 2nd week of the reopening of mexico and we're still seeing that that the expected contagion has been reached government officials health officials here in mexico are anticipating that peak contagion would occur sometime in mid may that didn't happen by all by by the sadistic that we're seeing the latest statistics show that we're still very much on an upward trend when it comes to contagion there are several places where this is very troubling the 1st and the more obvious one would be on the medical resources available to medical personnel in mexico city and across the country which are reaching a breaking point paramedics saying that they're having trouble finding hospitals that are accepting patients and then another front that we're worried about is mexico's northern border with the united states with those factories automobile
2:26 am
manufacturers that are under pressure from the united states to reopen soon sooner or more sooner than what what many people would like so there's there's definitely hotspots focal points that are of great concern but if you look outside right now in mexico city in many regards it is business as usual with the exception that people are trying very hard to respect these social distancing guidelines and continue to wear their mask even though none of these things are mandatory up and since the very beginning of the of the outbreak until now this is all been voluntary from the from the mexican government ok and then are up a live press in mexico city man well thank you we're all health organization says it will continue to work with and support the brazilian government in the fight against the current virus and have a president also to educate set a sense about the virus and to report daily cases and debts and a transparent manner. we will continue to support brazil and the people of brazil in their fight against in their fight against cope with it is still at the same
2:27 am
time very important that the messages around transparency and sharing of information are consistent and that we're able to rely on our partners in brazil to provide that information to us but more importantly to people to citizens they need to understand what's happening they need to understand where the virus is painted to know how to manage the risks to them and therefore we hope and we trust that any confusions that may exist at the moment can be resolved and that the government of brazil and the states in brazil can continue to communicate in a consistent and transparent way. out of their own back to school in south africa but also to small return to the classroom. work being in different countries didn't stop variables best athletes from competing against.

add to that plenty of heavy rain across the south in the southeast of the united states all courtesy of this massive holes total so mcchrystal bound i was going to continue to weaken but as it came on shore it brought with it a huge amount of storm surge very widespread this is obviously mississippi but those storm surge reported into louisiana or the way across those the gulf coast area on towards florida now obviously the storm system itself the winds will continue to weaken but the rain will still say very heavy work its way quite quickly on tuesday into areas of missouri up into arkansas and eventually opt into i would then we have this frontal system here further to the west the 2 are going to merge the front will actually sweep the remnants of the system up towards the great lakes pushing up into eastern county but some very heavy amounts of rains and thunderstorms and it could well lead to flooding and all the while the rains trading right there back into the southeast that is fine and dry out across the west but very warm still songes the high there on wednesday of 34 degrees celsius
2:29 am
it does mean of course that we have seen some funny better conditions across much of central america in particular across into mexico but the rains all back in the for much of central america costa rica some heavy amounts panama as well and all the while the rains really developing throughout much of florida no real lesson there but also the bahamas seeing some very heavy downpours so a wet couple of days ahead and not so with a high of 31. frank assessments tourism but the income stream is dead in the water what's been the result in poaching a lot quite significantly informed opinions there has been a very aggressive political rhetoric that has become very normal in israeli society in-depth analysis of the day's global headlines it's time for new policy it's a treat they cannot all be seen to grady brittany this stability or we all continue

gathered to pay their respects to george floyd in a memorial in his hometown east in texas it's the last of a series of services health of floyd whose deaths are nationwide protest. north korea is threatening to cut off a hotline with south korea and state news agency says it'll be the 1st step towards completely shutting down all communication between the 2 sides john yang is demanding that south korea stop activists and sending propaganda leaflets into the north. videos emerged that appears to show a military officers from the u.a.e. directly training forces loyal to libyan war khalifa haftar this comes as continues to suffer significant losses to libya's u.n. recognized government. let's go back to the top story the death of george floyd let's bring in ivan bates now he's a criminal defense attorney who took part in the friday cake friday gray case pardon me that was when an unarmed black man died in police custody in maryland he joins us live via skype from baltimore maryland mr bates your time very much so the
2:32 am
officer that we saw on video with his neck on george floyd's neck and he had a court appearance today he's being held on more than a $1000000.00 on i realize you're innocent you're proven guilty that's how the criminal justice system works but with seeing that video one would assume a guilty is a given explain why that's not necessarily the case. yes 1st of all i want to say thank you for having me and all your viewers when you look at this video as a couple things you're looking at and 1st of all you have to look through it at that video that eyes in the lens of the police officer and had police officer trained in minnesota specifically minneapolis they have a use of force one of them out of force that the arches can use based on that video and based on their training they are allowed to put their knee in a back them individuals neck until they are almost compliant even if they pass out so that's the 1st thing that officer sean and his defense attorney they're going to
2:33 am
say that he did what he was trained to do so that's why you can't just assume that it's going to be automatic guilty ok even for an for 9 and a night and a half minutes when he with beyond compliant because he couldn't even break one suggests that that that's what the issue is right there the defense chiffons going to argue we deal we're supposed to i was afraid he still was resisting however the prosecution is going to say you know the rules say that once they're complying once they're no longer resisting he was any hand cuffs he was on his front on the ground he had given up he was she should have take your neck off the knee that's why you need to look at see what the other actions say for instance what their actions lane i believe who wrote their report the statement of facts says hate should we turn him over now while he's asking should we turn him over now because of this mine the missed a few it was no longer resisting and that he was compliant i'm glad you brought up the other officers because if i recall at least 2 of the other officers were
2:34 am
officers were rookies i mean one of them literally this is maybe his 3rd or 4th shift if even that the fact that something like this happens with an with an officer present at such a young officer what does that say about the culture of policing. well what it says is that when you look at the culture of policing you're sending out a young work ers route that the older after the field training officer actually who was in charge was actually shot down so you have this young officer who's basically looking at the supervisor to say hey we don't want the store right away while we have why this is happening that officer does not know what they don't know what their moment in time meeting that they don't know if they're doing it the right way they don't know what they're doing the wrong way they read a textbook however this actual savant supposed to show them how to survive on the streets ok. again i understand what you're saying but the broader issue of the fact that and what does it say that you're indoctrinated into
2:35 am
a culture or it is ok for something like that to happen this is only going to court because of a public outcry otherwise this would have been deemed ok well i think what it says is that we definitely have a broken system but it says that you have older actions they have bad habits or teach young graham sears these bad habits and therefore that's how you have this is to make view the systemic behavior within these police departments that's been there for many years it's the time it handed down from one generation of our actions to another generation of boxes that's why this video that's why this case is so important to actually finally been able to let's look at the root car and let's now changed the way in which police is done in america ok so let's talk about that change and obviously lots and lots of and place for says hopefully are doing some sort of introspection in there by choice or being forced to whatever the case is in particular in minneapolis the city council there has voted to to basically defund or get rid of the traditional police department what does that mean.
2:36 am
well means a number of things to different people in minneapolis what they're saying is that from our understanding we no longer want the police as they are structured right now they're saying is that we could do it in community policing to do it different way what assamese to other groups of individuals that want to police a car we want to have a psychologist go out to a car and i won't walk off we want to have arm individuals to deescalate the situation number of health care workers to go out there and he had that as a health care situation they still way out policed but force is not what they're there for they're trying to say you know what let's change the way in which you look at policing let's send out a a socially active group of individuals that are there to help and give a number of different services to whatever individual is the need why are police unions traditionally resistant to this type of. reflection this type of
2:37 am
review of these things why i think a lot of times police unions sometimes they want to focus and keep the status quo the status quo the way it's been for instance one of the things that's very important they've done it minneapolis is they've gotten rid of the use of force i.e. whether it's a choke hold whether spring in need of back then to vigils back police unions oftentimes want to have those types that activities to say you know our asses need to have these tools to protect themselves that's what the unions are saying however the unions obviously have to understand that we're no longer dealing with generations past and use now is the time to be held responsible and be held accountable the unions just don't want to give up the power a lot of times and then use and use the things that there are officers and their senior and body have traditionally used to police the communities they feel that's the only way to police and it's not i've been bates thank you so much for your insight baltimore maryland thank you thank you. anti-racism protesters both in the

u.s. and the u.k. are directing their anger at monuments linked to slavery and colonialism british protesters topple the statue of 17th century slave trader edward colston and dumped it into the bristol harbor this week lawrence lee reports on some of the other statues that may become targets. what's a statue for the basic assumption is a celebration of the life and achievements of someone regarded as historically significant which explains without the slightest question why supporters of black lives matter in the english port city of bristol did what they did after all in the 17th century when britain was an empire and would colston grew rich from african slavery using ships out of crystal harbor how appropriate stick these people to tom paine and his ideas to see combat damage but at the same time as our shared your aunt is the 2nd of you know jamaicans some point were enslaved and i can't say that that statue is anything fancy to me in the middle of the city other significant

figures in british politics are equally clear that the statues are a standing insult to people of color imagine what it's like as a black person to walk past a stash of somebody who in slave drive and we are commemorating the celebrating the ms icons in the hall the most diverse city in the world and i think we should start to show in museums give and give the proper context we can learn about some of the bad things done they were the empire after colston everyone's wondering who's next they've been busy taking the graffiti off winston churchill in central london as well as david lloyd george the last liberal prime minister of britain young smuts the founder of apartheid south africa and abraham lincoln as well but the view of people who say statues should be raised from view completely continues to infuriate the governments we live in an open society and in a democracy we have the means and the mechanisms to bring statues down and to change the society in the way in which we wish to other controversial figures will
