u.s. sanctions are now in effect targeting any person or entity that supports the syrian government. the way you throw my brother told me i don't care if the way black people are treated properly and america. and the brother of george floyd appealing to the u.n. is human rights council to investigate the actions of police across the united states and as for the world's most watched football league is back. stacey support us from home fans not to gather a stadia as the premier league regimes behind closed doors. welcome to the program let's begin with the border crisis between india and china both sides saying they're working to ease tensions after a longstanding dispute led to violence earlier this week 20. indian soldiers were

killed in the worst fighting in the disputed himalayan region in decades top diplomats from the 2 countries have spoken over the telephone and they have agreed to restart the talks well the dispute centers on the garden valley region catch a lopez who has more in the remote western himalayas there is little evidence of what that indian and chinese soldiers to the worst of violence in decades. india and china share the world the longest unmarked border. chinese military drills like this one have become more common both sides have increased their military presence in recent months with tension rising over who owns what land. the border has been disputed since india and china went to war in $1062.00 the line a yellow is the so-called line of actual control but there are several disputed areas on either side one of the main ones is exciting it's claimed by india that

administered by china. china says their shared interests are stronger than their conflicts curd it also has a warning which we once again ask india to act on our consensus and strictly disciplined us troops not to cross the line to provoke and not to take unilateral action that may complicate the situation. prime minister narendra modi says india wants peace but is ready to defend itself. i want to assure the nation that the sec refined our soldiers have made will not stores a waste for us the integrity of india and our sovereignty is the most important thing and nobody can stop us from protecting them nobody should have an illusion all doubts and this message. for the families it's a time of mourning this father says he can't believe his son a colonel is dead now don't you feel under deep shock after hearing about my son's
6:04 pm
misfortune i never expected this he would usually work in difficult places. but that indian officials have rejected accusations they calls this escalation furious protesters say china must be punished while the debate over the border isn't new the circumstances have now changed this time model is a more aggressive posture for the. region looks like a deliberate policy to create a bridge in between india or other material information for between india and china at the highest level a political divide has turned violent now raising the stakes for beijing a new delhi over where their vast frontier begins and ends. with a young. elizabeth khurana has this update from new delhi. both foreign ministries have released statements saying that they are going to deescalate the situation on the border as soon as possible that follows
6:05 pm
a phone conversation between the foreign ministers but what's really interesting is that they continue to blame each other for what happened for the violence in the strongest possible terms both sides maintaining that it was the other that trespassed on their territory started the violence and also that it was the other that broke the june 6th agreement to deescalate here and the other government is under pressure to both explain how 20 soldiers were killed along the border for the 1st time in 45 years and also to take action against what happened because for the past 10 days the government had been assuring people that any border disputes could be solved through dialogue and wall many defense experts were accusing china of encroaching on and the u.s. territory the government said that the situation was under control now we are seeing those protests will be a small in many cities around and here with the burning of chinese flags but we've
6:06 pm
also got reports of residents welfare associations asking people to throw out their chinese products and we've seen videos of people doing so as well as that we also have a heightened nationalist media and who are blaming china for what happened and they've also joined the chorus here asking indian government what it's going to do to retaliate to respond to the deaths of the 20 soldiers to trainees in beijing the authorities say efforts are under way to defuse tensions with india. china says it's in close communication with india by both diplomatic and military channels a foreign ministry spokesperson jolly gen spoke to the media today on wednesday and said that both sides were intent on resolving this peaceful dialogue and that john ignored. the clashes at the same time john laid the blame for the deadly brawl on monday so when the deal to india according to beijing the truce lives actually
6:07 pm
reached a consensus on the border dispute on june 6th but indian troops violated this consensus and he said they provoked and attacked chinese personnel he also went on to urge the indian military to discipline its troops he went on to say further that the location where this altercation took place the goal one valley he said that this was and has always been chinese territory something that's heavily disputed by india and he said that clearly it was clear about who was on the right and the wrong side of this clash that resulted in the deaths of those soldiers on monday now according to indian media there were chinese casualties as well but the chinese government is yet to release any numbers and there is some speculation that they may never release these numbers a state media here are saying that this is in fact a sign of goodwill from beijing an example of beijing wanting to pursue peace with india and not wanting to spark any confrontational sentiment that may lead to all
6:08 pm
out conflict joining us now is d.b.s. and he's professor of international relations at the university of westminster he joins us on skype from london. both sides clearly here want to maintain an aggressive posture who do you seeing within this equation of one side blaming the other who do you think actually started this. i think let's start with the idea that this is not india china border dispute that have struck it recently or that started in 162 with the war it started with the fact that the region here probably about what neither chinese north indian region belonged to defect and it didn't belong to the state of young men question who were in there in china quite the military theme that belonged to steve maybe not in this impending people but what occupied by that left number 2 at this point in time the reality is more challenging don't be so do an aggressive for both of them have a very strong nationalist government both of them have government that want to show
6:09 pm
for their own public that they will do is fall that 2nd bag now but turn back around it every year but on this fine they will be chinese troops and indian troops recording them back again so that's nothing new in that what's new of course if chinese troops coming in and stay for longer and that's what has stuck and that's not what china would say if they did it because india started developing infrastructure on its site of what we don't generally game in there that they cannot agree on where the lines are but the reality is china has been effective not only in this begun but also in hong kong the f.t. have been effective with every other country that's the largest chain in china but one thing you have to bear in mind there also and you don't want to collapse repeat it all where each on foreign india india government that claims to be very strong you know the government at least to be that any indian government have inch have been sure that it's full of doubt and weak because of what one of their promise was a strong india but what they got was an indian military that were ill prepared to deal with them if their future both sides have agreed to begin again their talks
6:10 pm
over this disputed region can anything positive come out of those discussions. one should hope that something political come up with both who despite what they're said there would be it's going to remember all 6 of them because they're going to be authentic but they want this. conflict very rare less they've been sold it off 7 kids and we're not on because we're going to change that why did this happen this happens not because all you them both signed that ignore and or they want to fight and kill each other it happens because of course the instruction from that dog is not pretty clear the door to deescalate but they don't know how exactly to do because it locked up national and will say what's likely to happen and we can't predict what's likely to happen in washington state of india because indian government has the leaves on critics or groups on public but bill try to reduce the tension because neither gets capable of thinking montana right now nor china would benefit from pushing in get towards more interaction of the us and of the power of
6:11 pm
the big one geopolitical and billick this one back but look 2nd remind us of dealing with but couldn't get the thing that we dealing with a government that has freed politicly because they've promised a lot but could not deliver because that was what it promised of this wrong in the us what work experience with it where is the bully does not have the wrong military because of course everything is going to propaganda i think that on the fact that not in will be that strongly good thoughts and i'll end with that he needed me you have been blaming channel or indian levy and also some don't believe in military for not be prepared when the reality is it's horrific leadership that had been promising a lot and that had been. using the language of war specially with question the myth of the pakistan but sometimes all that santa but not prepared to go ok we'll leave it there thanks very much for joining us from london. ok turning our attention now to the korean peninsula where a war of words is for escalating a dispute there north korea as warning it will redeploy troops near the border and resume military exercises but seoul says it will no longer tolerate what it calls
6:12 pm
pyongyang's unreasonable behavior brought reports now from par jewel in south. area . making its message clear and unequivocal the destruction of the joint liaison office has been widely broadcast by north korean state run media accompanied by warnings that it will increase its military presence along the border separating the 2 koreas. guard posts that had been removed to deescalate tensions will now be restored while military exercises on the northern side of the border will be resumed bringing this unusually strong response from the south. such moves thought to the efforts and achievements made by the 2 koreas to maintain peace and the north will surely pay if these measures are put into action the north has blamed the south for allowing defectors to release propaganda balloons into its territory
6:13 pm
but north korean leader kim jong un is also frustrated at his failure to get more concessions in summits with the south korean president moon j.n. and with u.s. president donald trump the north seeming to conclude the current path of diplomacy has run its course trump just doesn't it's just not that interested anymore and moon is very constrained by sanctions i mean that's why this thing is sort of been frozen for a year and a half i'm just not sure that much can change in the next 6 months or 8 months a jew on the southern side of the border relatives of people abducted during the korean war hold a simple ceremony. and then events are being staged with the coming 70th anniversary of the start of the conflict least sango was a baby when his father was abducted to the north. for him and others still living with the war's consequences this latest attempt at reconciliation has achieved little condone when kim jong un wouldn't recognize this even uses and the south
6:14 pm
korean or dmitri couldn't put the issue on the table green the summit in any case this section of the border is where rail and road links were meant to be connected if the current initiative had been a success it was planned that purdue would become one of the main crossing points between north and south in what would be a new era of peaceful coexistence on the peninsula they are hopes that for the time being at least seeing dashed once more robert bright al-jazeera to south korea ok let's stay with her story for a minute or so kim jong is the younger sister of the north korean leader kim jong il and she has emerged as a main figure in the country's power structure kim gained international prominence in 2018 as the 1st member of the ruling family to visit south korea the same year she joined her brother on a diplomatic mission to south korea china and the united states has also been promoted to pyongyang's powerful politburo recently she has strongly criticized the
6:15 pm
south korean president warned of sending troops to the border a joint liaison office was blown up after kim jong threatened to destroy it in foster carter as a korea analyst at leeds university he says although the north korean leader system does hold a powerful position the tough posturing is simply a distraction. he studied in switzerland as a child like her brother did it so sadly you know the west especially western education doesn't seem to sort of have the softening fact that some people think that it would the really important thing is that from being sort of in a background of coming along with the blotting paper to dry his success with the science deals and stuff like that she's not very important i don't write as she does she does number of statements the sea air and more particularly this past week . so i think there's a sort of something going on quite apart from all the into current stuff itself up behind the scenes there is an issue we all got part about kim jong un's health when he disappeared for a few weeks recently there isn't

a clear line of succession because his children are very young in this strange registry communism so do the testing the system would seem to me to have to be to be to deal with domestic politics but obviously it has become negative ramifications for international politics as well north criminalist if if they had sanctions to some degree of the economy is bad mainly because of epic restrictions for the current of us or a claim not to actually have so you know what do you do you create a distraction you make will scream people very angry against the south koreans and they want you to flame option the whole of that so i think it's about domestic politics economics as well as making trouble internationally. lots more ground still to cover here on the news hour including these stories from prison to the grave why inmates in mexico some who have never even stood trial are struggling to stay alive because of cope with 19. war. also ahead anger in paris after a video emerges showing french police mistreating

a nurse during a protest. and we'll have the sports the champions league has a new venue hand a new format for the end of the season's tournaments and he's here with us story in about 30 minutes. the u.s. is threatening more sanctions against syria and the secretary of state's mike pompei o says it won't stop until president bashar al assad ends the war against his own people caesar act as it's known as not being imposed on the syrian government's it includes a raft of financial sanctions targeting any person or entity that does business with bashar al assad and those close to him assad's wife asma is on the list among around 30 other people nearly a decade of violence has left syria with a collapsing economy the sanctions are expected to derail president assad's postwar recovery plans say in a hotter reports from beirut's morning you may find some images here disturbing.
6:18 pm
they're known as caesar's photographs named after a military defector who documented torture and killings in syrian government jails his testimonies to the u.s. congress was part of a campaign to hold the regime responsible for what have been described as war crimes it led to the passing and now the implementation of a bill and the u.s. the so-called caesar act in any country in the world there's a company individual. that's providing acknowledge the financial support. and military support. are all liable for states and under the sea. these sanctions go further than existing ones are aimed at preventing international engagement with bashar assad's government partnering or fighting on its side will also be punishable the syrian government calls the legislation economic terrorism
6:19 pm
but proponents of the law point to exemptions that minimize any impact on civilians . the federal government is allowed to buy medicine they want but they don't want to spend. for insurance they want to fund their war machine they want to pump the militia human rights groups have accused the syrian government of using aid to fund its atrocities benefit those loyal to it and punish opponents by confiscating their properties plans to move to a postwar phase in syria will now be difficult. it's. this. regime. it's already faced with a collapsing economy and currency there is unprecedented poverty some say a 3rd hasn't been this vulnerable at any time during the 9 year war. it kind of
6:20 pm
shuts the door fully closed in terms of there being any light at the end of the tunnel for the syrian regime so i think politically and diplomatically that will have an impact but it adds to the already terrible effects of the syrian economic crisis assad has faced pressure in the past but has never agreed to making political concessions he since the clear victory in the war in syria and while he may have won militarily winning the peace may prove harder the new legislation means the fight for damascus as the seat of assad's power and legitimacy has still to be fought that of. beirut ok let's bring in my colleague ross in jordan at the state department in washington rose why is this legislation so important. well the legislation is important peter because it's taken 6 years of outrage here in washington to actually get this legislation passed you might think that outrage
6:21 pm
would have speed tracked this legislation but instead it fell victim so. several times to domestic political considerations and certainly the 1st one perhaps the most important one is that the previous administration under president barack obama did not want to endanger any efforts at the time to try to negotiate an end to the syrian civil war however members of congress continued to push for this legislation it finally was passed late last year with support from the senate majority leader mitch mcconnell indicating that something needed to be done about this conflict once and for all it's also significant because it targets basically the major areas of the syrian economy that could solicitation any sort of support financial support from people around the world and finally peter it does target governments so theoretically the russian government and the iranian government for just 2 examples
6:22 pm
could face sanctions as this legislation is put into place is it likely will not to push bashar al assad back to u.n. moderated peace talks. well that's certainly the hope coming from the u.s. government but whether or not bashar al assad actually consents to be fully engaged in the negotiation process under u.n. security council resolution 2254 remains to be seen if anything the process has been moving almost not at all because of the resistance of the assad government to be held accountable by the international community it also raises the specter of whether he and those supporting his government could possibly face international law criminal trials based on crimes against humanity and war crimes allegations but certainly what the u.s. administration wants to see right now is
6:23 pm
a negotiated political and to bashar al assad stay in power and to have a new democratically formed government one respecting the will of the syrian people brought into power in damascus thanks very much correspondent in washington let's get more on this joining us now is the executive director of the syrian emergency ta school she saw him in his report the mostafa he's on skype from washington stuff for you what you think these sanctions will achieve. well i think the sanctions are the very least that the united states and the international community can do to stand in solidarity with over 10000000 displaced well over half a 1000000 murdered hundreds of thousands remain connected jailed men women children and elderly and it is it provides the rails hope and a tool among other tools should be used by the international community and to the
6:24 pm
benefit of the syrian people to bring about a political solution and then to the killing in syria and a transition to where syria then can be ruled by its own people not by this war criminal and this regime there was an interview with al assad's wife this time last week and her line seems to be here we stay and nobody will be able to get rid of us . well their line has been all along that assad or we burn the country and that's exactly what they've done they literally did the syrian economy and this is before the sea directly began its implementation today. completely destroyed the infrastructure they have murdered and displaced. over half the population of the country and so yes that has been their line and that has been their policy the fact is that the only solution that's been working on the ground in syria has been a military solution to the benefit of the assad regime and its backers hezbollah iran the russian airforce etc and with the caesar ag does is it takes away that
6:25 pm
military victory address that things he can really occupy all of syria people these are a few zs out continue gaining killing his way to a military victory that will not serve him well it will not allow them to be reintegrated and put back into the international community there must be accountability and justice and that's the only way that syria will see peace that's the only way that the millions of people can return back home can the implementation of the seas act dovetail with what some people believe and it is this that he is now mol vulnerable than he's been in the last 12 to almost a decade of conflict. absolutely absolutely does the fact is that. we've seen 1st of all lots of demonstrations across syria including in regime held areas like in the province the governorate of slate recently. any fighting in the tractor's within the regime whether it is
6:26 pm
a very public fight with her i mean the kloof and other things that are not public at all shows that even those that are loyal to that the regime those that are within the regime itself comes to see that it is taking syria to a hellish future to no future at all to benefit the own family to benefit his own wealth and to keep his throne and so the seeger acts coming at a perfect time to increase pressure on that said regime but more importantly to stand in solidarity with the syrian people the fact is over 80 per to 80 percent of syrians and that's probably a conservative estimate live below the poverty line that's because the assad regime destroyed the syrian town and this village here to punish those that are living in wealth while they're starving their own people including those that are loyal to them mr mustapha believe it to talk to you thank you very much. thank you having for teachers emerged showing what some are describing as mistreatment of a group of police officers during

a protest in paris on tuesday the woman can be seen throwing what looks like projectiles at the protest on tuesday but then in another video she's surrounded by a group of french officers grabbing her away from the protest by her. let's talk about paris natasha so do we know what actually happened here. the sequence of events is that this woman was taking part in a protest and she is a health workers are protesting for better pay on tuesday in paris she did throw projectiles of the police she's admitted that to the police while in custody and later she was then arrested by police but what's interesting is these 2 videos have really sparked a huge debate here in france because the 1st video that most people saw was one of the nurse being arrested surrounded by these armed police officers the woman being pulled up by a hair with blood on her face issues being a schoolteacher way and then afterwards this other one of her throwing the stones
6:28 pm
the police but what many campaigners say is due to her actions really justify her treatment so seemingly quite rough treatment at the hands of the police officers that the police say. the police say that when you look at the video of her throwing projectiles that just sort of proves the hostile conditions that they have to deal with and this is this is just a question of reasonable force for somebody who took part in a protest but this debate is really swirling here in france because of course it also comes in the midst of another debate generally a wider one on police violence or police brutality in front of the recent anti racism protests and then of course we had those yellow vests protests last year do you think this will generate more trouble on the streets natasha. i think that's hard to tell but i have to say that we did actually speak to the nurse for when she was released from custody a few hours back now we managed to speak one on one she didn't want to be filmed
6:29 pm
but she did tell us a little bit more about her ordeal she was clearly very shaken very traumatized she was up a sleeve. full of cruises she had dried blood on her head she had dried blood all over her white nurse's coat that she was wearing during the protest and she said that she was particularly upset. the moment she was caught in emotion during this protest but in the end she said that the response from the police. was very brutal very difficult and she thought i just pointed because she's a nurse she's been working very hard the bus 3 months with grown the virus patients she has had grown a virus a self and she felt she shouldn't be treated in this way ok good to talk to you thank you very much. still to come here on the news hour rising concerns in the u.s. that despite more qubit 19 infections in many states still reopening. new zealand calls in the military to protect its borders from the arrival of possible

that's what's not happen it's got stuck in the red tape yes except in a separate process state prisons notoriously the most overcrowded have managed to free more than $3500.00 still just a drop in the ocean about 2 percent of the total prison population a new force one of them although he says he had to fight for it but freedom of become bittersweet by the time we met again his brother a done it since died of coded his mum was devastated now. what can i do i try to be cheerful there's no other way there's no other way but to keep on going when was the last time that you threw are. quite right 4 years ago it's an injustice what they did to him. she says that because dan spent those years in prison without his case even going to trial thanks to a close up legal system more than $70000.00 of mexico's prisoners in exactly the

same situation. now a new fall is about to begin a new struggle finding work as an ex-con in a country where unemployment is surging but before that is something he has to do. with take his brother's ashes to the cemetery. john if they're so hell bent on opening up the country understandably for the reasons based on economic reality is there a risk here though that they in effect generate a 2nd wave of infection even before they've dealt with this current 1st wave of infection. yeah i think you struck it right there peter we can even talk about a 2nd wave yet we're still apparently right in the midst of a 1st wave that is a question actually i asked the country's top coronavirus official well now you giving up seemingly on the lockdown and your numbers were going up during even the lockdown in several states of the country how on earth are you going to control
6:44 pm
this now that you're going to be easing those regulations on cases just going to keep going up and he said that that is a possibility and that if that does happen then they'll have to start clumping down again and returning states in the country through the lockdown how realistic that is is really up for debate because president which all the way through has been so the scene is slightly ambivalent about the whole sort of lock down process although he has handed off to experts has said look we can't be scared of this we have to get back out to work we have to get back out in money especially for the poorest in the country so it's pretty clear which side of this he's come down on now what that means for the future of the country is more people start going out to work you just heard the situation that a new full that we focused on in a piece there is saying i need to get out for people to feed my family i need to get out and start earning money we've gone round a lot of different food banks here in the capital and community kitchens around 20
6:45 pm
of them every one of those food banks is said my lines are going up those people here that let alone getting more poor them got enough to eat at the moment so it's a real balancing act here at the moment for mexico and it does seem to be going down more on the side of we need to get the economy going and we need to get these people back to work john thank you very much john heilemann our correspond reporting live there from mexico city let's go to new york city and our correspondent there kristen salumi christine unpack the numbers for us how the shaping up where you are. here in new york the numbers out of new in fact. tallaght is are at their lowest rate that they've been at since the beginning of the pandemic in early march reopening has begun in new york all over the state but the state is taking a phased approach and some areas are moving more quickly than others here in new york city for example manufacturing and some construction has been allowed to
6:46 pm
resume curbside pick up for stores but they're starting to be grumblings from the business community people really want to get back to work restaurants retail remain closed barber shops and hair salons remain close and that's a huge portion of the economy here so there is pressure to reopen the city now people are still worried about the virus that's not to downplay that at all if you go out on the streets not only do you see more people you see more people wearing masks even outside they're very common here in new york now and people are aware of predictions of a possible 2nd wave come the fall particularly now people are concerned about the recent demonstrations that have been taking place on the streets of new york the mayor has said that he wants to see the numbers this weekend of new infections if there's a possible tick as a result of the demonstrations but he's promising to have a plan to reopen the rest of the city as soon as he has those numbers amid this growing chorus of we need to get back to work kristen thanks very much kristen

unusual atmosphere on the one hand people are very excited at football is back there they've been starved of seeing their teams in action they want something to do on a saturday afternoon and even on a wednesday evening at the same time it's not real football is football without the fans and i think there is a sense of sadness in a sense of regret that we can't get the 4 body burden of the game back and it doesn't quite come with the same excitement that you would have at the beginning of the season also a lot of clubs don't have that much to play for so as much as people want out of football back if you're mid table team that isn't really that much riding in the next few games but of course is different at the very bottom and for some teams in the hunt for hero police and champ and see places arsenal have a chance of really helping liverpool get their 1st title in 30 years quicker if they can be measured decision liverpool only need one game to win the title after
