now been revealed police can conduct searches without a warrant stop suspects from leaving the city and intercept online communications well our correspondent sara clark joins us now live from hong kong sara we're seeing rapid reaction here on multiple fronts to this crackdown from beijing. if the reaction has been swift not just from western countries and governments but also from the tech giants in the social media platforms now these are these new powers for the police force that were unveiled overnight by hong kong's national security committee now this particular committee is chaired by hong kong's chief executive kerry lam it's also attended by beijing's top official in hong kong as you mentioned some of the key 2 powers introduced granted to the police they can now conduct searches without warrants in special circumstances they can order social media to remove various content they blamed believe threatens our hong kong or china's national security they can also see
1:03 pm
a quick note from social media giants and they can demand information from political operations which have been operating outside of on kong and failure to comply with these new laws carrying to a 13000 dollar fine as well as 2 years now we've had a swift reaction also from the legal jurisdiction some say these powers are broad and lacked proper oversight another barrister described the miscarry stating that these powers should be within the legal jurisdiction not granted to police to conduct and the critics more that this is simply a way of china silencing its dissenting voices and its critics that kerry lam she's defended the new laws and she held her wiki press conference on tuesday and she said she understands some people are concerned but she says a new education program will reassure the people that these new laws are here to protect not undermine hong kong's human rights and freedoms and this is what she had to say. if the foreign correspondents club or reporters in hong kong can give me 100 percent guarantee that they will not commit any or fences under this piece
1:04 pm
of national legislation then i can do the same. so it is not a question of need standing here to give you a guarantee of what you may or may not do in the days and weeks and years ahead. that the tech companies they fear that these new laws will force it companies to disclose and hand over key per store and sensitive information to track the china government at tick tock you mentioned earlier it's noted that in light of the recent events and these new national security doors it will stop all operations in hong kong now it should state that there are 2 arms of tick tock there's a milan boats but there's also the international brand and that's the tick tock operation that happened happens off globally as well as in hong kong and i want to allow that to be sold in stores in hong kong from now now other social media has also suspended its operations in light of these new national security laws we've got facebook we've got what's app we've got zune linked in and twitter they're all reviewing their operations in hong kong and we do expect more of the social media platforms to follow suit our correspondent sara clark there for us in hong kong
1:05 pm
thanks very much sarah well let's dig into this with tom grandy he is editor in chief and founder of hong kong free press that's an independent publication there and he joins us now on skype from hong kong tom i know you've been covering all of this very very closely indeed let's start with. what kind of reaction have you been seeing there specially as i believe the the mainland version that sara was referring to do you and will still work. well chick talk many people already believe that it somehow and the beijing is controlled india expand its already border clashes with beijing and like quite a way there's a lot of geopolitics behind this of course the u.s. is pompei are saying that they may also seek to restrict access to the hour it was briefly they briefly suspended a bigger act on the platform. a year or so ago and of course back in the spotlight today but although this looks like a tough measure from hong kong it's in a bit of a tough position because if it stayed it would have to comply with this law or face
1:06 pm
a $13000.00 u.s. dollars charge or of just 6 months in prison or it can pull out completely now but dance also. which is the chinese equivalent that's not been told from the hong kong store that might suggest some dissent in chief engineer it's here i suppose. but it's unclear whether this is truly a you know a big measure by to talk or buy or whether they are concerned about breaking chinese law because they've all always said they will. protect user data with that in china or hong kong and as you say tongue talk is really important in india i believe india is actually it's not just market they've been very keen to distance themselves from being related to try to say this could be all very strategic does that mean then that other social media companies might not follow suit might not take such drastic action. you know well the there's only about 150000 users also in
1:07 pm
hong kong or to talk hong kong with 10 to avoid mainland ups like it 19 if you will and they've been flocking to signal one of the secure us we've heard twitter facebook google and just that zoom link 10 will not be complying with the data quest from the hong kong government the concern is that this is a vaguely worded law is going to be broadly applied in the same way that as it is in china you know to to possibly stifle defect dissent and when you look at the stipulations for terrorism which many many countries have these kinds of laws it's to it it states that if you're caught you know vandalizing a bus stop even a public facilities if you're doing so with that with the notion of subverting subverting beijing you could be liable under this security law and that may be one of the things that is concerning international arms now who are having to make a choice between the mainland market and perhaps the controls they masturbate or the free speech ideals that they may be used to in the west tom randy the editor in

chief and founder of hong kong free press and i understand a publication in hong kong thanks so much for joining us here on out of there great to get your thoughts tom. well there is plenty more ahead here on this news hour including a new sense of urgency testing steps up and burundi after its previous president vowed it was protected from 19 by god. the show must go on why it's no longer captains for the u.k. is upset. and nascar driver bubba watson gets back after donald trump's criticism piece of what happens details for you in sports. now 5000000 people in the australian city of melbourne are going back into lockdown after a spike in private 1000 and factions there the government admitted it's lost control of spreading infections and drastic action was needed to hold spiraling situation
1:09 pm
from wednesday residents can only leave their homes for essential purposes the 6 weeks victoria's state border with neighboring new south wales is also now producing it is simply impossible with keiser rights at this level to have enough context rising staff to have enough physical resources no matter where they come from no matter what uniform my way in order to continue to suppress and can time this virus without taking significant steps if we were to file to take steps then we won't be a couple of 100 cases it will be many more than that and it will quickly spiral well and truly out of control well let's get more on that lockdown now from nicholas cage who is monitoring things from australia's capital canberra nicolette clearly there are melting fears of a surge and given that we're seeing a strain is 1st real community transmission even greater potential to spread.
1:10 pm
yeah this is a major setback in australia's attempts to suppress this virus especially because in the if you wait the state of victoria had next to no a virus cases and now we are seeing 2 consecutive days of record high infection rights. through the community the state premier daniel andrews said that because of that he had no choice but to ramp up social distancing measures and what does that mean we are going back into lockdown many people feel like this is groundhog day essentially how we found ourselves in the same situation of staying inside out points and that's what it means for the next 6 weeks the millions of people in metropolitan mill been in some areas of regional victoria won't be able to leave their homes on less it's for essential raisins some vital work services or to get food or medical autumn's or to also exercise so this is
1:11 pm
a dramatic escalation in what's happening here but all therapies say that is absolutely necessary to make sure that we can contain this spread and keep numbers like they have been previously and part of that escalation is that closure of the border between new south wales and victoria how is that going to be enforced. this is a huge operation nothing like we've seen before it's been 100 years since this border has closed it's the biggest in the nation and the defense force have been brought in to help as well as new south wales police who will be in forcing these measures they'll be using drawings to look over different areas to make sure no one's getting through and of course there are dozens of of road bridge crossings there has been a lot of confusion about how the permit system will be set up many towns travel across both sides of the border so how will that work if you go to school over one
1:12 pm
side and live over the other rule the supermarket is over the other side that 30 is all working to ensure that people can cross new south wales did on the record 7 cases of corona virus on monday which is why all thirty's are trying to contain the spread tamil been but of course we also have $3000.00 residents stuck inside of non public housing tao is there under even a hostile lockdowns they're not allowed to leave under any circumstances and many residents there have raised concerns about whether that's fair so right now thirty's are trying to work out how to contain this virus but it will be a very long 6 weeks for the millions of people in milton who will find themselves back in their homes for a long time nick clegg aged there for us across all those developments from the country's capital can read thank you nicola well we can now speak to our dinning he is a member of voices from the blocks coalition of families and residents from those 9
1:13 pm
blocks under lockdown in melbourne he joins us from there on zoom and i'm i'm just want to start by asking what your experience has been how are you feeling how are you and your family coping. well i thank you for having me i'm obviously very anxious very scared about the situation our my parents my family actually live in another block they live in a west block i am in they actually found a lot of positive. viruses in the book some occurrence given the haven't been any testing done in my block so we just basically sitting ducks at this stage and yeah it is there's a lot of anxiety there's a lot of confusion and people ask it of course what kind of communication have you been receiving from authorities and and from i guess that the people are managing this this lockdown and managing that the buildings are they telling you what's going on when testing might happen are you able to move around within the blocks themselves well i'm not moving right within the law but if you wanted to you can
1:14 pm
move around within the block but i you know i think it's probably best everybody states in their own are. i haven't heard anything i haven't heard anything almost from from from yes which is the authority that some looking after the response of the hard lockdown. community advocates but the habs so basically are individually i having conversations with people on the ground who are responsible for the lockdown but i can only speak for the rest of the community who don't have those connections and then come call someone and i know that they haven't spoken to anyone no one has given them a letter our no one has communicated in any way to them about where to go from now but we do know that testing is happening in our tower blocks of them i mean no testing has started but we're helping obviously testings will start there and before the. deadline we've seen pictures of the huge amounts of police presence outside those blocks how is that making you feel and are you managing to get
1:15 pm
essential supplies through that barricade. well the thing is the police always you get to keep the law and could keep the order but i think it definitely was taken aback when we saw the number of police officers who were there were told to come to the towers and to put us in lockdown we as a community were expecting that we will see the frontline workers like health care workers mental health workers social workers we wanted them to be the best people to come into this community i mean to the police and to all this you probably see the police training for us and that's obviously treated i'm some trauma a lot of the older members of the community come from war torn countries and usually i see the police as a sign of question. you know and house responds. dinny there and then the voices from the blocks coalesce and under lockdown and those habits are now than and i thank you so much for joining us and we really do wish you and everyone in those blocks and your family all the best that you. well in the united states the

country's top infectious disease expert has wants the fast wave of the pandemic is nowhere near over more than 50000 new cases are currently being reported daily now facing criticism for his mishandling of the virus president donald trump is now pushing for schools to reopen and the orson welles and jordan reports. the u.s. death toll from cold at 19 is now more than 130000 in 41 out of 50 states confirmed cases are on the rise the country's top infectious disease expert says the situation is bad and needs to be addressed immediately we still need deep in the 1st wave of this and i would say this would not be considered a way it was a surge or resurgence of the factions the new york governor called on the bike house to take the pandemic seriously but he said the american people is there's no problem and they don't wear a mask and they don't socially distance and they don't take any precautionary

behavior and then the virus goes like this he is he is facilitating the virus he is enabling the virus. the white house response the critics are wrong the president downplaying the severity of the virus so what the president's noting is that at the height of this pandemic we were at $2500.00 deaths per day we are now at a place where on july 4th there were 254 that's a 10 fold decrease in mortality meantime efforts to contain the virus swing between control and chaos no in person classes for harvard college students come september while holiday revelers ignore social distancing rules to celebrate the 4th of july others are resisting government efforts to protect people from the virus. i'm not doing police arrested and arizona woman for trashing masks for sale in a department store late on monday. the democratic mayor of atlanta announced on

twitter she has contracted the virus while in mississippi the republican governor waited to find out if he too is infected the oldest republican senator 86 year old chuck grassley is taking no chances he says he won't attend the g.o.p. convention in florida next month just several signs the u.s. is far from getting the pandemic under control anytime soon rosalynn shorten al-jazeera. brazil's president is now awaiting the results of a covert 19 test after again being checked for the virus after complaining of fever diables an hour emerged from a military hospital wearing a mosque now he's been widely criticized for refusing to wear one in public as well as ignoring social distancing rules there will be no i'm avoiding coming near because i just came from hospital or did a lung x. ray and it's clear i'm going to take a kind of a test now well brazil is still the 2nd worst affected country in the wild despite

this the largest city sao paolo is bowing to pressure from businesses to lift restrictions on america at a tennessee union reports. there's something seriously disturbing about this picture at least according to every day meal of just few if any countries in the world have as many gyms per capita as does brazil with physical fitness is an obsession here but the permission to reopen in gyms forests restaurants and shopping centers in rio de janeiro and sao paulo brazil has 2 biggest cities comes just as the country's surpasses 1600000 infections and more than 65000 deaths from coated 90 the glass and metal technical director of this gym applauds the move before possible to respond if i am very optimistic because physical activity is part of the solution to the problem people have to exercise. but is this graph shows at the top of the list of places people should stay away from during the
1:20 pm
pandemic are bars gyms and cell service restaurants because of the high risk of contagion sagittal abby yes i asked epidemiology is julie valley badal if brazil was near the peak of the infections us. in much of brazil not only has it not reached the peak but rather it is spreading to places that have far weaker public health services than in the main cities places that don't have emergency care units or other basics and in a country as large as brazil you can just move patients to places with better care 7. not one of those remote places of course is the amazon rain forest 100 to the indigenous people have already been infected. brazil's public prosecutor is investigating charges presented by indigenous rights advocates that last week's visit to some of the most isolated tribes like the yellow money by members of the defense ministry has spread the virus. the ministry with thinks the charges.
1:21 pm
what is the how can an organization that is concerned about indigenous people be upset by s. giving medical treatment and food to indigenous peoples. but world renowned brazilian photographer and amazon preservationists it all sounds algal says that's absurd as a lot of bands but in their us the brazilian authorities know have known and will see again that the indigenous people don't have the antibodies to protect themselves from diseases that come from outside the forest so the penetration into indigenous territories promoted by president both the narrow is really genocide and the. weather in brazil is most remote areas or in its major cities the spread of corona virus remains out of control despite measures spurred by economic pressures that would make it seem that the pandemic is almost over you see in human al-jazeera. israel's public health chief has resigned as the nation
1:22 pm
battles a recent surge in corona virus infections in a facebook post to siegel so that ski warns that initial success isn't handling the outbreak have now moved towards a dangerous place so that's key out of the pandemic was 1st met with ethical leadership but now lacks or 30 israel has more than 31000 cases and over 300 and that. well it's now speak to harry for thirty's and western recent for us harry there's clearly been mounting pressure on the government over their response was this resignation while coming. i think perhaps in her mind it was but it certainly has come as a bit of a surprise and it's pretty explosive really i mean we just heard earlier in the bulletin from rosalind in the united states about dr fallacies latest warnings that she is a similar kind of figure in israeli terms to dr fox your doctor burks in u.s. terms she was very much front and center of the response very publicly she was there in many of the televised briefings as the director of public health in the
1:23 pm
israeli health ministry and now for her to come out with these kind of comments is pretty explosive as i say she she said that the good work that had been done early had vanished following the quick and wide reopening of the economy saying it was wider and more hasty than another any other western country she talked about severe denial by decision makers saying that people as you say with north already were reacting belatedly to reality and that her own advice and opinions recently had been ignored so she couldn't effectively a system the response and saying that what was being done now was too little and too late now she's not a an uncontroversial figure she's someone who was very much at the heart of trying to close down the country as fast and extensively as possible in the early phases but she also had some criticism about her reluctance to widen the criteria for testing and have more rewarding of testing she reportedly saw that as unnecessary
1:24 pm
at the time there was a report as well last month in one of the newspapers here haaretz in which her management style was criticized but nonetheless this is an extremely senior figure at the heart of this pandemic response who is coming out with extremely strong criticism of the government's response only you mentioned that she said that the response was delayed we saw those restrictions reimposed yesterday on clubs and gyms can you give us a sense of the overall situation there now is that panic. no i wouldn't say there's panic but there is certainly concern that what has been seen in recent weeks is the start of a 2nd and potentially more troublesome and more. worrying for the health service. second wave of pandemic the cases from just monday have exceeded a 1000 again that's the 2nd time in a week that they've exceeded 1000 in the space of one day 1057 there are now some
1:25 pm
338 deaths and as you say the if the total case number is well over 30000 now the active cases are 12717 with 86 of them serious and the concern is what that means going forward in the coming weeks the government is trying to get on top of it without fully shutting the economy down again with these new restrictions closing down bars and gyms and clubs and pools and the like restricting synagogues to a maximum of 19 worshippers at any one time but there are real concerns as to whether this is happening in time and now the government is also passed through the israeli parliament the knesset bill which allows it to take restrictive actions 1st and have it reviewed by the parliament 2nd to try to respond more quickly how far is that for our correspondents for the transfer messages sent thank you very much. well let's take you to some other news now and

a 2nd largest city in melbourne is going back into lockdown 6 weeks the state government's admitted it's lost control of rising infection numbers from wednesday its 5000000 residents can only leave their homes central capsules. and top u.s. infectious diseases experts and to be found she is warning the country is still need deep in the 1st wave of coronavirus with more than $50000.00 new cases a day this comes as president donald trump called for schools to reopen in the autumn. well hundreds of thousands of international students studying in the u.s. will have to leave the country if all of their classes for the next time in autumn a move to online because of the pandemic on monday the u.s. immigration and customs enforcement agency or ice announced that visas won't be issued to them non-compliant foreign students could face deportation any who transferred to classes which are not virtually held and that they attend in person

will be exams while most colleges are yet to announce their plans harvard has said all of its classes for the next academic year will be held online international students are a major source of revenue for u.s. colleges president on trump last month extended to the poor zone issuing some green cards and also suspended visas for other foreign workers until the end of the year saw as he is as a law professor at rutgers university she expects major pushback against the administration's move here. he's clearly continuing and immigration agenda as in a forward immigration agenda which is to keep as many people that are from the global south and the global east out of the united states whether it's through the muslim band whether it's through immigrant work visas and now immigrant her student visas the immigrants that on him into student visas but essentially they he wants to keep most of these students out because it's no coincidence that 33 percent almost 34

now speak to pranav adar he's a student who has been accepted to a university in the united states and he joins us now live from noida and in india for another i believe he's been except a tail congratulations can i ask how this is going to affect you of actually. it's not going to affect me personally because he had already announces plans to hold a hybrid approach to education in the fall semester so they were going to accept and pass the students on campus if they could make it there and then they were going to have a vote in person classes online classes with important classes that as those are just a leg. and studio classes so this doesn't actually affect me that it however there is a rather large cloud of uncertainty covering my future plans for about it i'll tell me a little more about that because i mean it's a very fluid situation with the pandemic i imagine that there is concern that some

things that were going to be in person manned up being online you know so actually more so that take their word of fresh men out a new sort of editing was 15 my pitch are going to be on name sort of the orientations and do sort of distancing someone on campus might not be able to have the same experience as you should be dogged by that rick so that you know the uncertainty is between is a bit personal really because you have to do with that being if you want to go to the university and study that at the start but indication you want to study on because doing that on horse the problem because most people something to bash in the door and have brought internet connections or massive bangs on evidence is beached and affect the d.n.a. cycles and lastly which is somewhat of about a certain book bigger gap it and join the university next year for the class of 2025 another can i ask you personally what made you want to study in the us and is
