a mosque restored. and al jazeera journalists are questioned by police over their investigation into the treatment of migrant workers in malaysia. hello a lifeline to millions of syrians living in a sliver of land in the country's northwest is at risk of being shut down russia and china have vetoed a u.n. security council resolution to keep 2 border crossings from turkey open for a vital a deliveries 13 other members back the proposal by germany and belgium which wanted to keep the passages open the mandate for the border crossings expires on friday and the council has been voting on a rival russian proposal as food medicine and basic supplies for millions of people hang in the balance let's look at why the security council remains divided well the u.n. and humanitarian groups say 2800000 people in syria's rebel. northwest depend on
1:02 am
those passages for aids russia has insisted that only one is necessary the babble how a crossing saying that it accounts for 85 percent of a deliveries but the u.s. says $1300000.00 people living north of aleppo depend on the other crossing and that's bob. let's get an update from our diplomatic editor james bass he's joining us from the united nations so any moment now we expect the results of the russian proposal to be announced james. yeah this is a russian resolution russian drafted resolution hearing from diplomats that they do not expect this one to pass but we will get that result very shortly the security council will meet in virtual session and then the president the security council will reveal the result remarkably we've already had one vote today which had a russian and chinese veto we have this this vote of we got this vote just now
1:03 am
which we're expecting it will be the 5th vote on the versions of a resolution to try and extend permission for border aid to come in from turkey into syria now the big sticking point between the russians and the chinese on one side of most of the other security council members is whether to authorize as you say 2 border crossings or as russia and china want just the one border crossing now if the russian latest resolution doesn't pass as i'm being told by members of the security council seems likely then we're hearing that belgium and germany who've already had 2 resolutions versions of a resolution vetoed are coming up with another one and it looks like they may in that latest version make a big concession and that's on the number of border crossings that will allow aid in they will keep the one border crossing but the other one bubble salam they will
1:04 am
say they want to keep it for just for 3 months to wind it down so you could say that that is a compromise you could say the russians have won on that issue and this is just a face saving compromise of course it's not just what belgium and germany want there are others on the security council on the other side for example the u.s. france and the u.k. who might not support that compromise that's not entirely clear there are other members of the security council who might not. ported and also my understanding is that belgium and germany certainly won't include the language that russia's included about sanctions and about you know actual sanctions and how damaging they are to syria at a time of economic hardship so there is still a potential that russia and china won't support a compromise it's not clear either if we get to another resolution another vote
1:05 am
whether that vote will take place in the coming hours tonight new york time that is not clear because it's possible some of the security council members will say well this is going to be change from what we've been debating so far we need to go back to our capitals and get clarification in most of those capitals it's now late at night so a lot of moving parts here we should see is a say the result of that russian resolution in the next few minutes yeah ok and we'll keep an eye out on that for the time being james bays thank you very much well aid agencies are saying that there could be dire consequences for millions of displaced syrians if an agreement isn't reach priyanka gupta has more. on these makeshift shelters in italy provence bear witness to the staggering human cost of syria's war now it's 10 pm. children who weren't born when the fighting began live with their families in one of the many counts for those displaced not once but many times the adults are mostly out of work. nearly

3000000 syrians in the last rebel controlled on cleave in the northwest depend on need to survive they are anxious about russia's efforts of the un security council to limit vital cross border liveries. the russian efforts to close the crossing is very very harmful for us this is not of any benefit to us it will prevent humanitarian aid we are living by that and we fight over it without it nothing will work we will die of hunger. supplies of united nations humanitarian aid from turkey to northwest syria is already restricted to 2 crossings russia wants to cut access to just one relief supplies from iraq in jordan have stopped since january because of russian and chinese opposition. what can we syrians expect from russia russia has done nothing but destroy and displace us if it were not for the
