will talk about whether if for example one member state was to be given some money as a grant or as a loan should fact come with conditions for example having to make reforms to their economy does this really i guess in a sense cut to the heart of the question about what the e.u. is for this is being seen as a crunch summit what's at stake for the e.u. here. that's right the french president emanuel macro has said basically that this is it is a make or break moment if you like because the very future as far as he's concerned all of the e.u. is a stake because if this is a time where the e.u. does not rally together does not come together in a show of solidarity and unity and help we can member states states that have been really badly battered by the pandemic i'm thinking of italy and spain for example then that could feel
