authors say it's hard to prove the kremlin meddled in the later breaks that referendum but the u.k. was slow to recognize the threat and the report warns that russia's cyber capability poses what it calls an immediate threat to britain's national security members of the parliamentary committee also accuse the government of being complacent about the flow of illegal russian money into the country what we do know about russian influence in the u.k. is that it is the new normal successive governments of welcome russian oligarchs and their money with open arms and there is a lot of russians with very close links to. putin who are now very well integrated into but a business political and social scene which we refer to as lending london grad yet few if any questions of the national guard the province of considerable wealth this open door approach is provided an ideal mechanism by which illicit finance

could be recycled through the london laundromat. u.k. foreign secretary dominic rob says the government categorically rejects any allegations it underestimated russia. i think if you look. we've got a long period recognising the enduring significant threat by russia to the u.k. including in relation to cyber russia's top national security priority we call our russia when it's necessary sharing information to the cyber attacks on research and development of cities in the u.s. and u.k. and kind of ever come back together with our partners and we are not for a 2nd. complacent about russia purchases when it comes to cyber so nick was more from london. it is really quite damning and very critical over lax and complacent the way that the government's excessive government's going going

back a few years now have dealt with this issue of russian influence through social means as well as economic means as well and the cottage industry of lawyers and estate agents and and accountants that welcomed high profile russians into the country and dedicated themselves to their services as was put there as a kind of functioning as a kind of laundromat as well and also there's a very serious question mark being put over certain members of the house of lords the upper house in the palace of westminster in parliament over their ties to russian businesses or the russian financial institutions as well the british government has already said that retrospective assessment of the of the vote is not necessary as there was no attempt of any successful interference well that we

cannot know at all considering that there was all the micro-targeting and the focus that was put on social media platforms to provide misinformation which is really a stall. of of what a russian interference has been able to do. russian interference in elections has been raised again at the white house news conference a short time ago let's get the details with our correspondent kimberly how it could be you challenge the white house press secretary only impact old malls all of these revelations coming from the u.k. what did she have to say. yeah i wanted to give the press secretary an opportunity to respond to this report that once again shows russian meddling given it has been concluded by myriad of u.s. intelligence agencies that there was meddling by russia in the 2016 u.s. election of course with the 2020 u.s. election looming the question really is what has been done what has been doing what
9:06 pm
is being done right now here's what the press secretary had to say. you were teaming gauges with congress on election security on part particularly just for one of the 6 elections security specific hearings he signed legislation 71000000 dollars and so on and so forth and that's quite a contrast to the obeid in the obama biden administration who when told of meddling in 2016 did nothing and in fact susan rice told the white house cyber team to stand down and quote knock it off when they floated when they floated options to combat russian cyber attacks and even obama's cyber chief michael daniel has confirmed the stand down order for that office some more than 3 years i'm asking what's been done now and here with these fresh concerns what are we going to hear from the president and what's been done now is listed off 3 or 4 things 3 and i'm happy to go through more i we can talk about the 71 letter back in legislation on election security we
9:07 pm
can talk about the 15000000 for election reform activities we can talk about legislation making more than 805000000 available to states. so there will be a press briefing again at $21.00 g.m.t. we understand that the u.s. president will be there as part of resuming the corner virus task force briefings the question becomes whether or not the president will put the kremlin on notice as we have heard the his opponent in the upcoming u.s. election joe biden do that is something that many are wondering and waiting for will be watching that white house press briefing at 21 very carefully thanks very much can we help our white house correspondent in washington d.c. . now issues surrounding china have topped the agenda during a meeting between the u.s. secretary of state might pompei on the u.k. prime minister boris johnson in london now the talks commerce both countries increase pressure on beijing about allegations of human rights violations and national security issues the u.k. has banned arms sales to hong kong and suspended its extradition treaty with the

territory while the u.s. has imposed visa restrictions on employees of the chinese tech giant weiwei. we think that the entire world needs to work together to assure that every country including china behaves in the international system in ways that are appropriate consistent with the international order but you can't go make claims for maritime which is that you have no lawful claim to you can't threaten countries and bully them in the layers you can't engage in cover ups in international institutions like the world health organization we hope we can build out a coalition that understands this growth will work collectively to convey to the chinese communist party it's not in their best interest to engage in this kind of behavior. it's being held as a pivotal moment for europe they rescue deal worth nearly 860000000000 dollars to help economies ravaged by coronavirus the agreement between the leaders who was

a day but still people have to wait for hours in washington congress is back after a summer break 6 months to the day after the 1st positive us test the democrat controlled house has already passed a raft of new measures including a 3 trillion dollar relief plan economy will only get worst worse if we do not if we do not continue to support working families in our country as we have done but the senate ignored the measure the republicans there say they're working on their own package it would neither be another multi trillion dollar bridge loan to make up for a totally shut down economy. noren ordinarily an ordinary scramble for an ocean ready to get back and all the needed now of some more and between the president who'd been reluctant to cover up has now sent out a picture of him wearing a mask on an issue which has become politicized he tweeted we are united in our

sort of late stage trials of these vaccines that are being developed trees that mean what's going on certainly on the brazilian side of the border. where there's front of corvet like 19 not only in brazil but also in latin america has many countries here in the region that are willing to participate in this large scale glass trials that are happening here and we know that on monday 20000 vaccines arrived from china the city of atlanta seen the governor of so paula said that this was a historic moment for brazil what we know right now is that at least 12 research center in 6 different states involving at least $9000.00 people will be participating in this trial the governor said that he's hoping it will last for about 90 days 3 months but this is not just the only vaccine that is being tested in brazil also the oxford vaccine has started to be tested in brazil last june it's expected to involve around $5000.00 people and if it proves to be successful it has
9:16 pm
signed in a way a letter of intention with the brazilian state to produce around 100000000 doses and brazil brazil is an important center to be testing this vaccine is not only because it has a very high transmission rate in the country because also it has a rino new research centers and also a very very strong public health care system what we know right now is that 3 other vaccines are expected to be tried in the country in the next weeks. trees are always the with brazil participating in the trials then one wonders whether if you participate in the trials do you get any sort of successful vaccine a lot earlier than other countries that didn't pass or participate in trials. what we're hearing is a vast if proven to be successful this test the vaccine should be available by the end of the year or early 2021 the government is saying that they're ready that
9:17 pm
they're ready to put in place a vaccination campaign to cover the whole country but consumer groups are concerned that we've been speaking to some of them on what they were saying is that for example when brazil participated in the h one n one test that seemed trials they did not receive the vaccine for at least 8 more months so they're not sure that something like this well could be proven fast and effectively in brazil what they're also saying is that there's a law in congress that is known for compulsory licensing they're saying that result needs to have the capacity to copy certain medicines or vaccines in order to move fast and protect its population let's not forget about what's been happening in the country over 2000000 people have been infected 80000 people have lost their life it's not clear yet whether government of the it was and i don't know what would have proved something like compulsory licensing he has downplayed the coronavirus in the past but what's certain is that a vaccine in brazil would certainly help save lives for the latest research but as

a series of explosions and industrial accidents that people say are of a mysterious nature that have happened throughout the country in recent weeks. ethiopia's said that the 1st stage of filling the relays on stone has been completed the country's prime minister stated that a major understanding between his country egypt and sudan could pave the way for a future agreement that comes amid a virtual summit that brought together the leaders of the 3 countries this is africa's largest hydroelectric dam and the 3 countries say that they'll be further technical discussions the 1st round of talks on the ground relations demanded a week ago with very little progress major sticking points include how any future disputes will be resolved and how ethiopia will respond to droughts in the region the $4600000000.00 project has caused nearly a decade of tension between all 3 countries ethiopia denies egypt and sudan's claim that it's down will control the flow of africa's longest river the nile the aims are to provide electricity for 70 percent of its population but both cairo and katu

fear this will restrict the only source of water they rely on for nearly 150000000 people the main disagreement is the time it'll take to fill the dunns reservoirs which will affect the flow of water downstream ethiopia's says it will take 5 to 7 years to complete but egypt has proposed 12 years instead while egypt and sudan want a final agreement to be legally binding and to refer future disputes to 3rd party arbitration ethiopia prefers to settle through negotiations amongst the 3 let's be told correspondent who's been covering the story for us extensively be monitoring this is virtual meeting that's been happening on tuesday how did today end. well so it's very clear that we are in front of 2 processes that are completely different and contradictory half negotiation process that has been going on for the better part of a decade and every single meeting ended with the same statement but we have not
9:27 pm
been able to agree or to resolve the dispute but we will continue talking the same the very same words are being spoken today after the end of this meeting the other process that has never stopped and has never been stalled is the construction of the dam and then the filling of the lakes reservoir we have seen those statements contradictory statements by each opiah over the last few days when they announced that they were feeling the result of war and then later on just a few hours later they also said something different they said they were not feeling the lakers are now an official statement by the prime minister today that came at the same time as the summit concluded without without an agreement and confirm that one year worth of feeling has been achieved in the damn result anyone who has adopt or 100 out in egypt or in sudan about the nature of things and

how things are progressing with regards to this problem they are now sure that it is. dealing with the situation in completely different. from a completely different perspective and that there is no level ground between its opiah and sudan and egypt with regards to any type of negotiations so how was the realm of the cases of filling the dam and you might say the 1st stage was the consequences of that well technically the sudanese have said just a few days ago that they noticed. noticeable drop in the level of water in the blue nile just to willy. did from from each other from the to open borders last the technical impact you know that's the impact on the ground which is the more dangerous which is which is the thing that is feel most by egypt and so that the a considerable drop in the amount of water coming to the 2 countries in countries
9:29 pm
politically speaking now they are all eyes are on egypt so that has spoken and it has shown its opposition to what's going on today after this meeting and after the statement by the prime minister we joke here that that is being filled all eyes are on egypt to see what the egyptians are going to do which is really interesting to know you know how after all of these things have become very clear indeed and what we have seen is basically as you talked about in the 1st part of our little chat that the discussions of calm really full circle we start with regional discussions over a decade then the u.s. got involved recently then even more recently it went to the u.n. security council to see if they could find a resolution to this it's now going back to the african union has come back to the region itself to see where the regional leaders can help in any way in trying to find. a way forward but that might have changed with tonight statements.
9:30 pm
that's why it's so because you know remember that the african union this is not the 1st time the african union has been involved in this in these negotiations but you know there was a time when egyptians thought that they are close friends with the americans particularly american president donald trump they thought that donald trump could have some pressure on each opiate so they approached the u.s. but after long discussions and long talks. several rounds of talks it became clear that there was only as much that you know it that the u.s. must press or that they were could put on a chopper so no they. resorted to the u.n. and after that the african union african union is in. because 10 countries 10 african countries are bordering the the nile so they are primarily because egypt knows that this problem is an african problem and probably the people who will be most seriously interested in seeing a solution achieved are the africans but it's going to be difficult because egypt
9:31 pm
has not been successfully approaching africans in the past now it is desperate to do that there were some criticisms against egypt's dealing with african countries particularly kenyan when its european built a dam that reduced the amount of water going into kenya to lake turkana egypt was criticized for not having to do with the with kenya but now it needs africa to deal with this situation and there is there are lots of you no doubt still the it's going to it's going to happen indeed usually what does happen for the moment mohamed well thank you. well still ahead here on al-jazeera. protests are expected in mali calling on the president to step down while regional mediators trying to ease tensions. i'm going hey reporting from thailand which used to be the largest exporter of rice in the world we'll tell you why the numbers are

libya the statement of the foreign minister was the decisions on military operations are not to be welcomed but always run the risk of contributing to an escalation rather than having turkey in egypt face off over libya the german minister said he would like to see a demilitarized zone around it and the base city of algeria for a further south and to deescalate the tension surrounding those 2 areas that seems highly unlikely because the libyan parliament a week ago invited egyptian assistance apparently the libyan national army is unable to face the onslaught of the government of national called based in tripoli on its own especially given that the g.n.a.t. now has to backing so all the events of the past few days and weeks have been leading to rebuild our presence in the deescalation. mollies opposition has called

with us i mean on the surface it might just seem like it's another yet another demonstration across africa but are these demonstrations in west africa more unique than we give them credit for. well there is a very very long tradition in west africa of mass public demonstrations people power if you like in favor of political change or in order to exert real pressure on the governments it's important to remember that although there are flaws in the democratic systems of most west african countries almost all of the countries in the region are functioning democracies so people have a culture of believing that it's in their right to make changes to. the political system to choose their leaders through the ballot box and when they feel of that process is being frustrated or alternatively when they feel that the leaders that they have elected and not up to the mark sometimes they will get out into the

streets and this is a region where a back at the beginning of the 1990 s. democracy was achieved through people power but there are also differences the situation in guinea and situation in mali are quite different in the issues at play a different. cultures there the national differences play in and of course it would seem that. certainly the public at large are not talking themselves about calls to to tional change as you pointed out they just want incompetent or power power hungry politicians to actually step down and allow the ballot box to to really speak for them. yes i think that's particularly the case in guinea because it's important to remember that guinea was a bit unusual in the region democracy there didn't really arrive in in the full

sense of the word till 2010 so quite recently an outfit called the is the 1st really democratic president and people assumed when he was 1st elected then that he would see do for 15 year term then seek a 2nd term and then automatically would retire because he would be in his eighty's and when there was a constitutional referendum earlier this year which was clearly manipulated was not conducted very well and was not very credible to syria the possibility for him to seek a 3rd term there was ripped huge public anger particularly in conakry the capital the situation in mali is different president is actually in the middle of his 2nd term he's given no in no hint that he would want to run for a 3rd but people are really frustrated there because he's offered rather weak leadership in pushing forward the peace process in the struggle to try and resolve

the crisis in northern mali and the country's also seen an upsurge in into communal violence in the center in central regions and there's a there's been a spate of corruption scandals and those factors have all come together so that people are out on the streets demanding that he should go even though in his case he isn't actually challenging the democratic model all the all the basic political rules and that's what makes it so difficult for the west african mediators because they don't really want to establish a principle what just because people go as of out into the streets the genuinely elected president should quit. but on the other hand they won't solve the political crisis at the moment government. mollies effectively paralyzed when the country is already in a crisis and it needs a clear political direction and a credible government there or a proper leadership so that there's a there's

a striking contrast if you like between the 2 there's boiling frustration in both countries and beginning it's because guinea in particular in can actually fear that president called they will overturn or manipulate if you like establish democratic rules whereas in mali or frustration with just the way the country is being run it will keep an eye home both of those countries very closely in the coming weeks for the moment thanks for joining us from london thank you. let's head to south asia now where a prominent pakistani journalist critical of the country's military has been kidnapped in the capital islamabad police say there were large aren't was last seen outside a school in the capital and choose day morning that footage from surveillance camera shows men dragging a driver out of his car and into another vehicle rights groups are demanding more information on his whereabouts has more from the pakistani capital. john should be remembered. for several.

move against the government. about john kerry and. also as the cause joins me now live via skype from sterling in virginia he's a human rights lawyer and jonas could do this again on the program if the call scuffles bundled into a car whereabouts unknown seems like the normal modus operandi of soul the secret service of pakistan. yes so here are the what we've seen here kidnapping that many journalists and it's something. we've seen. i think it's important to keep in mind you know might come suppress freedom freedom of speech freedom of the press in pakistan you know this is not exclusive to the current government of iraq and with no loss for you or him and the government of benazir bhutto. and so sadly you know because of sort of.

you know separation of powers and checks and balances the military. service. which is the fighting. really has been cracking down on journalists so much so that you know reporters without borders has ranked 145th of 180 countries in the world in terms of press freedom and a committee to protect journalists has rank them as that worst country in the world when it comes to press so in terms of the practicality of being a journalist in pakistan just for international audience i mean i would say that to be a journalist and to talk about politics the military india and the like in pakistan requires a journalist with credibility and to have that credibility you have to have contacts within the armed services the military and the secret service the challenge is how impartial and how fine a line you can balance as a journalist by getting the information you want without showing your favor to
9:47 pm
those that are giving you that information and they are of course from those agencies. absolutely you know and that's an issue that journalists around the world as you know have to deal with when it comes to x. ray so if you're trying to get access to. a local government who essentially have immunity we're going to say when it comes to disappearing journalists and the committee to protect journalists and that 62 journalists have been murdered in. the early ninety's and 34 of them are still missing today and so just like america needs to deal with systemic racism but you know this is. a part of that is due to the basically the institutions i.e. the military and its secret service is a country predominantly controlled by the military since independence in 1947 there entrenched in all areas of everyday life in pakistan have reported from there extensively that they are

a hard act to you might say to have their tentacles cut and i keep saying tentacles because you have to actually experience it in pakistan to understand how how they influence every part of normal life and successive democratic elected governments have found it very difficult to. instigate their own power in that country because of what's already there. you're absolutely right you know and that's why it rests on the shoulder of prime minister imran khan you know the end of the day with such a strong military and so strong intelligence apparatus and has a strong executive. and so if you decide you know part of his campaign you know push was that he was going to stamp out corruption right everybody knows he's a muslim and lives so the financial corruption is something that he may not feel any sort of draw from but when it comes to power again you know he's really trying

to help build on that only for his own tenure but for decades and centuries you know as a country i'm not think it's going to be his response very. early . on but also to you know press freedom in a country in order to become. more from and we leave it there but we just got word to the journalists. john has been released that's good news i'm sure we'll get more on that in our later news bulletins for the moment though arsalan iftikhar thanks for joining us from the u.s. thank you so thailand has been relatively successful at handling the current owners pandemic so far but its economy is struggling and is expected to be the most affected in asia now the agriculture sector mainly rice is facing a particularly tough time when he explains from bangkok. farming has never been an easy way to make a living but in thailand these are particularly tough times this year growers of

they'll have the product to sell but the strong thai currency makes it the most expensive rice in southeast asia exports may fall by 30 percent this year and industry leaders worry about the long term future of the sick. we are less competitive now you know why because our labor costs is increasing our land prices increasing and our farmers. you know it's more than 55 years old most of them. next generation they don't want to go into farming sending more growers who've been working the fields their whole lives are also concerned they say a government subsidy in the form of a price guarantee won't be enough but walking away from farming isn't an option for the incumbent in the. uk continue to grow rice i don't know what else i can do i'm getting old and i can't work in the factory and know that i'm not going to make a lot of money but i have to carry on with around a 3rd of thailand 70000000 people working in agriculture that's
